2 From the Helm Mario Stagliano Flotilla Commander First order of business is to wish everyone a Happy and Healthy New Year. I hope everyone s holiday season was as fun and rewarding as ours. January Meeting Our next meeting will be Thursday January 5 at 7:30 PM (1930 Hrs.). Special guest speaker will be Captain Mike Genoun founder and editor-in-chief of Florida Sports Fishing Journal. I hope to make a guest speaker a normal part of our monthly meetings. Art Zimmerman - retired member of Flotilla 36, died on November 30, He joined the Auxiliary in 1997 and was very active in the Air Operations program at Opa Locka. We will observe a minute of silence to remember Art during our meeting. Fourth Cornerstone/Fellowship Event Starting on Thursday January 19 at 6 PM we will have our first event. My plan is to have a Fellowship event every month in addition to our regular meeting. So, mark the third Thursday evening of each month to attend. The January event will be grilled HOT DOGS at our Boca base. The Flotilla will provide hotdogs, sides and drinks. Financial Matters - During the January meeting we will review the status of last year s budget and our current financial position. Do to the hard work of many flotilla members we have accumulated a sizable fund in our checking account. I will be proposing a motion to spend some of these funds on you (our members). 3 IPFC Tom Thayer As this will be my first article as Immediate Past Flotilla Commander, I would like to extend my congratulations to the 2017 Bridge: FC Mario Stagliano and VFC Michael Byer. We wish them great success in carrying on the great traditions of Flotilla 3-6. You can expect some new ideas, new concepts, new direction, etc. Please give Mario and Michael an opportunity to implement some these ideas. For those of you that were unable to attend the December Flotilla Meeting, we awarded The Auxiliarist of the Year for 2016 to a very deserving lady, the Editor and Publisher of our monthly Flotilla LOG. Jennifer Blau has been quietly producing the LOG for several years and has done and will continue to do an outstanding job as FSO-PB. Alright, our next Flotilla Meeting is Thursday, January 5, 2017 at 1930 (7:30 P.M.) at our Marine Safety Center Base. I look forward to seeing all of you there. Any fool can criticize, condemn and complain and most fools do. 4 Course Descriptions: ICS 100, Introduction to the Incident Command System, introduces the Incident Command System (ICS) and provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System. It also explains the relationship between ICS and the National Incident Management System (NIMS). ICS 700 introduces and overviews the National Incident Management System (NIMS). NIMS provides a consistent nationwide template to enable all government, private-sector, and nongovernmental organizations to work together during domestic incidents. 6 Jim Goldasich Operations I am moving into a position that has been skillfully manned by Eric Weinbaum for my entire tenure as a member of Flotilla 36 so I know that I have big shoes to fill. Trust that I will work to make this year a great year for Flotilla 36 Operations and to do this we need to devote ourselves to bringing back a large diverse CREW and COXSWAIN group to our Flotilla. There are several courses available to take at our Flotilla as well as other Flotillas that provide a basis for the CREW certification but foremost among those is the CREW training pursuant to the US Coast Guard Boat Brew Training Manual, COMDTINST M A, January According to the Coast Guard the boat crew training is a performance based system that depends upon extensive underway experience. This is in addition to the mandated CREW training course, shore-side instruction and other training and experience. So, we will be working this coming year to extend the opportunities to all of you that are interested in becoming more involved in the CREW training and Operations in general. In the meantime, check out the web site for CREW training at: MANUAL: PQS: In addition to the manuals shown above, the Boat Crew Seamanship manual has details on boating tasks that will be of value in completing your boat CREW training and certification process. BOAT CREW SEAMANSHIP MANUAL: We look forward to working with you all to complete your CREW training and to bringing more members out on the water to extend our individual and Flotilla goals of increasing boating safety in our AOR.
7 Liliane Meghabghab Navigation Services NO REPORT Andrea Rutherfoord Public Education Congratulations to new FC Mario Stagliano and VFC Michael Byer. I m sure we ll all give them 100% support for their efforts in And a special thanks to out-going Tom Thayer who was always around to assist and encourage the instructors. Thank you to all the instructors and aids who helped with the 2016 PE program. It was quite a successful year. Thanks in large part to the AustinBlu Foundation grant, we graduated 157 students, including 40 teens. In 2015, we graduated a total of 106 students, so we increased our program by about 50%. We have a large cadre of instructors and aids who support this program, and we are able to teach one class a month with superb results. You all make this program what it is! At our December class, we had four students - thank you to instructors Howard Burakof, Bob Hersey, and Michael Byer. Rob Lambie provided some much needed office support. Our next class is Jan. 14, and we have blue brochures in the office with the 2017 PE schedule. Please take them to give to friends who might be interested in attending. We lost some valuable instructors this year due to transfers and retirements. We are always looking for new instructors, and if you are interested, please contact me. We re all gearing up for a productive and successful 2017!
