Randy Van Dyne Executive Director of Findlay All Hazards Since our inception in 1986, Findlay All Hazards, has now trained over 250,000 trainees. We have trained firefighters to respond to crude oil spills and hospital employees how to properly decontaminate patients. Findlay has shown school officials how to keep students safe and prevent school violence. Our trainers taught industry responders to protect themselves and their facilities in the event of a hazardous materials spill. We have even trained cameramen, reporters and sound technicians to keep themselves safe while covering disasters. And, all the while, we were developing and delivering customized training programs for major corporate clients across North America. What a list of accomplishments! 5 Customized Corporate-Wide Training Major Consumer Products Company For one major consumer products company Findlay All Hazards (Findlay) developed an Integrated All Hazards Management Strategy that incorporates planning for and consideration of all potential natural, technological, and man-made hazards. The initial phase of the program began by collaborating on the development of a nationwide Emergency Preparedness and Response Plan (EP&R) to meet company policy and procedures, along with other regulatory required planning initiatives at plants in the U.S. and Canada. Findlay also developed custom training materials specific to the client oriented plan for a 5-day delivery of Operations Level and Incident Command training workshops, to include site-specific table top and hands-on exercises, and a mutual aid planning day. An additional component of the training was the selection and assembly of a uniform package of response supplies and equipment for all facilities. Initial training is conducted at approximately 20 to 30 sites per year, this pace serves approximately 1,200 initial trainees at sites in over 40 states plus five sites across Canada over a threeyear roll out period. To provide additional flexibility in refresher training, Findlay also developed a company specific online, asynchronous-delivery training package. When combined with two days of on-site, hands-on and tabletop training sessions, these modules will be an integral part of annual refresher training sessions. The Integrated All Hazards Training Approach to Emergency Preparedness and Response covered multiple discipline areas, such as EHS, Emergency Management and Response, and Security. It also established a complete and versatile program with development of plans and procedures, training materials, and response equipment packaging. The program includes administration, management and delivery of training, along with related recordkeeping and database management for both the corporation and enrolled participants. Online/Real-Time Training for more training options CUSTOMIZED TRAINING / ONLINE TRAINING Findlay All Hazards is now offering courses in an online/real-time training format. Trainees simply register for the course and then receive an invitation to attend the online session from virtually any location with access to a dial-up modem or a high speed LAN. This training is not in a self study format but is a live virtual classroom that is moderator driven which allows for classroom participation and interaction between trainees, instructors, and moderators. Effectiveness is increased by engaging participants with the ability to talk, exchange text messages, display live video, share whiteboards, and use applications all in one interface. 6 EMERGENCY RESPONSE / EMERGENCY MANAGEMENT Operations Level Emergency Response This 8-hour course is designed to meet and exceed the 29 CFR (q), training requirements for Awareness and Operations. This course covers basic hazard and risk techniques, personal protection equipment, basic hazardous materials terminology, and basic decontamination procedures. Additionally, this course covers basic defensive mitigation techniques and describes standard operating procedures and proper termination procedures. Technician Level Emergency Response This course is designed to meet and exceed the CFR (q), Awareness, Operation, and Technician Level training requirements. This course covers basic defensive and offensive mitigation techniques available to responders. This course is primarily hands-on in nature. After appropriate classroom coverage and hands-on exercises, the trainees will apply their skills in mock emergency responses. This course is designed to meet and exceed OSHA s Incident Commander training requirements found in 29 CFR (q). An on scene incident commander who assumes control of the incident scene beyond the first responder awareness level shall receive at least 24 hours of training and be competent in the following areas: Implement the employer s incident command system. Implement the employer s emergency response plan. Understand the hazards and risks associated with employees working in chemical protective clothing. Know how to implement the local emergency response plan. Knowledge of the state emergency response plan and of the Federal Regional Response Team. Understand the importance of decontamination procedures. This 3-day course introduces participants to the incident command system as addressed by OSHA, as well as the National Fire Academy, EPA, and FEMA. Trainees will participate in contingency-planning development exercises as well as tabletop exercises designed to enhance their skills in planning and managing an emergency response utilizing an incident command structure. 