1 Welcome: IEEE Baltimore Chapter Chair Dinner May 12, 2010 Introduction Good evening Ladies and Gentlemen, I am honored to have the opportunity to welcome you to the IEEE Baltimore Chapter Chair Dinner. It is a great pleasure for me to be with you this evening, and to share some of my thoughts with you on the challenges our Section has been experiencing lately. I would like to take this opportunity to extend congratulations to our members and at the same time challenge you to volunteer and help the Section. But first, I wish to take this opportunity to say a few words about our achievements during last year and our goals for this year. What are the Section's goals (briefly) * To address the professional needs of its members (facilitate networking; listen to its members and provide feedback to IEEE HQ; represent the regional membership at IEEE meetings - both regional and nation-wide; work toward continuing education; help fellow members in hard times). *Our goal is to recruit new members and reach out to potential future members and advertise the profession to high school students. *Another goal is to work with university students' chapters in the area and help in organizing major technical events (conferences) - often with other Sections in the region. Greatest Achievements/ Highlights (briefly) *The Baltimore Section has 15 chapters and 3 affinity groups (GOLD, WIE and new consultant network). The Baltimore Section Consultant Network has been

2 approved this month. We are planning to have a joint event for the consultant network and the computer society in late June or early July. *The Baltimore Section is a Member of the Engineering Society of Baltimore and keeps a very close relationship with the National Electronics Museum. *The Section helps bring important IEEE decisions, tools and news to the members (i.e. information on events, salary calculator, information for unemployed fellow members, etc.) Chapters: *Most chapters are functioning very well (i.e. Communications, Signal Processing, Power Electronics, Power Engineering, and Antennas Propagation/Microwave & Techniques). I would like to mention some very successful technical and social meetings and do acknowledge good chapters and their leaders: Curtis Menyuk - Chair, Communications Society Fred Semendy - Chair, Electronics Devices / Solid State Components Ron Aloysius - Chair, Signal Processing Stephen Bayne - Chair, Power Electronics Alan Presman - Chair, Power Engineering David Price Chair, Aerospace & Electronics Systems Joseph Everett - Chair, Antennas & Propagation / Microwave Theory & Techniques Hayes Smith - Chair, Industry Applications Michael Dennis Chair, Lasers & Electro-Optics Robert Berkovits - Chair, Electromagnetic Compatibility *Some important presentations : Ron Zimmerman presentation on Hubble Telescope Bill Skillman eye-witness to Crash of Hindenberg

3 Affinity Groups: Data-driven methods for functional MRI Analysis Optical Networks - A View into the Future Carrier VoIP Security The Search for Life in the Universe Securing Wireless Communications in the Physical Layer using Signal Processing Medical Device Safety & Effectiveness Considerations for Electromagnetic Environments and Wireless Technology Saturday seminar organized by IEEE Baltimore Section, Region 2 EMBS (Engineering Medicine and Biology Society), EMCS (Electromagnetic Compatibility Society) and WIE (Women in Engineering) Affinity Group was a huge success. Thank you Carole Carey for helping and organizing this event. *Our Affinity groups (WIE, GOLD) are active. *GOLD is working to engage new graduates - Michael Pearce *WIE is working to engage young women *Baltimore GOLD and WIE held a summer picnic jointly with DC and NoVA now in its 3 rd year. This year s picnic will be on June 19, For more details check our web site and the Baltimore newsletter. Continuing Education: * In the beginning of 2007, the Baltimore Section launched the CEEE initiative (Continuing EE Education), intended to be a series of continuing education courses whose goals are: To update IEEE members on new developments in the EE field To familiarize member engineers with basic new products, tools and techniques To facilitate networking and foster collaboration between members of different chapters To help members become more competitive in an uncertain job market

