Monterey County ENVIRONMENTAL HEALTH SPECIALIST III ~INITION Under direction, conducts inspections, investigations and surveys to enforce state and local environmental health laws and regulations; serves as subject matter resource in the Consumer Protection or Resource Protection branches and/or acts as a leadworker to other staff; and performs other related work as is required. ~TINGUISHING CHARACTERISTICS This is the advanced journey worker/leadworker level in the Environmental Health Specialist series. Incumbents in this class are distinguished from the lower level of Environmental Health Sp~cialist II class in that Specialists III are responsible for a highly technical program segment such as Land Use, Solid Waste Management, Code Enforcement, Food Establishments, Recreational Pools and/or may serve as leadworker in a branch office. This class differs from the class of Environmental Health Specialist IV in that the latter class supervises a staff of Environmental Health Specialists or supervises a geographic district office. EXAMPLEf~ OF DUTIES Conducts inspections, investigations, surveys and special studies to determine compliance with state and local health codes and regulations; processes permit applications and issues permits related to water systems, waterwells, solid waste sites, garbage franchise districts, housing, septic systems, sewage treatment plants, special event food facilities and related activities Participates in the development of policies, procedures, regulations and ordinances related to an area of specialization; investigates complaints and evaluates effectiveness of program operations; determines problem areas, collects and analyzes data and recommends systemic solutions Serves as subject matter resource to other professional staff providing specialized knowledge and recommending solutions to complex problems that are consistent with program goals; may review and comment on impact of proposed ordinances, legislation and regulations Provides technical program information and policy interpretations for the public business and professional representative and other agency staff; represents the department on program matters at meetings, commissions, committees, boards and public hearings 1 30J31
2 Certification: Environnental Health Specialist III Coordinates inspections, special studies and permit reviews with pertinent staff and officials from separatejurisdictions, districts, state and federal agencies 6. Prepares written reports, memoranda and correspondence; as directed, drafts and finalizes specialty programmanuals, grant applications, procedures, and forms Prepares and presents inservice programs for business and civic staff and civic officials and public education groups, professional 8. As directed, may assign, review and coordinate the work of Specialist level staff including monitoring timely completion of workload, answering technical and procedural questions, reviewing work methods and products, and training employees. Solid Waste Unit, Environmental Health Specialist III, ordinarily enforce state and local codes in the following areas: Conducts solid waste inspections, investigations surveys and special studies to determine compliance with state and local health codes and regulations; processes permit applications and issues permits related to solid waste sites, garbage franchise districts and medical waste facilities 2. Conducts monthly inspections of the five county landfills and seven transfer stations and conducts quarterly inspections of all closed landfills 3. Conducts annual inspections of all medical wastegenerators, garbage disposal companies and liquid waste haulers 4. Performs complaint investigations of illegal dump sites and other solid waste activities Reviews applications for rate increase for garbage franchise districts Reviews and rewrites solid waste facilities permits every five years or as necessary 7. Writes and updates the County's Solid Waste Enforcement Plan QUALIFICATIONS Pursuant to section of the California Health ands~fety Code, incumbents must possess a valid Certificate of Registration as an Environmental Health Specialist issued by the state of California, Department of Health Services. 2 30J31

Env1crorvnental Health Specialist III Knowledaes/Skills/Abilities A combination of experience, education and/or training which substantially demonstrates theabilities: following knowledges, skills and Thorouqh knowledge of: Federal, state and local laws, regulations and procedures governing environmental health 2. Principles, methods, technology and equipment applied in inspection, analysis, and enforcement of environmental health regulations 3. Depending upon assigned position, incumbents must possess a thorough knowledge of elements related to their specialty: land use, water and wastewater systems, solid waste, noise, infectious waste, food establishments and handling, pools and spas, housing and institutions Workinq knowledge of: Relevant technical knowledge of engineering, chemistry, microbiology, biology, epidemiology, hydrology and geology pertaining to specialty area Some knowledge of: Basic principles and practices of personnel management including training, motivation, and workload scheduling Skill to: write effectively to prepare complex written reports, record inspection/investigation findings, and initiate appropriate correspondence and memoranda Speak effectively to individuals and groups from diverse social and cultural backgrounds Ability to: Detect risks; unsanitary conditions analyze causal factors and potential public health and recommend appropriate remedial actions Define problem areas, collect, analyze and evaluate technical data and use findings to develop recommendations and policy proposals Provide technical guidance, lead, train and plan work of others 3 30J31

Envirorvnental Health Specialist III 4 Establish and maintain effective relations with government officials, the public, business and community representatives and other employees EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING The knowledges, skills and abilities listed above may be acquired through various types of experience, education, or training,typically: Experience: Two years performing the duties in a class comparable to an Environmental Health Specialist II with Monterey County. Education: Completion of all core courses leading to a Master's deg.ree in Environmental Health, Chemistry, Microbiology, Biology, or closely related field. QB AN.Q Experience: One year performing a full range of duties in general environmental health inspections and enforcement actions. REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment the incumbent will be required to: Serve on-call nights and weekends as assigned. Work with situations. potentially hostile individuals in volatile 3. Tolerate rodents and insects such as rats, mice and cockroaches; and, substandard dwellings with unsanitary or hazardous conditions such as septic failures, accumulated garbage or animal waste. 4. Possession of a valid California Class C Driver's License. PHYSICAL AND SENSORY REOUIREMENTS The physical and sensory abilities required for this classification include: Ability to hear conversations in person, over the radio and on the telephone. Ability to speak clearly and with a volume required to carry on clear conversations in person, over the radio and on thetelephone. 3.
