2 DIVISION OF NURSING (DN) The DN is the key Federal focus for nursing education and practice. The DN provides leadership to assure supply and distribution of qualified nursing personnel to meet the health needs of the Nation. DIVISION OF NURSING- Cont. Strategic Goals: Increase access to quality care through improved composition, distribution, and retention of the nursing workforce. Identify and use data, program performance measures and outcomes to make informed decisions on nursing workforce issues. Increase the supply, distribution and retention of the nursing workforce through financial assistance. Improve the quality of nursing education and practice Increase cultural competence in the nursing workforce. Increase diversity in the nursing workforce. ADVANCED NURSING EDUCATION (ANE) Supports projects that enhance advanced nursing education and practice. Provides nursing traineeships (Advanced d Education Nursing Traineeship and Nurse Anesthetist Traineeship) for individuals in advanced education nursing programs. 2

3 ANE ELIGIBLITY Accredited schools of nursing; Academic health centers; and Other public or private, nonprofit and for-profit entities capable of carrying out the legislative purpose. ANE LEVELS OF PROGRAMS Master s and Doctoral programs Combined RN/Master s programs Post-nursing Master s certificate programs Certificate nurse-midwifery programs in existence on November 12, 1998 ADVANCED EDUCATION NURSES Primary Care Nurse Practitioners Acute Care Nurse Practitioners Midwives Nurse Anesthetists Clinical Nurse Specialists Nurse Educators Nurse Administrators Public Health Nurses Other Nurse specialties as determined by the Secretary 3

4 ADVANCED EDUCATION NURSING TRAINEESHIP AND NURSE ANESTHETIST TRAINEESHIP PROGRAMS PURPOSE The purpose of the Advanced Education Nursing Traineeship (AENT) Program grant is to provide funding for traineeships that will pay all or part of the costs of the tuition, books, and fees of the program of advanced nurse education, and the reasonable living expenses of the individual during the period for which the traineeship is provided. The purpose of the Nurse Anesthetist Traineeship (NAT) Program grant is to provide funding for traineeships that will pay all or part of the costs of the tuition, books, and fees for licensed registered nurses enrolled as full-time students beyond the twelfth month of study in a master s or doctoral nurse anesthesia program. ELIGIBLE APPLICANTS Accredited collegiate school of nursing Academic health center Other public or private entities accredited by a national nursing accrediting agency recognized by the Secretary of the U.S. Department of Education Note: NAT applicants must provide registered nurses with full-time nurse anesthetist education. 4

5 ACCREDITATION Schools of nursing must be accredited by a body recognized by the Secretary of the U.S. Department of Education for the purpose of nursing education. Institutional and graduate nursing program accreditations are required before the application can be considered for funding. NURSE ANESTHESIA ACCREDITATION Additionally, Nurse Anesthesia programs must be accredited or have initial accreditation by the American Association of Nurse Anesthetists Council on Accreditation of Nurse Anesthesia Educational Programs. ACCREDITATION OF NEW PROGRAMS New programs must submit documentation with the application indicating reasonable assurance that the program will meet the accreditation standards of an approved body. Contact the U.S. Department of Education, Accreditation and State Liaison Unit (202) Follow the instructions in the funding opportunity announcement. 5

6 PROGRAM APPROVALS New education programs must identify and complete all steps in the approval process and provide documentation of all approvals with the application. Each University/College has a unique process for gaining approval to start new programs, especially new master s and doctoral programs. Approval documentation may include: Nursing Faculty Committee Institutional Committees/Boards State Board of Nursing National Nursing Accrediting Body (COA, CCNE, NLNAC), if applicable USE OF GRANT FUNDS Stipends (maximum of $21,180 per student) pro-rated for training periods less than 12 months Full tuition and fees Required program textbooks are allowable up to $500 per trainee. Trainee travel is not allowable. Indirect Costs (Facilities and Administrative - F&A Costs) are not applicable to the AENT / NAT Programs. ELIGIBLE STUDENTS Enrolled in a qualifying advanced education nursing program. Eligible to sit for national nursing certification in the nursing specialty or field of study (as applicable) following graduation. A citizen of the United States, a non-citizen national, or foreign national who possesses a visa permitting permanent residence in the United States (Individuals on temporary or student visas are NOT eligible to receive AENT / NAT Program support). 6

The initiative has two major goals: To increase the quality and years of a healthy life. Eliminate our country s health disparities. 7

Performance measurement indicates what a program is accomplishing and whether results are being achieved and helps to demonstrate the value of Title VIII programs of the Public Health Service Act. Performance management helps HRSA by providing information on how resources and efforts should be allocated to ensure effectiveness and it keeps grantees focused on the key goals of a program. Performance measures aids in answering questions about HRSAs programs from upper management at the Department of Health and Human Services, Congress and the public. Performance measures ensure that HRSA is a good steward of its resources, we use performance measurement to, in part, gauge the impact of our programs.
