2 Joint Personnel Recovery Agency Vision: Seamless, full spectrum Personnel Recovery through enduring global integration and interoperability. Joint Personnel Recovery Agency Mission Statement: JPRA leads DoD PR, providing strategic direction, oversight, operational support, analysis, capability integration, training and education to improve PR interoperability, enabling DoD, multinational partners and the interagency to prevent, prepare for and respond to isolating events. PRETC Mission Statement: The Personnel Recovery Education & Training Center provides operational Personnel Recovery expertise through education, training and exercises enabling DoD, multinational partners and the interagency to prevent, prepare for and respond to isolating events. 28 June

3 Purpose: This catalog informs the application procedures for DoD and interagency personnel. This includes the application procedures for in-residence and mobile training teams (MTT); Service, Combatant Command and Interagency points of contact; the fiscal year 2019 schedule and the course description, goal and target audience for offered courses. Note: There is separate course catalog for International Partners. It can be found on the JPRA public portal; public.jpra.mil. Location: The Personnel Recovery Education and Training Center (PRETC) is located in Fredericksburg, Virginia approximately 50 miles south of Washington DC and 52 miles north of Richmond, Virginia. Lodging: Students are responsible for making their own lodging arrangements. There are several hotels within walking distance of the facility. Information will be provided upon acceptance of class admission. Orders: Military lodging / billeting is not available, therefore orders should reflect Fredericksburg, Virginia as the TDY / TAD location. In some courses, classified items may also be shipped back via registered mail from the PRETC facility. In such cases students should make sure they obtain a valid unit mailing address to send classified materials to. Dress Requirements: All students will wear appropriate civilian attire per the guidelines below: MEN Casual business attire (collared shirts and slacks) Closed toe shoes No jeans, shorts, T-shirts, athletic wear (to include footwear), or other very casual types of attire WOMEN Casual business attire No jeans, shorts, T-shirts, athletic wear (to include footwear), or other very casual types of attire 3

4 APPLICATION PROCEDURES FOR IN-RESIDENCE COURSES Funding: All travel and per diem costs associated with in-residence classes are unit funded. There is no charge for the course or issued materials for U.S. attendees. There is a cost for international students attending PRETC courses. For exact course costs, please contact the Registrars Office, phone: (703) or js.belvoir.jpra.mbx.pretcregistrar@mail.mil. Services, Combatant Commands, and Interagency: Individuals desiring a slot in one of the PRETC classes must register for an account and apply for classes through the PRETC Student Online Registration System (SORS) at Students must ensure they properly associate themselves with their corresponding Combatant Command or Service when creating their student account. Online registration is open to all students until 35 days prior to a class start date. Upon submitting a request via SORS, the appropriate designated Combatant Command or Service PR Office of Primary Responsibility (OPR) will approve the request and forward to PRETC (see page 6 for the list). Upon being selected, rejected, or placed on standby, the student will receive notification via their unclassified address NLT 28 days prior to the class start date. International Training Requests: Refer to International Course Catalog. It can be found on the JPRA public portal; Application Deadline: The deadline for students to register for any PRETC course is 35 days prior to course start date. For registration after that date students need to contact the Registrars office at (703) Confirmation of Reserved Slot: Individuals with a confirmed seat will receive an from the Registrar, notifying them of their selection. All selected personnel must send the Registrar an confirming he/she will attend/not attend the class. Additional guidance will be provided in the selection . Service training systems (ATRRS, ETCA, etc.) serve as an official means of getting the course on an individual s training record, but do not serve as official confirmation of approval for attendance. Class Cancellation: In the event of a cancellation, the Registrar will contact all personnel with a confirmed slot and their respective command or service. Individuals wishing to register for a future class will have to do so through the SORS website: Self-Cancellation of a Confirmed Slot: The student is responsible for