1 Health and Safety Policy We monitor the impact of all policies on pupils, staff, parents and trustees with particular reference to the impact on the progress and wellbeing of pupils. As a community school we believe that our policy should reflect our ethos, which calls us to strive for excellence through endeavour. Responsibility Finance and Resources Committee Ratification date March 2017 Review cycle / date 1 Spring 2018 Reference 017/1 The school has a detailed Risk Register which the Governing Body uses to monitor and measure the impact of its decisions as well as informing its planning. To ensure that Risk Management permeates the working of the Governing Body, this policy is referenced in the Risk Register and the committee responsible for the policy should consider the likeliness and impact level for the appropriate risks. 1

School vision All governors and staff will strive to ensure that all pupils are valued as individuals, who are recognised for their talents, fully included within the school community and provided with every opportunity to achieve excellence. We expect all pupils to emerge as confident, resilient individuals, who can build positive relationships and demonstrate commitment in everything they do. Pupils at RTS will: Be confident and happy individuals who can build positive relationships with others and work purposefully towards achieving their very best at all times. Possess the knowledge, communication and technical skills necessary for success as they move into further education and the workplace. Have the motivation to work independently and conscientiously to achieve qualifications that reflect their full ability. Become lifelong learners with an insatiable curiosity about the world around them and a shared responsibility for their peers, the environment and wider society. 2. Introduction "Health and Safety" is an important issue at national, Local Authority (LA), and school level, and all school staff are asked to read the information in this policy carefully and to follow any procedures for action outlined here. This is firstly because we all need to work in an environment which takes proper care of everyone in it, and secondly because we all need to make sure that we follow the rules and procedures laid down to protect us in our roles of responsibility for the various members of the school community. 3. 4 4. Key "Health & Safety" Staff in School 3.1. Overall responsibility Headteacher 3.2. Safety Officer for Premises and Maintenance Issues Delegated responsibility from Headteacher: first contact point for reporting of all maintenance and premises issues Premises Manager Emergency Evacuation Procedures School Business Manager (SBM) 3.4. The supervisor of the Emergency First Aid post First point for medical attention and the person responsible, together with the Headteacher is responsible "for handling information about accidents and occupational disease". In her absence a rota of support staff with first aid qualifications will be implemented Governors Finance & Resources Committee (F&RC) The F&RC committee meet on a regular basis (at least 3 times per half term). The full brief of the Committee is in the Governors file in the Human Resources Office, together with the dates of meetings and brief committee minutes. Broadly speaking, its health and safety function will be to monitor whole school Health and Safety/Welfare at Work issues and to keep "under review measures taken to ensure the health and safety at work of employees" (Section 2(7) of the Health and Safety at Work Act). The standing agenda will include: 1. Study of accident reports 2. Receipt of/reaction to health and safety material (from LA etc.) 3. Receipt of/reaction to health and safety Inspection reports from the Premises Manager 4. Review of progress of school maintenance items 4. Accident, Illness 4.1. First Aid Provision The Emergency First Aid Room will be equipped with the items necessary to deal with the type of injuries experience informs us to expect. The Welfare Assistant 1 will monitor the kits regularly and order new stock as appropriate. First Aid kits will be provided for easy access at the following locations: Design & Technology Department PE Department 1 In year 1 (2017/2018) the school receptionist will be the welfare assistant. 4

