Jose LugoSantiago One of our oldest and most solemn military traditions is to honor our flag. When we think of our flag for example, all of us come together as Americans and reflect on those values we hold dear: Life, liberty and the pursuit of happiness. On military bases all around the world, we are afforded this solemn opportunity to come together as Americans and reflect with the playing of Reveille and Retreat. Reveille and Retreat play every day to signal the beginning and end of the duty day. This is our opportunity to reflect and show gratitude. Throughout Joint Base San Antonio, you will hear Reveille at 5 a.m. daily at JBSA-Lackland, 5:30 a.m. at JBSA-Fort Sam Houston and 6:30 a.m. at JBSA-Randolph. This signifies the beginning of the duty day. The end of the duty day is announced with Retreat at 5:30 p.m. daily at all JBSA locations. During this time, you will hear retreat, followed by the national anthem, or at JBSA-Fort Sam Houston, retreat followed by To the Colors. During these times, all of us are required to afford the appropriate courtesies. So what is the appropriate courtesy? Each of the services command senior enlisted leaders at JBSA came together to discuss this very same question. Here is what all of us as great professionals should be doing. Sgt. Maj. Jose LugoSantiago salute the United States flag to showcase the customs and courtesies associated with the military Feb. 1 at Joint Base San Antonio-Fort Sam Houston. Reconnaissance Battalion said, Personnel in uniform and outside must face the flag (or the music if the flag is not visible) and salute during the raising and lowering of the flag. Specifically, on the first note of the national anthem or To the Colors, members in uniform must render the hand salute. Command Master Chief Petty Officer James Perry from Navy Medicine Education and Training Command said that members must hold their salute until the last note of either the national anthem or To the Colors. Regarding courtesies while in civilian attire and while outdoors, face the flag (or the sound of the music) and stand at attention with the right hand over the heart. Drivers in vehicles during Reveille (when the flag is being raised), or Retreat, should pull the car to the side of the road and stop. What to do while the vehicle is at a complete stop differs among the services. Members are expected to follow the customs of their services. For example, JBSA senior enlisted leaders for the Marine Corps, Navy and Air Force stated the expectation for vehicle occupants is to sit quietly until the last note of the music has played or the flag is fully raised or lowered. Command Sgt. Maj. Hu Rhodes, the U.S. Army North and Fifth Army s senior enlisted leader, said the Army personnel are expected to stop the vehicle as well, but then Army personnel exit the vehicle and render the same courtesies as all the services do when a service member is outdoors. If indoors during Reveille or Retreat, there is no need to stand or salute. However, everyone must stand during the playing of the national anthem before a showing of a movie while in the base theater. Courtesies to our flag are not only a venue to honor our flag, but are also a sign of our professionalism. The next time you hear Reveille or Retreat, go ahead do the right thing. Show you re a professional a proud heir of a rich military heritage. 4 PAGE 4 By Robert Goetz Joint Base San Antonio-Randolph Public Affairs Registration ends Monday for a yearly Joint Base San Antonio-Randolph talent competition planned for 6 p.m. Feb. 15 at the Airman and Family Readiness Center. The 16th annual You Got Talent Family and Teen Contest, also known as UGT, will give youth ages 5-18 and their family members an opportunity to display talents ranging from singing and dancing to comedy and drama. They will compete in solo, group, instrumental, singing and variety categories. It s a showcase for our families, Andrea Black, Randolph Youth Programs coordinator, said. We have so many talented children and parents. Last year s local contest produced two first-place acts at the Air Force level brother-sister duo Logan and Katryna Marttala in the pre-teen group category and Jazmine White in the teen vocal category. Their distinction gave them the opportunity to perform at the Air Force Tops in Blue concert in November at Trinity University. The contest, conducted by the Air Force Services Agency as part of the Nell Buckley Performing Arts Series, typically attracts singers, musicians and dancers, Black said, but other talents are also welcomed. Last year s event featured a cup stacker, and this year s registrants already include a father-son magic team. Black called the contest a great community event that allows students from the Randolph schools