11 USS HISTORICAL NARRATIVE 1 January December 2004 The year 2004 provided with several 'firsts," most importantly, her first deployment. 1s first underway with CDR Haas was the week of January The following week she was again at sea, hosting industry leaders, local school officials, and other VIPs as part of the SURFPAC "Leaders to Sea" program. rounded out January with a trip to the Point Loma deperming facility. With the assistance of two diving teams, a series of cables was pulled from the pier, over the ship, and under her keel. The cables were corinected and an electric charge was sent through, creating a magnetic field that reduced the permanent magnetic signature of the ship. Throughout the deperming process 's crew performed superbly, finishing the cable wrap ahead of schedule and receiving high praise for their professionalism and mission accomplishment. Upon 's return from deperming, she entered a three week Intermediate Maintenance Availability. Engineering, Combat Systems, and Operations departments were all involved, as the time period included a System and Equipment Material Assessment Team (SEMAT) visit along with a System Calibration (SYSCAL) for Engineering, a Command, Control, Communications, Computers, and Intelligence (C4I) Install and an Aegis Baseline load for Combat Systems department, as well as a number of aviation assist visits culminating in an Aviation Readiness Qualification (ARQ) for Operations department held March 1. 's Naval Surface Fire Support (NSFS) Team Trainer was held the week of February 17-20, with an underway period the week of February focused on NSFS in support of the lst Marine Division. 's NSFS team provided spotter services on the first and third days, on the second day completing two graded exercises scored at 88% using a paper chart for primary plotting and 96% using the Computer Aided Dead Reckoning Tracer (CADRT) for primary plotting. Late on the evening of March 2, two tugs assisted in a deadstick move to the NASSCO drydock in San Diego. While in drydock, permanent repairs replaced the shims in 's Controllable Reversible Pitch (CRP) propellers. With repairs complete, returned to the Naval Station March 10. The following weeks saw two underway periods as began training with her Cooperative Afloat Readiness and Training (CARAT) deployment air detachment, Helicopter Squadron Light (HSL) 49 Detachment FIVE. was also inport Seal Beach, CA March to onload ammunition for CARAT. 12 day cruise was held April 3 for approximately 350 family members anti friends. rs final pre-carat underway was the week of ~pril 5-8, and was followed by a pre-overseas movement leave period from April 9 to May 3. began her maiden deployment on May 5, 2004, embarking HSL 49 Det FIVE. After a brief stop in Pearl Harbor, HI on May 10, she joined the USS RUSSELL (DDG 59) for the transit to Okinawa, Japan. On May 24, she embarked Commander, Fleet Activities Okinawa (CFAO) Targets Detachment and joined the USS FORT McHENRY (LSD 43), USS SALVOR (ARS 52), and USCGC MELlLON (WHEC 717). Together with and RUSSELL, the five ships made up the CARAT 2004 task force. Their first collective exercise was Southeast Asia Cooperation Against Terrorism (SEACAT) 2004, during which the task force worked together to identify, track, and board a simulated terrorist vessel. SEACAT took place from May Following SEACAT, continued her transit to Singapore, spending May 31 to June 6 inport Changi Naval Base. Conferences and receptions were held throughout the week as well as the opening ceremonies for CARAT. The Singapore phase of CARAT culminated with an underway June 6-9 that included drone and air defense exercises, along with tactical freeplay. After a debrief in Singapore and a transit June 19-21, was inport Maura, Brunei. The inport time was spent in preparation for an underway June involving the CARAT task force as well as Royal Brunei Navy ships. Highlights of the underway included an air defense exercise, a Banshee firing, and tactical freeplay. Commander, Destroyer Squadron ONE (COMDESRON ONE) was embarked on for the Brunei phase of CARAT. spent June transiting from Brunei to Sattahip, Thailand. A highlight of her inport period in Sattahip was hosting a CARAT reception onboard July 1. The underway portion of the Thailand phase was conducted July 6-8. It i-ncluded an air defense exercise, a drone exercise, and a chaff firing exercise, as well as a replenishment at sea with the Royal Thai Navy ships TAKSIN and RATTANOKOSIN. Following a debrief and transit July 10-12, was inport Kuantan, Malaysia in preparation for the Malaysia phase of C!ARAT. The underway, conducted from July 17-20, included an air defense, boarding, and surface action group exercises, as well as tactical freeplay. The Malaysia phase debrief was conducted in Tioman Island, ~alaysia. During 1s transit from Tioman Island to Subic Bay, Philippines, conducted July 22-27, she completed a Vertical Replenishment (VERTREP) and a towing exercise with SALVOR. Upon arrival in Subic Bay, disembarked the CFAO Targets Enclosure (2)

