1 Policy 411 Subject PURCHASE OF SERVICE WEAPONS Date Published Page 9 September of 9 By Order of the Police Commissioner POLICY It is the policy of the Baltimore Police Department (BPD) to allow members to purchase service weapons deemed no longer appropriate for issuance. These weapons will become the personal property of the member and may not be sold, traded, or transferred. GENERAL On August 22, 2001 the Board of Estimates and the BPD agreed to permit members of the BPD to purchase their issued Glock 17 9mm semi-automatic service pistol after completion of the conversion process to the new Glock caliber service pistol. This policy serves to continue with that agreement and amend it to afford all members an opportunity to purchase previously used Glock 17 service pistols. Members who reside outside of the state of Maryland will file appropriate forms to ensure legal compliance. Each member requesting to purchase a BPD service pistol will be required to sign the Settlement Agreement and Release Form (See ), and consent to safeguard the pistol in accordance with all existing firearms policy. Once the purchase is complete, members are not authorized to carry this purchased weapon as their duty weapon. Failure to comply will result in disciplinary action. NOTE: Firearms other than the Glock 17 may be offered for sale to members of the BPD as deemed appropriate by the Police Commissioner or his/her designee. Member 1. Respond to the Armory and retrieve the application packet for the purchase of departmental service weapons. Members should indicate at that time if they reside out of the state of Maryland to ensure appropriate forms are issued and filed upon completion. 2. Complete the required forms in a clear and legible manner in black ink. 3. Submit a check payable to MSP in the amount of $ Photocopy the check, driver s license and BPD identification card. 5. Return the above items to the Armory Unit for processing. 6. Upon receiving notification that your request to purchase the firearm has not been disapproved by the Maryland State Police, respond to the Armory Unit with your BPD identification card and sign the Settlement Agreement and Release Form.

2 Policy 411 PURCHASE OF SERVICE WEAPONS Page 2 of 9 7. Respond to Fiscal Services and submit a check payable to the Director of Finance for the purchase price of the firearm. 8. Obtain from Fiscal Services and return to the Armory Unit the Property Release Authorization, Form 26/4 (See Appendix B), marked Paid by Fiscal Services, to acquire the firearm. Armory Unit Facilitate the sale of service weapons to members of the BPD in accordance with this policy. Fiscal Services 1. Collect payment from member based on fee schedule for same weapon to be purchased. 2. Write "Paid" in the "Cash Receipt Number" section of the approved Property Release Authorization, Form 26/4. Record the account number in the remarks section of checks received. 3. Ensure checks received for the purchase of service weapons are deposited in the proper account.
