1 East Dorset NHS Library & Knowledge Service Annual Review 2013 This report provides an overview of the activity undertaken by the East Dorset NHS Library & Knowledge Service in Headlines Successful creation of Learning Resource Centre at Poole Hospital Remodelling of library space at Royal Bournemouth Hospital (RBH) to incorporate IT training suite Increase in availability of electronic resources Purchased point-of-care tool UptoDate Integrated library resources from St Ann's Hospital to collection at PHT Welcomed four new members of staff completed revalidation of Chartered status Instigated local administration of NHS OpenATHENS system Rebranded promotional materials and blog Increase in demand for information literacy training and literature searches Renegotiated SLA to provide library service to Dorset Healthcare University NHS FT Scored 92.55% in the annual Library Quality Assurance Framework (LQAF) 08/05/2014 Page 1

2 Staffing 2013 has been a very unsettled year with regards to staffing where we have been carrying various vacancies for most of the year leading to a reduction in available staff to drive service development. We congratulated Susan Merner on her promotion to Deputy Head of Library Services at Surrey & Sussex Healthcare NHS Trust after nineteen years as librarian at Poole Hospital. We also said goodbye to Richard Daly who was on a temporary contract as librarian at Royal Bournemouth and has now taken up a role as a cataloguer for a local electronic book supply firm. We welcomed four new members of staff to the team in Kay Roderick joined us as librarian based at Poole in June but unfortunately left in November as was not suited to the role. Jackie Baines joined as library assistant in July with a wealth of customer service skills but no knowledge of libraries - Jackie is proving to be a great asset to the team. Katherine Waters joined the team in July on a bank contract to provide additional support for the open day, evaluations of services and to support inductions. I am pleased that we are now able to offer Katherine a permanent part-time role as Assistant Librarian. Jo Laing joined the team as librarian based at Royal Bournemouth in November. Jo previously worked in a similar role at Salisbury Hospital and brings a wealth of health librarianship experience to the team. 3 We are currently running the service with 7 staff (5.58 wte) with one full time vacancy which we aim to fill by the middle of Due to the difficulties we have experienced in recruiting to the post of librarian based at Poole we have decided to alter the scope of this role with less emphasis on management and more focus on professional skills that may suit a newly qualified librarian. Staff training and professional development With so many new staff starting we have instigated some regular staff training sessions to keep all the staff updated on the processes required to operate a high quality service. In addition to these local sessions three staff attended the regional annual study day, two attended an enquiry skills workshop, four received training on Clinicalkey, two received cataloguing training, one attended training for the new OpenATHENS administration service and several staff have received Webex training about particular resources or library systems. The attended the following study days - mentoring, patient information and information for commissioning; completed revalidation of Chartership status of CILIP and attended as a full delegate the CILIP conference Umbrella. All new staff attended core induction and all staff are up to date with their mandatory training. All staff received an appraisal and identified personal development goals and objectives for the year. Resources We have invested in providing greater access to electronic resources this year. We have purchased the Clinicalkey collection to enable wider subject coverage of e- resources. This product by Elsevier offers 600 peer-reviewed journal titles, and over 2000 electronic books covering medicine and surgery. Clinicalkey forms the core of our electronic collection but we have also invested in an additional six individual journal titles. 08/05/2014 Page 3

4 We rely heavily on regional consortium purchases which include access to over 55 high impact journals, the Proquest Hospital Collection of full text journals and BMJ Learning. We are very fortunate to also be able to take advantage of resources purchased by the South West region which include, Oxford textbooks and handbooks; Anatomy TV; ASSIA database and the Emerald Management Collection. We will need to carefully evaluate use of these resources as in the future we may need to fund access to these from our local budget. We have been able to renew access to the point-of-care tool UptoDate for Poole Hospital staff and with the support of regional funding started a one year subscription for Royal Bournemouth & Christchurch Hospitals NHS FT staff. Staff from all three Trusts now have access to the online version of the Royal Marsden Manual of Clinical Procedures which for PHT and DHUFT has been funded from the local library budget. A full list of electronic resources purchased locally, regionally and nationally is available on the library blog and individual journal titles are listed on the A to Z list which is maintained by library staff. 08/05/2014 Page 4

