1 Health Department Operations Exercise Evaluation Guide Exercise Evaluation Guide Submittal As the evaluator you will need to submit your Observations, Recommendations and Performance Ratings into the ONX System following the completion of the exercise. Following the exercise access then login using your USER NAME and PASSWORD. Once you have logged in click on the exercise you are your are evaluating listed under the header Your Exercises in the upper left hand corner. You will then be able to access the electronic version of this Exercise Evaluation Guide to submit your observations, recommendations and performance ratings. 2 Health Department Operations Capability 1: Community Preparedness Evaluation Point Performance 1.1 Determine risks and area affected (city, county, region, state, etc.) Situation size up. 1.2 Assess the need for support from community partners and the public. (What partner agencies will be contacted) 1.3 Establish and maintain communications with the Emergency Operations Center (EOC), Regional Coordination Center (RCC), ODH, and healthcare partners. 3 1.4 Notify appropriate community partners and engage networks. 1.5 Can public communications were provided without electrical dependence and accessible to all citizens in the jurisdiction, including people with disabilities and non-english speaking populations. 1.6 Implement demobilization plan. 1.7 Monitor demobilization process to ensure adequate resources to complete recovery process. 4 Capability 3: Emergency Operations Coordination Evaluation Point Performance 3.1 Activate the Department Operations Center (DOC). 3.2 Establish and maintain redundant communications among the DOC, Emergency Operations Center (EOC), Regional Coordination Center (RCC), ODH and healthcare partners. 3.3 Develop an Incident Action Plan (IAP) that identifies community partners roles. 3.4 Document/log all activities in DOC. 5 3.5 Transition from response to recovery. 3.6 Coordinate activation of mutual aid agreements to obtain resources. 3.7 Provide direction, information, and / or support as appropriate to IC / UC, and / or EOC / MACC. 3.8 Facilitate demobilization plans and procedures for preparation of after-action report. 7 Capability 4: Emergency Public Information and Warning Evaluation Point Performance 4.1 Assign a PIO within 1 hour of notification of an event. 4.2 Assign a spokesperson. 4.3 Coordinate internal and external information. 4.4 Coordinate emergency public information. 8 4.5 Implement notification protocols. 4.6 Coordinate with EOC and responders for public health messages that need to be disseminated. 4.7 Disseminate incident information to the media, public, partners, and stakeholders. 4.8 Disseminate prompt, accurate information to the public in appropriate languages and formats that take into account demographics and special needs. 9 4.9 Ensure accurate and timely dissemination of protective action messages to general public and emergency personnel Disseminate critical health and safety information designed to alert the public to clinical symptoms and reduce the risk of exposure to ongoing and potential hazards Provide periodic updates, and conduct regularly scheduled media conferences Track media contacts and public inquiries, listing contact, date, time, query and outcome. 11 Capability 6: Information Sharing 6.1 Evaluation Point Engage stakeholders to include the following: Private healthcare organizations (e.g., hospitals, clinics) Emergency Management Agency Law enforcement Fire Emergency Medical Services Fusion centers For states: local health departments, tribes and territories Individuals who have or may need a security clearance, based on functional role Performance 6.2 Utilize a role-based public health directory for public health alert messaging? The directory profile of each user includes the following elements: Assigned roles Multiple device contact information Organizational affiliation 6.3 Utilize a listing of data-exchange requirements for each stakeholder (including the use of common terminology, definitions, and lexicon by all stakeholders) that adhere to available national standards for data elements to be sent and data elements to be received. 12 6.4 Utilize health information exchange protocols for each stakeholder that identify determinants for information exchange that includes the following elements: Unusual cluster(s) or illness that threaten closure of institutional settings (e.g., illness among healthcare workers or prisoners) High burden of illness or a cluster of illness confined to a specific population (e.g., racial or ethnic group, or vulnerable populations) Illness burden that is expected to overwhelm local medical or public health resources A public health laboratory finding of interest (e.g., a novel virus identified by lab) that is not picked up clinically or through other surveillance Large numbers of patients with similar and unusual symptoms Large number of unexplained deaths Higher than expected morbidity and mortality associated with common symptoms and/or failure of patients to respond to traditional therapy Simultaneous clusters of similar illness in noncontiguous areas Received threats or intelligence Incidents in other jurisdictions that raise possible risk in home jurisdiction (e.g., elevation of pandemic influenza alert level) 6.5 Utilize written protocol for the development of public health alert messages that include the following elements: Time sensitivity of the information Relevance to public health Target audience Security level or sensitivity The need for action may include: Awareness Request a response back Request that specific actions be taken HSEEP Exercise Evaluation Guide: Health Department Operations 12 Caduceus Shield Exercise Initiative

13 Capability 14: Responder Safety and Health Evaluation Point Performance 14.1 Designate Safety Officer within the Incident Command System Perform an incident safety analysis Maintain coordination and communication on safety and health issues between agencies and Departments. Did LHD provide adequate information to responders to address the following issues? 14 14.4 Utilize written protocols that identify public health roles and responsibilities related to incident risks. Roles for consideration may include the following elements: Conducting environmental health assessments Potable water inspections Field surveillance interviews 14.5 Did PH agency recommend appropriate personal protective equipment (PPE) for public health responders? Request additional safety and health resources through mutual aid 14.6 Did the public health agency, in conjunction with response partners participate in surveillance activities to monitor levels of environmental exposure, environmental effects on the responders, and/or incident-related injuries?
