Compliance Monitoring and Enforcement TF Effective date of the final rule was 5/30/17. Detailed training on the Generator Rule was provided at the August 2017 ASTSWMO Joint Hazardous Waste () and Materials Management () Training. The fact sheet has not been started due to ongoing litigation. State waste, materials management, and Monitor and participate in pending changes to DSW rule resulting from the July 7, 2017 court decision. Compliance Monitoring & Enforcement TF The tracked status updates regarding the DSW rule during this quarter. Compliance Monitoring & Enforcement TF Development of a summary fact sheet on the final rule is planned. The rule is anticipated to be issued in July 2018, according to the Fall 2017 Regulatory Agenda. No such rules or guidance have been issued as of January State waste, materials management, and Review proposed State Review Framework and provide comments to EPA Compliance Monitoring & Enforcement TF In January, EPA is planning to send the draft State Review Framework (SRF) metrics and guidance to ECOS and media associations and request they be distributed to our respective memberships for final review. EPA asks that the review be limited to the changes made as a result of their previous consultation with States. EPA has indicated the updated metrics and guidance contain only technical changes, and that there are no major proposed changes to the SRF. State waste, materials management, and Participate with EPA Office of Site Remediation Enforcement in the development of two projects, one on corrective action compliance and another on corrective action enforcement. Compliance Monitoring & OSRE is not planning to initiate these projects Enforcement TF, Corrective until sometime in 2018 due to other priorities Action & Permitting TF within their office. Perform a review of the 2007 RCRA Subtitle C Core Report and prepare an updated Report As of January 2018, 20 States have responded with information for the update. Program Information A preliminary draft overview document was prepared by the Task Force Chair and circulated for review to the Task Force. EPA has turned their focus to developing the e-biennial Report and e-manifest modules of the RCRAInfo Industry Application. Further development of the document has been placed on hold pending further development of other RCRAInfo Version 6 modules such as CME, Permitting, and Financial Assurance. Task Force members continue to monitor progress of e-manifest by viewing monthly webinars and information updates through the e- Manifest listserv. Develop information on e-manifest program issues. Program Information Task Force members prepared a survey to ask State input on: 1) which module EPA should develop next for RCRAInfo V6; 2) if States plan to use myrcraid and e-biennial Report; and 3) if public users of e-manifest should be approved by States or EPA. The survey was distributed in early October. Twenty-six (26) States responded to the survey. Survey results were shared with EPA at the end of October, prior to the 2017 Annual Meeting. The PIM Task Force had a call with EPA on January 4, 2018 to discuss implementation issues with e-manifest and RCRAInfo. Develop a position paper on corrective action activities beyond what is covered by the 2020 GPRA baseline. The paper will also address financial assurance in corrective action. Corrective Action & Permitting TF The CAP Task Force has developed an outline of the position paper. The Task Force held a call with EPA in early December 2017 to discuss their collaborative work on corrective action The Task Force is identifying a State representative for two EPA workgroups, one on Corrective Action Communications and one on Long-Term Stewardship. Program Information The Task Force Chair and Vice-Chair are on the Coordination Group (CG) for the RCRAInfo Change Management System, and participate in monthly CG calls. The Task Force Chair serves as the State Co-Chair of the CG. with U.S. EPA and DoD Identify revisions to EPA's RCRA Compliance Monitoring Strategy and maintain discussions with EPA. Compliance Monitoring & Enforcement TF The CME Task Force has identified issues and suggested revisions to the RCRA Compliance Monitoring Strategy (CMS), and shared their recommendations with EPA. A call with EPA is scheduled for January 11, 2018 to discuss the path forward for revisions to the CMS. with U.S. EPA and DoD Work with EPA and ECOS on Smart Tools for RCRA Subtitle C Inspectors. The will hold a call to discuss any overlap of C&D project ideas being developed by the Task Forces and possibilities for joint work on projects. State restoration policy Address Organic Waste Management in general and Food Waste Management in particular as a crossprogram topic. Beneficial Use, Solid Waste Disposal & Conversion, s Food Waste management was a topic during a Materials Management Roundtable at the October 2017 ASTSWMO Annual Meeting. State restoration policy Perform additional analysis of high volume oil and gas waste streams. Beneficial Use TF The report on beneficial use of high volume oil and gas wastes was finalized in December 2017 and has been posted on the ASTSWMO website. Completed State restoration policy Prepare a report of the survey regarding regulation of Waste Conversion Technologies. Solid Waste Disposal and Conversion TF The SWDC Task Force will discuss next steps for the survey report development during a conference call in the process of being scheduled. 25 States responded to the survey. Overview results had been presented at the August 2017 Joint Hazardous Waste and Materials Management Training. State restoration policy Track EPR issues on broad policy themes or specific products. State restoration policy Discuss recycling markets on a quarterly basis. EPR issues are covered during S Task Force calls. The S Task Force discussed recycling markets during their October 2017 conference call. In addition, the effect on recycling markets of China's plans to restrict imports of certain secondary materials was a topic at a Materials Management Roundtable at the October 2017 ASTSWMO Annual Meeting. State restoration policy Track EPA Management Measurement work. EPA's S Measurement activities was a topic at a Materials Management Roundtable at the October 2017 ASTSWMO Annual Meeting. State programs Develop a resource list of reports from States on economics and recycling linkages. The S Task Force reviewed a draft final compilation of resources during their December 2017 conference call. The final compilation will be posted on the ASTSWMO website. State programs Promote Food Rescue and Reduction of Wasted Food The S Task Force discussed options for a food rescue and reduction of wasted food project during recent conference calls, and decided to update the ASTSWMO Food Waste webpage. State programs Develop a webinar on an organics topic, such as anaerobic digestion. State programs Collect case studies on beneficial use of construction and demolition debris generated by disasters. Beneficial Use TF The Beneficial Use Task Force collected case studies for presentation at the August 2017 Joint Hazardous Waste and Materials Management Training.
