United Regional Medical Center, Hardeman Room Agenda Items Welcom-Call to order Healthcare Coalition Who You Are Capability One Efforts and Plans-Al Gonzales Participation and Outcomes of Hurricane Harvey-Ray Browning Mission & Vission Statement CMS Response Planning Texas HPP Spend Plan HCC Budget Discussion: At 2:37 P.M. Jeff Miller, HCC Chair called the meeting to order. Introduced Shane Comer the HCC Coordinator. Mr. Miller asked that all of those present please introduce themselves and state which organization they represent. Discussion: Mr. Comer defined what the Healthcare Coalition is, how members not only represent their facilities but also their communities. Added value of being an active members of the Healthcare Coalition was discussed this included: Training, education, networking, sharing and leading best practices and meeting regulatory guidelines etc. Discussion: Mr. Gonzales outlined the purpose and objective of capability one and how it pertains to Public Health and the Healthcare Coalition. Critical elements that need to occur to achieve capability one were identified and discussed. Mr. Gonzales notified the members that as of December 2017 Public Health will be the SNS Hub for 10 counties and will be providing SNS training. Discussion: Mr. Browning provided an overview of Hurricane Harvey Medical Response. This included best practices and lessons learned. Including resource request, and the importance of pre-event documentation, during an event and exercise planning & participation. Discussed that Wichita Falls was the only Public Health Department in the ten counties represented. DSHS is the PH Depratiment in the counties without a Public Health. Mr. Browning noted that he is responsible for region 2 and that includes all of TSA-C HCC Counties. Mr. Browning noted that he was willing to schedule training across the region starting in November and will send out forms to be distributed by the Coalition. Discussion: Mr. Comer introduced a rough draft of the Healthcare Coalition s Mission and Vision Statement. Asking all to review the statements and to forward any and all suggested changes. Recommendation: It was recommended that the statements be approved at the next meeting in December. Discussion: Mr. Miller provided an overview of the four CMS requirements, specifying that the Coalition will provide additional planning and exercise templates and guidelines via . Kelley Hudson discussed the SNS exercise his hospital conducted. Noted that the exercise included objectives, afteraction report and IAP. Jacky Betts shared his successful exercises with Sheppard Air Force Base and surrounding Emergency Management organizations. Recommendation: It was recommended that the Coaltion provides members links to the Surveyor Tool, HSEEP Toolkit, and IS course work. Discussion: Mr. Comer shared the Texas HPP Spend Plan with the members of the Coalition. Discussion: Mr. Comer shared the Healthcare Coaltion Budget. Recommendation: Review budget and approve at next Healthcare Coalition meeting in December. Page 1 of 2

United Regional Medical Center, Hardeman Room WebEOC & EMResouce Discussion: Mr. Comer stated that there will be training on WebEOC and EMResoure scheduled for the end of October and first two weeks of November. Redundant Discussion: Mr. Comer discussed the purpose of the communications drill and provided a brief example on how the Communications Drill members will be trained and how they will participate in the drill. Mr. Hudson asked if these drills could count towards CMS requirements. It was determined by membership that these drills would most likely not meet CMS requirements. Adjourn Discussion: Mr. Miller motioned to adjourn. Motion was seconded by Jacky Betts. Meeting was adjouned at 3:56. Page 2 of 2

8 TSA-C Healthcare Coalition Who Are We? We are a group of individual health care and response organizations (e.g., hospitals, EMS, emergency management organizations, public health agencies, etc.) that play a critical role in developing health care delivery system preparedness and response capabilities. We serve as multiagency coordination group that supports and integrates with ESF-8 activities in the context of incident command system (ICS) responsibilities. We coordinate activities among health care organizations and other stakeholders in their communities; these entities comprise of members that actively contribute to Healthcare Coalition strategic planning, operational planning and response, information sharing, and resource coordination and management. As a result, We collaborate to ensure each member has what it needs to respond to emergencies and planned events, including medical equipment and supplies, real time information, communication systems and educated and trained healthcare personnel.

9 TSA-C Healthcare Coalition Brings Value The value of participating in the Coalition is not limited to emergency preparedness and response. Day-to-day benefits include: Meeting regulatory and accreditation requirements Accessing clinical and non-clinical expertise Networking among peers Sharing leading best practices Developing interdependent relationships Reducing risk Addressing other community needs.

12 TSA-C HCC Mission Statement-Draft The Mission of Trauma Service Area-C (TSA-C) Healthcare Coalition: To support the development of cooperative partnerships in order to strengthen, promote and enhance the well-being of the community s healthcare system through coordinated disaster preparedness training, education, public information, response/recovery activities, and sharing of resources.

