1 Story and photo by Jason Kucera Moody High School NJROTC is familiar with NASCC. Nearly every year, they are able to visit the base and receive a tour of aircraft and facilities that helps the young men and women enrolled in the program to better appreciate the opportunities available to them in the U.S. Navy. This year timing was on every one s side involved with their scheduled visit as it fell on the Navy s 242nd birthday. I honestly did not realize it was going to fall on the Navy birthday when I first reached out to the base to request the visit, said Lt. Cmdr. Scott Outlaw, (Ret.) senior military science instructor, Moody HS NJROTC. Once we realized that it just seemed like a great opportunity. Capt. Phil Brock, commanding officer, greeted the group of 74 cadets letting them all know how glad he was that they were able to visit the base that day and join us for a very special occasion. The students were split into four groups, rotating between visits to the air traffic control radar room, air traffic control tower, static displays of T-6 and T-44 aircraft and a hands-on demonstration with a T-6 simulator. It really is great to have the students out here and to see the excitement they genuinely show when they see the planes, the simulators and the tower, said Lt. Matthew Barrett, operations officer, Training Wing Four. I have participated in student tours before and I find it highly beneficial for them, as well as for the Navy. It is a great tool to enable students to learn about what it takes to become a Naval Aviator. Last year, to celebrate the Navy birthday, NASCC and NAS Kingsville hosted a Navy Ball. This year however, NASCC s Social Committee and base leadership decided to use funds raised to help a local community devastated from Hurricane Harvey to rebuild. The donated funds were used to purchase books for Port Aransas Olsen Elementary School library. To wrap up their visit and the birthday celebration, the students took part in a cake cutting ceremony. The oldest and youngest Sailors and one of the NJROTC students helped to cut the birthday cake. Gutierrez, from Seguin, Texas, has nearly 18 years of experience in social work, helping foster children, sexual assault, and domestic violence victims. She said that she became interested in helping others work through difficult challenges after a tragedy in her own life. I lost my father at an early age and through dealing with that grief, it motivated me to get involved with family counseling and advocacy, she said. After graduating from Texas A&M University-Kingsville with a Bachelor s Degree in Sociology, she began working at a Corpus Christi Woman s Shelter then did foster care case management. Since 2011, she has worked closely with service members and their families assigned to the installation to get through the difficulties associated with domestic violence. It means a lot to me when I m able to help someone and see someone actually move forward from a toxic, abusive relationship, she said. Working with the military population was a learning curve at first, and I am still learning something new every day. One of the challenges she cites is due to the frequent changing of assignments for military personnel. I do not always get to see the end-result from helping victims or family members because they either PCS or they move back home, Gutierrez said. Sometimes we hear back from some about how they are doing and sometimes they call just to check on us as their advocate. Gutierrez said that she ensures, if they are moving, they are set up with the resources needed to continue to recover. It can be quite an undertaking to provide advocacy to a victim in an abusive situation; but on the flip side, the other really unique and awesome quality I have learned (working for the Navy) is that anywhere military personnel are assigned there is a family See Victim Advocate on pg. 10 Gutierrez
2 2 October 19, 2017 NAS Corpus Christi Wingspan Captain s Column Capt. Philip Brock Commanding Officer The last couple of weeks have been extremely busy aboard Naval Air Station Corpus Christi. The beginning of the fiscal year is always an important part of the year as many of our tenants try to start the new production year on the right foot, but this year has been especially busy. This year we not only continue our efforts to recover from Hurricane Harvey, but also start our CNIC and Region Security and Emergency response evaluations and training. On top of all of this, we held a very special ceremony to honor the Navy s 242nd Birthday. As many of you know, Hurricane Harvey struck the Corpus Christi area about two months ago. As I ve said on numerous occasions, I am extremely proud of the speed at which the base was able to return to service for our tenants. Our recovery efforts, however, will continue for quite some time. While many structures appear to be intact -- they Chaplain s Word Lessons mom taught me Lt. Kevin Jackson Command Chaplain I can fondly remember the stern face of the adults in our neighborhood growing up. They were considered to be extensions of our family. As a result, if my sister and I did something