The new system is able to accommodate high call volumes without crashing and comes with an automatic telephone directory (auto attendant) to better support members when our receptionist and dues clerk are unable to answer the phone. The auto attendant is being developed to be intuitive, expe dient and user friendly so members can direct themselves through to their business agent, the business manager, office staff member, pay dues or have their questions answered in a timely manner. The option to bypass the menu (auto attendant) by pressing 0 to get the recep tionist will be available. We trust that this new system will resolve the frustration that members have experienced in the past when they call in and are unable to reach their party due to the fact that office staff is busy with members at the front desk or on the phone with another Joe Shayler member. Business Manager / Financial Website Secretary Local 170 s new website is in the final stages of development. It sports a new clean look with a lot of infor mation. The members and contractors log in is prominently located on the front page. I am pleased with the development of this long overdue website. We are anticipating it going live in early spring. Membership Data Base Local 170 has purchased a new database system which will replace the one that is too old to upgrade. It has been a tremendous amount of effort and work from all of the staff to develop and test the new system. It is much more technologically advanced than the last system and has been a steep learning curve for everybody involved. It is still in its testing phase with many quirks being ironed out. The web module will tie in with the new website. It will give members the ability to log in (as previously), check out jobs, view contracts and now, you will be able to update your address and personal information. Electronic Newsletters In an effort to bring Local 170 into the electronic era, we are developing an newsletter to replace the posted paper copy. There are many benefits to using an e newsletter. 1. It is much more cost efficient than a printed newsletter because of the significant savings in time, printing and mailing costs. Currently, mailing out a newsletter is over $3500 in cost just for postage (not including paper, ink, staff costs etc.) compared to $70.00 per month (not Lax Kw'alaams Sign Agreement on the Petronas LNG including staff costs) for the same mail out. This will save the union a lot of money. 2. It will also feature live links that can take the reader to relevant, useful on line information. 3. The Local will not be limited on how many e newsletters it can send out per month, so updating the membership on events or meetings etc. will be much more expedient and cost effective. Please note though, when the new data base is live, you will have the option to select an newsletter or to continue receiving a mailed copy. In order for e newsletters to be successful it will be up to the member to make sure that you keep your address current. I recently read an article regarding the Lax Kw alaam and the Petronas signing at the following link: news/industry news/deal struck with lax kwalaams on lng I thought the membership would find the details interesting. To summarize: Ottawa and Victoria have struck a historic agreement with two key First Nations on the Petronas Pacific Northwest LNG project in Prince Rupert. In a joint agreement between federal and provincial environmental ministries, the Lax Kw'alaams and Metlakatla First Nations are being given a more active role in environmental monitoring of the $36 billion liquefied natural gas project to gain their support for the project. The Lax Kw'alaams originally rejected the project over concerns about the impact it would have on sensitive salmon rearing habitat off Flora Bank. It rejected on offer of land and cash worth $1.2 billion for their approval and participation in the project. John Helin, Lax Kw alaams elected leader wrote to the Canadian Environmental Assessment Agency stating that, if the project were to be approved, the band could support it, with conditions. It appears the federal and provincial environment ministers may have met those conditions. BC LNG Industry Sees Two Major Developments Another current article I read on the LNG s worth sharing is from: energeticcity.ca/2015/10/bc lng industry carries onstrong with major developments/ The BC Government continues to press forward LNG industry development with two more major approval announcements this week. First, Calgary based TransCanada Corporation has announced it s received final permits from the Fort St. John based BC Oil and Gas Commission giving it regulatory approval for the construction and operation of the Prince Rupert Gas Transmission pipeline. The OGC permits include about 70 implementation governing conditions, and cover the entire 900 km route from just north of Hudson s Hope to the proposed Pacific Northwest LNG facility off the Northwest coast near Prince Rupert. Receiving the 11 pipeline and facility permits is seen as the last major regulatory step for the pipeline which would connect natural gas production in the Montney fields to the LNG export facility owned by the Petronas led consortium. However, before pipeline construction proceeds the project must still get the green light from the federal government, under the Canadian Environmental Assessment Act. Second, Woodfibre LNG Limited is one step closer to building a natural gas storage facility and marine terminal at Squamish. Environment Minister Mary Polak has confirmed, the province has issued an environmental assessment certificate for the close to $2 billion project. This is another project with opposition concerns, and in this case Squamish First Nation council approval of the environmental assessment agreement has divided band members even though the project would provide them with thousands of jobs. It would involve the export of about 2,100,000 tonnes of LNG per year, for 25 years, and reportedly means that 3 4 times a month a loaded LNG tanker would travel through Howe Sound.

