Until further notice inmates are not allowed to run on the track OR the grass. The only acceptable place for an inmate to run is on the basketball court or the pickle ball court. Thank you. 3 A note from the Inmate Services Unit (ISU) If a loved one has not visited in the past two years, they will automatically be removed from your approved visiting list. ISU is requesting you wait until they are ready to visit again before you submit another application. Application process time is typically within a week from date of receipt. To add a visitor back to your list, please submit a new visiting application with current information. If you have any questions or concerns, send an inmate communications to ISU, 2575 Center St NE, Salem, OR Statewide Photo Shop The statewide photo shop is being moved back into the institutions. In order to make this transition, photo ticket sales have been suspended effective May 4th. If you have already purchased photo tickets, you will be able to use them until August 4th. No refunds or credits will be issued. Please look for additional information from your institution in the near future. We are committed to resuming the local photo programs as soon as possible. We apologize for the inconvenience and any delay in service. Page 3

4 From the desk of Administrative Rules: Below is the list of status changes made to DOC administrative rules since 02/23/2018. PROPOSED RULES: Transfers Between Oregon Youth Authority and DOC Carries out the provisions and guidelines established in recent legislation which includes that OYA may provide reentry support and services to DOC inmates releasing from a youth correctional facility, and prohibits anyone under the age of 18 from being housed in a DOC facility Alternative Incarceration Program Inmate Eligibility Updates the rules to amend the Static-99R Sex Offender Risk Assessment tool Short-Term Transitional Leave for Inmates in DOC Facilities Updates the rules to incorporate legislative changes to the Short-Term Transitional Leave Program Prohibited Inmate Conduct and Processing Disciplinary Actions Updates the rule definitions to align with recent changes to Oregon Revised Statutes. The last day to submit comments on the above proposed rules is May 31, 2018 TEMPORARY RULES Prohibited Inmate Conduct and Processing Disciplinary Actions Effective: April 03, 2018 DOC rules are available for review in the inmate legal library.

5 Appropriate Clothing/Dress: In order to maintain a positive environment for all inmates and visitors, a reasonable clothing standard must be established. Visitors are encouraged to wear clothing that is conservative in nature in order to maintain a respectful visiting environment. Some types of clothing may also be prohibited to maintain the security of the facility. Children eight years of age and under are not subject to the following clothing restrictions, other than undergarments. (a) Visitors are not allowed to wear blue denim or clothing (blue t-shirts or blue shirts) that is similar to inmate attire. This restriction is necessary to ensure the safety of all individuals if an emergency arises. Visitors should check with the specific facility they are visiting to inquire about clothing that is prohibited because it is similar to inmate attire. (b) Clothing that is unduly suggestive or form fitting is prohibited as it may draw undue attention. (c) Dresses, skirts, jumpers, culottes, and shorts shall not be worn more than two inches above the middle of the kneecap. Slit dresses/skirts shall be permitted only if the slit is not more than two inches above the middle of the kneecap. Wrap around skirts are not permitted. (d) Clothing that exposes an undue amount of flesh (e.g., exposing chest, back, thighs, or midsection) is prohibited. Examples of clothing that will be prohibited include: halter tops/ dress, tube tops, see-through clothing, sheer fabrics, mini-skirts, shirts with low cut neck lines, wrap around skirts, and crop tops. (e) Visitors are required to wear undergarments. (f) Umbrellas, hats, outer garments such as raincoats, ski jackets and other garments that protect against rain and other inclement weather are normally prohibited within the main visiting room. Some visiting rooms require outside travel once checked in. In these cases, the institution will provide a designated area for the garment. (g) Light-weight sweaters, jackets, and sport or suit coats are permitted, but must be worn by the visitor during the entire visiting session. Hooded sweatshirts and lined jackets or coats are permitted. (h) Accommodations will be made on a case-by-case basis for religious head gear consistent with security practices. Where possible, arrangements should be made prior to visit. (i) Clothing, hairstyles, insignias or other paraphernalia associated with security threat groups or that create undue attention or conflict are prohibited; i.e., camouflage clothing, slogans, suggestive, or controversial statements. (j) Footwear must be worn.

6 PRCF Medical Services Hours of Operation Monday through Friday: 6:30am until 8:00pm Saturday and Sunday: 6:30am until 5:00pm Inmate Access to Medical Services (MS) at Powder River Correctional Facility You are required to report to all scheduled Medical Services call-outs on time. If you have a schedule conflict, please call MS in advance to reschedule your MS call-out. If you need to be seen, or have a medical, dental, optical, medication issue, please call MS. You will speak to a MS staff member to determine if you will be seen immediately or if you will be scheduled for an appointment. If a medical emergency happens on your unit, please notify the housing officer immediately so that appropriate action can be initiated. Powder River Correctional Facility Medical Services OUTSIDE WORK CREW MEMBERS If you see that you have a Medical Services (MS) callout for the following day and you are scheduled to leave the facility with an outside work crew, please notify MS, if possible. 8 State of Oregon Department of Corrections Commissary Date: Wednesday April 18, 2018 To: Adults in Custody From: Anita Nelson, Statewide Commissary Operations Manager Subject: Commissary News, Updates and Our vender is making necessary updates to the soda tickets we currently carry which will create the following temporary disruptions in service. Effective May 30, 2018, all soda ticket sales will be suspended. It is necessary to suspend sales in order to transition to the new tickets. The soda machines will continue taking the old coupons until July 1, In this time you will need to use the tickets you have in your possession, no credits, exchanges or refunds will be given. Effective July 2, 2018, the machines will only accept the new soda tickets. We apologize for the necessary inconveniences this will cause. Commissary is making every effort to make the transition as smooth as possible for all parties involved. We appreciate your patience during the transition period. Please plan ahead: May 30, 2018 all soda ticket sales suspended June 30, 2018 last day to use old soda tickets July 2, 2018 soda ticket sales resume