4 *I would like to recognize Boris Gramatikov, the Director of the Continuing Education Program for launching this initiative and chairing it for the last four years. Fellows: Last year events included the following topics: FPGAs What, Why, Where and How; Catching up with Computer Software (C programming). The last lecture: Introduction to Advanced PWB Design was presented by Dan Smith who has been involved in all aspects of the PCB design process for over 30 years (Concept through Manufacturing), and has over 24 years experience using a variety of EDA tools. This year, due to the high level of interest and the tremendous knowledge of the speaker last year, the Baltimore Section decided to extend the successful PCB course from November 21, 2009 by including three more sessions offering related up-to-date material Creating a HDI Design, Testing, Documenting, Retrofitting and other Valuable HDI Topics and Signal Integrity and Power Integrity performance using HDI. The final training was presented in the Mentor Graphics Co, facility at Columbia, MD. IEEE Baltimore Sections would like to present certificates of recognition and appreciation to Dan Smith as a Speaker and Course Leader, and to Don Holt, Paul Ostrowski, Mickey Winters and Mitra Geeban from Mentor Graphics Corporation for their valued services and contributions as Extraordinary supporters of the Baltimore IEEE Continuing Education Series on High Density Interconnect for 2009 and *Recognizing the achievements of its members is an important part of the mission of the IEEE. Since 1963, IEEE has acknowledged those individuals who have contributed significantly to the advancement of electro and information technologies and sciences for the benefit of humanity and the profession. *The recently elevated Fellows for the Baltimore Section are: Chein-I Chang, Daniel Wilt, Gregory Chirikjian, and Joseph Berthold. *It is with great pleasure that I introduce to you, Gregory Chirikjian, and Joseph Berthold, who were named as IEEE Fellows this year. Life Members:

5 *The Baltimore Section has over 500 life members. We are looking for volunteers to create a new affinity group. Robot Challenge: *The Robot Challenge has been running for the last 14 years. We are excited by the number of the high school students who have entered this challenge. It is an inexpensive team project designed to engage High School boys and girls in a 2 to 4 month activity that closely resembles the work a graduate engineer would be doing in the real world. It explains what an engineer does by having the students do it for themselves. We hope the students enjoyed and learned something special from the experience. This program is extremely important, thriving and expanding to other Sections. *I would like to recognize Neville Jacobs, the Chair of the Student Activities. This project entices the participation of more than 50 IEEE volunteers, about the same number of high school teachers, and about 600 to 700 Baltimore area high school students per year. Neville has also helped spearhead our other pre-college efforts and the STEM project by training at least two dozen area teachers. In particular I would like to recognize Jay Gamerman, Co-Chair of the Robot Challenge and lead Administrator for the Event, Bill Semancik and Dave Kisak, who ran the PIT Repair station and are trusted advisors and year-round supporters, Walt Willing, who takes the lead with the Mentors, and all other volunteers which made this program so successful. Communicating with our members could not take place without Publicity, for which we thank Ron Aloysius; a good web-page is vital for reaching our students, teachers and school administrators, and we d like to acknowledge the fantastic way that it has evolved over the years. Our thanks to Jeff Friedhoffer who created it and to Ed Colbert who is keeping it up to date with the latest news, Robot Challenge Results, and other helpful information. Baltimore Section Acknowledgment goes to: First and foremost, the Baltimore Museum of Industry who graciously hosts this event every year as part of the Engineering Challenges; the Engineering Society of Baltimore that performs Administration, Advisory and Fund-raising activities; and TEAM, the Technology Education Association of Maryland, that provides the contacts and training for the Tech Ed teachers in our schools. Northrup-Grumman offers us the use of the large conference room needed for the judging of the Written Reports, and the National Electronics Museum is where all the meetings of the Robot Committee take place.

6 Thank you to all participants sponsors, volunteers, judges, teachers and students. Membership: *Membership in our section continues to grow, despite the recession. Most notably, we were successful with our 2009 Membership Drive, including the Senior Membership drive. Congratulations to all new Senior Members, especially to our volunteers, Neville Jacobs, Boris Gramatikov, Dave Kisak, Bill Semancik, and all the volunteers. Senior membership is a well-deserved recognition to those who have been members to the IEE for at least 10 years. We are planning a new Senior Membership Drive/seminar this year date is set for November 6, 2010 at the National Electronics Museum Linthicum Heights. Watt s Newsletter: *I would like to acknowledge Ronald Aloysius for his dedication and hard work to keep the Watt s Newsletter as a medium for both news, articles, and opinions that are of newsworthy IEEE activities taking place in and around the Baltimore and DC metropolitan areas and at the same time to chair the Signal Processing Society. IEEE-USA award: *We are all honored and pleased to announce that the IEEE-USA recognized Carole Carey with the 2009 IEEE-ISA Regional Professional Leadership Award for establishing a Woman in Engineering professional development seminar in Region 2 that rotates through IEEE U.S. Regions. What else we have supported so far? *FFT talks February Fourier Talks at the University Of Maryland *NEM events poster financial support *IEEE Fund Raiser - The IEEE, as a member of the Engineering community in the Baltimore area, is co-sponsoring a fund raiser to support activities aimed at high school students for Engineers Week. *IEEE USA s 2009 Career Fly -In