Scholarship #4731 Affiliation Scholarship Piping Industry Journeyman Training and Industry* Two scholarships of $1,000 each, provided by the Trustee Board of the Journeyman Training and Industry Promotion Fund, are available to the dependents of UA Local 170 Members entering the first year at any British Columbia university or college. *Check eligibility requirements. The fund benefits UA members and their dependents (please see criteria in the detailed instructions found with the application). Up to 112 scholarships totaling as much as $200,000 will be awarded this year. Scholarships range from $1,250 to $5,000 each. MacDonald Assistant Business Manager / Business Agent Fort Nelson Spectra Energy; Fort Nelson Gas Plant CIMS finished a small project at the Spectra Energy Fort Nelson Gas Plant early this year. CIMS is hopeful that Spectra will continue bringing them back in for maintenance, repair and new construction. The proposed Casino Mine would be the biggest in Yukon s history. It would produce approximately 43.8 million tonnes per year of copper and gold ore, over a mine life of 22 years. (Cathie Archbould/ Casino Mining Corp.) Enbridge has purchased major shares in the Spectra Energy Corporation. With the down turn in the oil and gas industry we are seeing the clients using more non union and CLAC mechanical contractors. Over the years we have experienced this before. Chetwynd Spectra Energy; Pine River Gas Plant CIMS has a small crew doing some piping throughout the plant. They continue to pick up work there because our members are doing a quality job and if we can do it safely that is what is going to keep our contractors and members working in these plants. Fort St John BC Hydro Site C Clean Energy Project Trotter Morton: The Peace River Hydro partners decided to self perform the mechanical work for Site C Clean Energy project main civil works resulting in the termination of Trotter & Morton s contract at this project. I would like to take the opportunity to thank Trotter & Morton Site Manager Steve Zalys for his supervision and coordination of everything on site, the pipefitters and apprentices for your hard work and dedication and outstanding job they did on this project. VOITH Hydro: The supply and installation of six turbines & generators was awarded to Voith Hydro by BC Hydro. In June 2015 CLRA and the Bargaining Council of BC Building Trades Unions and Local 170 signed a Special Project Needs Agreement for this project. Once the power house is built then the installation of the turbines and generators will start. The approximate start date will be late fall of 2019 with an estimated finish date in the spring PIPELINE Spectra Energy: Somerville /Aecon Pipelines Jackfish Lake Project; 36 km 36 inch This project is complete and our members did a very good job. We were able to get several new pipeline tie in welders and some new pipeline journeypersons to work on this project. To everyone involved a big thank you from the supervision of Somerville. Several PLCAC contractors (Pipeline Contractors Association of Canada) in BC are bidding on this job. I will keep the membership advised of who is the successful bidder. Prince Rupert Gas Transmission (Proposed) 870 km of 42 and it will run from northeastern British Columbia (Pink Mountain) to the west coast Prince Rupert BC. This line will hookup to the proposed Petronas LNG Plant with a final investment decision due the spring of km 36 Kinder Morgan Valemount to Vancouver starting in September ATTENTION LOCAL 170 MEMBERS All UA members are not to work in the piping jurisdiction of UA Local 170 or any other UA Local in Canada without depositing their travel cards and being properly dispatched through their respective locals.