5 At the request of senior staff at Dorset Healthcare University NHS FT we closed the small site library at St Ann's Hospital and integrated the printed books and some of the unique journal titles into the new Learning Resource Centre at Poole. As part of the move at Poole and remodelling at RBH we reviewed all of our print journals and recycled a large proportion to make room for more computers. We have also weeded the older books, which is an ongoing task, and purchased new print copies. We decided to support the wellbeing initiatives within the Trusts by purchasing the recommended titles on the wellbeing book list prepared by the Reading Agency. The collection is already being well used. In 2013 we also focused on developing the range of leadership and management titles available in each library and introduced a small fiction collection to support general literacy and reading for pleasure. Facilities A major achievement for us in 2013 was the successful move to new premises at Poole Hospital and the remodelling of space at RBH. The move to the Learning Resource Centre at Poole necessitated packing up the book stock for 8 weeks. We continued to offer a virtual service with a limited selection of books, reliance on colleagues in other regional libraries, and use of the Postgraduate Centre rooms as study space. We unpacked the library on the 22nd April 2013 and made facilities and stock available within a record two days (most libraries allow two weeks for moving into a new library). Staff are to be congratulated for working 08/05/2014 Page 5

6 so hard during this difficult period of change to maintain the service and make the new space ready for readers so quickly. We were requested to reduce the footprint of the library at RBH and the decision was taken to remain open throughout the building works. The remodelling took much longer than anticipated and the disruption lasted for over three months. Once again library staff are to be commended on managing to maintain a service in a very difficult environment. The Library, RBH after re-modelling The new facilities at both sites now boast an increase in computer access with very popular dedicated IT training spaces which are heavily utilised. Introduction of more flexible study spaces for group or individual study have also been popular. Further work is required at RBH to further maximise the use of limited space. Services With so much focus on facilities and integrating new staff to the team there has been little scope for developing new services this year. Despite fluctuations in staffing levels we have managed to retain staffed opening hours at both locations offering enquiry services for forty-two and a half hours each week at each location. We rebranded the service using a new logo, updated the blog and designed new posters and guides to advertise and provide information about resources and services. 08/05/2014 Page 6

7 Document supply is still one of our most valued services and we continue to rely upon the regional network and national providers such as the British Library to ensure access to the best evidence to support patient care. We supplied 4528 items to NHS staff in This represents an approximate saving to the NHS of 90,560*. The service receives many favourable comments about the efficiency of the service: I would just like to say that the ability to want an article that is relevant for the care I will deliver to today s patients, and have it delivered within an hour, is remarkable! Specialist Nurse, PHT after receiving research articles *assumes approximate charge of 20 for pay per view articles online Requests for information literacy training have increased four-fold for group sessions provided in 2013 compared to On average library staff provide some form of formal or informal training to over 9 NHS staff or placement students every week. The majority of these sessions relate to skills around literature searching or making use of electronic resources. More work will be done in 2014 designing bitesized training sessions on a wider range of information related topics and evaluating the value of information literacy training. It was really useful indeed and will be really helpful for the future for us with changes and research we would like to do Physiotherapist, DHUFT following a group training session Literature search requests have also increased slightly to a 169 in 2013 and a survey in 2013 indicates that the service is highly valued by those that use it. I have found the librarians to be exceptionally helpful and have provided me with a great service. I am most appreciative of their help. Anon. Literature Search Survey 2013 The survey also asked Did the information found lead you to change some aspect of patient care or treatment? 8 that literature searches conducted by library staff do make a valuable contribution to patient care. In 2013 we continued to offer alerts and current contents services but hope to do more work in these areas in We have identified a need for a synthesised bulletins service to keep staff updated with the minimum investment of their time. Budget The overall budget for 2013/14 increased slightly due to the renegotiated SLA with DHUFT. 47% of the total budget was spent on staffing and53% on resources. 08/05/2014 Page 8

9 An additional one off figure of 35,122 was added to the budget by HEE Wessex to bring the service in line with other Wessex NHS libraries. This was spent on a bank member of staff to work on projects and a licence for UptoDate for RBCH. A priority for 2014 will be to finalise agreements with Royal Bournemouth & Christchurch NHS FT and Dorset Healthcare University NHS FT to adopt the new funding formula proposed by HEE Wessex and secure funding for service continuity. Quality assurance The service completed the national Library Quality Assurance Framework (LQAF) and achieved a score of 92.55%. An action plan identified further areas for improvement along with innovation ideas generated from the Sally Hernando Awards for Innovation. We are currently working towards these objectives. Future plans Plans for 2014/15 include: Securing funding by renegotiating SLAs with partners Better data collection and use of data to shape services Create portfolio of training courses including lunchtime bite sized sessions on information literacy topics Organise an open day - The Library Inside Out at RBH Take part in the Learning Festival at Poole Hospital Increased integration with clinical teams Broaden the scope of the current awareness service Forge closer links with PALS at PHT to contribute to the work of the information centre Seek opportunities to contribute to corporate knowledge management Upgrade to web based library info system Improve library processes and functions by examining flow Broaden range of electronic resources particularly for DHUFT staff 08/05/2014 Page 9
