Gerton, who as part of her duties directs AMC execution of the 2005 Base Realignment and Closure legislation, said in her remarks to the Army Alliance audience, that BRAC changes impacted one of every six AMC employees (about 11,000) and involves moves in half of all U.S. states. In fact, BRAC meant more moves and more people affected in AMC than any other Army organization. AMC headquarters is also relocating as part of BRAC to Huntsville, AL. BRAC has also fundamentally changed APG, Gerton said, and the installation is now AMC s center of gravity for research, development and engineering and C4ISR. Gerton, who assumed her current position in September of 2009, is responsible for preparation and sustainment of materiel for military operations to support full spectrum operations, current AMC global operations, contingency planning, supply President s Message from Barney Michel Maryland is in the middle of a perfect storm in the area of cybersecurity, where events and factors are coming together to create ideal conditions for explosive growth in the region. The demand for information security products and services by the federal government are expected to increase to $11.7 billion in 2014, and the demand in the commercial sector is expected to surpass that of the government, according to a report from the Maryland Department of Business and Economic Development. With over 50 federal agencies in Central Maryland, the new Cyber Command at Fort Meade, and hundreds of IT companies based in the area, Maryland, and especially Aberdeen Proving Ground, is poised for rapid growth in the area of cybersecurity. On page 4 of this newsletter we describe the types of cybersecurity work taking place at APG right now and the organizations doing it. Through the work of Army Research Lab, Communications- chain management, the National Maintenance Program, and sustainment of warfighters. Gerton is also responsible for AMC information systems, technology, modernization, and assurance; and AMC resource management efforts and actions across all appropriations and funds during programming, budgeting, and execution. Electronics Command, and Communictions-Electronics Research Development and Engineering Center, APG is playing a crucial role in ensuring the security of the communications of our warfighters through research and technology development. The challenge to the community will be to make sure it provides the infrastructure to support this growing industry skilled personnel, adequate bandwidth, and facilities. We also need to create the educational opportunities at all levels K-12, community college, university, and graduate programs to create a pipeline of expertise. While many parts of our country are floundering in an uncertain economy, Maryland is awash with opportunity. With the right foundation and a bit of nurturing, cybersecurity can be a source of longterm growth and prosperity in the region.
2 Profile: Maj. Gen. Genaro Dellarocco Maj. Gen. Genaro Dellarocco assumed leadership of the U.S. Army Test and Evaluation Command (ATEC) on October 28, He replaced Dr. James Streilein who took a new assignment within the Office of the Director, Operational Test and Evaluation, at the Pentagon. Dellarocco served as the program executive officer, Missiles and Space, at Redstone Arsenal, Alabama, before assuming command of ATEC. This transfer of responsibility signified the official move of ATEC from Alexandria, Virginia to Aberdeen Proving Ground. Dellarocco said ATEC s move to APG portends well for the future of the command. We are at a very interesting time in the history of this organization, Dellarocco said. We have an opportunity for transformation and change, and we have to take advantage of it for the U.S. Army, for our nation, for the Department of Defense and for our organization. Dellarocco earned a Bachelor of Science degree in Business Administration from Lake Superior College in 1978, a Masters of Science in Material Acquisition Management from the Florida Institute of Technology (1991), a Masters of Military Art and Science from the Command and General Staff College (1992), and a Masters of Strategic Studies from the U.S. Army War College (2001). Prior to his assignment at Redstone Arsenal, Dellarocco served as the Deputy Commanding General for System of Systems Integration, U.S. Army Research, Development and Engineering Command, Fort Belvoir, Virginia, as the Chief, Capabilities and Acquisition Division, J8, the Joint Staff ( ) and as the Director, U.S. Army Acquisition Support Center. Prior assignments include: ( ) Project Manager for Force Projection at Program Executive Office, Combat Support and Combat Service Support, ( ) Product Manager, Petroleum and Water Systems, U.S. Army Tank-Automotive and Armaments Command, (1995) Air and Missile Defense Branch Chief for the Missile Systems Directorate in the Office of the Assistant Secretary of the Army for Research, Development, and Acquisition (SARDA), ( ) he served a joint tour with the Ballistic Missile Defense Organization. New director At Developmental Test Command From DTC Public Affairs: A ceremony at Aberdeen Proving Ground Dec. 17 marked a change in leadership for the Developmental Test Command (DTC) as well as its new director s promotion to the Senior Executive Service. David Jimenez became an SES as he assumed responsibility for DTC. Its former director, Mike Etzinger, now leads the Army