that was not representative of our family, our neighbors would ensure to inform my grandmother or mother of our behavior. Upon receiving the report that I had behaved in a way that mother would not appreciate, my mother would say, Why have you been acting like you do not have any home training? She knew that I had been taught how to behave, but she inquired why I made the decision to behave contrary to what she taught. In our society, regardless of the context; military or civilian, it is imperative that we remember those seemingly basic principles of manners even in our adult years. It is amazing that those principles still apply today. For example, my sister and I were taught as children not to spread rumors. My mother thought it would be more appropriate to only speak about those things that concerned us; otherwise she would politely tell us to mind built things well in many buildings sustained roof and internal water damage. The Public Works department has made incredible strides in obtaining temporary fixes and initial clean-up, and is now moving into the more permanent repairs as required. While we wait for these permanent solutions to materialize, there will continue to be small clean-up requirements. I want to say thank you to those who continue to help by cleaning not only their spaces but spaces nearby. While we continue to clean-up we must also continue our efforts to train and improve. Over the past week many of you may have noticed an increase in activity at the North and South Gates, and in the seawall hangars. That activity was a series of drills conducted to assess our capabilities and training procedures for different security situations: gate runner, surveillance and active shooter. Those drills, and future drills, will enable our Fire and Emergency Services, along with our Emergency Operations Center, to continue to refine the required skills and tactics to enable a safe and secure base and, if need be, provide a rapid recovery. As we move through 2018, the number of drills and their complexity will increase. We will continue to attempt to limit our impact to normal base operations. Finally, the Navy celebrated its 242nd Birthday. In response to the impacts of Hurricane Harvey on our neighbors in San our own business. My mom is certainly a woman of direct words. She understood that rumors would never result in anything good. Someone shared with me how a rumor spread on a Navy vessel while on deployment. The rumor was that the ship was very short on toilet paper. As a result, the Sailors began to take toilet paper from the heads, as we call them on ships. There was a frantic rush to ensure that everyone had their own stash. In fact, people began to clog the system by using other resources as toilet paper. It began to get so bad that the damage control men had to shut the system down, fix the leaks, conduct water test on all of the ships potable water pipes, limit the use of the heads, clean out the clogs and much more. After another day of this fiasco, the supply officer finally caught wind of the rumor. He was enraged at his division officer for not ordering enough toilet paper for deployment. He later went to the storage spaces and to his surprise there were plenty of toilet paper rolls. The moral of the story is do not spread rumors because you can never control the fallout and damage that it may cause. Here s a final lesson that my mother taught me; she taught me the Golden Rule, Do unto others as you would want them to do to you. She would say, Michael, it is important that you remember on a daily basis, to treat others the way you want to be treated; if you want to be respected, give respect. If you Patricio and Aransas Counties, the base Social Committee recommended to forego a traditional birthday ball. Instead we made a significant monetary donation to help replace Olsen Elementary School s library books that were lost or damaged when the hurricane hit Port Aransas. In addition, here at the air station we hosted the Moody High School NJROTC. The 74 NJROTC students were provided a tour of the flight line to include the Control Tower, static display aircraft, the Radar control facilities and the T-6 Simulator bay. Following a traditional birthday cake cutting ceremony, attended by the students, tenants and base personnel, the students were able to see demonstrations by the Naval Health Clinic, Security Military Working Dogs and Fire and Emergency Services. Overall it was a great day with potential future leaders of the Navy and a great way to celebrate the Navy s Birthday. A special thank you goes out to Training Wing Four for their support on the flight line, the base personnel who put the day together, and finally to Moody High School NJROTC for joining us. Like I said, it was a very busy week...but a great way to start the fiscal year! I look forward to all we will accomplish as a team! Stay safe, and keep watching out for each other. I did not understand the importance of those principles as a child, but as I see the condition our world is in today, we could probably use just a little bit more manners shown in our society. If we take a look around, watch television, just casually walk in the market place, we can all understand why our parents taught us to have good manners. Why not take some time and reflect on those virtues and values that your parents taught you as a child? Share them with others. Demonstrate them often so others may emulate you and pass it on. This will help each of us make an impact in our society one person at time. Mom, thank you for teaching me good manners and insisting that I honor the home training you taught me as a child. 