Any Information on the Upcoming AE IDIQs: There is to be an RFP issued for the next IDIQ from the St. Paul District (for the three upper Mississippi Districts). This IDIQ is expected to be in place for FY 19. It is expected that this RFP will be for one small business set aside, and one free and open (large) business. 5. Any Staffing Changes Made Recently at St. Louis Corps of Engineers District: Susan Wilson announced some changes Anthony Mitchell has moved on, and Bryan Sizemore is the new Colonel; Jon Bailey is the new Design Chief; Mandy Yeomans is the new AE Coordinator; Josh VerDught is the new Chief of the Dam and Levee Safety Section; Trish Voss is the new Chief of Contracting; Chris Pulliam is the new Executive Assistant; Karla Babb is the new Small Business Coordinator. 6. What is the Corps Involvement in the Hurricane Harvey Recovery Efforts: There is not any available information about St. Louis District involvement. There are District offices in Galveston, and Ft. Worth. 7. Confirm Next Meeting Date and Location: The next meeting is scheduled for Thursday, January 18, 2018 at CMT.

7 WHO IS THE NGA AND WHAT IS N2W? The National Geospatial-Intelligence Agency (NGA) delivers products that provide decisive advantage to warfighters policymakers intelligence professionals first responders N2W will be NGA s new state-of-the-art facility in North St. Louis. It will position NGA to better meet future mission requirements through a more robust information technology infrastructure and collaborative workspace. 6

12 CONTRACTING NOTES This is a federal contract that follows Federal Acquisition Requirements, Department of Defense, Army, Corps of Engineers and NGA rules and regulations, and has different requirements than state and private commercial contracts. The US Army Corps of Engineers (USACE) is competing and awarding a Design-Build (D-B) Construction Contract, and up to 5 separate Small Business Construction Contracts. 11

14 SECURE CONSTRUCTION REQUIREMENTS Secure construction for intelligence facilities requires: All personnel working on site subject to local and/or national agency background checks Fence and construction access control points in place at start of work All workers issued badges that enable ID and electronic checking in and out of the site Computer, phone and camera use on site limited to approved individuals and devices Security clearances or escorts for workers entering facilities after completion 13

This is a high level look at the program and definition is ongoing, so things may CHANGE. 16
18 N2W CONSTRUCTION ACQUISITION Award one Design-Build Contract to Construct the main operations building and integrated facilities using Two-Phase Design-Build Selection Procedures. Procure small business set aside projects using Design-Bid-Build delivery method after the acquisition of the D-B Contract. 17
19 2 PHASE DESIGN-BUILD PROCEDURES Phase 1: Qualifications based selection of maximum 3 offerors: Clark-JE Dunn N2W, a Joint Venture McCarthy HITT Next NGA West JV Mortenson-Alberici, a Joint Venture The selected firms will be invited to submit technical proposals in Phase 2 18
20 2 PHASE DESIGN-BUILD PROCEDURES Phase 2 competition among the selected firms anticipated to include the following: Requires submission of technical and price proposals Design work to demonstrate technical solutions to RFP performance requirements Small business participation plan is an evaluation factor days total period for Phase 2 proposal preparation 19

35 Metro East Levee Systems Overview The Metro East Levee System consists of five levee projects located in Madison, St. Clair, and Monroe Counties. Wood River Levee, Chain of Rock Levee, East St. Louis Levee Prairie du Pont/ Fish Lake Levees The Metro East Levee System protects 280,000 residents and workers, navigation and transportation, and minimizes job loss Total value of industrial, commercial, and residential property protected is $12.4 Billion Projects are cost shared 65% Federal / 35% Non Federal 4 BUILDING STRONG
36 Project Background Flood of 1993 Equivalent to a 380-year flood event 86.3 percent of levee height inundated Underseepage required extensive flood fighting to maintain protection. The levee system is authorized to protect against stresses greater than those experienced in the 1993 flood. August 2007, FEMA announced levees would be de-accredited as a result of underseepage. July 2009, Southwestern Illinois Flood Prevention District Council was formed to finance, manage and oversee the repair and restoration of the levee systems , USACE completed and approved studies on WR, ESTL, Mel Price, PdP. February 2015, FPD approved Resolution to restore to the Federally Authorized LOP. Underseepage deficiencies corrections on the Metro East Projects are in progress. 5 BUILDING STRONG
37 FPD Objectives Short Term Goals Mandate Corps use of PLAs for construction contracts In process of constructing modifications (9 contracts) to attain 100-year level of protection to meet FEMA accreditation. Long Term Goals Restore Authorized Level of Protection Use WRRDA 2014 Authorities to provide cost share funds as WIK Restored levees returned to local levee district to O&M Funding Capability Locally-funded with $160M in tax revenues Sponsor s bonding capacity is insufficient to completely restore the authorized level of protection 6 BUILDING STRONG

Operation: The Wood River Drainage and Levee District operates and maintains the levee. Federal Activities: Reconstruction: Construction completion FY15. Addressed above ground aging system features at TPC: $25.8M Design Deficiency: Addresses underseepage issues ETPC: $70.8M Incorporation of new project information will result in project changes for design deficiency Re-analysis is complete; Initiated a risk assessment that will result in updated total project costs and provide for risk informed design Shallow cutoff construction complete Phase 1 by FPD, Phase 2 by Corps Deep cutoff wall Phase 1 complete by FPD, Phase 2 pending Federal construction contract award FPD intends to provide cost share as WIK credit Received $31.7M in FY18 Work Plan 8 BUILDING STRONG
40 Mel Price Segment Issue Adjacent to the navigation pool of Melvin Price Locks and Dam Uncontrolled underseepage during normal operating conditions Federal Study Activities Design Deficiency LRR approved August 2012 Subsurface investigation identified need to further evaluate alternatives Supplemental report incorporated risk assessment guidelines and included expert elicitation from a national cadre of experts to recommend a permanent solution to the underseepage problem Supplemental report approval received August 2017 Initiate design and construction pending funding Interim Risk Reduction Measures Underseepage impacts are mitigated by interim risk reduction measures (IRRM) until permanent corrections are in place. Estimated at $600K/year (actual cost dependent on extent of high water) IRRM and the sponsor s construction can be used as a basis for seeking FEMA accreditation of the upper Wood River System. 9 BUILDING STRONG

Addresses above ground aging system features at TPC: $60.6M Design Deficiency: Addresses underseepage issues at ETPC: $152.3M Incorporation of new project information will result in project changes for design deficiency Re-analysis is substantially complete and will result in updated total project costs Completing a Baseline Condition Risk Assessment (BCRA) by the Risk Management Center that will provide for risk informed design Design and P&S for 53 relief wells is complete; construction pending funding Initiating design of 4,200 ft deep cutoff wall FPD intends to provide cost share as WIK credit FPD initiated WIK activities in BUILDING STRONG

Reconstruction required to fully restore level of protection.