Evaluation Center (AEC). Both DTC and AEC come under the aegis of the Army Test and Evaluation Command and its commander, Maj. Gen. Genaro Dellarocco, who officiated at the Dec. 17 ceremony. This is going to be the year of transition for a lot of different reasons, Dellarocco said. BRAC is bringing all sorts of things to this installation, and also to the headquarters and the (DTC) command. But there is also going to be some transition and transformation within the command that we are going to launch into as we go forth over the next few months. That will carry on, probably over the next couple of years, as we organize and look at how we do business better and more efficiently in a shrinking budget environment. So both gentlemen are going to have their hands full... helping with the transformation. After presenting Jimenez with the certificate of appointment to the Senior Executive Service, Dellarocco administered the oath of office. Then, according to tradition, Jimenez unfurled the SES flag that symbolizes his attainment of that rank. During closing remarks, Jimenez said mentors guided him along his path to leadership. He said his success was not his alone but one he shared with his wife and that he was humbled by the warm welcome he received from people in DTC. To his new DTC staff he added, I promise to work hard for you every day, and together we are going to figure out the Army s big challenges in test and evaluation. 3 Region s Leaders Address STEM Education Aberdeen Proving Ground and the Northeastern Maryland Technology Council hosted the first Science, Technology, Engineering, Math (STEM) Summit meeting on February 11. The summit convened local leaders of K-12 education, higher education, government, and industry. The group discussed strategies to stimulate student participation in STEM disciplines, develop STEM enrichment opportunities for our teachers, and channel government support for STEM education. Mr. John Casner, NMTC Executive Director and Mr. Gary Martin, Executive Deputy to the Commanding General of the U.S. Army Research, Development and Engineering Command welcomed participants and emphasized the importance of their help in getting young people excited about STEM careers and supporting teachers through STEM training opportunities. The conference centered around four panels government, industry, K-12 education and higher education each sharing successes, gaps and challenges of current STEM programs. Gary Martin, Executive Deputy to the Commanding General of the U.S. Army Research, Development and Engineering Command listens to the panel discussions. Dr. Katie Blanding, STEM Outreach Program Manager for RDECOM, outlining the goals and ambitions of area STEM proponents. The government panel, consisting of representatives from several organizations at APG, relayed the numerous outreach efforts available for STEM education. First off, we have a willing body of people on post with programs that engage both on and off the installation. Second, we have facilities. Third, we have opportunities for teachers and students to spend time with us both in the schools and on the installation, Martin said. The industry panel expressed the need for a coordinated and unified approach to offer appropriate human and financial support to impactful programs. With corporate involvement, we look for short-term goals. But when you are talking about education, it is really a long-term pursuit, Nicole Funk, Senior Vice President, Booz Allen Hamilton, said. Panelists from higher education provided detail about programs being used to reverse a decline in the number of students pursuing STEM fields. This STEM summit is very timely. The school system is in the process of retooling its STEM programs and community partnerships are essential. We are excited that there is so much support for such an important initiative, Joan Michel, STEM Consultant to Harford County Public Schools said during the K-12 education panel discussion. As the summit drew to a close, Martin stressed the need to continue similar summits in the future to build on previous achievements. Following the summit, four workshop teams were formed to develop a plan for its area of emphasis. These areas are: students, teachers, curriculum and communications. Each group will conduct research and consult outside experts to construct plans that will identify programs, activities and resources. 4 APG: Cybersecurity Research and The work at APG ensures that military communications are safe and uninterrupted Anything we do to improve reliable communications in the network, to do it faster, better, and with more confidence so that soldiers can trust [the information they receive] and elude the enemy anything we can do to improve that situation make a huge difference. By Cara Garretson Keeping information networks protected from cyber threats is a challenging job for any organization that requires constant technology updates and system reviews to address vulnerabilities and defend perimeters. For the Army, which operates networks spanning from office buildings at the Pentagon to warfighters in the theater, securing communications requires the constant development of technology specifically designed to defend its wide-reaching networks, keep systems operational, and enable soldiers to be as successful as possible. Mike Skurla, director of CERDEC Software Engineering Directorate At Aberdeen Proving