7 Now Available From Findlay All Hazards: Free Train Derailment Response Training For Crude Oil And Flammable Liquids Findlay All Hazards has been awarded a second grant from the Department of Transportation Pipeline and Hazardous Material Safety Administration (DOT PHMSA) to provide hazardous materials training for volunteer and remote emergency responders. This training is specifically for responses to derailments that involve shipments of crude oil, ethanol, and other flammable liquids. The course is available free of charge for one year, beginning as early as December of 2017, and continuing until grant funds are exhausted. On-site delivery will be available for as many as hour courses (within a 800 mile radius of Findlay, Ohio). All training will be conducted at the requestor s location. TRAIN DERAILMENT RESPONSE TRAINING INCLUDES: Rail car design features and aspects of construction that would impact response strategies Characteristics of chemicals and toxicology focusing on crude oil, ethanol and other flammable liquids Hazardous materials recognition and identification strategies Offensive, defensive, and non-intervention response strategies for fire and spill incidents Contact us for more information or to request a quote for the following courses or consulting services. Incipient Fire Response Findlay All Hazards (Findlay) provides universal and company-specific, 4-hour Incipient Fire Training courses. The training follows OSHA s 29 CFR (g) guideline, and other regulatory guidance. Participants learn the PASS method of deploying fire extinguishers in the incipient stage. Other training topics include: prevention; priorities; characteristics; fire situation analysis; methods of extinguishment; classifications; extinguisher rating system; extinguishing methods and operation; types of extinguishers; Fire Watch training; fire and smoke drills; inspection; personnel and area monitoring & safety; and recharging. Equipment capabilities and limitations are stressed. The course includes classroom lecture and participation, as well as hands-on exercises. Live fire extinguishing scenarios are conducted as well. Emergency Response to Transportation Incidents Findlay has developed and delivered emergency response courses for transportation incidents, including all levels of Emergency Response - from General Awareness to Incident Command for various employees, including dock workers, dispatchers, drivers, supervisors, and first responders. Findlay s extensive experience has included custom designed Specialistlevel courses for companies who transport their products by all modes of transportation: highway; pipeline; rail; and water. Findlay s services have been tailored specifically for training on the different types of containers and design configurations; loading and unloading; security; as well as development of written procedures for responding to transportation-related incidents and emergencies. Electronic News Gathering and All Hazards Safety The purpose of this training is to equip employees who work for television and radio broadcast businesses, such as reporters, camera crews, sound technicians, with the ability to respond to, and report on, disasters (both man-made and natural) in as safe a manner as possible. This training primarily focuses on: evaluating a disaster situation upon arrival at the scene, recognizing existing and potential dangers, how to operate safely, how to communicate with First Responders, and how to safely escape. EMERGENCY RESPONSE / EMERGENCY MANAGEMENT Integrated Exercise Development & Facilitation For many years Findlay has been incorporating exercises into customized training programs as a tool for trainees to practice newly learned skills in a hands-on environment. This has included: designing and conducting tabletop, functional and full-scale exercises; as well as creating video scenarios that are incorporated into our exercise efforts for law enforcement and security training programs. Exercises provide a venue to test how well your personnel respond to an incident and how well they understand your emergency operations plans and standard operating procedures. 8 OSHA TRAINING / CONFINED SPACE 40-Hour Hazardous Waste Operations This 5-day course is designed to meet the training requirements of 29 CFR , paragraphs (b) through (o), covering hazardous waste site workers. The course is designed for environmental contractors and consultants, well drillers, regulatory agency personnel, private-sector project managers, and others who need to enter hazardous waste sites. Cost - $895 Five days 8 am to 5 pm (Exception weekend dates are four days, 7 am to 6 pm) FEB 12-16, MAY 7-11, AUG 13-17, NOV 5-9 Confined Space Entrant/Attendant/Supervisor This course is designed for general industry and construction workers to provide a basic understanding of the OSHA Confined Space Regulation 29 CFR and associated regulatory requirements. Participants will be able to identify and classify a permit required confined space and describe the elements of the entry permit process and associated permit generation. Particpants will understand the requirements and expectations of the entrant, attendant and the entry supervisor roles and function in those roles during simulated confined space entries. Cost - $295 One day 8 am to 5 pm FEB 13, JUN 19, OCT 2 Confined Space Basic Rescue I This course introduces the employer s role and responsibility as it pertains to equipping and facilitating a confined space rescue team and written procedures. Participants will be provided techniques of safe and effective confined space rescue for both non-entry and limited entry rescue in a hands-on approach. Trainees will implement safe rescue procedures inclusive of isolation, ventilation, atmospheric monitoring, and the use associated rescue equipment and retrieval systems. Trainees will be instructed on the limitations of confined space entry rescue as per national confined space rescue standards. 