INTRODUCTION An essential part of the controls to safeguard people against NORM risks will be offered by procedures and personnel competence. 1.1 Objective To define training requirements for personnel engaged in NORM related activities. 1.2 Scope This procedure applies to personnel involved in NORM related activities Responsibilities RAC The RAC is responsible for specification of training requirements RPA The RPA is responsible for auditing of trainer competence and course effectiveness CRFP CRFP shall ensure definition and maintenance of a training database specifying requirements per position, training received and training scheduled for the coming year The Line The Line is responsible for identifying training needs of their own and Contractor personnel and ensuring compliance with training requirements Training consultant The training consultant is responsible for carrying out training to requirements. 2. Competency and training 2.1 Competency of key staff The main competency requirements for key staff involved in NORM are summarised below RPA The RPA shall be trained in all aspects concerning the use and handling of ionising radiation sources. The RPA shall have knowledge of all local regulations on Ionising Radiation as well as the recommendations laid down in the Ionising Radiation Safety Guide (Shell Safety & Health Committee, 11/93) and international regulations and developments. He shall be fully conversant with PDO s NORM Management system. The RPA shall at least have 5 years experience in the E&P industry and two years with respect to NORM. Page 2
4 2.1.2 RPS RPS s shall be trained in Basic Radiation Safety and specifically in the handling of NORM, as specified in the RPS course. The RPS shall have knowledge of the PDO NORM procedures. The RPS-candidate should at least have assisted an RPS at 5 non routine jobs in the E&P industry (with respect to NORM) and will have been assessed as competent RPT The RPT shall be trained in using the available radiation monitors to measure NORM. He shall have knowledge of the PDO NORM procedures concerning the registration and reporting of measuring results. The RPT-candidate shall at least have assisted an RPS at 3 routine jobs with respect to NORM and will have been assessed as competent. 2.2 NORM course synopsis The synopses of presently available courses is attached: Radiation Awareness Course Purpose To provide a practical introduction to PDO and Contractor personnel at all levels as to the dangers presented by NORM and the basic measures to be taken to counter risks, i.e. hygiene, use of PPE, exposure control measures and PDO procedures. Only essential basic theory shall be covered due to the general level of personnel involved and to avoid confusion. On successful completion of the course the trainee shall be: Aware of the dangers presented by NORMs Aware of the basic measures to be taken to counter risks, Hygiene Use of PPE Exposure control measures Aware of the relevant PDO procedures Knowledgeable of minimal basic theory appropriate to avoid confusion. 5 2.2.2 NORM Course for Supervisors Purpose To provide practical instruction to PDO or Contractor employed supervisors who may be expected to be responsible for the issue of Permits to Work for NORM work or to supervise workers who may be exposed to NORM in the course of their work. As these supervisors will be directly responsible for ensuring safe working conditions for personnel, it is essential that they demonstrate competency before being allowed to supervise such work. On successful completion of the course the trainee shall be: Aware of the dangers presented by NORM Understand the measures to be taken to counter risks: Contamination and contamination control, Hygiene, Use and checking of PPE, Exposure control measures, Fully conversant with PDO procedures, Aware of roles of various personnel with respect to radiation and how and where to obtain advise. Conversant with sufficient theory to ensure understanding of mechanisms of contamination and control. Page 4
6 2.2.3 Radiation Protection Technician (RPT) Course Purpose of the Position To support the RPSs a number of employees (e.g. maintenance operators, wireline supervisors, both Contractor and PDO personnel) will be trained as Radiation Protection Technicians. The RPT only needs to measure radiation when a specific part of the installation is opened and report this to the RPS. He will adhere to the instructions by the RPS. On successful completion of the course the trainee shall be able to: Measure radiation and contamination levels. Demonstrate competence in the use of the available radiation monitoring equipment. Assess radiation and contamination levels. Offer supervision support for routine NORM jobs as agreed by the RPA. Register and report the results in compliance with the relevant NORM Procedures. The RPT shall be trained in Basic Radiation Safety and specifically in the handling of NORM to a level that he is able to advise on normal operations. The RPS shall have knowledge of the PDO NORM Specification and Guidelines and have a sound knowledge of the use and operation of radiation protection equipment in use within PDO. Page 5