Ground (APG), a number of groups including the Army Research Lab(ARL), the Communications-Electronics Research Development Engineering Center (CERDEC), and Communications Electronics Command (CECOM) Software Engineering Center are working on the research, development, and implementation of cybersecurity technology that specifically meets the needs of the Army and other services. Some projects take existing commercially available products and extend or tailor them for Army use, while others are designed from the ground up to provide cybersecurity, software assurance, and heightened network availability. In many commercial areas, you re just talking about [securing] office buildings; this is a different level of threat scenario, a different level of communication requirement, explains Carol Ellis, Senior Computer Scientist with ARL s Network Science Division, located at APG. The bottom line is we ve got a very big picture to look at. ARL focuses its efforts on helping the Army maintain safe and reliable communications throughout the entire spectrum of its channels, ranging from mobile adhoc networks to office LANs and everything in between. ARL works to add layers of security to innovative technology enhancements, such as the capabilities offered today by handheld devices that render them extremely useful to the military, but at the same time pose new security and privacy concerns, says Ellis. Currently under development at ARL are projects such as enhancing malware detection and intrusion detection so that these technologies have a maximum effect across the Army s global information grid. If you look at [those technologies] in the context of mobile adhoc and tactical environments where soldiers are relying on information, there s a need for intrusion detection and malware detection in that context, says Ellis. Another APG organization working to enhance cybersecurity is CERDEC which, like ARL, is part of the Army Research, Development and Engineering Command (RDECOM), the Army s largest technology developer. CERDEC s mission is to develop and integrate Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) technologies for warfighters. We focus on making sure networks stay operational and are defended from cyberattacks, says Mike Skurla, PAGE 4 SUMMER 2010 ARMY ALLIANCE NEWSLETTER
5 Technology for the Warfighter and increases the security stance of the armed forces. director of CERDEC s Software Engineering Directorate (SED) at APG. While some of CERDEC s projects may sound relatively routine patching software for security vulnerabilities, for example given the mission at hand, these tasks are anything but rote, Skurla explains. We have to upload patches as well as test them to make sure we don t impede capabilities in the field, but increase the security posture of them, he says. Often this means making adjustments to patches provided by vendors such as Microsoft in order to meet the Army s security needs. Information assurance, which is the practice of managing risk related to the use, processing, storage, and transmission of information and the systems the data traverses, is another area of focus for CERDEC. One example of such technology currently under development is a cross-domain solution that allows information to be passed between users with different security levels while filtering out classified data that may not be appropriate for viewing by an unclassified user, explains George Brick, chief of CERDEC Space & Terrestrial Communications Directorate s Cyber Security and Information Assurance Division. That s an automated technology that s pretty much unique to the military, he says. Taking the perspective of an adversary to determine whether systems under development could be penetrated is another aspect of cybersecurity development at CERDEC, as is taking an architectural approach to security so that protections are integrated into information systems at the design phase, says Giorgio Bertoli, chief of CERDEC Intelligence and Information Warfare Directorate s Offensive Information Operations (OIO) branch. All of these various systems that the Army has [must work] cohesively, as opposed to having different, individual stove pipes as a lot of organizations have, Bertoli explains. Not only does the work being done at APG ensure communications stay safe and uninterrupted, but these efforts also raise the security stance of the military as a whole. Giorgio Bertoli, chief of CERDEC Intelligence and Information Warfare Directorate s Offensive Information Operations (OIO) branch Q&A with Ned Keeler, Director, CECOM Software Engineering Center (SEC) How does SEC support the Warfighter and what risks are associated with providing those products and services? As a member of the Army s software sustainment organization, the support we provide is often a balancing act in terms of cybersecurity. On the one hand, systems need to be secure enough to protect the confidentiality, integrity, and availability of the systems and the data they process. Without any cybersecurity controls, the enemy would be able to exploit the benefits of our networked environment to its own advantage. On the other, in a tactical environment, having systems locked down too tightly could result in a system that is unable to perform its function, or an inability to quickly and easily use a necessary system at a critical moment. For example, we do not want a Warfighter