5 Science Department School Office Staff Work Room Portable first aid kits for school trips/sports fixtures etc. are available from the school reception. All above incidents and the log will be reported to the Governors Finance and Resources Committee at its regular meetings. The College has 2 defibrillators, located in main reception and the College first aid room. Members of College Staff are regularly trained to use these Illness Pupils who feel sufficiently unwell to attend lessons should report to their class teacher first, and should then be sent, or if necessary, accompanied, to the Emergency First Aid Room, with a note in their planner. The Welfare Assistant, will staff the Emergency First Aid Room. Before and after those times, the contact point for medical/first aid matters will be the Main School Office. At any time when the Welfare Assistant is temporarily absent, there will be a notice on the door of the First Aid Room clearly directing pupils and staff straight to the Main School Office. (Except in case of emergency, the only times a pupil should report directly to the zone are before and after school and at break or lunchtime). The Supervisor of the Emergency First Aid room will decide whether they can be treated or should be sent home. If pupils need to go home, parents/carers will be contacted and asked to come to school to collect their child or to indicate their willingness for the child to leave for home. No pupil must be sent home without his/her parents/carers being informed. All parents/carers of pupils who have received treatment will sent a letter explaining the reason for the referral and the action taken by the school. Under no circumstances should staff give tablets (even aspirins) or medication of any kind to pupils unless the parents have given direct and explicit permission for this. Medicines etc. which pupils have to bring into school should always be left with the Supervisor of the Emergency First Aid room, who will need to have written (or "telephoned") permission from parents/carers. 5. Accidents A. All accidents to pupils and staff (including minor accidents) and to other visitors to the premises (e.g. contractor; inspector) should be reported to the Supervisor of the Emergency First Aid room, who will then arrange treatment and inform other staff as appropriate (e.g. Form Tutor/HOY/SLT/H/Welfare Assistant). Parents of pupils will be informed as soon as possible, and where necessary, will be asked to report directly to a hospital Casualty Department. B. If there is any doubt at all about the nature and extent of any injury STAFF SHOULD NOT ATTEMPT TO MOVE THE PERSON INVOLVED. Please inform the Supervisor of the Emergency First Aid room immediately so that, if necessary, the emergency services can be called. In a serious emergency, any member of staff should, of course, immediately summon an ambulance, and then inform the Supervisor of the Emergency First Aid post and Headteacher/SLT. 5 N.B. As a matter of routine, the Headteacher or a member of the senior leadership team should always be informed when an ambulance is called to school, even if the situation is not a serious emergency.

The relevant member(s) of staff (i.e. the member of staff who witnessed the accident/to whom the accident is reported/who is a "victim" of the accident) should, as soon as possible, fill in a pink school accident form (copy attached; spare copies in Staff Workroom and School Office) and pass it to the Welfare Assistant. All incidents/accidents/injuries occurring on site will be logged by the Welfare Assistant. The log to be retained annually and archived for a minimum of 7 years. All above incidents and the log will be reported as soon as possible to the Governors F&R Committee. NB the school's "responsible person" and a "senior member of staff" are then responsible for filling in a further LA form for pupils/visitors, and a further two LA/Social Security forms for staff, and sending them as soon as possible to the LA's Safety Officer. Copies of these forms, including the pink form, will also be kept in the "Accident and Dangerous Occurrences File" in the School Office. D. At RTS we have other staff qualified as First Aiders, who in cases of emergency could be used if they are nearest to an incident. E. Where an accident occurs off the school premises during a school trip/journey then the relevant member(s) of staff should fill in a school accident form as soon as possible after their return to school; the same procedure as described in c) above will need to be followed. 6. "Dangerous Occurrences" Anyone on the premises should also immediately inform the SBM or Head Teacher about any "near miss" health and safety/premises incident which could have resulted in an accident. It may also be necessary for staff to fill in a "pink form" on this occasion as we are required to report all such incidents to the.la. 7. Premises Issues There may be occasions when people working in the school feel that a "maintenance" issue may be a source of danger: all employees have, in fact, a legal duty to draw the immediate attention of their employer to issues of health, safety and welfare at work. There will not normally, however, be a need to make a distinction between "ordinary" and potentially dangerous maintenance items, as all maintenance needs should be immediately referred to the SBM, whose responsibility it is to prioritise items and arrange for the required work to be carried out. In cases where LA's maintenance is part of the LA's responsibility, and no LA action is taken, then the SBM will contact the Headteacher/Union Safety Representative as appropriate in order to bring pressure to bear. In extreme cases, where no LA response has been obtained, the school will use the LA "hazard reporting procedure" which brings a set chain of events into motion (e.g. LA are bound to reply and to arrange a meeting with the school within strictly limited periods of time). In all cases so far the various key school staff and the Governors' F&R Committee have been able to work together in their various different "Health and Safety roles", through the channels described above. Staff should be aware, however, that the Union Safety Representative can, of course, be consulted directly about any issue of Health and Safety and that s/he is available to advise or act on their behalf. 6

7 8. Further Information Further Health and Safety Information is available in the School Office. This includes: - agreed dates for union "Health and Safety" inspections during the current academic year (these inspections will also include an examination of the school's "Accident Book"). - a summary of key information re Health and Safety Act employer and employee responsibility, together with an outline of Safety Officer and Trades Union Safety Representative roles. - copies of specific departmental "Health and Safety" Information. - samples of relevant forms (e.g. LA Accident/Dangerous Occurrence Form; Social Security Employee Accident Form; Safety Representatives Report Form; LA "Hazard Report" Form). A copy of the "Health and Safety at Work" Act is displayed in the staffroom/staff workrooms. 7
