3 Planning is based on the expectation that Bowentown community may have to support themselves for at least three days in the absence of any official Civil Defense or Emergency Management direction or practical assistance. Role of the Community Board in the Community Response Team There is to be at least one Community Board member in a key role in the CRT. This member will liaise between the Community Board and the Community Response Team. Review of plan This plan is a living document and will be reviewed at least annually and within 6 months of Community Board elections. Activation of Plan The intention of the CRT is to assist the community in being able to look after itself should it become isolated by natural or man-made event This plan can be activated by any member of the Community Response Team( CRT) or by Emergency Management Bay of Plenty or Emergency Services following an emergency that has occurred without warning. Area covered by the Plan This plan covers the Bowentown.region of the Waihi Beach Ward. From the 100 km speed sign on Seaforth Rd in the wesr, to the end of Seaforth Road at Bowentown Heads It integrates with, but does not cover Waihi Beach or Athenree. 3

4 Community Overview Bowentown is coastal community connected to Hauraki plains via Waihi town to the north-west, and to Tauranga and Western Bay of Plenty in the east. It is situated on a peninsula which has one access in and out. The road is below sea level and surrounded by the ocean on one side and the harbour on the other. Local communities identify themselves as Otawhiwhi Marae, Pio Shores, the Camping Ground and the Boating Club. Almost all residents work outside their area and all rely on their own means of transport in and out of the area with no public transport services. 543 people usually live in the area: 267 male and 276 female in the 249 occupied dwellings and 384 unoccupied dwellings. Having more holiday homes than residental challenges community resilience. The population during summer period swells to an estimated 2,000. The visitors could be unfamiliar with the locality and risks. As holiday makers they may be less prepared for an emergency event away from their home supplies and resources percent of households have access to the Internet and 89.3 percent of households have access to a cell phone. The Bowentown Boating and Sport Fishing club with restaurant facilities, Bowentown Beach Holiday Park, Pio Shores Sports and Community Association, Bowentown store ( takeaways) and Waihi Beach Volunteer Coastguard, are all at or below sea level. There are seven pumping stations throughout the three low spots of Pio Shores. In the event of a water emergency, the population may be heading towards the hills at the Bowentown Heads, Hilltop and South of Otawhiwhi Marae with little access to key resources. Volunteer Fire Brigade is over the water at Athenree. Emergency Resources at Athenree and Waihi Beach resources will be if the emergency is localised, but may be accessible if the emergency is regional. The two key resources for Bowentown would the Waihi Beach Volunteer Coastguard and The Bowentown Holiday Camp. *2013 NZ Statistics 4

5 Risks to the Community A swot analysis was undertaken to assess Bowentown s current resilience to a major event. This will be revisited each time this document is reviewed Strengths Weaknesses Strong community social networks Waihi Beach Volunteer Coastguard facilities with radio and emergency experience Bowentown Beach Holiday Park has emergency plans in place Holiday makers may have camping equipment and experience Otawhiwhi Marae with strong community networks Houses at 50% occupancy outside of holiday times Bowentown Boating and Sport Fishing Club with clubroom and restaurant facilities Strong network in Pio Shores through Pio Shores Sports and Community Association. Independent water access on Bowentown Hill Beach access for resupply or communication No warning siren systems Facility on low grounds and unlikely to be in a water emergency Large numbers of tourists & holiday makers potentially without emergency resources Low overall household preparedness for an emergency Facility on low grounds and unlikely to be in a water emergency Houses at 50% occupancy outside of holiday times Facility on low ground and potentially in danger zone if floods More holiday homes than residential Reliant on household food supplies Risks causing isolation may include: Weather events, coastal storms flooding Fire Marine / air disaster Volcanic eruption, Earthquake Pandemic Landslip Civil unrest Tsunami Chemical Any of the events could also bring a loss of water supply, electrical supply and telephone contact including cell phones. A disaster like a major pandemic could see 20% to 60% of the population affected within a week and this could lead to the area being isolated as a quarantine site. Utilities failures could also result in the need for a response by the CRT to assist vulnerable community members. 5

