(6) Contract Administration is performed by the CORs/GORs at each Requiring Activity and is essential to timely identification of deobligation requirements and aids in the avoidance of Unauthorized Commitments through the continuous monitoring of fill rates and burn rates. In order to complete proper contract reconciliation, all CORs must maintain General Fund Enterprise Business System (GFEBS) access to validate execution. (c) [Change] All CORs/GORs will attend the COR/Acceptor Training [ADD] at assigned duty Activity or local Medical Treatment Facility (MTF). The Activity may elect to fund TDY for CORs to attend training at remote sites, but no additional funding is available for this training. Training is two and half days. All AORs will complete the CPARS Overview (2.25 hours). This training will give the student an overview of the

3 policies and regulations governing CPARS, the CPARS Workflow, and CPARS Application functionality. Taking the CPARS Overview is a prerequisite to Quality and Narrative Writing and Focal Point Functions. Note: The training is instructor led and has limited seating. (e) [Add] The CORs designated as an AOR will complete the Quality and Narrative Writing (1.75 hours). This training will give the student an understanding of the need for quality and accuracy in narrative writing, examples of narratives and resources to aid in creating quality Past Performance Evaluations and examples of strategies for making the CPARS- Federal Awardee Performance and Integrity Information System (FAPIIS) process more effective.
