9 MRS/MRS Tailoring Availability Tailoring MER CSMP / UTR Capability Plans Technical Authority TMA TMI Program MegaRust PESC ERM Avail Close / Hot Wash SEA 21 MER (Maintenance Effectiveness Review) A continuous improvement opportunity to upgrade and streamline maintenance programs without the intensity and costs required to perform continuous reliability centered maintenance (RCM). The purpose of the MER process is to provide a continuous improvement step to a Condition-Based Maintenance process. It is not designed to replace the RCM process, but to enhance it and find weaknesses in the original program, as well as to support the program through the implementation of a continuous process. It utilizes the original information, regardless of the type or rigorous-ness of the original process, and meets the requirements of an RCM program. A CSMP work candidate entry is required prior to any assistance being provided by an off-ship activity. Maintenance authorities use a ship s CSMP as the source document to validate and broker work. It is essential for this document to be up-to-date, since it serves as the basis for funding of required maintenance. Only work that is documented in the CSMP is authorized for completion. TMA is the O-6 and below working group that meets four times a year to oversee the efforts to improve troubled systems/equipment. When troubled systems/equipment issues are of such significance or require substantial funding, they mat be briefed at TMI (flag level group) which oversees and assists the TMA group. It is a public-private partnership that has been formed to improve shipboard preservation, lower costs and reduce corrosion. It is jointly chaired by the Fleet and NAVSEA. This principally government committee was formed to improve the readiness and lower costs of shipboard propulsion systems. It is jointly chaired by the Fleet and NAVSEA. It is developed from information and experience gained from repair and maintenance histories of prior ship classes and similar systems and equipment, as well as feedback from maintenance managers, port engineers, ships forces, NAVSEA/fleet technical offices, the Naval Ships Technical Manual (NSTM), and type commander (TYCOM) maintenance manuals. Actual scantling and distributed system dimensions are measured and loaded into a finite element model (FEM) for computation of remaining hull life (endurance strength), and localization of vulnerable areas. Any high value, long-lead time items, if not available, that could have the potential to significantly increase costs (10% or more) associated with new construction, modernization or maintenance. The process is web service based architecture to revolutionize the Navy s approach to planning, assessing, scheduling, and maintaining configuration control under the guidance of the C5I modernization process for Strike Force deployment baselines. They provide maintenance, supply, engineering, and training support for selected systems on their respective hull types. 30 JINII SURFACE SHIP TEAM ONE UTR MFOM / DRRS JINII (Joint Industry Navy Innovation Initiative) In order for the Department of the Navy, and more specifically, the Fleet Forces Command (FFC) and the Naval Sea Systems Command (NAVSEA), to better address and resolve areas of concern that impact the timeliness and cost effectiveness of building and repairing Navy vessels, the Joint Industry-Navy Improvements Initiative (JINII) is chartered to foster communication and factual interchange between contractors and the Government regarding business and technical processes used in the construction and repair of Navy ships. UTR is computed annually, and is only computed for ships having a CNO availability in that year. UTR is then applied to the programming year as an adjustment to CM funding. 33 MFOM / DRRS (Maintenance Figure of Merit / Defense Readiness Reporting System) JINII SURFACE SHIP TEAM ONE UTR MFOM / DRRS Computer based tool built on a hierarchical structure that calculates material condition against operational requirements. Designed to consistently and objectively calculate a material condition readiness value for equipment, systems, tasks, missions or the ship. Provides the Navy Maintenance community with a single, authoritative, centrally managed application that provides the necessary data upgrades and improvements to support readiness and maintenance reporting. DRRS provides a comprehensive readiness assessment network to calculate the capabilities and preparedness of military units to conduct wartime missions and other contingencies. The three TYCOMs each have FRP entitlements that deliver three levels of readiness: X : Y : Z X = Sustainment phase ships ships certified ready for deployment, on deployment, or recently returned from deployment. Y = Ships deployable within 30 days Phases Z = Ships deployable in 90 days FRP reqts can be compared to force structure to identify liquidity problems. US Navy s mission effort overseas have increased. By providing support overseas to two major operations, humanitarian assistance, and anti-piracy, our ships are under heavy pressure to maintain readiness in both materiel and training. The process also considers expected shipyard performance, conducts shipyard capacity analysis, and develops alternative courses of action for the completion of any work requirements that exceed the available capacity. It concentrates on gaining efficiencies across multiple organizations by identifying and eliminating redundancies.