8 8-Hour Hazardous Waste Operations Refresher This 1-day course is designed to comply with 29 CFR (e) (8) requirements regarding annual refresher training for general site workers. Participants will utilize a basic incident management system to safely and effectively manage a confined space emergency and will implement safe, entry rescue procedures inclusive of advanced ventilation, atmospheric monitoring, and Personal Protective Equipment (PPE) selection and use. Trainees will acquire the basic skills necessary to develop a rescue plan and execute the plan during scenario driven practical exercises. Coast Guard-accepted course provides Facility Security Officers (FSOs) the knowledge and skills needed to meet the requirements of 33 CFR , the International Ship and Port Facility Security Code, and the Maritime Transportation Security Act of 2002 (MTSA). Topics include laws, codes and regulations; vulnerability assessments and security plans; dangerous substances and devices; persons who are likely to threaten security; techniques used to circumvent security measures; drills and exercises; conducting physical searches and screening, security equipment and other topics. Cost - $995 Three day class MAR 27-29, APR 24-26, MAY 15-17, OCT 23-25, NOV Maritime Security Awareness MARITIME SECURITY Facility Security Officer Refresher This 4-hour or 8-hour course informs Facility Security Officers of the most current developments in maritime security. Topics include latest news in maritime security regulations and policies, Transportation Worker Identification Credential (TWIC) program update, innovations in security equipment, Subchapter H update and training issues and compliance inspection problems and solutions. In the post 9/11 reality, maritime regulations require that all maritime facility employees receive security training. This includes not just full-time employees, but part-time and contractor workers as well. This 4-hour course responds to that need by satisfying the content requirements of 33 CFR Topics include MARSEC levels; recognition and detection of dangerous substances and devices; recognition of characteristics and behavioral patterns of persons who are likely to threaten security; techniques used to circumvent security measures, and relevant aspects of the TWIC program and how to carry them out. By working with your Facility Security Officer, this course can be customized into a site-specific course designed around the operations at your facility and your facility security plan. Transportation Worker Identification Credential Training (TWIC) This course familiarizes students with the requirements of the TWIC program. The content covers enrollment basics, who may or may not get a TWIC, waiver and appeal process, validation issues, basics of escort procedures, secure vs. restricted areas, new hire provisions, and resolution of violations. The course includes the most current regulatory and policy guidance. 10 MARITIME SECURITY / WORKPLACE VIOLENCE Maritime Security for Facility Personnel with Specific Security Duties This 8-hour course provides facility personnel having dedicated security duties the knowledge and skills needed to meet the requirements of 33 CFR and the International Ship and Port Facility Security Code. Topics include knowledge of current security threats and patterns; recognition and detection of dangerous substances and devices; recognition of characteristics and behavioral patterns of persons who are likely to threaten security; techniques used to circumvent security measures; crowd management and control techniques; security related communications; knowledge of emergency procedures and contingency plans; Operation and testing, calibration, and maintenance of security equipment and systems; inspection, control, and monitoring techniques; relevant provisions of the Facility Security Plan; methods of physical screening of persons, personal effects, baggage, cargo, and vessel stores; the meaning and the consequential requirements of the different MARSEC Levels, and all relevant aspects of the TWIC program and how to carry them out. 14 HOSPITALS AND PUBLIC HEALTH Hospital Decontamination Operations Designed specifically for hospitals, this course provides employees with the skills necessary to decontaminate patients and/or victims exposed to chemical and biological materials. OSHA requires hospitals to provide Operations Level training to staff designated to provide treatment, triage, decontamination and other services who may reasonably be expected to come into contact with contaminated patients/victims both in and arriving at the hospital.