13 Detachment. The underway for the Philippines phase of CARAT consisted of air defense, search and rescue, and boarding exercises. The underway was held August 1-3. An inport period in Subic Bay August 3-5 concluded CARAT On August 5, DE:SRON ONE again embarked as she steamed independently to Hong Kong, China. arrived in Hong Kong August 7. Her crew enjoyed a well-earned port visit lasting through August 11. During this time, DESRON ONE disembarked. On August 11, she was again underway enroute Okinawa, Japan to begin the second phase of her deployment. She arrived in Okinawa August 16, and after a :brief underway August for storm avoidance, embarked an augmentation from HSL 51 (including a second SH-GOB helicopter), a Marine detachment from the 2nd Battalion, 3rd Marines, and Fleet Surgical Team (FST) FIVE. These groups worked together with to develop Extended Maritime Interdiction Operations (EMIO) tactics, techniques, and procedures (TTP). fs role in developing EM10 TTP involved participation in two exercises with foreign navies. Exercise JAVELIN STRIKE 04 was carried out in cooperation with the Singaporean Navy, and Exercise PALAH 05 was conducted with the Philippine Navy. JAVELIN STRIKE 04 included an air drop of Navy SEALS and rubber assault boats utilizing the Maritime Craft Aerial Delivery System (MCADS), a Navy P-3 Orion, an SH-60B helicopter from fs air detachment, and 's Marine Detachment. 's embarkation of the 15-man U.S. Marine Boarding Team marked the first time Marines have operated onboard a guided missile destroyer in that role. Her enbarkation of FST FIVE was also a DDG first, providing advanced medical support for EM10 boarding operations. became the command and control platform coordinating all elements of the exercise to prosecute a successful maritime interdiction and boarding operation of a suspected terrorist ship. 's SH-60B helicopter proved particularly effective at providing infrared imagery during JAVELIN STRIKE. During Exercise PALAH 05, the Philippine Navy operated high-speed small craft for to practice stopping and boarding smaller vessels. fs participation in the EM10 exercises demonstrated the unique capabilities she brings to the Global War on Ter~:orism, and paved the way for future DDGs to participate in EMIC) missions. After completing her EM10 tasking, 's crew enjoyed liberty in Palau, ~icronesia from October On October 12, she disembarked FST FIVE and began her transit to Okinawa, arriving October 15. While inport for a brief stop for fueling (BSF), she disembarked the Marine Detachment, then continued north to Yokosuka, Japan. During the transit she 10 Enclosure (2)

14 disembarked the HSL 51 augmentation, arriving October 18 for another BSF. From Yokosuka, traveled to Pearl Harbor, Hawaii to welcome a new group of ship riders aboard. Forty-three family members of 's officers and crew joined the ship during a port visit from October 28 to November 2 to ride along on the last leg of her deployment. 's "Tiger Cruise" gave family members a first hand look at the daily routine of a U.S. warship underway. ended her maiden deployment on November 8, and commenced a standdown period from November During the standdown,, daughter of LCDR, was christened in the ship's bell on November 10. Following the standdown, was underway on December 6 to Seal Beach, CAI to conduct a weapons offload, returning December 10. A holiday leave period from December 17 to January 11, 2005, ended the year. During calendar year 2004, expended 545 rounds of 5" ammunition, conducted 537 hours of flight operations, and completed 33 underway periods (five of which exceeded five days duration). A total of 15 underway replenishments were conducted in the completion of 35,000 nautical miles of underway ope:rations. The ship was underway for 135 days, in homeport for 156 days, in continental U.S. ports for five days, in Hawaii for six days, and in foreign ports for 64 days. Enclosure (2)
