2 STATE MEDICAL OPERATIONS CENTER (SMOC) DSHS SMOC INCIDENT ACTION PLAN # 10 TIME/DATE FROM: /15/2014 TIME/DATE TO: /16/2014 TEAM ON DUTY SMOC DIRECTOR ASSIGNMENT LOCATION Response and Recovery Unit Michael McElwain SMOC INCIDENT SUMMARY There have been three (3) confirmed cases of Ebola in Dallas, Texas. One case was the index case, who expired on the morning of 10/8/14. Two secondary cases are healthcare workers who were caring for the index case. The 1st secondary case was confirmed to have Ebola on 10/11/14 and the 2nd secondary case was confirmed on 10/15/14. Both are currently being hospitalized at Texas Health Presbyterian Hospital. The 1st secondary case has one (1) confirmed contact and a dog. Confirmed contact is currently being monitored. The dog has been removed from the apartment and is being monitored. One (1) control order remains in effect for the vehicle. All other secondary contacts involved in caring for the index patient are being contacted and monitored. Additional epidemiologists have been deployed to re-asses these healthcare workers and recategorize the assigned risk (no risk, low risk, moderate risk, high risk). Dallas County, DSHS Health Service Region 2/3 and other LHD epidemiology staff continue to monitor the original 48 contacts of the index case. These contacts are under symptom watch, twice daily, one self-reported fever check and one fever-check observed by Dallas County, HSR 2/3 or other LHD staff. No symptoms have been reported at this time ESF-8 OPERATIONAL OBJECTIVES Gain and maintain situational awareness Coordinate and share operational information at all levels of response and between all partners/stakeholders Coordinate state and local epidemiological response and surveillance Coordinate and provide resources to support incident response Coordinate public information messages between DSHS, Dallas County local health department, HSR 2/3, and emergency management partners Assist in the development of contingency planning for EMS, public health and fatality management. Gather expended and projected costs into a spreadsheet Contact all healthcare workers involved in caring for index patient and coordinate active surveillance for monitoring of signs and symptoms Identify points of contact for local minor emergency and urgent care centers to allow for sharing of Ebola information and guidance Finish decontamination of 1st secondary case's apartment Coordinating with TCEQ to clean 2nd secondary case's apartment. No ETA on clean up yet. Continue to work on a guidance form for emergency managers before 12PM call on how much information can be given out on the contacts under surveillance.