13 TSA-C HCC Vision Statement-Draft Vision Statement of Trauma Service Area-C (TSA-C) Healthcare Coalition: Envision a sustainable Healthcare Coalition supported through a collaborative network of healthcare organizations and respective public and private sector response partners. Together we serve as a multi-jurisdiction and multi-discipline coordination group that assist Emergency Management, through Emergency Support Function (ESF) 8, with preparedness, response, and recovery objectives and activities related to health and medical disaster operations. The Healthcare Coalition objectives are aimed at: Building a better community-based disaster healthcare system; Strengthening the local healthcare system by fully integrating disaster preparedness into the daily delivery of care; Capitalizing on the links between private healthcare providers and public agencies and groups; and, Using an evidence informed approach that will improve health and medical preparedness and response.

14 CMS Regulations All-Hazards emergency plan: Based on risk assessment Policies and procedures: Review & Update Annually Address subsistence needs for staff & patients in evacuation and shelter-in-place Communications plan: Coordinate patient care within facility, across providers, with state and local public health departments and emergency management Training and testing program: Two exercises each year (one TTX and one community based or functional. Stand-by power, locate generators in accordance with NFPA-conduct testing.

17 WebEOC WebEOC is a web-based information management system that provides: A single access point for the collection and dissemination of emergency or eventrelated information. Provides real-time information as provided by the users-can be used during the planning, mitigation, response and recovery phases of any emergency. Allows for sharing of information in a variety of ways including document sharing, photo uploading, and displays for map and other GIS information. Allows for more rapid support to incident commanders in the field and deployment of resources. Allows users to log on from any computer connected to the Internet and does not require a user to be physically present in the EOC. Does require practice and becoming familiar with the login process and navigating the control panel. NCTTAC offers continuous training.

18 EMResource EMResource is a web-based solution designed to address resource management needs across the health care continuum that provides: Situational Awareness through configurable data collection and displays, allowing administrators to collect information from health care resources that can be as general or specific as needed to support situational awareness, planning and response activities. Status Reporting provides users the ability to understand the operational status of a facility, emergency department or the number of patients at a longterm care facility in order to make critical operational decisions. Bed Availability reporting that includes both regional and state-wide summaries. The daily component involves updating bed availability on an ongoing basis to support situational awareness. Automated Notifications alert the appropriate users when situations and statuses change.

20 Funding Opportunity Announcement & Sponsor Grant Funding Opportunity Titled: Hospital Preparedness Program (HPP) - Public Health Emergency Preparedness (PHEP) Cooperative Agreement. Purpose of FOA: To strengthen and enhance the capabilities of state, local, and territorial public health and healthcare coalitions and to respond effectively to evolving threats and other emergencies within the State of Texas. Sponsored by: Office of the Assistant Secretary for Preparedness and Response (ASPR) and Centers for Disease Control and Prevention (CDC) / Agency for Toxic Substance and Disease Registry (ATSDR).

21 project period During the project period, the aligned HPP-PHEP cooperative agreement provided funds for: Technical assistance and resources to support state, local, and territorial public health departments, along with HCCs and health care organizations.

22 The Funding opportunity Provides funds that will: Strengthen the Alignment of two distinct federal preparedness programs. Although each program focuses on readiness for two discrete sectors; the public health enterprise for PHEP and the mostly private health care and medical systems through HPP. The alignment of these two entities offers opportunities for these sectors to coordinate and collaborate.

23 NCTTRAC S ROLE NCTTRAC assist in maintaining the levels of effectiveness across five key preparedness domains: community resilience, incident management, information management, countermeasures and mitigation, surge management. Addressing domains allows NCTTRAC, Public Health and TSA-C Healthcare Coalition to focus efforts on strengthening their preparedness capabilities.

24 NCTTRAC S ROLE NCTTRAC will document progress across the five key domains The strategy is to implement activities that will lead to the following outcomes during the project period: Timely assessment and earliest possible sharing of essential elements of information, Earliest possible identification and investigation of an incident, Earliest possible implementation of intervention and control measures, Earliest possible communication of situational awareness and risk information, Continuity of emergency operations management throughout the surge of an emergency or incident, Timely and situationally appropriate coordination and support of response activities with partners, and Continuous learning and improvements are systematic.

25 The future looks bright Your Healthcare Coalition will augment local operational readiness to meet the health and medical challenges posed by a catastrophic incident or event. This will be achieved by engaging and empowering all parts of the healthcare community, and by strengthening the existing relationships to understand and meet the actual health and medical needs of the whole community. Think of the Coalition as a vehicle that will coordinate and maintain current hospital preparedness levels while enhancing disaster preparedness and resiliency in other portions of the healthcare system. These efforts will also help improve medical surge capacity and capability and the community s health system preparedness for disasters and public health emergencies