6 Notifying and alerting the community When an emergency occurs, this plan will be activated by the community in response in an event and coordinate their activities with other agencies to manage the impact on the community. The Bowentown community may be notified of a state of local emergency by Emergency Management if possible. This notification may be by , phone or text to the Community Response Team Leader. It will then be the responsibility of the Team Leader and CRT to ensure the community is made aware of the potential emergency situation. This could be undertaken by telephone, , texting, online, fire siren or door to door knocking. 7 Roles and responsibilities of the CRT (Community Response Team) Community Response Team Leader and Deputies The Community Response Team Leader is responsible for the overall co-ordination of the community response during an emergency. This involves ensuring that the community is notified and the CRT members are to take responsibility for different aspects of the response. They may also allocate and deploy community resources as agreed. They are also responsible for maintaining the Community Response Plan. The CRT Leader is the only person authorised to make public statements. This is done in consultation with the Public Information Manager in Emergency Management. Personnel Team Leader/s The Personnel Officer is responsible for ensuring there are the required numbers of personnel to assist the responders with tasks (e.g. cooking food, assisting with sandbagging, door to door knocking). They will also arrange relief for Team Members who require a rest. Resource Officer/s The Resource Officer is responsible for liaising with the owners of resources and equipment and ensuring it is used in accordance with Health and Safety Guidelines Resource Officers are also responsible for maintaining the list of resources on an annual basis. Welfare Team Leader/s The Welfare Officer is responsible for ensuring the evacuation centres are set up and staffed/ resourced. that members of the public who arrive at the centre are registered This role is to be established and the chosen person receives the appropriate training. Communications Officer/s The communications Officer is responsible for manning the Civil Defence Radio located in the area. They are the main liaison point between the council and the community and will act as the main point for passing information form the EOC in the event other methods of communication are un. Team Members The Team Members will be responsible for assisting out and carrying out tasks as required by the Team Leader, they will also be responsible for ensuring that the wider community has been notified of an emergency. 7

8 Emergency Priorities The following table is designed to identify lead agencies in the Bowentown and wider area and their role in an emergency, the role of the CRT Team relevant information that our community needs to know before and during an emergency. The Emergency Response Coordination Centre in the case of non-water emergencies would be the Waihi Beach Volunteer Coastguard because of the radio and emergency first aid facilities, and in the case of water emergencies the same group on the top of Bowentown Heads. Evacuation Centres Below are the main evacuation centres that may be utilised in the case of a Civil Emergency. Those who live on the Hilltop development will be able to remain in their homes in the event of a water emergency. Brian Dobbins 508 Seaforth Road

11 has offered his home as an emergency contact centre to those who are at the Hilltop area, which could then liaise with the coastguard emergency radio and first aid resources across the Bowentown Heads hilltop should needs necessitate and vica versa. This could include 4x4 vehicles, quad bikes, off road motorcycles, tractors, boats, helicopters, light aircraft. 12 First Aid First Aid may be required during and following an emergency situation and the following table is a list resources and people who could be called upon from within our wider community. All crew are first aid trained Waihi Beach Medical Centre Defiberator, medical supplies Waihi Beach Vets Xray, pet medical supplies Katikati Medical Centre Waihi Beach Chemist Pharmaceutical supplies Cooking equipment Cooking equipment and facilities are listed below. Barbeques and cooking utensils can be commandeered from the community in the event of an emergency. However some may not have any to them. In that situation contact local Civil Defence for assistance. Katikati Red Cross has community rescue trailer which has provision for bedding & clothing for 50 evacuees. This may be if Katikati is not impacted by the event and there are sufficient volunteers prepared to travel with their trailor. Key Food Supplies There are limited commercial food supplies within Bowentown. The community will be reliant on household supplies. Water Supplies Water supplies may be interrupted or damaged during an emergency. Alternatives that are in the area e.g. large rain water storage tanks. Water form swimming pools and bores are not to be used for human consumption. Agency Location/Contact Resources/ plant 12

The boat also has a portable radio, and there are hand-holds with Committee members. The radios have nationwide coverage and at Channel 16. Channel 18 and others may also be accessed relating to maritime communications. Vulnerable Community Members The sites listed here may require assistance to evacuate. Both have established their own emergency evacuation plans.