cancelling their SORS registration, and contacting their Command / Service PR OPR, and the PRETC Registrar. Should this become the case, please do so as soon as possible so the PRETC Registrar has time to fill the seat with a wait-listed individual. Security Clearances: There are no security clearance waivers granted for any JPRA classified courses, U.S. SECRET clearance required. Direct questions regarding clearance information to PRETC s FSO (js.belvoir.jpra.mbx.pretc-fso@mail.mil). Clearances must be received NLT 1 week prior to the class start date. U.S. Department of Defense Attendees: PRETC does not require U.S. DoD attendees to submit visit requests to our facility if their information is located within the Joint Personnel Adjudication System (JPAS). Please keep in mind, if your clearance is out of scope or you lack access to classified information within JPAS, you will be notified and must have this corrected prior to attendance. Other U.S. Government Attendees: Please have your unit security officer pass your clearance via to js.belvoir.jpra.mbx.pretc-fso@mail.mil, by unclassified fax (703) or via JPAS (SMO Code: HH3NFJJS6). Please pass the following information: name, rank/grade, SSN, clearance type and date of clearance, type of investigation 4

5 APPLICATION PROCEDURES FOR MOBILE TRAINING TEAMS (MTT) JPRA Funded Mobile Training Team (MTT) Policy and Request Procedures: JPRA s Personnel Recovery MTT allocations to the Combatant Commands and Services for FY19 are as follows: USSOCOM - 1; USAFRICOM - 1; USCENTCOM - 3; USEUCOM - 2; USNORTHCOM - 1; USPACOM - 2; USA - 2; USAF - 0; USMC - 2; USN - 1; for a total of 15 MTTs. Dependent upon JPRA s continued overall funding level for FY19, PRETC intends to fully fund the above MTTs based on a two person and five (5) day or less level of effort for each MTT. If sufficient funds are not available to fully fund all fifteen (15) planned MTTs, JPRA will release a formal message notifying all the Services and CCMDs. Specific dates and courses will be coordinated through official channels via correspondence through the PR OPR, and to the relevant CCMD/Service for endorsement; info copy the JS/J7. Unit Funded Mobile Training Team (MTT) Requests:. PRETC has the capacity to conduct MTTs at the customer s expense. These requests should be identified no later than ninety days prior to the start date due to a limited capacity. The requesting organization is responsible for funding transportation, billeting, per diem costs for instructors, and course material shipping charges. MTT: All MTT requests can be coordinated either through formal message traffic or with a memorandum signed by an O-6 with request forwarded from the unit, to the component, to the Service/CCMD and then to JPRA, with info copy to the Joint Staff J7. 8 J3OP-US018 - Fundamentals of Personnel Recovery (PR 102) Course Code: J3OP-US018 (PR 102) MASL: N/A Duration: Self-paced (Approximately 3 hrs.) Audience: U.S. or Multinational Security Level: UNCLASSIFIED Locations: Advanced Distributed Learning on Joint Knowledge Online (JKO) J3OP-US018 (PR 102) can be taken at JKO Graduates will be able to identify fundamentals of the DoD PR system and the impacts of isolating events. J3OP-US018 (PR 102) is an online course hosted on the JKO Portal. The course includes an overview of the DoD PR system, command and control, roles and responsibilities, PR preparation and planning, Service component capabilities, and PR execution. The training includes unit review exercises to provide checks on learning and an end-of-course test. PR 102 is a prerequisite for most PRETC courses. Personnel who have the potential to be tasked to support Personnel Recovery operations. The course is UNCLASSIFIED. None None 8

9 J3OP-US Reintegration Team Responsibilities (PR 106) Course Code: J3OP-US1233 (PR 106) MASL: N/A Duration: Self-paced (Approximately 4 hrs.) Audience: U.S. or Multinational Security Level: UNCLASSIFIED Locations: Advanced Distributed Learning on Joint Knowledge Online (JKO) J3OP-US1233 (PR 106) can be taken at JKO Graduates will be able to identify reintegration team member responsibilities, activities and the fundamentals of Post Isolation Support Activities (PISA). J3OP-US1233 (PR 106) is an online course hosted on the JKO Portal. It is an advanced distributed learning course that identifies reintegration and PISA. The course content includes fundamentals of the reintegration process; team member roles and responsibilities, planning, legal considerations, family support, and key aspects of PISA. Evaluation will be conducted through checks on learning at the end of each lesson. Personnel who have the potential to be tasked to support reintegration activities or PISA (e.g., casualty assistance officers, chaplains, staff judge advocates, medical personnel). 