7 2.2.4 Radiation Protection Supervisor (RPS) Course Purpose of the Position Measurements and supervision of work involving Ionising Radiation will be done by Radiation Protection Supervisors (RPSs). One of the RPSs will be appointed as Corporate Radiation Focal Point (CRFP) he will act as representative on behalf of the RPA. The other RPSs report direct to him. On successful completion of the course the trainee shall able to: Inspect and supervise work involving ionising radiation sources. Ensure quality assurance of radiation protection. Organise the required monitoring and sampling. Qualify waste with respect to radioactivity. Ensure that radioactive waste and NORM-contaminated equipment is stored, packaged and disposed of in compliance with regulations and procedures. Communicate with and report to the CRFP. Develop, manage and maintain records/registers of radiological workers; PDO ionising radiation sources; NORM measurements (count and dose rates, specific activity); radioactive waste, and radioactive contaminated equipment, appropriate to his area of responsibility as delegated by the CRFP. The RPS shall be trained in Basic Radiation Safety and specifically in the handling of NORM to a level that they are able to advise on both normal operations and the initial response to an emergency involving radiation sources. The RPS shall have knowledge of the radiation section of the Safety Manual and the PDO NORM procedures and have a sound knowledge of the use and operation of radiation protection equipment in use within PDO. 8 2.2.5 Radiation Protection Advisor (RPA) Course Purpose of the Position The RPA is the expert on Ionising Radiation. He makes policy proposals and monitors the implementation of the policy. The RPA will be a source of expert advice for all matters concerning Ionising Radiation. It is essential that he has been suitably trained in radiation protection by an authorised institution. The RPA shall at least have 5 years experience in the E&P industry and two years with respect to NORM. On successful completion of the course the trainee shall be: Capable of providing specialist advice on the subject of radiation protection. Trained in all aspects concerning the use and handling of PDO ionising radiation sources, including radiation hygiene. Knowledgeable on all local, PDO and relevant international regulations on Ionising Radiation. Fully acquainted with local conditions with respect to the potential hazards of radiological work on site and during transportation, storage and waste handling of radioactive substances. Able to advise management on the following; The existence of any condition or situation which may not normally be considered a radiation hazard, but may become a hazard under special or unusual circumstances. On the authorisation and training of PDO personnel for work involving Ionising Radiation. Dose of specific PDO personnel. Implementation of the safety measures and personal protection devices to be used, including, the selection of appropriate monitoring devices. Regulations and special equipment to be at hand in case of an emergency and on the need for emergency drills. organise and carry out emergency drills and evaluate results making appropriate recommendations for changes to systems and procedures. Develop, manage and maintain records/registers of radiological workers; PDO ionising radiation sources; NORM measurements (count and dose rates, specific activity); radioactive waste, and radioactive contaminated equipment. 9 2.2.6 Training for Trainers Course Purpose To provide PDO trainers with sufficient knowledge of radiation and PDO procedures to be able to competently undertake the training of PDO personnel. The courses they shall present are: Radiation Awareness Course NORM Course for Supervisors On successful completion of the course the trainee shall be : Sufficiently knowledgeable on radiation mechanisms and control measures to be able to competently present the courses and deal confidently and accurately with questions from trainees. It is essential that upon successful completion of the course, trainees shall have sufficient depth of knowledge of radiation mechanisms and control measures, to be able to competently deal with questions from trainees on any course they present. 10 2.2.7 Radiation Protection Technician (RPT) Refresher Course Purpose To ensure that the RPT skills levels are maintained at a high level of competency since accurate measurement of radiation levels is the most critical aspect in the management of NORM. The course will therefore be compulsory for all personnel at RPT level and above (i.e. including RPS and RPA). Competency testing is an essential requirement for successful completion of this course. On successful completion of the course the trainee shall be : Familiar with the types and use of monitoring equipment within PDO Conversant with the regular checks to ensure correct operation and calibration Practised in measurement techniques including such issues as self-absorption, unusual or unexpected monitor responses Aaware of practical problems with measurement via feedback from actual experiences in the field. Aware of new developments and new equipment in the field of monitoring. Page 9