7 Newsletter Volume 2017 Issue 1 Page 7 Lower Mainland, Vancouver Island, Sunshine Coast, Shipyards, & Simon Fraser University LOWER MAINLAND Keith Plumbing & Heating Keith Plumbing & Heating has several projects on the go: Creekside High rise Vancouver, 20 members Great Northern Way Vancouver, 10 members Kitsilano Secondary School Vancouver, 14 members International Trade Centre Richmond, 9 members Simon Fraser University Student Centre Burnaby, 3 members KPH has been awarded the first phase of the Royal Columbian Hospital starting in the fall, and the Valleyview Mental Health Facility starting in June. Fred Welsh Children s Hospital has 44 members onsite with completion expected in July 555 Robson has approximately 25 members on site Brentwood Mall Expansion The Exchange has 25 members PML Professional Mechanical Limited They are currently working on UBC Site B, Minoru Pool in Richmond, Uptown Towers and Safeway. Alpha Mechanical Ltd. Alpha s projects currently include Park Royal, Douglas College, Surrey Memorial Hospital, UBC and Telus North Vancouver. Trotter and Morton They currently have a crew at the Iona Treatment Plant, Commons UBC, and will be starting at the 4 Towers at UBC in May and June. INDUSTRIAL Brymark Installations have crews at Chevron and I.O.C.O. Mitchell Installations have crews at Iona, the Capilano watershed and Ruskin Dam. SUNSHINE COAST Port Mellon Mitchell Installations is back on site at the Howe Sound Pulp and Paper Mill. The shutdown is scheduled for April 17 27, There are several packages coming out for tender and talk of possibly a new bleach plant. Powell River Cranberry Construction is doing a paper towel project in the mill. Catalyst was going to give up a piping package to non union company West Coast Pre Fab Ltd., but was convinced to give it all to Cranberry Construction. VANCOUVER ISLAND Campbell River John Hart Dam CoGen Mechanical is on site with approximately 6 members. In about six weeks, they should start hiring approximately 15 members. Alstom is also on site, and is expected to start hiring in about four weeks requiring approximately 12 members. Courtenay CoGen Mechanical will be doing the fabrication for the John Hart Dam. Nanaimo Mark Glazier Business Agent Geo Tech will be on site for the shutdown March 27 to April 5. CIMS will also be on site. SHIPYARDS Since the beginning of 2017, Allied has been extremely busy. DRYDOCK The Laurier is in the Drydock for the month with several barges waiting to come in after the Laurier s completion. CIMS / Harmac SEASPAN We have approximately 130 members on site. The first NSPS (National Shipbuilding Procurement Strategy) vessel is set to launch sometime in October, the second vessel is well underway and the third is just starting. The repair side is also very busy.

8 Page 8 Newsletter Volume 2017 Issue 1 Northern BC & Kamloops modified CURRENT WORK BENEFITS The areas assigned to me remain somewhat stagnant in the Industrial Sector, however work is increasing in the Commercial Sector. There is continuing work at Rio Tinto Alcan in Kitimat with Canmec, 101 Industries and Zanron, with small crews performing throughout the site. Western Systems is still at the Brucejack Mine site performing the instrumentation. 101 Industries continues to stay active in the Terrace/Kitimat/Prince Rupert area on various projects including the Prince Rupert Hospital, Prince Rupert Search and Rescue Building, and the Terrace Aquatic Center upgrades. Equity Plumbing and Heating is fairly steady with ongoing work at the new 196 room Marriot Hotel downtown Prince George, New Caledonia College upgrades, Vanderhoof Aquatic Center, and various other tenant improvement projects. R.H Jones is also busy on the University Residence upgrades, Prince George Hospital upgrades, and a small Bio Energy Project in Fort Ware. Here is a partial list of some of these Benefits. Thanks to Brother Al Phillips at the UAPICBC for recently taking on the task of Journeyman Training Industry Promotion Fund (JTIP) reimbursements, which is now processed more efficiently and in a timely manner. The JTIP Benefits are as follows with reimbursement for successful completion and/or required receipts. A and B Gas Ticket renewals. Member pays up front and submits receipts. Cross Connection Control Re Certification. Members pay up front and submit receipts. PWP 7 and 10 Re Certification. Test at the UAPIC (no cost to Members). CWB Re Certification. Test at the UAPIC (no cost to Members). Medical Gas Re Certification. Test at UAPICBC (no cost to Members). Welder Protective Jackets and Pipefitter Aprons for those employed in Fab shops. Must be employed with a contractor submitting to the JTIP. Once per year through the Business Agents. Your Administrator Tom McKinley and Union Trustees Jack Allard, Craig Hallgren, Brian McKinley, and Joe Shayler work hard at maintaining and improving our Health and Welfare Benefits. These benefits are available at A few of the highlights are: Supplementary Benefit Plan (SUB). To be eligible you must be collecting EI and submit all EI claims within 90 days. Sub Plan payment is currently $80.00/week ($40.00 is