to meet military dependents who attend other schools in the area during the practices that precede the competition. The contest also provides participants with an opportunity to gain confidence in their abilities by performing for others, she said. It s important to get them out and WINGSPREAD NEWS do these kinds of things, Black said. The UGT contest is open to youth and families who are eligible to use installation facilities. To register, call FEBRUARY 8, 2013 Registration ends Monday for annual 'You Got Talent' contest By Lori Newman Joint Base San Antonio-Fort Sam Houston Public Affairs The 502nd Comptroller Squadron has several reasons to celebrate, including winning a pair of Air Force-level awards for Financial Analysis Office of the Year and Financial Services Office of the Year. The organization also garnered numerous individual awards at the Air Education and Training Command-level and from the Alamo City Chapter of the American Society of Military Comptrollers. Our comptrollers are truly deserving of recognition as they led the wing to an amazing fiscal year closure and continue to guide us through these difficult times, said Brig. Gen. Theresa C. Carter, Joint Base San Antonio and 502nd Air Base Wing commander. These awards reflect the combined efforts in financial service and financial analysis teams from all three comptroller squadrons. The 502nd Comptroller Squadron is one of the largest financial management organizations in the Air Force. Their scope of responsibly includes accounting for about a half billion dollars or 25 percent of the total AETC budget. The Financial Services Office's responsibilities include all military pay for the Air Force and Army and Air Force civilian pay, as well as travel pay along with many other tasks. We have three different groups coming together trying to figure out what the best practices are and how to make this work for Joint Base San Antonio. The organizations were going through a huge transition, dealing with manpower issues and have had three different directors over this past fiscal year, said Chief Master Sgt. Michael Guyer, superintendent of the 502nd Comptroller Squadron. Our folks have stepped up and have done even better than in the past. We are supporting the Airmen, whether they are out on the flight line or training the military dogs, Caudill said. Our real mission is to take care of all those folks who are out there and to ensure that every Army and Air Force civilian is paid correctly and on time. While visiting, Denehan spoke to a Wingspread staff writer about the time he helped rescue Lt. Gen. David Goldfein, now U.S. Air Forces Central Command commander in Southwest Asia, who was shot down during the Kosovo War.) What began with an early-morning distress call during a war of liberation turned into lifelong friendships linked by duty, heroism and a little bit of luck. During the Kosovo War, a late-1990s armed conflict between the Albanian-led Kosovo Liberation Army and NATO against Serbia the main remnant of the former Yugoslavia spurred the United States to help fly thousands of missions in the Balkans as part of Operation Allied Force. A member from a special operations group during the campaign recently visited Joint Base San Antonio-Randolph to retell events when he helped rescue a local Randolph resi- manding officer of the 555th Fighter Squadron based at Aviano Air Base, Italy. During a mission May 2, 1999, then-lt. Col. David Goldfein, now a lieutentant general serving as commander of the U.S. Air Forces Central Command in Southwest Asia, was tasked to find and destroy surface-to-air missile sites at Novi Sad, in northern Serbia, with a group of four jets from the 555th FS, an objective expected for such a squadron. Then the unexpected happened. Goldfein s F-16 was hit by an SA-3 missile that blew out its engine, forcing him to eject in enemy territory. One of Goldfein s accompanying wingmen, Capt. Adam Kavlick, immediately arranged a rescue. NATO assigned a group of helicopters to recover the downed pilot before sunrise, which was to occur in the next two hours. The search-and-rescue task force getting the job was based in Tuzla, a city in Bosnia and Herzegovina, and was part of Air Force Special Operations Command. I was in bed, in my cot, when we got the call at 2 a.m. for a briefing, Lt. Col. Bill Denehan, 23rd Flying Training Squadron commander, stationed We had aircraft cocked and ready to go, so we were prepared for situations like this. The briefing entailed learning the pilot s location, possible enemy hotspots and anti-aircraft gun locations. Weather conditions were clear with a bright moon out, making aircraft easily visible, a disadvantage for the rescue team. With three aircraft two MH-53 Pave Lows and a