7 *Pre-College Introduction to Engineering *Teachers in Service initiative K 12 Outreach Society of American Military Engineers leads Feb. 09 at ESB, Easy as Pi Teacher In-Service Program Robot Arm; Irrigation System; Bag (volume and strength) Robot Challenge Coordinate through Baltimore Museum of Industry National Federation of Blind STEM Program GOLD support activity *GOLD and WIE Affinity groups engage recent graduate University- school- and state-level events *The Baltimore Section has student chapters at six local colleges. We support Student chapters at Johns Hopkins, Morgan State, UMBC, UMES, USNA and BCCC. We would like to organize additional student chapters at other local colleges which have EE or Information Technology programs such as Towson, suggestions are welcome. *We are preparing for upcoming GLOBECOM 2013 with DC/NV Sections * Our Section also participates in various events IEEE USA, significant joint events, new poster, members receiving awards outside of the section. I participated in the 2010 Science, Engineering and Technology Congressional Visits Day April This event has several goals: to thank Members of Congress for their past support and encourage future support, to educate Congress on the importance of the investment in science and technology; to increase the visibility of IEEE-USA and its members with Congressional offices; and to involve IEEE-USA members in advocacy activities including supporting Federal R&D programs. We met personally Senator Benjamin Cardin and his staff and most of Maryland Representatives and we succeeded on all counts. *Finally, I would like to thank Mike Simons and Anne Mech, our coordinators at the National Electronics Museum for their support and help during the last few years.

8 What needs to be reinforced in future: *Some chapters need help. We are reviving the Communication society. We just nominated a new chair and we are planning first technical activity for this year. *Continue providing College Engineering Support *Proactively getting involved with colleges and technical communities *Better collaboration with student chapters. *Proactively reaching out to other IEEE members through the use of moderated and controlled online portals such as Facebook, LinkedIn, Twitter, and Google Buzz *Encourage sharing and getting familiar with the numerous IEEE online tools and values Financial situation: Our Section completed the L-31 and L-50 financial reports and timeliness of feedback from chapters and we were eligible for the IEEE 10% bonus for timely reporting. I would like to thank all chapters and affinity groups chairs for completing the work early, which allowed our Section to receive the rebate again. Special acknowledgment to Walter Willing who has been our section treasurer for last two years and has been performing an extraordinary job. Thank you Walt for all your efforts. I also would like to mention that * The Section is well represented at the Region-2 level

9 * Some former officers are still involved at both the Section and Chapter level (Bill Semancik, Dave Kisak, Jeff Frienhoffer, Carole Carey, Virgilio Arafiles, John Dentler). New officers are being recruited, such as Michael Pearse, Racheal.. Going forward & Announcements: *The 50 th anniversary of the laser is taking place this year. We are planning to have a talk on the history of the laser to celebrate the 50 th anniversary. *The Baltimore ACM Chapter, the Baltimore IEEE Communications Society, and the Baltimore IEEE Computer Society would like to announce the following lecture hosted by the Morgan State University Society for Advancement of Computer Science (SACS) (Computer Science Student Club) and Computer Science Department: Title: Helping Solve Challenges in Computing Through Advancements in Processor Technologies When: Monday, May 17, 7:15-8:15 pm Where: Murphy Fine Arts Center, Morgan State University *WIE social event with a speaker May 20, 2010 *WIE and GOLD Picnic June 19, 2010 More acknowledgments: I also would like to acknowledge Baltimore section executive committee for 2009 Dave Kisak, the Section chair JF Mergen, the Secretary Walt Willing, the Treasurer Ed Colbert, the Webmaster
