Any decisions put to a vote at a Committee meeting shall be determined by a majority of the votes of members present. In the case of an equal vote, the Committee Chair shall have a second and casting vote. 1. Welcome, Introductions and Apologies, and Declarations of Interest Welcome, introductions and apologies were completed. 2 Declaration of Interest/Conflict of Interest The Chair reviewed the subset of interests relevant to the committee 1

2 membership and then invited members to declare any further interests relevant to the agenda. No new declarations were received. Quorum As the required quorum was met, the Chair declared the meeting open. 3 Minutes of Patient Participation Chairs Network Meeting dated 9th June Minutes of the meeting dated 9 th June 2016 were agreed accurate. Action Log Review of Items not Completed & Matters Arising Item 36: SP to raise with Helen Collins to get confirmation from Virgin Care of the frequency of health care visits for new mums and babies. Virgin Care has confirmed that their Q4 data demonstrated that they were seeing 96% of mothers for their 6 week review. SP 30/09/16 4 PPG Development at Guildowns Group of Practices LP confirmed that the Guildowns Group of practices are wishing to develop and grow their Practice Participation Group and asked if those present would share their ideas to assist the practice in getting the PPG group working. 5 Clinical Commissioning Services Updates Surrey-wide Stroke Review Proposals for the future provision of stroke care across Surrey continue to be developed. The entire stroke care pathway has been reviewed from prevention through hyper-acute and acute stroke care through to rehabilitation and life after stroke. Improvements in morbidity (levels of disability after a stroke) and mortality (number of deaths after a stroke) are feasible (based on experiences in other parts of the country) but changes to how stroke care is delivered are needed for this to happen. Providers (hospital and community services working with voluntary services) have been asked to develop proposals to provide an improved service that meets quality and safety standards within existing resources. 2

3 LP explained that public consultation will take place once proposals have been agreed and assurance has been given by NHS England. All PPG chairs will be fully informed and are asked to contact the CCG if they or their members have any queries whatsoever about the proposals under development. Sustainability and Transformation Plan (STP) NHS England has asked health and social care systems to develop a Sustainability and Transformation Plan. The purpose of this plan is to set out how each local area will deliver the NHS Five Year Forward View, what the key challenges are and what they will cover in the next five years. This CCG is part of the footprint area called Surrey Heartlands which also includes the area covered by North West Surrey CCG and Surrey Downs CCG. Committees in Common, with representation from 11 health and care organisations, will meet in public on 20 October to approve the next stage of the STP. More information can be found here: Adult Community Health Services The current Surrey-wide contract with Virgin Care Services Ltd will cease on the 31 st March As discussed in previous PPG meetings, the CCG decided to tender for services for the Guildford and Waverley area on its own rather than continue with the existing collaborative arrangement with other CCGs. A new service specification was developed. In August of this year Virgin Care were confirmed as the preferred provider following an evaluation of all bids. The CCG is working with Virgin Care to mobilise the new contract, due to start on the 1 st April The new contract will be for a 2 year period initially followed by a further 8 years on condition of meeting certain requirements regarding transforming care in the community. Virgin Care is keen to engage with different groups so PPG chairs were asked to let the CCG know if they would like to be contacted. More information can be found here: Children s Community Health Services Guildford and Waverley CCG is leading the procurement of this 3

4 service across Surrey on behalf of all Surrey CCGs, Surrey County Council and NHS England. This is for patients up to the age of 18; from 19 years onwards they are looked after by adult community health services. Some services will extend until 25 to help manage the transition to the adult services. The new service will begin in April The contract is due to be awarded in October More information can be found here: Dermatology The CCG has awarded a contract to provide an integrated dermatology service to Community Outpatients. This follows a competitive procurement process. Community Outpatients provides Dermatology and other outpatient services in other areas of the country, operating largely from community-based venues. The new service will start on the 1 st October Patients will have the option to be seen in four locations across Guildford and Waverley Cranleigh Medical Centre, Villages Medical Practice in Send, the Royal Surrey County Hospital and Milford Surgery (this being an additional venue to the current service). They will be providing care for patients referred for both routine and urgent cases, to be delivered according to national guidelines. The service is led by consultants with other professionals e.g. GPs with special interests, specialist nurses and health trainers. As well as face-to-face clinics, the service will provide teledermatology, a remote diagnostic tool. An innovative part of their successful bid was to provide a health trainer to work with patients to help them self-manage their conditions. They also had good ideas regarding patient engagement to inform service improvements. GPs have been informed and kept up to date with this change in provider. The new provider will have a summary of patient diagnosis if patients have agreed for their data to be shared. This is being encouraged as the patients may need to be re-referred by their GP if they do not agree to have their data shared with the new provider. 6 AGM and Forward View The CCG s Annual General Meeting and Forward will take place on Wednesday 21 st September at G-Live in Guildford. The event will 4

5 provide an opportunity to find out more about local health services and will include a detailed look at stroke and community hospitals in Guildford and Waverley. It will give members of the public an opportunity to meet our Governing Body Members and Clinical Leads and ask any questions they have surrounding healthcare in Guildford and Waverley. LP urged the group to spread the word to ensure people are aware of the event. Service Users Groups The CCG are looking to develop particular service user groups e.g. people with experience of diabetes or rheumatology conditions (patients and carers). We are looking for a wide range of people to get involved. If you are interested please the CCG to Samantha.farr1@nhs.net. This will develop over the coming months to include training on how services are commissioned so that service users can take an active part in decision-making regarding future contracts. 7 AOB (Any Other Business) NHS England guidance on Conflict of Interest to be ed out to group as well as their guidance on STP (Sustainability and Transformation Plan).