MH-60 Pave Hawk flown by Denehan and more than 30 members between the helicopters, the team left. Communication was a big issue that day; there were some radio malfunctions on a couple of the aircraft, which couldn t receive satellite communications, Denehan said. There was also a lot of confusion finding exactly where the general was. Upon reaching the Republic of Srpska, a political entity of Bosnia and Herzegovina, the helicopters flew over a village sympathetic to the Serbian cause. People in the buildings shut off all the lights, signaling enemy forces that they were in the area, Denehan said. Shortly afterward, a SAM hurled toward the aircraft. tion because it was the first time most of us had seen combat, he said. Leading the mission flight was Capt. Kent Landreth, who hastily suggested the group turn around because they were in a danger zone. When we turned around, we were shot at by another missile, which went in between our formation, Denehan said, missing his helicopter by 100 feet. My gunner, Tech. Sgt. Jack Gainer, yelled missile launch, so I deployed flares. Looking back, Denehan said he didn t have time to think about what could ve happened. After the near-death experience, the team pressed on. As they closed in on Goldfein s supposed location, the unit was shot at with small-arms and AK-47 assault fire from a nearby complex. Staff Sgt. Rich Kelley, the MH-60 flight engineer, instinctively squeezed the trigger of his minigun. Rich just started shooting and raked off the top of the building where the windows were, shutting them down, Denehan said. As a helicopter pilot, I m worried about everything including small-arms fire. His worries were validated; two bullets the other in the left engine cowling, but no major damage incurred. Arriving at the extraction coordinates, the team called Goldfein s radio but received no signal. However, A-10 Thunderbolt II pilots providing top cover 10,000 feet above were able to talk with Goldfein. The A-10 pilots told Goldfein to pop his flare at the same time the formation saw a bright orb emit from a barn. The helicopters zoomed toward the barn only to discover the orb was a fixed spot light. The initial coordinates were wrong. The radio went crazy with lots of information being thrown out, Denehan said. That s when Jack Gainer, one of the few able to directly talk with command center, took initiative by telling everyone to 'shut up' (over the radio). He told command that the coordinates were off, so we waited. We received new coordinates, which were about 15 miles away from the pilot s actual location, Denehan said. We were able to talk with him as we got closer, confirming the coordinates accuracy, and he did a great job of guiding us to him with the noise of our engines. sloped land close to where Goldfein hid in a tree line waiting for pickup. Moments away from sunrise, enemy Serbian fighters were waiting too. Staff Sgt. Jeremy Hardy from Denehan s crew and other pararescuemen hurried to grab the pilot, when hostile troops opened fire. Goldfein took off running and Hardy quickly identified him at a distance using an M-4 rifle with an infrared scope. When the rescue team on ground secured Goldfein, they interrogated him the best they could while under attack to positively ID him. The men then quickly boarded the Pave Hawk. Hardy, Staff Sgt. Andy Kubik and Senior Airman Ron Ellis piled on top of Goldfein to protect him from whizzing bullets. I heard Go, go, go, shouted, so I hightailed it out of there, Denehan said. We were only on the ground for 45 seconds. Once the task force got back to Tuzla, they only had a few minutes to chat with Goldfein before a C-130 picked him up. That s when Dawn Goldfein, the general s wife, received the best phone call of her life at 4:45 a.m. that her husband was OK after being shot down. the most beautiful thing I ve ever seen, she said. As a spouse of a fighter pilot, the risk is always in the back of my mind, but I try not to dwell on it. I try not to take each day for granted. Training on preparing for life-threatening circumstances that flooded back to the general helped save his life, she added Denehan agreed. A lot of what we learn kicks in during danger, he said. We want to react to situations with training in mind. Hopefully, we have enough skill and just enough luck to get out of these situations, but training plays a huge role. Denehan, Kavlick and Landreth received Silver Stars for their efforts, while Denehan s crew earned Distinguished Flying Crosses. The whole thing was a total team effort; there s no way I could ve done my part without their help, Denehan said. Denehan said he still keeps in touch with crew members as well as Goldfein through the years, who shows gratitude to all rescuers every May 2.

