1 CHIEF ELECTRIC PLANT OPERATOR, 5237 Summary of Duties: Assigns, reviews and evaluates the work of a group of employees engaged in the operation and maintenance of hydroelectric generating plants, substations, or D.C. converter stations; or administers training programs at hydroelectric power plants, converter stations, or substations and switching stations; or plans, organizes, and directs the operation and maintenance of one or more hydroelectric generating plants or all receiving and distributing stations. Applies sound supervisory principles and techniques in building and maintaining an effective work force; fulfills affirmative action responsibilities; and does related work. Distinguishing Features: Employees in these classes are supervisory employees responsible for a variety of operation, maintenance, and training activities at substations, converter stations, and hydroelectric generating plants. A Chief Electric Plant Operator must have a comprehensive knowledge of all phases of the electric generating, transmission and distribution systems and the ability to direct the operations of electric stations. Usually an employee of this class is responsible for making assignments to a large group of Electric Station Operators; planning, supervising the training of, and instructing a group of operating and maintenance personnel in performance of regular and emergency work according to operating orders, safety work procedures, and other applicable rules and regulations. An Electric Plant Superintendent either has complete responsibility for directing a large operation and maintenance organization or assists another Electric Plant Superintendent in directing such an organization. The work may involve responsibility for the generation, switching, operation and maintenance activities of the Hoover System, or the Los Angeles Area Hydrogenerating Plants; the generation, transmission, and distribution activities of the Owens Valley Electric System; or the activities of a large group of receiving, distributing, and switching stations; or the activities of one or more D.C. converter stations. Supervision is received and eercised in terms of general objectives and evaluation of results. Incumbents of Both Classes as bona fide supervisors, are responsible for the performance of the full range of supervisory activities including the application of discipline, processing and resolution of grievances and evaluation of performance. Eamples of Duties: CHIEF ELECTRIC PLANT OPERATOR: I. Supervises switchboard operators and other subordinate staff in hydroelectric generating plants or one or more switching stations, receiving stations and the associated distributing stations or D.C. converter stations. II. Prepares or supervises the preparation of operating reports and summaries, including data on stream flow, runoffs, reservoirs, unit and plant operation, time control, disturbance equipment failure, and other periodic operating progress reports.
2 CHIEF ELECTRIC PLANT OPERATOR, 5237 Page 2 III. Prepares work and time schedules. IV. Makes recommendations for assignments and reassignments fo r training or other purposes. V. May check switching operations specifically in special situations. VI. May verify operations when a given piece of equipment is out o f service or on a clearance. VII. Inspects power house switch yards. VIII. Checks all operations of stations service auiliaries, turbines, and main generator units to insure the correc t performance of detailed operations by subordinates. IX. Prepares recommendations for necessary changes in operation an d repairs to equipment. X. Consults with engineers concerning operating needs. XI. Checks the condition of spare parts, operating supplies, an d related material and equipment. XII. Prepares or approves requisitions for necessary items. XIII. Supervises the operation, inspection, cleaning, an d maintenance of a complete plant and outside buildings, which may include a camp. XIV. May have responsibility for the inspection and operation o f penstocks, the regulation of reservoir outflow, the adjustment of flow indicators, and the care of meters and valves outside of a power generating plant. XV. Inspects the equipment of converter, switching, receiving an d distributing stations. XVI. Schedules relief for operators in the system. XVII. Prepares and revises or makes recommendations concerning the preparation and revision of operating drawings and diagrams, schedules, and budget. XVIII. Originates requests for etensions and betterment to station s. XIX. Prepares instruction bulletins. XX. Relieves other supervisors of converter, switching, receiving and distributing or generating systems. XXI. Corrects the drawings and diagrams of the station equipment an d circuits and keeps them up to date. XXII. Plans, supervises, prepares, and conducts theoretical an d practical training courses for operators. XXIII. Plans, supervises, prepares, s chedules, and conducts training for all operating and maintenance personnel on safety work, XXIV. hazardous material handling, and related activities. Assumes all or part of the duties of subordinates a s necessary. XXV. Supervises the preparation of operator training manuals. XXVI. Supervises the preparation of maintenance training manuals.

Plans, directs, and reviews activities involved in th e operation and maintenance of a major hydroelectric generating plant, or of several generating plants and related systems a nd facilities in a district, or of all receiving, distributing, and switching stations. XXVIII. Supervises office work, building and grounds maintenance, electrical and mechanical repa irs, mess and housing services, and related activities. XXIX. Inspects plants, station, transmission and switchin g facilities, and real property to determine the need fo r additions, improvements, or repairs. XXX. Prepares preliminary plans for additions or improvements to plant or station facilities. XXXI. Supervises the preparation and administration of employe e XXXII. XXXIII. training programs; confers with federal and local officials matters affecting plant operation. Arranges for public tours of the plant and surrounding area. Prepares or supervises the pre paration of reports, estimates, and budgets; issues such opera ting instructions and schedules as are necessary to maintain continuous plant or statio operation. XXXIV. Supervises the maintenance and control of overhea d transmission and distribution lines and consumer service. XXXV. Reviews and reports on causes or trouble encountered in th e XXXVI. system, means of restoring service, and estimated time o f outages. Analyzes bids and makes recommendations for awards o f contracts for equipment, material, and supplies. Both Classes: XXXVII. Communicate equal employment/affirmative action information to employees. Minimum Requirements: CHIEF ELECTRIC PLANT OPERATOR: Five years of eperience as an Electric Station Operator or Load Dispatcher, or in a class which is at least at that level and provides eperience in the operation of power switchboards in a hydroelectric generating plant or in a receiving, distributing, or switching station is required for Chief Electric Plant Operator. ELECTRIC PLANT SUPERINTENDENT: Four years of eperience as a Chief Electric Plant Operator is required for Electric Plant Superintendent. As provided in Section 109 of the City Charter, appointments to these classes are subject to a one-year probationary period. License: Both classes: A valid California driver's license and a good driving record may be required. Physical Requirements: Both Classes: Chief Electric Plant Operator and Electric Plant Superintendent: Strength to perform average lifting of less than 5 pounds and occasionally over 15 pounds; good hearing ability; and good eyesight. Those with medical limitations may be able to perform the duties of some positions with reasonable accommodation. The decision to accommodate someone's limitations will be made on an individual basis and depends on the types of limitations, what the hiring department can reasonably do to accommodate them, and the specific qualifications for the job.
