3 FTA s Safety Vision, Mission, and Purpose Vision To be recognized as the industry leader in safety promotion, information sharing and fair oversight. Mission To make transit safer through policy development, hazard investigation, data collection, risk analysis, effective oversight programs and information sharing. Purpose Provide an unbiased source of integrated information to promote transit safety and effective grant management. 3
4 WHY NOW? Wake-up Call Several high profile accidents coupled with weak state oversight sparked renewed focus on transit safety FTA testified before Congress in December 2009 and President Obama submitted to Congress the first-ever transit safety proposal New Safety Authority Enacted in July 2012, MAP-21 provides new safety regulatory authority to strengthen how FTA regulates and enforces transit safety regulations FTA now has authority to set national safety criteria and standards for all modes of public transportation New FTA Office Safety is DOT s Number One Priority Established in July 2013, the FTA Office of Transit Safety and Oversight is committed to making transit safer through policy development, hazard investigation, data collection, risk analysis, effective oversight programs and information sharing 4

6 MAP-21 Implementation Activities MAP-21 provides new safety regulatory authority for FTA. TSO has focused on the following key activities to address MAP-21 requirements: 1. Establish Transit Advisory Committee for Safety (TRACS) 2. Adopt Safety Management Systems (SMS) 3. Strengthen FTA s safety regulatory authority 4. Develop an effective State Safety Oversight (SSO) Certification and Grant Program for rail transit 6
7 Safety Management Systems (SMS) Safety Management System is: Scalable and flexible to support transit systems of all sizes A proactive method for managing system safety A way to ensure data-driven safety decision making Focus on overall safety performance Why SMS? SMS is consistent with USDOT policy SMS responds to MAP-21 requirements SMS has proven successful across industries globally SMS building blocks exist 7
8 Safety Management Systems (SMS) SMS is built on four pillars: Safety Policy Safety Risk Management Safety Assurance Safety Promotion Delineates management and employee responsibilities for safety Ensures management is actively engaged in safety oversight Identifies and evaluates safety risks Develops safety risk controls to minimize the exposure of the public, personnel, and property Monitors effectiveness of safety risk controls Includes training awareness & communication SMS pushes agency leadership to ask four critical questions: 1. What is likely to be the cause of our next serious accident? 2. How do we know that? 3. What are we doing about it? 4. Is it working? For more information on SMS: 8
9 Safety Regulatory Authority In 2015, FTA has or will issue four separate Notice of Proposed Rulemakings (NPRMs) and a guidance document to implement the safety requirements of MAP-21: Public Transportation Safety Program Public Transportation Agency Safety Plan Public Transportation Safety Certification Training Program State Safety Oversight (SSO) Program Sets safety enforcement authority for the FTA Is the overall umbrella document for all the other FTA safety rules, regulations, and guidance. Agencies will need to establish a safety plan, as set forth by the requirements in MAP-21 Introduces SMS into practice Agencies set performance targets for safety/sgr based on criteria in the National Safety Plan Introduces SMS concepts and provides training Improves technical competencies of safety oversight professionals Establishes new requirements for State Safety Oversight Agencies (SSOAs) Integrates SMS and discusses the new guidelines for the State Safety Oversight Program 9
10 Public Transportation Safety Program Establishes overall umbrella safety policy and framework for all the other FTA safety rules, regulations, and guidance Sets safety enforcement authority for the FTA References SMS, the Public Transportation Agency Safety Plan, the SSO Program, for rail transit, Public Transportation Safety Certification Training Program, and the National Public Transportation Safety Plan Requires the FTA to create and implement a National Public Transportation Safety Program 10
11 Public Transportation Agency Safety Plan Agencies will need to establish a safety plan, as set forth by the requirements in MAP-21 Defines how SMS is actually put into practice Agencies set performance targets for safety and State of Good Repair based on criteria in the National Public Transportation Safety Plan Coordinates with state/mpo to inform investment choices 11
12 Public Transportation Safety Certification Training Program Establishes a minimum training baseline for Federal and State personnel who conduct audits and examinations of public transportation systems and for employees of public transportation agencies who are directly responsible for safety oversight of their systems. FTA published Interim Provisions for the Public Transportation Safety Certification Training Program in the Federal Register on February 27, 2015 The Interim Provisions has an effective date of May 27, 2015 FTA expects to publish the NPRM for the Public Transportation Safety Certification Training Program in the Federal Register in mid
13 National Public Transportation Safety Plan Sets national safety priorities Establishes performance-based requirements Communicates goals for improved safety risk analysis and performance management Defines process for improved industry safety data collection, analysis, and reporting Establishes clear and consistent definitions and measures for tracking performance and enables FTA to formulate national trend data to set priorities Sets voluntary industry standards for vehicle safety and operations 13