10 FEBRUARY 8, 2013 WINGSPREAD PAGE 11 Middle school musicians uphold long tradition of excellence By Robert Goetz Joint Base San Antonio-Randolph Public Affairs Twelve Randolph Middle School seventhand eighth-graders were named to the all-region band last week, a number that represented 10 percent of what their director described as an all-star team. Their accomplishments are emblematic of the stature the school's band program has attained. We re real consistent in terms of putting in the effort to accomplish our goals, Steve Giovanoni, Randolph Middle School band director, said. We re very proud of how our students represent Randolph. He said 40 Randolph students auditioned for the all-region team that covers South Texas; in addition to those who were named to the elite group, many others came close to being selected. More than 500 musicians attended the auditions at Canyon High School in New Braunfels. Selection to the all-region band is a measure of students individual musical ability, but the Randolph Middle School band fares equally well as a unit, garnering consistent superior ratings at annual statewide University Interscholastic League competitions. The middle school has been a first-division band for at least the last 14 years, Hector Perez, Randolph High School Band director, said. That s the highest score you can get. For the UIL competition, which is scheduled in March, each band prepares and records three pieces of music for judging and also is required to play a piece they ve never seen before, an assessment that tests their sightreading skills as well as their poise, teamwork and ability to multitask, Perez said. We ve always done extremely well in that category, he said. Giovanoni said the band program stresses sight reading. I make them work harder, he said. Once we get to competition, it s easier for them. It s a matter of building confidence. Their mindset has so much to do with their success. Students who participate in the middle school band program, which now numbers more than 100 musicians, start in sixth grade, typically from square one. They steadily build their skills and complete their first year with their own performance, opening for the seventh- and eighth-graders who make up the middle school band at the end-of-year concert. Giovanoni said the students skills accelerate quickly once they reach seventh grade, which is when they perform at parades and other events, including their winter and end-of-year concerts. They learn songs that meet state requirements as well as fun songs such as the Jackson Five s I Want You Back and Queen s We Will Rock You. In addition, eighth-graders may perform with the high school band at Ro-Hawk football games. Seventh- and eighth-grade students enjoy a special outing each year when they join the high school band for a performance at Fiesta San Antonio s Battle of Flowers Parade. We re one of the featured bands this year, Perez said. The kids always have a good time at the Battle of Flowers. Perez and Giovanoni employ a team-teaching approach to band: Both of them teach at the middle school and high school levels though they serve as directors at one level. It s a method that breeds continuity and consistency. Perez, now in his 15th year as high school director, said the program s success is due to great students and great preparation. Giovanoni said the program focuses on the fundamentals. We try to be consistent with the basics, he said. Perez said the middle school focus is preparing for high school. If they have the basics down cold, we can put anything before them in high school, he said. That s why it s so successful as a high school feeder program.

11 PAGE 12 WINGSPREAD SPORTS - HEALTH - FITNESS New press box at JBSA-Randolph track, field planned By Alex Salinas Joint Base San Antonio-Randolph Public Affairs A press box is under construction near the track and field across from the Rambler Fitness Center at Joint Base San Antonio-Randolph. It is set to be completed by April. The $300,000 project was requested by the center s fitness and sports activity branch. The press box will be used to monitor physical training testing and to host soccer, flag football and track events, Marlin Richardson, 902nd Force Support Squadron fitness and sports manager, said. When finished, the three-story building will be 20 feet long, 15 feet wide and stand 30 feet high. A storage area for field maintenance supplies will make up the first floor, a room with speaker system gear and sliding windows for announcers will be the second floor and a balcony view for photographers and reporters will be the top floor. We re also in the process of trying to purchase a digital clock with temperature readings for the outside of the press box, Richardson said. Once funding was approved, plans for development began in April 2012, when a statement of work was written by Randolph civil engineers. Randolph officials employed Con-Cor Inc. to carry out the construction, who selected Salas Lopez Architects Inc. to design the press box. We started breaking ground about two weeks ago, Juan Pinon, 902nd Civil Engineer Squadron electrical engineer and project manager, said. When digging, we encountered several large cement blocks possibly foundations from an old scoreboard that we had to unearth. Despite the unexpected discovery, Pinon said his work as a project manager is to ensure every detail, from plumbing to electrical components, are considered by his team to protect the future integrity of the design.