entering a burdensomely long password to use a life-saving system when under fire. What impact do the projects have on national security efforts? Secure application and software development is vital to our national security efforts. As the network defense and operating systems in use become more secure, the software running atop that infrastructure needs to keep pace, ensuring there are no weak links in the defensive posture. Any avenue an adversary can find will be exploited, so the security of the applications providing the services used throughout the Army and the nation need to be continually improved and strengthened. We have formidable adversaries who persistently attempt to compromise our applications, our systems and the networks we operate on. In some cases, the broad range of work SEC does helps to bake security into systems. In other cases, we do the independent validation function for the Army Senior Information Assurance Officer/Cyber Directorate to provide key decision makers with the information they need to make informed risk decisions in approving systems for operations in the cyber domain. Do you expect the role of SEC s cybersecurity efforts to grow? Yes, and they have grown significantly over the last five years. With the intense focus on cybersecurity in both the commercial world and the government continuing to increase, SEC s work in the cybersecurity realm will no doubt increase further. SEC is already a leader within the Army for virtualization efforts, and with that goes the inherent security implications of that technology. We expect similar emerging technologies with associated cybersecurity challenges to emerge in the future, and are confident in our ability to meet and exceed them. And you could not do what our Nation asks us to do without the support of your Families, your communities, your friends, your From DTC Public Affairs The commanding general of the U.S. Army Test and Evaluation Command (ATEC) and the Aberdeen Test Center (ATC) commander presented prestigious awards to several people employed at APG during a ceremony March 3. They received the awards for their actions following the explosion of a high-explosive anti-tank round in the barrel of a Russian-made T-55 tank during testing. It was an accident that resulted in the deaths of two ATC test-support employees and serious injury to a third. The lone survivor of the accident also received an award but was not present for the ceremony. Maj. Gen. Genaro Dellarocco, ATEC, presented the Secretary of the Army Award for Valor to Kevin Banigan, Christopher Raab, Philip Sibley Jr. and Michael Williams. He presented the Commander s Award for Civilian Service to Richard Drennan, Harry Poynter and Robert Puckett. Anthony Hardy received a Memorandum of employers. Thank them for me, he said. After undergoing mission training and synchronization, the 1729th FSMC will deploy to Iraq as part of Operation New Dawn. The soldiers who deployed on February 26 will conduct additional training at Fort Hood, Texas, before traveling to Iraq. Its mission is to conduct air assault and air movement operations to extend the tactical reach of the maneuver commander, negate effects of terrain and seize key ground. Maryland Lt. Gov. Anthony Brown said at the ceremony, My role here today is to symbolize the pride that we have in Maryland for each and every one of you, Brown said. In the last five years in Maryland, we ve deployed more men and women to war than any time since World War II. The most important mission is to make sure that you come home safely. Awards presented to APG employees for range accident Appreciation signed by Col. Jeffrey Holt, the ATC commander, and an award from Jacobs Technology, the company that employed him to support the test mission at ATC. Douglas Mauzy, who was seriously burned during the incident, had received the Superior Civilian Service Award for his support to ATC s test mission during several years of federal service, and particularly for his service from September 2005 until the accident that caused his injuries. The kind of work that they do here at Aberdeen is part of our national plan, Dellarocco said of test-support personnel at ATC. They help us provide the very best equipment to the Department of Defense, and there is some risk involved. That was evident on that fateful day in May. They put the mission first. They never gave up. They didn t accept defeat. No one turned and ran. They climbed aboard that burning vehicle, risking their own lives, and they didn t leave a comrade behind. 7 News in Brief Harford County Executive David Craig seeks MARC support On February 23, Harford County Executive David R. Craig testified before the Maryland Board of Public Works, seeking support for improved MARC train service for workers commuting to Aberdeen Proving Ground. I would like to encourage state transportation officials to continue to look at ways to increase the frequency of MARC service to this underserved area, said Craig. This is all about connecting people with jobs. In particular, the thousands of new jobs resulting from BRAC. I urge the Board of Public Works to support the thousands of working Marylanders who will use this service to connect to their jobs. Obusek becomes NSRDEC director From USAG-Natick Public Affairs: In a ceremony held Feb. 16 at the Natick Soldier Systems Center, Dr. John P. Jack Obusek assumed responsibility as