4 4 October 19, 2017 NAS Corpus Christi Wingspan Navy Briefs Emphasis on Energy Action Awareness Month October is Energy Action Month and Naval Facilities Engineering Command Southeast is putting an emphasis on energy conservation during the month-long observation. This years theme is Energy Action=Mission Success. The governmentwide observance promotes energy awareness and encourages the smart use of energy and water resources. Energy is critical to the Department of Navy s ability to accomplish its mission, said NAVFAC Southeast Regional Energy Program Manager Steven Webster. That mission is to provide the global presence necessary to ensure stability, deter potential adversaries, and present options in times of crisis. The Navy, in recent months, refined its focus on energy conservation and utilization into three pillars of energy security. Those pillars are reliability, resiliency and efficiency further explained below: Reliability: energy systems deliver in a regular and timely manner Resiliency: energy systems resist and recover from disturbances, whether they are accidents, terrorist attacks, or weather related Efficiency: deliver energy in an efficient and effective manner The Southeast region continues to implement significant projects that will reduce the amount of energy. In fiscal year 2018, 15 major energy saving projects will reach full operations, resulting in savings of more than $6.4 million dollars annually, said Webster. One energy saving project is underway on board Naval Construction Battalion Center Gulfport, Mississippi. There, more than $4 million is being invested in installing new interior lighting, new HVAC controls, new transformers, chilled water system upgrades and water conservation systems that will produce hundreds of thousands of dollars in annual energy savings. A similar project is underway on board NASCC. Both projects are expected to be completed by January New powertrain facility, central energy plant contract awarded NAVFAC SE Public Affairs-Naval Facilities Engineering Command Southeast awarded a $54.5 million contract to Hensel Phelps Construction Company of Austin, Texas, for construction of a new powertrain facility and central energy plant at NASCC. The work to be performed provides for construction of a new powertrain facility and central energy plant, which will house rotary wing aircraft component rebuild activities and infrastructure. The primary facilities include aircraft component maintenance buildings with flexible manufacturing space to house component maintenance processes, administrative space, rest rooms, support space, a central energy plant. The central energy plant houses boilers and chillers that provide heating and cooling and industrial steam for the machinery at the facility. The powertrain facility will include special foundations; fire detection, alarm, and protection systems; mass notification systems; energy monitoring and control system connection; and building information systems. Sustainability and energy enhancement measures are also included. The contract also contains six unexercised options, which if exercised would increase the cumulative contract value to more than $57 million. The options provide for 25 bridge cranes, compressed air piping and drops, additional electrical bus duct, additional bus duct sections with associated feeders and circuit breakers, additional communication distribution, additional communications outlets and cable tray, galvanized metal duct in lieu of the fabric duct and the addition of one structural bay and building system at the east end. Work is expected to be completed by March 2020.

8 8 October 19, 2017 NAS Corpus Christi Wingspan Public Works Environmental Notice Following the drinking water crisis in the city of Corpus Christi last year, NASCC is making efforts to ensure that all of the necessary drinking water system protections remain in place on board NASCC. One important device used to protect the drinking water system is a vacuum breaker (pictured). Vacuum breakers prevent the backflow of potential contaminants into the drinking water system. These devices are located on most hose bibbs at base facilities. To ensure the success of the installation backflow prevention program, vacuum breakers cannot be removed. Removing these devices compromises public health and could put the installation at risk for Texas Commission on Environmental Quality violations. If you notice that a vacuum breaker is missing, notify your building monitor. The success of the installation drinking water backflow prevention program is dependent on all of us.
