2 7. Revises SECTION 6 REVIEW AND EVALUATION PROCESS, 8 TH paragraph, to read as follows: Phase 3 will be performed by the Proposal Evaluation Team. An Evaluation Team will be established to assist the Department in the evaluation of the proposal(s). Any proposal failing to meet mandatory responsiveness requirements/fatal criteria will not be evaluated. The team will evaluate the Business/Corporate Experience and Qualifications, Project Staff, and Technical Proposal/Service Delivery Narrative of all proposals that meet mandatory responsiveness requirements/fatal criteria. The Proposal Evaluation Team will score the Project Proposal, Category 1 - Business/Corporate Experience and Qualifications, Category 2 - Project Staff, and Category 3 - Technical Proposal/Service Delivery Narrative, according to established criteria in Attachment 5, and the points scored for each will be averaged and combined with the points scored for the Price Proposal to determine final scores and ranking. 8. Revises Section Public Opening of Price Proposals/Review of Price Proposals, first paragraph, to read as follows: The Price Proposal will be reviewed by BPS staff to determine price points and that all calculations are accurate (if calculations are required). The Department does not intend to let the work release beds remain empty. The Department will fill the work release beds with work release eligible inmates that have completed a behind the fence therapeutic community program or the transition portion at another site. The general concept and services requested in the RFP are the same, and are currently being provided by the State and/or private operators and have been for the past 2 fiscal years. The time required for the intensive programming component has been shortened from nine to twelve months to four to six months. Minor adjustments have been made to the requirements for the prevention component. Thinking for a Change has been added as a requirement. Question #23 Regarding legally required court ordered civil deductions: a) How are these factored into the subsistence calculation? b) Is the subsistence fee calculated based upon the net earnings prior to the deductions or upon net earnings after the deductions? Answer #23 Question #24 a) Court-ordered civil deductions are made before subsistence is calculated. b) Subsistence is calculated upon net earnings after deductions have been made. Are the Substance Abuse Transitional Center inmates able to protest or challenge the subsistence fee retained by the Contractor? If so, what is the process for an inmate to do so? If an inmate challenges the subsistence fee, is the inmate removed from the program or can the contractor request that the inmate be transferred to another facility? Answer #24 An inmate may grieve the subsistence fee retained by the Contractor if that fee is greater than the 55% allowed or if he believes it was miscalculated. Inmates will not be moved based on a grievance and the Contractor cannot request that the inmate be moved based on the grievance. Question #25 In regards to Section Operations/Shift Supervisor, would the Department consider this position covered if the qualifications are met and job requirements covered by the Assistant Facility Director? Answer #25 The Shift/Operations Supervisor is an optional position per Section Question #26 Answer #26 Question #27 In regards to Section Clinical Supervisor/Qualified Professional, would the Department consider this position covered if the qualifications are met and job (including any license) requirements, covered by the Facility Director? No, the Clinical Supervisor shall provide oversight of all substance abuse services, prevention through aftercare, and provide clinical supervision to all substance abuse program staff. The Facility Director shall be a full-time (40 hours/week) on-site management /professional position responsible for the overall operation of the Substance Abuse Transition Re-Entry Center. The Facility Director shall be the supervisor for the Contractor s staff. P. 25, Sect Educational Component, states The Contractor shall provide a comprehensive educational component, at no cost to the department or inmate to enable each inmate to obtain basic skills commensurate with his/her abilities. This program shall be operational a minimum of forty (40) hours per week. All inmates who do not have documentation of a High School Diploma or GED shall participate in the educational component as part of their substance abuse treatment or aftercare plan. The educational component shall include Adult Basic Education (ABE) classes and General Education Diploma (GED) classes that meet the Florida Department of Education/Adult curriculum framework standards. The Contractor shall have the ability to ensure that eligible inmates can take the GED test at the facility site or obtain prior approval from the Contract Manager and parent Facility Warden for alternate testing arrangements in the community. All academic supplies shall be the responsibility of the contractor. The Contractor may utilize the local school board and/or other community resources to provide this component. The inmate s treatment plan, aftercare plan, prevention plan and daily schedule shall reflect participation in any needed educational programming. a) How many inmates are expected to participate in the educational component? b) How many GED tests are expected to be administered each year? c) Will the Department allow for GED tests administered via computer (PC)?
