Bose, Secretary Transcontinental Gas Pipe Line Company, LLC Bayonne Delivery Lateral Project Docket No. CP Ladies and Gentlemen: Pursuant to Section 4 of the Natural Gas Act and Part 154 of the Federal Energy Regulatory Commission s ( Commission ) regulations, Transcontinental Gas Pipe Line Company, LLC ( Transco ) herewith submits the following revised tariff records for inclusion in its Fifth Revised Volume No. 1 ( Tariff ): Version Part Section Section Description II 1.4 Schedule FDLS s II 2.2 Schedule IDLS s II 12.2 Schedules FDLS and IDLS Fuel Percentages IV 21 Zones The proposed effective date of the tariff records is the later of March 1, 2012 or the inservice date of the Bayonne Delivery Lateral Project ( Project ). Statement of Nature, Reasons and Basis On May 22, 2009, Transco filed an application for a certificate of public convenience and necessity ( May 22 Filing ) authorizing the Project. On January 8, 2010, the Commission issued an Order Issuing Certificate ( January 8 Order ), which authorized the Project. 1 Among other things, the January 8 Order required Transco to file, not less than 30 days nor more than 60 days prior to commencement of the proposed service, rates and tariff records consistent with Part 154 of the Commission s regulations ( Regulations ). 2 Federal Energy Regulatory Commission February 3, 2012 Page 2 compliance with the Commission s directive, Transco is submitting herein the FDLS and IDLS rates for the Project that are the same as the rates reflected on Exhibit P of the application, and the initial fuel retention percentage for the project approved by the Commission in its January 8 Order. Further, Transco is adding the Bayonne Lateral to the list of delivery laterals contained in Section 21 of the General Terms and Conditions of its Tariff. Proposed Effective Date and Request for Waiver Transco requests that the tariff records submitted herein be made effective the later of March 1, 2012 or the in-service date of the Project. Transco is currently targeting an inservice date of March 1. However, the actual in-service date may occur subsequent to March 1. Transco will provide notice to the Commission in this proceeding the date on which the Project is placed in service. Transco respectfully requests that the Commission grant a waiver of Section of its Regulations, if necessary, in order that the enclosed tariff records be made effective as proposed herein. In the event the Commission elects to accept and suspend the tariff records submitted herein, in accordance with the provisions of Section (a)(9) of the Regulations, Transco moves to place such tariff records into effect at the end of the applicable suspension period. Materials Submitted Herewith In accordance with Section 154.7(a)(1) of the Regulations, the following material is submitted herewith: An etariff XML filing package, filed as a zip (compressed) file, containing: (1) The tariff records being revised in RTF format with metadata attached; (2) A transmittal letter in PDF format; (3) A clean version of the revised tariff records in PDF format for publishing in elibary; (4) A marked version of the revised tariff records in accordance with Section (a) of the regulations; and (5) A copy of the complete filing in PDF format for publishing in elibrary. Posting and Certification of Service In accordance with the provisions of Section 154.2(d) of the Regulations, copies of this filing are available for public inspection, during regular business hours, in a convenient form and place at Transco' s main office at 2800 Post Oak Boulevard in Houston, Texas. 7 Part IV - General Terms and Conditions Section 21 Zones Fifth Revised Volume No. 1 Version RATE ZONES GENERAL TERMS AND CONDITIONS 21.1 Gas service under this tariff is divided into eight zones: Zone 1 includes all of Seller's system located at or upstream of the discharge side of Compressor Station No. 30, including Seller's mainline and Seller's McMullen, Padre Island and Central Texas Gathering System Laterals. Zone 2 includes all of Seller's facilities located downstream of the discharge side of Compressor Station No. 30 up to and including the discharge side of Compressor Station No. 45, including Seller's Southwest Louisiana Gathering System, North High Island System and Seller's facilities upstream or in the vicinity of the High Island Offshore System and the U-T Offshore System. Zone 3 includes all of Seller's facilities located downstream of the discharge side of Compressor Station No. 45 up to and including the discharge side of Compressor Station No. 65, including Seller's Central Louisiana Gathering System and Southeast Louisiana Gathering System. Zone 4 includes all of Seller's facilities located downstream of the discharge side of Seller's Compressor Station No. 65 up to the Georgia-South Carolina State Boundary excluding all of Seller's facilities located in Zone 4A. Zone 4A includes all of Seller's facilities located on the Mobile Bay Lateral downstream of the suction side of Compressor Station No. 82 to an interconnection with Transco's main line near Butler in Choctaw County, Alabama.