10 PR Personnel Recovery Responsibilities for Senior Leaders and Commanders Course Code: PR 289 MASL: P Duration: Adaptable (30 mins. - 2 hrs.) Audience: U.S. or Multinational Security Level: Up to SECRET Location: In-residence or Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Seminar Goal: Participants will be introduced to the fundamentals of PR in order to assist senior leaders in effectively integrating PR into their organization. Seminar Description: PR 289 is a tailored seminar for senior leaders to help them realize their specific PR roles and responsibilities in a joint DoD environment. The seminar offers a dedicated forum for senior leaders and invited guests to discuss PR policies, response procedures, and lessons learned. Commanders, senior leaders, and their staffs who are or will be responsible for PR at operational level in a joint environment. The course is UNCLASSIFIED. None None 10

11 PR Joint Personnel Recovery Operations Course Code: PR 292 MASL: P Duration: 2.5 days Audience: U.S. or Multinational Security Level: UNCLASSIFIED Location: Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Graduates will be able to support PR execution at the operational level in a joint environment. PR 292 is a 2.5 day course that focuses on coordinating the five PR execution tasks in a Joint Personnel Recovery Center (JPRC), Personnel Recovery Coordination Cell (PRCC) or other like PR node. PR 292 uses academic lessons, sample events, practical exercises, and guided discussions. Course content includes PR fundamentals, the five PR execution tasks, command and control, JPRC/PRCC roles and responsibilities, information management, interagency coordination, multinational force considerations, and mission coordination. PR 292 culminates in a tabletop practical exercise, where students coordinate PR execution tasks from a network of simulated PR nodes during a mix of military, interagency, and multinational exercise scenarios. Evaluation is through practical exercise. Personnel who may be tasked to support PR execution. The course is UNCLASSIFIED. 12 PR Joint Personnel Recovery for Special Operations Course Code: PR 294 MASL: N/A Duration: 2.5 days Audience: U.S. only Security Level: SECRET/NOFORN Location: Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Graduates will be able to support SOF PR execution. PR 294 is a 2.5 day course that prepares DoD personnel to support special operations forces (SOF) personnel recovery (PR). The course content includes: PR fundamentals, SOF PR, intelligence support to PR, command and control, PR execution tasks, and the five specified tasks of NAR. End-of-course scenarios are used to evaluate student learning. Personnel who may be tasked to support SOF PR operations. A SECRET security clearance is required. PR 296 is a 1 day course that identifies the purpose, goals, and processes used to support DoD reintegration operations and PISA. The course addresses policy and guidance, team composition, family support, logistics, and legal considerations. PR 296 assists team members in identifying scheduling requirements, process limitations, and planning considerations in support of the reintegration process. Evaluation is through a series of practical exercises. Reintegration team managers and staffs who are in direct support of the reintegration process. The course is UNCLASSIFIED. 14 PR Joint Personnel Recovery Debriefer Course Code: PR 297 MTT MASL: P Duration: 1.5 days Audience: U.S. or Multinational Security Level: UNCLASSIFIED Location: Mobile Training Team (MTT) Course Requests: Contact your CCMD / Service PR OPR Graduates will be able to identify PR debriefing requirements. PR 297 is a 1.5 day course that covers the elements and nuances associated with PR debriefings. The skills demonstrated focus on debriefing recovered personnel and those who support the recovery effort (commander and staff, recovery force) using either a time-sensitive or formal protocol. The course emphasizes the importance of identifying stakeholders, determining information requirements, using specific tools, and developing report products. It also highlights how the PR debriefing process impacts adaptation and PR operations. Evaluation is through a series of practical exercises. Potential PR debriefers and those reintegration team members who supervise, plan, coordinate or support PR debriefing. The course is UNCLASSIFIED. PR 300 is a 5 day in-residence course that focuses on coordinating the five PR execution tasks in a JPRC or PRCC. PR 300 uses academic lessons, sample events, practical exercises, and guided discussions. Course content includes PR fundamentals, the five PR execution tasks, command and control, JPRC/ PRCC roles and responsibilities, information management, interagency coordination, multinational force considerations, and mission coordination. PR 300 culminates in a comprehensive command post exercise (CPX), where students coordinate PR execution tasks from a network of simulated PR nodes during a mix of military, interagency and multinational exercise scenarios. 