1 NHS CIRCULAR: abcdefghijklm Health Department Human Resources Directorate Dear Colleague PROFESSIONS ALLIED TO MEDICINE AND RELATED GRADES OF STAFF PAY FOR 2002/2003 Increases to pay scales Restructuring of PAMS basic grade Additional Increments on top of PAM helper grade for staff who have achieved CARE N/SVQs Increases to all cash based allowances Summary 1. Following the Scottish Executive s announcement about increases in pay for staff covered by the Review Body for Nursing Staff, Midwives, Health Visitors and Professions Allied to Medicine, agreement has been reached on revised salaries for therapy staff employed in NHSScotland on national terms and conditions of service. These salaries will be payable from 1 April Employers must ensure that the new pay scales are implemented quickly to allow staff to receive their increased salaries in April. National Pay Rates for Professions Allied to Medicine and Related Grades of Staff for 2002/ With effect from 1 April 2002 national salary scales for professions allied to medicine and related grades of staff are increased by 3.6% or 400 whichever is the greater. 2 NHS CIRCULAR: Restructuring of basic grade 3. With effect from 1 April 2002 the lowest point on the pay scales has been deleted from the PAMS basic grade. Staff on this point should move to the new minimum on 1 April 2002 and by a further increment on their usual incremental date. Staff currently on the other points on the PAMs basic grade should advance by one incremental point on 1 April 2002, unless of course, they are on grade maximum at that date. In addition, staff currently on other points should receive their normal increment during the course of the year, except those on the maximum of the new scale. Graduates with four years training continue to be appointed to at least the first incremental point of the scales as at present. Additional Increments at the top of PAM Helper scale for staff who obtain Care N/SVQs 4. Two increments have been added to the top of the PAM Helper scale with effect from 1 April 2002 to provide new grade maxima for helpers with N/SVQ qualifications. The first point is available for helpers with a Care N/SVQ level 2 and the second point will only be available for those with a Care N/SVQ level 3. Only staff who have been on the top of the automatic part of the incremental scale for a year should be able to advance. Staff with either of these qualifications, and who have been on the top point of the existing helper scale for a year or more, will move to the first qualification point on 1 April 2002, otherwise on their usual incremental date. Staff with Care N/SVQ level 3 will move to the second point a further 12 months after either 1 April 2002 or their usual incremental date as appropriate. 5. Employers will need to determine how many staff already have or are working towards these qualifications, and assure themselves that where access is not automatically on demand that fair and equitable arrangements are in place. 6. Last year the Review Body raised concerns about career progression for PAM Helpers. Employers are reminded that they have scope to use Technical Instructor (TI) Grades for all PAM disciplines and that the 1996 PAMs Grading Enabling Agreement, could be a useful means of progression for PAM helpers in to the Technical Instructor grades where additional duties or responsibilities are undertaken. The extension of the PAMs Helper scale for staff with relevant N/SVQs is not intended to prevent the regrading of helpers into the TI grades where this is appropriate. Increases to Leads and Allowances 7. National rates for cash based allowances have been increased from 1 April The new rates replace the existing national rates, some of which were last increased in Some employers have increased the value of leads and allowances locally. They should pay the new national rates if higher than current local rates. Revised rates of allowances are set out in the attached replacement page for Appendix B of the Handbook.

3 NHS CIRCULAR: Other Review Body Recommendations and Comments 8. This year the Review Body have made the following comment about on-call and stand by (paragraph 8.21). We wish to make it crystal clear that, under the national agreement, PAM staff who are providing on-call or stand by cover, and who are actually called out to work, are entitled to excess hours payment. The national arrangements for staff required to work stand by and on-call are set out in Sections 3.21 and 3.23 of the national agreement for Professions Allied to Medicine, and the relevant sections relating to radiographers. 9. The handbook states that employers should pay excess hours rates to staff who actually work whilst on-call or stand by and that they do not have the option of imposing time off in lieu unless local contractual terms specify otherwise. The foregoing is not intended to restrict the flexibility for staff to agree different arrangements with their managers if they wish, including time off in lieu rather than an excess hours payment when called out. Scottish Ministers Approval 10. Employers should implement these agreements, which have been approved by Scottish Ministers under Regulations 2 and 3 of the National Health Service (Remuneration and Conditions of Service) (Scotland) Regulations 1991 (SI 1991 No.537). A copy of the formal approval is attached. Action 11. NHS Boards, Special Health Boards and NHSScotland Trusts who employ staff on national contracts should: i. Ensure that the necessary arrangements are made as soon as possible to pay the national salaries effective from 1 April 2002; and ii. Notify Scottish Public Pensions Agency of any increase in pensionable remuneration and contributions arising from the payment of arrears to former employees. 12. The replacement pages form Amendment Number 16 and replace page numbers A1 to A12 inclusive and B1. Enquiries 13. Employees should direct their personal enquiries to their employing NHS Board, Special Health Board or NHSScotland Trust.