taken from Members Sub Plan Hour Bank. Although Administered through the Health and Welfare Office, payment and enquires to determine eligibility should be made at the Local 170 s Main Office or by phone at in town, and Medical Services Plan (MSP) Eligibility is for all hour bank insured Members and eligible disabled Members. Reimbursement is currently at 100% of what the Provincial Government charges. Check with Health and Welfare to see if you have a current balance. Effective January 1/2017 Custom ear plugs are now a covered benefit and can be submitted to Coughlin and Associates for reimbursement. They are reimbursable 100% to a maximum of $ every 5 years. Call Health and Welfare for more information. In closing the Local 170 offices have seen recent changes including a new phone system which was put in late last year. This system still has a few quirks and is being remedied as the need arises. This system should also alleviate the problems that we faced in previous high calling times where the system crashed not allowing Members to get through. The new Data Base that will be online in the near future has been a huge undertaking, however will make things more streamlined, and hopefully allow more flexibility with Members being able to log in themselves and make address changes, view Agreements, etc., through a link which will be on our new Website. Local 170 Office Manger Faye has been working tirelessly on this new Data Base to make it happen. Zellstoff Celgar (Calstegar) Pulp Mill These new additions are more efficient and Start: 28 May to 14 June environmentally cleaner. The new technology Teck/Cominco (Trail) Lead Smelter will improve operating reliability, flexibility, Start: 07 October to 12 November efficiency and environmental guidelines. This will equate to over 650,000 hours of work, the Teck/Cominco (Trail) Kivcet Furnace brunt of which will be piping for our members. Start: 17 October to 24 October Chilliwack, BC New Molson Coors Brewery The new Molson Coors Canada Brewery in Chilliwack is also on track. The piping process has been broken down into 15 major packages each being bid separately. The first package has now been put out for bid. We are looking at approximately 1 years work for about 100 members. There is a tight timeline to adhere to as Molson Coors sold the property at the south end of the Burrard Street Bridge in Vancouver and they have to vacate by the end of PACIFIC REGION MAINTENANCE AGREEMENT [PRMC] The need to move forward with a workable maintenance agreement has never been more prevalent. The Pacific Region Maintenance Agreement was put into effect in The PRMC agreement is in need of tweaking to be workable in today s environment but there is no need to reinvent the wheel. The Building Trade unions are meeting later this month to put together an up to date workable Pacific Region Maintenance Council agreement that Bryan Stocking Business Agent all trades can work under to pursue short and preferably long term maintenance in the prov ince in the LNG, Pulp Mill, chemical plant, and smelter venues which we hope will put mem bers to work in full time maintenance jobs. ALLIED HYDRO COUNCIL No. 1 Acid Plant at Tech Trail Operations has been up and running since 2014 [Image Credit: Trail Times File] The Allied Hydro Council has their annual gen eral meeting this month. Their mandate was for Dams on the Columbia River and Columbia River tributaries. This is an extremely sub standard agreement and they have already branched out trying to impose the AHC agree ment to the John Hart Dam in Campbell River. We are keeping our eye on their actions and opposing any further expansion of the AHC agreement. Presently they are $9 an hour less than our ICI industrial rates. WORKSAFE BC: WorkSafe BC announced that there were 160 workplace related fatalities in 2016 with asbes tos topping the list at 47 of single incident fa talities. I am seeing a resurgence in asbestos related WorkSafe BC claims and I would en courage members to get an chest x ray every 2 years especially our older members who have worked with asbestos. I again mention the information provided by UA Canada for your family doctor outlining the occupational health risks for our members working in the piping industry that your doctor should be aware of. I can provide it if you like, please call me. In every newsletter I remind the members that there are no injuries that are too small to re port, again, the 3 most important things to do if injured on the job, report it, report it, report it!!! UA Local 170, after consulting tax specialist, has been told that we are limited because of Canadian Tax laws and that members should seek tax advice from their own accountant. We have received feedback from members who are paying the assessment and appealing to CRA. A copy of tax specialist report is available to members upon request. Bruce Strachan Organizer In November I was invited to the 57th Convention of the B.C. Federation of Labour where I was one of the Sergeant at Arms. It gave me the opportunity to see the behind the scenes workings of the Federation which was quite interesting. At the