The President, Marine Corps University (MCU) is responsible for the development, implementation, and monitoring of resident PME courses for all enlisted Marines. Course dates are established throughout the fiscal year (FY) to allow commanders the opportunity to accommodate their unit's training cycle, while affording their enlisted Marines the opportunity to increase their professional development and proficiency. 2. To maintain a level of military excellence, sergeants, staff sergeants, and gunnery sergeants must focus on the importance of, and actively participate in, PME. Participation in and completion of PME for their grade enhances Marines' qualifications and competitiveness for advancement. Additionally, it is highly recommended that Marines attend resident PME as soon as practical after being promoted to a new grade. This ensures that Marines will be in the best position to use the newly gained knowledge and skills in their present rank. 3. Previous editions/locally-produced forms are obsolete and will not be acceptable for use for those Marines desiring to attend a resident SNCO Academy program of instruction. 4.b. The current version of the command screening checklist, revised May 2017, may be downloaded from the EPME website, under Education Resources. The web site address is: sign) 4.c. Course prerequisites include: 4.c.1. All courses: Nominees must possess the required uniforms and meet the Marine Corps Body Composition Program standards. 4.c.2. Sergeants Course: must be a sergeant. Nominees must have completed the MarineNet EPME 5000AA Distance Education Course. The Sergeants Course MCI (MCI 8010) no longer meets the eligibility requirements for attendance at the resident Sergeants Course. 4.c.3. Career Course: must be a staff sergeant or staff sergeant selectee. Nominees must have completed the Career Course Distance Education Program EPME6000AA. The Career Course MCI (MCI 8100) no longer meets the eligibility requirements for attendance at the resident Career Course. 4.c.4. Advanced Course: must be a gunnery sergeant or gunnery sergeant selectee. Nominees must have completed the Advanced Course Distance Education Program EPME7000AA. The Advanced Course MCI (MCI 8200) no longer meets the eligibility requirements for attendance at the resident Advanced Course. 4.c.5. Duty Status: resident Sergeants, Career, and Advanced Course students may be in a limited duty or pregnancy status with exceptions. All students attending resident or College of Distance Education and Training (CDET) seminars are required to complete the command screening checklist, Reference E. Students who desire to attend resident PME in a limited duty or pregnancy status must also meet the conditions of the EPME Duty Status Waiver Request, Reference 5

6 F. Students who meet these conditions may request to enroll in the resident Sergeants, Career, or Advanced Course after they: 1. complete and submit an EPME Duty Status Waiver Request, Reference F, via the first O-6 commander in their chain of command to the Director of EPME, and 2. complete and submit the command screening checklist addendum page, Reference E. 4.c.5. The EPME Duty status Waiver Request may be downloaded from the EPME website, under Education Resources. 4.d. Course registration: 4.d.1. Marines who must travel in order to attend resident PME (those who are in CONUS and not co-located with a regional SNCO Academy) should make every effort to be registered for a course at the MCB Quantico SNCO Academy in order to maximize the efficient use of school seats available at the SNCO Academies. Marines from inside the local area of the regional SNCOA will have priority for seat registration. This does not apply to those students who are traveling to the MCB Camp Butler SNCOA from other OCONUS locations. 4.d.2. Units must submit their nominations through their respective MARFOR representative for registration in Marine Corps Training Information Management System (MCTIMS). All nominations, regardless of location, must be received by the respective MARFOR representative no later than 45 days prior to the class reporting date by or DMS message. Student information required by the MARFOR representatives for processing is last name, first, MI, EDIPI and Military Occupational Specialty. 4.d.3. Students who have been registered in MCTIMS, but can no longer attend a scheduled course, must have their registration cancelled within the MCTIMS student registrar module. Cancelling a student's registration is the unit S3/G3 responsibility and shall be coordinated with the respective MARFOR representative. Cancelling a student's registration allows for efficient use of school seats for wait list students and ensures prudent use of Formal Schools Training Support Branch TAD funds. Students registered in MCTIMS who do not report for a scheduled course will be reported to CG, TECOM for action. 4.e. Appropriation data: 4.e.1. MARFOR representatives will request TECOM World Wide Travel (WWT) funding for attendees through the TECOM G-8 Formal School Training Support Branch (C464). 4.e.2. Rental car is not authorized. 4.e.3. Within 45 days following the completion of the course, each 6

7 unit will provide a copy of the student's liquidation to CG, TECOM, Quantico, VA (C464FM). 4.f. Quota allocations may be found in MCTIMS, or through each unit's S-3/G-3. 4.g. EPME recognizes the value of attendance of its resident courses by sister service members. The different perspectives and experiences of these students are an invaluable addition to the education of the force. To this end, EPME provides nine seat allocations, spread across its CONUS academies, per each iteration of the resident courses. Funding for travel, per diem, and billeting when necessary, are the responsibility of the sister service. Nominations must be received by EPME operations 60 days in advance of course report dates. Nominees must be within their service's height/weight standards, be full duty, and have completed the Marine Corps' distance education program commensurate with the class they are attending. This is accomplished by creating a MarineNet account at EditProfile.aspx and then enrolling in the appropriate distance program. Questions regarding which of the CONUS academies have vacant allocations, or for assistance with the distance education requirement, should be directed to the EPME operations section at Amplifying Instructions. 5.a. Students will report with the signed command screening checklist (NAVMC 11580), original orders and in service "A" uniform. 5.b. Students reporting from within the local area of their respective course will report no later than 1200 hours on the scheduled course report date to the designated director. Those students coming from outside the local area will commence travel no earlier than the course report date unless previously authorized earlier travel. Students traveling from outside the local area will report to their respective course NLT 2359 hours, but should make every effort to arrive by 1800 hours on the class report date. Students can expect to be assigned to the SNCOA for temporary military instruction for approximately four weeks for Sergeants Course, and seven weeks for Career and Advanced Courses. 5.c. Messing is available at all SNCOA sites. 5.d. Billeting is available at all SNCOA sites with the exception of SNCOA Hawaii. Parent commands will be responsible for the coordination of billeting if required. 5.e. Prospective students must complete a TD fitness report prior 7

8 to reporting for temporary duty. This requirement includes Sergeants Course students. 5.f. Gunnery sergeants scheduled to attend the Advanced Course must bring a copy of their unit commander's training guidance (CTG) and/or commander's training philosophy (CTP) letter. The CTG/CTP will be used during the one-week unit readiness planning module. 5.g. All students are highly encouraged to bring laptops or tablet devices to download student material for ease of use while attending the academy. Students have the option to request a device from their S-6/G-6 when assets are available for temporary custody. 5.h. All programs of instruction require students to participate in a mess night/dining out or a professional dinner. Costs for these events are approximately dollars and are incurred by the student and are non-reimbursable. 5.j. Students are encouraged to review the EPME website for any additional information. 5.k.
