Bose, Secretary Transcontinental Gas Pipe Line Company, LLC Leidy Southeast Project Docket No. RP15- Ladies and Gentlemen: Transcontinental Gas Pipe Line Company, LLC ( Transco ) herewith submits the following tariff records for inclusion in its, Fifth Revised Volume No. 1: Version Part Section Section Description I 1 Table of Contents II FT- Leidy Southeast Project s The proposed effective date of the tariff records is March 1, The purpose of the instant filing is to establish the initial recourse rates for the Leidy Southeast Project. Statement of Nature, Reasons and Basis On September 28, 2013, Transco filed an application for a certificate of public convenience and necessity ( September 28 Filing ) authorizing its Leidy Southeast Project ( Project ). On December 18, 2014, the Federal Energy Regulatory Commission ( Commission ) issued an Order Issuing Certificate and Approving Abandonment ( December 18 Order ) in Docket No. CP , which, among other things, authorized Transco to construct and operate the Project facilities to provide 525,000 dt/day of incremental firm transportation from the existing Grugan Interconnect on Transco s Leidy Line in Clinton County, Pennsylvania, and the existing MARC I Interconnect in Lycoming County, Pennsylvania, to various delivery points on Transco s mainline as far south as Transco s existing Station 85 Pooling Points in
2 Federal Energy Regulatory Commission January 29, 2015 Page 2 Choctaw County, Alabama. 1 The target in-service date of the Project is December 1, Transco has informed the Project shippers that, subject to the receipt of the necessary regulatory authorizations, it anticipates having certain of the Project mainline facilities available for service on March 1, Beginning on that date, Transco anticipates being able to provide partial path incremental firm transportation service for the full Project contract quantities of 525,000 dt/day on an interim basis from Transco s Zone 6 Station 210 Pooling Point in Mercer County, New Jersey to Transco s Station 85 Pooling Points. 2 All of the Leidy Project shippers desire to initiate partial path service on an interim basis for their full contract quantity commencing March 1, Transco and the Project shippers are finalizing service agreements under Schedule FT pursuant to which Transco will charge a discounted rate for the interim service described herein commencing March 1, The interim service will terminate on the date that the remaining Leidy Project Facilities are placed in-service pursuant to the authorizations granted in Docket No. CP Upon the in-service date of those facilities, Transco will begin providing 525,000 dt/day of service for the full Project path under the executed longterm service agreements. Transco is submitting herewith a tariff record that contains the Leidy Southeast Project firm transportation rates under Schedule FT approved by the Commission in Ordering Paragraph (G) of the December 18 Order. Proposed Effective Date Transco requests that the tariff records submitted herein be made effective March 1, 2015, the anticipated commencement date of the interim firm transportation service. In the event the Commission elects to accept and suspend the tariff records submitted herein, in accordance with the provisions of Section (a)(9) of the Commission s Regulations ( Regulations ), Transco moves to place such tariff records into effect at the end of the applicable suspension period. Materials Submitted Herewith In accordance with Section 154.7(a)(1) of the Regulations, the following material is 1 Transcontinental Gas Pipe Line Company, LLC, 149 FERC 61,258 (2014). 2 The Project s mainline facility modifications primarily consist of modifications to various meter and regulator stations to allow for the handling of odorized gas. Some, but not all, of the odorization facilities will be ready for service beginning March 1, For those meter station locations where the odorization facilities will not be ready for service beginning March 1, 2015, Transco will be able to manage the gas odorization requirements at those locations on a manual basis.