9 National Asian & Pacific Islander HIV/Aids Awareness day Saving face can t make you safe Talk about HIV National Asian & Pacific Islander HIV/AIDS Awareness Day is May 19. It was first observed in The theme for the 2016 observance is Saving face can t make you safe. Talk about HIV Help end HIV stigma in the Asian & Pacific Islander Community Being silent about HIV can contribute to HIV infections. HIV stigma hurts individuals and the community as a whole. People are discriminated against, disowned from families, and fired from jobs. But by understanding its cause and listening to others experiences, we can help end HIV stigma through knowledge and action. It all starts with talking about HIV and listening with compassion. The more knowledge you have about HIV stigma, the easier you can prevent it and help those who are living with HIV. Join us in empowering each other to build a healthier community. We are all affected by HIV. You can stop HIV stigma by learning the facts, speaking up, and sharing our stories. Can you see yourself in this cycle? Testing for HIV in ODOC is FREE and you don t need a special day or event to be tested Just send a request to the HIV/ Hepatitis Counselor at your institution For More information on HIV/AIDS and other communicable diseases like Hepatitis and STI s sign up for HHAAP class by sending a communication form to the HHAAP coordinator at your institution

Committee member has to say When I was sentenced and the judge told me I would be eligible for AIP. I instantly felt optimistic. My attorney told me I would only have to do 35 months out of 56. I told myself I m going to jump through whatever hoops I have to, so that I could save that time. I already had it set in my mind that I was going to change my life, with or without any program. I came in with that same mentality. I'm going to do what I have to and go home early. I heard a lot of experiences from other guys who were in GP outreach and were about to go home. It was inspiring. I d already been planning to change my life for a long time, so I applied myself in the classes and groups. I ve learned so much since that time. I cannot say whether I would relapse or not if I were releasing without doing this program. I can say that I now have a lot lower of a risk of relapsing. I m prepared for the situations I m going to face and I have a plan. I ve worked really hard to come as far as I have. I know that I m capable and worth continuing the effort I ve put in. It s been a long three years, but without this time in prison and the time I ve spent working on myself in this program, who knows where I d be right now. 12 Powder River Correctional Facility New Hope Powder Pals Program New Hope for Eastern Oregon Animals (New Hope Powder Pals) partnered with the Powder River Correctional Facility, Oregon Department of Corrections, since early A key focus of this work has been the ability to provide meaningful work for inmates in training homeless dogs. More specifically, the program assists homeless dogs lacking obedience skills and behavioral issues that limit the animal s ability to be re-homed successfully. New Hope for Eastern Oregon Animals is a Private Non-Profit whose purpose is to improve the lives of animals through kindness, understanding and respect. Their purpose is to rescue and rehabilitate animals in Eastern Oregon, increase awareness of animal well being through education, and encourage a caring and safe environment for animals. Work duties will include are but not limited to the following: Follow the training program at all times. Failure to follow the program will result in immediate removal from the program and may result in disciplinary action. Conduct or assist with scheduled training sessions. Conduct or assist with socialization of the animals. Follow the schedule of activities for the animals. Exercise animals daily. Keep a daily log of the animal s progress in the program. Feeding and watering following recommended daily amounts. Remove solid waste from kennel areas (inside and outside), and any other area as needed using approved Personal Protective Equipment (PPE). Clean kennel area (inside and outside) using appropriate chemicals and PPE. Must be willing to work in a variety of weather conditions. Qualifications for opportunity to apply: 1. In compliance with DOC Case Plan 2. No major misconduct reports within the last 6 months 3. Minimum of 6 months remaining on sentence or entering treatment program 4. No history of animal neglect or abuse 5. Willingness to work as a team, open to new training ideas, willingness to make a difference to an animal 6. 13 SEASONAL RECRUITMENT Adults in Custody Fire Team Do you need a job skill? Would you like to work in the forest? Do you want to be trained to fight fires? Then you need to apply to be a part of the DOC s Adults in Custody Fire Team. To qualify for this exciting opportunity, you: Must be a Classification Level 1 Unfenced or Classification Level 2 Community Your projected release date or start date of eligibility window for treatment should be after 10/01/18. You must be medically approved to work in the forest. You must be reasonably fit to perform the duties of the assignment with no asthma or heart conditions. You must be approved by your counselor (Do not request authorization from your counselor. Please submit application directly to Ms. Hysong) You will be automatically disqualified if you: Have been convicted of a sexual offense, including attempts Have been designated predatory in any State Have been convicted of Arson or attempt Working as a wild land firefighter is long, hard, strenuous work. The hours can be hours a day in inclement weather over uneven terrain, requiring climbing, bending, stooping, digging and lifting up to 50 pounds repetitively. Pre-qualified candidates must pass the Pack Test (walk 3 miles with 45lbs pack in 45 minutes). If you are selected, you will be trained in wild land firefighting and possibly an additional 40 hours of chainsaw training. In addition, your training may include various natural resource topics and also First Aid and CPR Certification. The benefits are priceless you would be working outdoors in a natural setting as part of a team assisting the Oregon Department of Forestry in maintaining healthy forests and protecting them from wild land fires. You will receive a certificate of program completion and upon release you will have a job skill in the wild land fire fighting field. Firefighters earn the following: PRAS of points per day, plus Meritorious award of $3 per day on fire, plus IRSA bonus $3 per day per fire (Inmate Reentry Savings Account) If you believe you meet the above criteria and would like to be considered for this work opportunity, please send a complete application form to Ms. Hysong, IWP Coordinator.
