3 SRM MISSION MISSION: IAW DoDM , Plan, budget, and execute the sustainment, restoration, and modernization (SRM) program for the Department of Defense s (DoD) infrastructure supporting Defense Logistics Agency (DLA) capitalized energy products We inspect, repair and maintain 75% of the DoD s fixed fuel infrastructure. 3

10 Planning Studies Site Visit The Planning Studies Site Visit phase involves a fence-to-fence study to identify deficiencies that need to be addressed. Planning Studies Report Development The Planning Studies Report Development phase involves the creation and refinement of the report used to capture deficiencies that will be compiled into projects for funding. Planning Studies Construction Project The Planning Studies Construction Project phase involves the construction required to rectify deficiencies identified during the planning study site visit phase. The RM&MR program is executed by the United States Army Corps of Engineers (USACE) out of Huntsville, AL and Europe. DLA Energy capitalized fuel facilities identified for this program are provided with funding for quarterly, semiannual, and annual maintenance visits and services. Minor repair and emergency response services are performed utilizing a Service Order process within an established dollar amount. Emergent Program The Planning Studies program involves identifying a set number of DLA Energy capitalized fuel facilities per fiscal year for a fence-to-fence study to identify deficiencies that need to be addressed. The planning study program has three over-arching phases: Recurring Maintenance & Minor Repair (RM&MR) Program The CMP manages regulatory, compliance, and best practice maintenance deficiencies for assets that are common to all Services: automation (tank gauging, AFHE, service stations, etc.), cathodic protection surveys, underwater pier inspections, large tank inspections (out-of-service, inservice [externals]), small tank inspections, pipeline integrity management, railroad/demolition/ loading arms/pressure vessels. Planning Studies Program Centrally Managed Program (CMP) The Four Pillars of SRM The Emergent Program captures and validates requirements that have been identified outside of CMP and Planning Studies, or have been deemed ineligible under the RM&MR Program. These requirements may or may not be emergencies and are addressed by the SRM Office on a case-by-case basis. GOAL: INCREASED EFFICIENCY & EFFECTIVENESS

14 The Four Pillars of SRM Planning Studies Comprehensive assessment of MILDEP owned fuels infrastructure storing or transferring DLA capitalized fuel. Three Phased: fence-to-fence assessment identifies and documents deficiencies to be corrected in order to bring the fuel systems infrastructure into compliance with the Services mission requirements, operational standards, and regulatory requirements.
