1 Page 1 of 6 CLINICAL NURSE SERIES SALARY/CLINICAL LEVEL PLACEMENT UPON HIRE AND PROMOTION (REGISTERED NURSES) I. STANDARD Placement and promotion in the Clinical Nurse Series is conducted by the process outlined below. II. BACKGROUND The Clinical Nurse Series was developed jointly by the County and RNPA in 1980, and has been revised jointly by the County and RNPA regularly over the years. III. PROCESS A. Clinical Nurse job specifications are outlined on the Santa Clara Valley jobs website (Clinical Nurse I, II, III, Psychiatric Nurse, Extra Help, and Unclassified) B. Placement into clinical series at time of hire Upon hire, registered nurses shall be placed in the appropriate classification based upon meeting the minimum qualifications for the classification to which the nurse applies. 1. New graduate nurses (entry nurses including Interim Permittee Nurses and Registered Nurses with less than one year experience) will be hired into Clinical Nurse I. Registered Nurses returning to the profession after an absence of more than three years (re-entry nurses) may be hired into Clinical Nurse I or Clinical Nurse II, depending on experience and unit to which applying. 2. Registered Nurses with at least one year of experience within the last three years in an acute care hospital are typically hired into the Clinical Nurse II. 3. Clinical Nurse III positions are utilized in areas where experienced nurses are required to meet the needs of the assigned work unit. C. Placement into salary step at time of hire Upon hire, registered nurses shall be placed in the salary step based on experience as outlined in the salary step placement guidelines and the RNPA salary schedule. 1. A hiring manager may request a step in grade (a request for appointment of a nurse at a salary step higher than step 1, which is normally the hiring rate for the class) for any applicant with unusual qualifications or in cases where it is difficult to secure qualified personnel. D. Promotion in the Clinical Nurse Series 1. Qualified nurses are encouraged to promote. Managers and nurses should work collaboratively to identify opportunities for advancement in the Clinical Nurse series. 2. A nurse hired into a Clinical Nurse I with at least 6 months of acute experience within the last three years may apply for promotion to Clinical Nurse II after six months. 3. A nurse may typically apply for promotion to Clinical Nurse III after 3-4 years of progressively responsible acute experience. Promotions are contingent on a satisfactory evaluation. The following is the process for requesting promotion: a. The nurse must meet the minimum qualifications to the clinical level for which the nurse is applying; b. The nurse must complete and submit to his/her ANM or Nurse Manager: I. Pre-evaluation worksheet indicating the request for promotion (Attachment A)

Santa Clara Valley Health and Hospital System/SCVMC/Custody Health Request for Promotion (Attachment B) Current Annual Professional Profile (Attachment C, and refer to NP-1) Completed County job application to the clinical level for which the nurse is applying (Obtain using the Santa Clara County Neogov website) c. If promotion is likely to be recommended, the ANM or Nurse Manager will submit the nurse s application to verify he/she meets the minimum qualifications for the level to which applying and complete an evaluation. d. An evaluation used for promotion shall not be older than 90 days, and shall reflect the evaluator s support of the application to promote to the next clinical level. e. Promotion shall be recommended if the evaluation is standard or above in all Summary categories of the current clinical level, all but one of the Summary categories of the clinical level for which the nurse is applying, and in all the Additional Rating Factors on the Clinical Nurse Performance appraisal tool; f. If promotion is recommended it will be effective at the beginning of the next pay period no later than sixty (60) days after submission and receipt of the completed above required documentation. g. If promotion is not likely to be recommended, the ANM or Nurse Manager will clearly list the reasons for denial, areas of needed focus with target dates for achievement and schedule a follow up date for review and reconsideration. 4. The entire process for requesting promotion must be conducted while the registered nurse is on active employment status. The review process for promotion will not be conducted for those nurses out on any type of leave, such as disability, maternity, paternity, etc. 5. Probationary periods must be adhered to as outlined in the Memorandum of Understanding between the County of Santa Clara and the Registered Nurses Professional Association and the County of Santa Clara Ordinance Code A Nurses are expected to maintain performance at the clinical level to which the nurse is promoted.
