2 FRAMEWORK OVERVIEW HealthTrust Europe s (HTE) Supply of Parenteral Nutrition framework offers a simple, compliant route to market for the procurement of a range of Parenteral Nutrition products at competitive rates. HTE procured this framework in compliance with the restricted procedure set out in the Public Contract Regulations 2006, and the EU Combined Directive (2004/18/EC). A Contract Notice (2014/S ) was published on 19 th June Each of the appointed suppliers has been rigorously vetted in terms of their quality and value propositions through a robust, compliant evaluation process. 3 SERVICES INCLUDED The framework agreement for Supply of Parenteral Nutrition went live on 1 st November 2014 and will expire on 31 st October The scope of this framework agreement covers all parenteral nutrition requirements for adults and Paediatrics, and includes the following Lots: Lot 1 Standard Bags Adult including Components Multi-Chamber Bags (Central and Peripheral) Pre-compounded Bags with Standard Regimens Empty Bags and Sundries Lot 2 Standard Bags Neonatal including Components Neonatal Multi-Compartment Bags Pre-Compounded Bags with Standard Regimens Empty Bags and Sundries Lot 3 Parenteral Nutrition with Additions Components Infusion Solutions e.g. Amino Acids, Lipids Supplementary Preparations e.g. Vitamins, Trace Elements Pre-compounded Bags with Tailored Regimens Lot 4 Bespoke Bags and Bespoke Formulary Service Patient Specific Formulary Service Compounded Bags from Individual Bespoke Regimens Multi-Chamber Bags Service Page 2 of 6

5 KEY BENEFITS Quick and Easy to Access: Once you have been set up to access the framework agreement, a call off can be made by direct access. The process is straightforward and simply requires that an order form / access agreement be exchanged and completed to ensure your compliance. Compliant route to market: The framework will save procurement time and costs. It is fully compliant with the Public Contracts regulations and with EU Procurement Directives so you do not have to carry out a full EU compliant tender yourself. A wide range of clinical expertise available: The framework agreement includes 6 specialist suppliers providing an enhanced range, as well as clinical knowledge and expertise across the Parenteral Nutrition Category. Competitive rates: Each of the vetted suppliers appointed to the framework agreement has tendered fixed prices, with discounts available depending on the volume of the contract. All prices are fixed for the life of the contract. Batch Production: Potential outsource of Parenteral Nutrition from Aseptic Unit available for Higher Comparable Doses (Batch production). Assigned support: HealthTrust Europe will provide support for call off processes and the on-going management of agreements Page 4 of 6

6 ACCESS TO THE FRAMEWORK The framework agreement for Supply of Parenteral Nutrition can be accessed by all Public Sector bodies, including: National Health Service (NHS) bodies Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of the NHS in Wales NHS Scotland and its constituent bodies Health and Social Care Trusts, Health Agencies and other constituent bodies of the NHS in Northern Ireland. Private sector entities with similar procurement needs may also access this framework. The framework can be accessed via a direct award. Direct award Direct award can be made where you are able to identify the supplier offering your organisation best value for money. An order form should be issued to the supplier and executed by both parties to formalise the call-off contract. Page 5 of 6

7 FAQS What should I do next? For new customers, registration is quick and easy. Please contact our Customer Care Team or by at customercare@htepg.com. Existing HTE members should talk to their Account Manager for further details. Once you have made the decision to use the agreement, transfer can be completed promptly. How can I see more detail regarding the products and services which are included on this framework? Services are tailored to meet customer requirements. Customer requirements can be discussed with your chosen or prospective supplier(s) after which a proposal may be submitted. What do I do if the supplier that my organisation uses is not on the framework? Please HTE s Customer Care Team at customercare@htepg.com, providing as much information as possible regarding the services required (i.e. supplier name, requirement, current prices paid excluding VAT). The Customer Care Team will liaise with the Category team to address your requirements. The Category team will verify whether your requirements can be met by another supplier on our framework. How can I be sure that this framework can be used by my organisation and remain compliant? The framework agreement was publicly advertised in the Official Journal of the European Union (2014/S ) on 19th June 2014 under the restricted procedure. Each of the successful bidders was rigorously vetted in terms of their quality and value propositions through a series of qualification, technical and commercial responses requested for evaluation. A copy of the OJEU notice can be obtained by contacting the Customer Care Team on or customercare@htepg.com. How long is the framework valid for? The current framework agreement is valid until 31 st October 2018, at which time it will be replaced with a new framework agreement. Call-off contracts formed during the life of the current framework agreement may extend beyond the framework expiry date.
