Command Composition and Organization a. Mission. USS THEODORE ROOSlEWLT (CW 71) keeps the sea lanes of trade and communication open by projecting sea power and air superiority to all points on the globe. The ship carries out a variety of missions including air warfare, surface warfare, subsurface warfare, and electronic warfare by maintaining equipmmt and men at the highest state of readiness. THEODORE ROOSEVELT also shares, with many other Navy ships, a mission in replenishing ships at sea and performing various non-combatant missions such as rescue at sea of vessels in distress and the transport of rehgees in need af help. Enclosure (I) elaborates.

Firks is the Executive Officer. THEODORE ROOSEVELT is homeported in Norfolk, Va., and assigned to Commander, Carrier Group EIGHT. c. Chronological Listing of Significant Events. Enclosure (3) contains a listing of chronological events. Enclosure (4) is a photograph of THEODORE ROOSEVELT. 2. Narrative a. THEODORE ROOSEVELT began 1995 by wrapping up the holiday leave period while at Pier 12 North of Norfolk Naval Base, the ship's home port. The carrier returned to sea on 2 1 January for Joint Forces Exercise 95-2, in which it conducted several operations with embarked air wing aircraft and several battle group and amphibious ships in the Virginia Capes operating area. When the carrier returned to Norfolk on 4 February, the focus shifted to maintenance, readiness and the upcoming March advancement cycle. The non-skid on THEODORE ROOSEVELT's flight deck was redone during; February, and March brought advancement tests for junior enlisted, a massive load displacement survey test, plus the men and equipment of Carrier Air Wing EIGHT came aboard as the carrier prepared for THEODORE ROOSEVELT's 1995 Mediterranean Deployment. b. Med '95 began 22 March at 1000, with Commander, Carrier Group EIGHT aboard. Air wing carrier qualifications began on day one and continued for three days, and flight operations began in earnest 26 March. The carrier turned over with the USS EISENHOWER Battle Group on 5 April, and after a Carrier Weight Test and Balance Survey and a few days of propulsion and damage control drills and underway replenishments, THEODORE ROOSEVELT headed for its first port visit in 1995 in Haifa, Israel. c. Phase I1 of Med 1995 began 14 April when THEODORE ROOSEVELT transited the Suez Canal to the North Red Sea, where it operated in support of OPERATION SOUTHERN WATCH over Iraq until 26 April. The carrier hosted King Hussein of Jordan for a day visit on 22 April, and Prince Faisal of Saudi Arabia visited two days later. THEODORE ROOSEVELT transited the Straits of Bab El Mandeb on 28 April, then the Gulf of Aden on April 29. The carrier transited the Straits of Horrnuz on 1 May and entered the third phase of the deployment. d. Phase 111, THEODORE ROOSEVELT's operations in the Arabian Gulf in support of SOUTHERN WATCH, began with a seven day port call to Jebel Ali in the United Arab Emirates. On 8 May, THEODORE ROOSEVELT departed the UAE and transited to the North Arabian Gulf until 13 May, when it began retracing its course back to the Suez Canal. THEODORE ROOSEVELT transited the canal on 20 May.

3 Subj : COMMAND HISTORY FOR 1995 e. THEODORE ROOSEVELT operated in the Mediterranean and Adriatic Seas throughout Phase IV from 2 1 May to 11 August. Duting this time, THEODORE ROOSEVELT conducted operations in support of OPERATIONS DENY FLIGHT and SHARP GUARD over the skies of Bosnia and in the Adriatic operating area, respectively. The carrier had port calls in CorfU, Greece, from 5-9 June; Rhodes, Greece, from 2-7 July; and Trieste, Italy, from July. From 7-10 August, THEODORE ROOSEVELT participated in EXERCISE COILED COBRA, culminating in a NATO Sea Sparrow missile shoot on 10 August in the Sea of Crete. f. The eastern Med hosted Phase V, in which THEODORE ROOSEVELT visited Haifa once again from August, then conducted flight operations in support of OPERATION INFINITE MOONLIGHT. That operation was over the skies of Jordan and the Mid East, providing a presence in the wake of two defections by top Iraqi officials to Jordan. g. DENY FLIGHT evolved into OPERATION DELIBERATE FORCE during Phase VI of Med '95, as Carrier Air Wing EIGHT aircraft led NATO's strikes against strategic Bosnian Serb targets in response to several atrocities around Sarajevo in Bosnia-Herzegovina. THEODORE ROOSEVELT-based aircraft continued strikes from the Adriatic from 3 1 August until the THEODORE ROOSEVELT Battle Group turned over with the AMERICA Battle Group 9-12 September. h. THEODORE ROOSEVELT began the return to Norfolk, Phase VII, on 12 September and completed the Operational Reactor Safeguard Exam from September. Secretary of the Navy John Dalton came aboard the carrier on 21 September and awarded the THEODORE ROOSEVELT Battle Group the Navy Unit Commendation for its Bosnia ops. THEODORE ROOSEVELT moored at Pier 11 South on 22 September. i. The ship completed a leave and stand down period 19 October with a fast cruise, then off-loaded ammunition from October. The ship participated in an evaluation of the K-Max helicopter during this underway period. THEODORE ROOSEVELT returned to Pier 11 on 22 October. j. On 27 October, the Theodore Roosevelt Association hosted their annual dinner aboard. Several TRA members were aboard the following day, when the ship hosted family and friends for a Family Day Cruise. On 9 November, THEODORE ROOSEVELT transited the Elizabeth River to Norfolk Naval Shipyard in Portsmouth, Virginia to begin a Selected Restricted Availability, which lasted through the holidays and into 1996.