Convention all of Local 170 s resolutions were brought to the table. We had three incredible speakers representing Local 170, and we should applaud Barb Tutu, Joe Shayler and Russ St. Eloi for a job well done. Our new Wood Frame High Rise Agreement is starting to take hold. Almost all our contractors are securing work because of this agreement: 1. P.M.L. Seven High rises 2. Trotter Morton Four High rises 3. National Three High rises 4. Viking Bidding/Relocates on one 5. Grinnell None 6. Troy Bidding Along with other projects they have secured, 2017 and years to come look very promising. With the working picture looking so positive, we will be able to strip the open shops of their best employees. In January, I was invited to the UA Canada Organizers Nation Builder & C Street Training Meeting. This course was designed to assist organizers with the process of putting together a strategic organizing plan and to enable us to communicate with other organizers across Canada. The reasoning was that the UA felt the title Organizer was old school and gave the wrong connotation, making it sound like a union thug. As a part of the rebranding process our new title is Business Development Representatives. One of the organizing tools we are using is a website Nation Builder that can track all companies and people in the industry. This new data base will be a key tool in moving forward. The Union is also Lobbying the Government to bring back the enforcement of trade qualifications. A Red Seal shows a person is trained to know the codes and has the skills to complete a project in a professional manner. The open shops use one person with a red seal ticket to pull the permit, then use unskilled labour to install, without them having any schooling or training. The open shops will suffer enormous hardships when the enforcement is brought back. This practice must stop, as it is a Health and Safety issue. Hope everyone has a great spring, and thanks for your continued support. Dispatch Report In 2016 Local 170 dispatched 2566 union members out to our signatory contractors at a ratio of 1000 list hires to 1566 name hires. There is always going to be a higher number of journeyperson name hires over list hires. This is because Local 170 s Working Rules & Bylaws No states: In regard to name request dispatching or transferring, a company may request a foreman, one (1) welder and one (1) journeyperson, and the next two (2) journeypersons and the next two (2) welders shall be hired off the list. After that, the dispatching will be on a 50/50 basis as per classification, one (1) name request or transfer and one (1) off the list. Any member who is name requested or transferred to a job shall have their card removed from the out of work board. This shall apply even if the job in question is of a short time duration. Therefore, on smaller projects where the contractor only requires a smaller crew on site, there will be more name hires then list hires, and if more small projects are done in that year then there will be a higher the number of name requests to list hires. Last year was a good average year for Local 170 compared to that of the past five years: 2015 dispatched dispatched 3264 [a very good year] 2013 dispatched dispatched is looking like it may be a bit slower for industrial project work. I m hoping the shutdown season will keep our industrial hands busy. The commercial sector is holding strong at this time. Some of our commercial service plumbers/technician calls have gone unfilled mainly due to the callout requiring special skills or certifications such as a cross connection/backflow ticket or a current gas ticket, or troubleshooting skills and experience. I encourage all members that work in the commercial sector to take advantage of the training courses offered by the trade school [UAPIC BC]. Any extra certificates you get do give you more opportunities for employment especially if you re looking to get into service work. WHIMIS and CSTS 09 courses are available free online for Local 170 members to take from your home computer or laptop. Call the trade school [ ] and ask for the access code. Your yearly hearing test is also free. Call the school in schedule a time to get it done. We are presently involved in switching to a new dispatch computer system. I m working on getting all the out of work boards to balance in the new system making sure all the brothers and sisters will be in their correct seniority position and that each member is assigned to the correct trade class by their Sam Greaves Dispatcher certifications registered in their personnel file and correct area of location by the current address on file. We are also inputting all the different Local 170 agreements into the new system. Basically it is customizing the new dispatch system to work efficiently for Local 170 members, the dispatcher and our signatory contractors. This takes time though so please be patient when contacting the dispatch office. My assistant dispatcher, Quentin is handling most of the day to day business so I can concentrate on getting the new system up and running as efficiently and quickly as possible.