8 Debbie Davis Program Visitor For those members who do not already know about the program, the Public Visitor (PV) Program is a part of the USCG Auxiliary Recreational Boating Safety mission. The PV program is designed to provide the general public with the most current boating safety information and to establish a point of contact for boaters interested in boating safety. Businesses such as marine dealers, marine stores, dive shops, marinas, libraries, nautical stores, etc. in turn, can provide their customers with boating safety literature, information on Courtesy Vessel Safety Checks, and the location of public education courses. Monthly visitations provide an informative interaction between the USCG Auxiliary, businesses and the boating public. If you are interested in becoming a Public Visitor representing USCG Auxiliary 3-6, please contact me for assistance. 12 What is Team Coordination Training Training? By Andrea Rutherfoord At the Dec. 1, 2016, flotilla meeting, FSO-MT Eric Weinbaum conducted a 1-hr Team Coordination Training (TCT). This training is mandated by the Coast Guard for active duty involved with direct operations, including surface and air. Similarly, Auxiliarists involved in direct operations must complete a 4-hr TCT every five years, and the 1-hr TCT annually. Most members do not fall under that mandate, but the training is valuable anyway because it emphasizes the shared responsibility that we, as team-mates in the Auxiliary, have when involved in any activity. All members can value from thinking about and discussing scenarios. As students learned, the training is meant to encourage polite assertiveness (not considered insubordination) in communication among crews of all ranks and titles. From the USCG TCT website: Team Coordination Training (TCT) is a program that focuses on reducing the probability for human error by increasing individual and team effectiveness. Safety has long been the Commanding Officer's responsibility and, until recently, was assumed to be the logical result of finely tuned technical skills. USCG mishap data suggests that while technical skills are an essential component of any job, they alone will not ensure safety. Human-error-caused mishaps are most often the result of poor judgement, inattention, or ineffective supervision. TCT has been proven successful in encouraging everyone on the vessel to speak up, question, or make suggestions to improve safety or prevent mishaps.
13 Art Zimmerman, a retired member of Flotilla 36, died on November 30, He joined the Auxiliary in 1997 and was very active in the Air Operations program at Opa Locka. He transferred back to Flotilla 36 in 2009, and he would attend meeting dressed in a crisp uniform. Whenever asked, would give presentations on protocol - he was proud to be an Auxiliarist. Art was born and raised in the Bronx. He was drafted in the army during the Korean War, married his wife Rose just after boot camp, and finished his tour in the Signal Corp, Corps of Engineers, and Military Police. With the GI Bill, Art started flying lessons in NJ, but quit when he and Rose started their family. They raised 4 children, including one son, Edward, who became mayor of Rocky Hill, NJ. They have 8 grandchildren and one great-grandchild. Art started out in the export business of secondary material, shipping used clothing all over the world to third-world countries as they emerged from colonial control. In the 70 s, Art joined Prudential Insurance, working 10 years in NJ and then transferring to Boca Raton, where he retired 10 years later. Art had a boat for a few years in NJ, but his true passion was flying. He completed his flight school in Lantana and bought his first plane, a Piper Warrior. He began offering it for use with the Coast Guard immediately. He had his current plane, a Rockwell Commander, for the last 20 years. Art originally joined Flotilla 36, but transferred to Opa Locka to be more active with other pilots. Although most air patrols are routine, Art and his crews assisted in rescues. Art gave up flying and retired from the Auxiliary in Godspeed, Art. We will miss you.
14 Division 3 Change of Watch At the Plantation Preserve, Plantation, FL, over 50 Auxiliarists and guests attended the Division 3 annual Change of Watch on Dec. 4, Master of Ceremonies John Narducci introduced the Missing Man ceremony, led by FC Jack Doyle (F34). The keynote speaker was CAPT Megan Dean, USCG Commander Sector Miami. Following a dinner and slide show of 2016 activities, CDR Xiomara Vincencio-Roldan, DIRAUX Sector Miami, thanked the Auxiliary for all its contributions. In-coming COMO Judith Hudson swore in Joe Aleba as Division Commander and Marvin Merritt as Division Vice Commander for LT Mark Ketchum, CO Station Ft. Lauderdale, swore in the Division Flotilla Commanders and Vice Commanders, and XO LTJG Jessica Shaffer swore in the 2017 Division staff officers. Attending from F36 were IPFC Tom (and Vicki) Thayer, FC Mario (and Judith) Stagliano, FSO-PA Rod (and Nancy) Dillman, and FSO-PE Andrea (and Tom) Rutherfoord. Congratulations to all the 2017 Division elected officers and staff officers.
15 Has your Auxiliary member ID card expired? Once a year, check the expiration date on your member ID card. The card is valid for 5 years. When it s time to get a new card, you initiate the process. If it s within a few months of expiration, or has already expired: 1. Tell the FC or VFC that you need a renewed ID card. They can help you get started. 2. Have your picture taken in the office (red background, uniform shirt). Zoom in so only your head with the red background is showing. 3. In an , send the picture to the FC. Also provide the current information on the back of your card: Height (inches), weight, eye color, hair color, blood type, date of birth, and ID number. The FC will submit your photo and information into the system. In a few weeks, the new card will be sent to the FC, who will have it at meetings. Bring your old card to swap out for the new card. Note: If you present an expired card at the gate of a military base, you will not be allowed entry and your card might even be confiscated.