16 PR Nonconventional Assisted Recovery (NAR) Plans and Operations Course Code: PR 303 MASL: N/A Duration: 10 days Audience: U.S. only Security Level: SECRET/NOFORN/ACCM Location: In-residence Course Requests: Contact your CCMD / Service PR OPR and register at Graduates will be able to plan, manage, and execute NAR operations at the operational level. PR 303 is a 10 day in-residence course that provides training for DoD and interagency personnel performing NAR planning, management, and execution. The course content includes: PR Fundamentals; Unconventional Warfare (UW); Specified Tasks of NAR; Titles and Authorities; NAR Forces; Intelligence Support to NAR; Joint Operations Fundamentals; Planning Guidance; Planning Fundamentals; NAR Mission Analysis; NAR CONOPS, Tab B to Appendix 5 to Annex C, NAR Funding Process, Joint Staff Requirement Package, and Mission Management. PR303 culminates in a one and a half day comprehensive command post exercise (CPX), in which students will simulate operating in an unconventional assisted recovery cell (UARC) to coordinate, synchronize, and deconflict NAR operations within their assigned joint special operating area (JSOA). Upon completion of the CPX, students will conduct an After Action Review. U.S. military and interagency personnel who are directly involved in theater and operational level NAR planning, management, and execution tasks. A SECRET security clearance with a read on to specific ACCM as outlined in the reporting instructions is required prior to attending the course. 17 PR 309 Intelligence Operations and Planning for Personnel Recovery Course Code: PR 309 MASL: N/A Duration: 5 days Audience: U.S. only Security Level: SECRET/NOFORN Location: In-residence Course Requests: Contact your CCMD / Service PR OPR and register at Graduates are prepared to enhance PR mission readiness in support of Joint forces, as well as, scalable Chief of Mission operating environments. PR 309 is a 5 day in-residence course. It is a Personnel Recovery intelligence operations and planning course, built into a personnel recovery line of operation with an intelligence line of effort concentration. The learning atmosphere encourages hands-on analytical tradecraft between intelligence, operations and targeting professionals to locate and recover isolated personnel on behalf of joint forces. Students attending PR 309 are task organized into joint planning teams and will train to mission oriented joint performance standards established in CJCSM Intelligence professionals, operations personnel, and targeting professionals or interagency partners with personnel recovery equities and responsibilities and Iintelligence professionals who will or may support PR. 18 PR Personnel Recovery Planning Course Code: PR 350 MASL: P Duration: 10 days Audience: U.S. or Multinational Security Level: SECRET Location: In-residence Course Requests: Contact your CCMD / Service PR OPR and register at Graduates will be able to conduct PR planning at the operational level across the range of military operations. PR 350 is a 10 day in-residence course that focuses on facilitating the Joint Planning Process (JPP) and PR. PR 350 uses academic lessons, practical exercises, and discussions. Course content includes PR Fundamentals, Command and Control, Joint Military Fundamentals, Planning Fundamentals, PR Guidance, Intelligence Support to PR, PR Force Planning, Operational Approach and the Joint Planning Process. PR 350 leads students through multiple planning cycles along the range of military operations. Students will be required to conduct PR planning and produce planning products for both contingency and crisis planning. Personnel who are or may be directly involved in theater and operational level PR planning. A SECRET security clearance is required. Note: The Joint Staff J7 has reviewed the Personnel Recovery Planning Course for joint certification and has determined this course is in accordance with the CJCSM E, Joint Training Manual for the Armed Forces of the United States. It highlights the importance of organizing and formulating the debriefing process and how it ultimately affects information gathering as well as contributing to the adaptation of PR operations and reintegration. The course includes advanced practical exercises. Evaluation is conducted through practical exercises. Personnel assigned as PR Debriefers or those who supervise, plan, or coordinate PR debriefings.