director of the Natick Soldier Research, Development and Engineering Center and was appointed to the Senior Executive Service. Obusek succeeds Dr. Marilyn Freeman, NSRDEC director from October 2007 to July Freeman is now the Army s Deputy Assistant Secretary for Research and Technology in the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology. A retired Army colonel, Obusek will be in charge of NSRDEC s 800-person workforce. Previously, he had served as NSRDEC s associate director, responsible for strategic plans and programs. Prior to that, he was chief of NSRDEC s Human Systems Integration and Sciences Division. Maryland is ready for BRAC influx Following four years of comprehensive planning needed to accommodate growth across five installations, Maryland is in position to absorb up to 20,000 direct jobs this year, and as many as 60,000 total jobs before 2015, according to the state s 2010 BRAC Progress Report. The report details an array of programs intended to help Maryland take advantage of the military growth: a BRAC internship website, a new down-payment assistance match for BRAC families and BRAC higher education fund grants. APG graduates second cohort of future leaders From RDECOM Public Affairs: Twenty-nine individuals representing 14 APG organizations graduated from the second APG Senior Leadership Cohort program on February 9th. The APG Senior Leadership Cohort is a year-long program of study to foster leaders who are an integrating force for developing community among the incoming and existing organizations at the Army s new science and technology hub. When you look at the post as a community, we are still quite fragmented, Maj. Gen. Randolph Strong said during his opening remarks. So, the challenge for the graduates of this cross-organizational leadership program is to help bridge boundaries and leverage the expertise, innovation, and imagination that each organization offers. New APG museum to open in 2012 Slated to open in October 2012, a new APG museum will house a portion of the historic ENIAC. The ENIAC, the forerunner to the modern computer, weighed over 30 tons and required 18,000 vacuum tubes to function. It was developed by scientists at the University of Pennsylvania and funded by APG. The APG museum will replace the Ordnance museum and will be at the same location. Susquehanna Workforce Network Holds Virtual Job Fair A Virtual Job Fair for people seeking egineering, technology, acquisition, healthcare, and other positions in the region, will be held August 19 - Sept 1. Job seekers can go to virtualcareerevent.com/swnetwork or enter using the link at org. The Workforce Network held a similar virtual job fair earlier in the spring and it was successful at attracting a wide range of potential employees and employers. New construction resulting from BRAC transforms region BRAC 2005 has prompted the construction of many new facilities both on and off Aberdeen Proving Ground to accommodate the tens of thousands of new government employees and contractors relocating to the region. On the installation, 17 BRAC construction projects are finished or nearing completion during the first half of 2011, at a total cost of $1 billion. This represents approximately 3 million square feet of new office and laboratory space. Additionally, commercial construction, projects are underway that when finished will add another 5 million square feet of office and lab space to the region. In total, this is equal to about 64 new five-story office buildings. The magnitude of this new construction represents an enormous change for the region. Government and industry leaders are working hard to make sure that the region s infrastructure is upgraded to sufficiently support a high-tech economy. There are three components to this infrastructure that are most urgent to address. Roads that can handle increased capacity are essential to the region s successful implementation of BRAC. Multiple modes of transportation and increasing public use of mass transit are efforts that will serve a more densely populated region. Schools, from K-20, will need to increase their capacity to ensure a pipeline of trained personnel, prepared to support the missions of organizations at APG. Lastly, an IT backbone of sufficient bandwidth will allow public and private organizations the ability to operate in this high-tech economy. SUMMER 2010 ARMY ALLIANCE NEWSLETTER PAGE 7
8 Historic Lighthouse to be relit as part of Armed Forces Day The Pooles Island Lighthouse, the oldest standing lighthouse remaining in Maryland, will be officially relit during a ceremony sponsored by the Army Alliance as part of the 2011 Armed Forces Day celebrations being held May Built in 1825 by John Donahoo of Havre de Grace, the lighthouse is located on remote Pooles Island at the mouth of the Gunpowder and Bush Rivers, and is one of three APG structures that are listed on the National Register of Historic Places. Maj. Gen. Nick Justice, commander of the U.S. Army Research, Development and Engineering Command and Installation Commander, made a long anticipated first visit to the lighthouse on July 13. Every effort must be made to maintain this historical and significant National Historic Monument, he said. As part of the process in 1994 to make the lighthouse a National Historic Monument, the structure had to be thoroughly cleaned and structurally stabilized in a historically accurate manner.
