2 (B) Report by the Charity Trustees (I) (a) Objectives of the Fund The Fund is established to receive contributions and donations, which may consist of cash and other donations, for the pursuit of medical research and development as well as for the promotion, development and provision of health related services that benefit the Singapore community, including (but not limited to): 1. programmes for the furtherance of continued medical, nursing, paramedical and related education and training programmes to deliver better patient care; 2. the publication of research findings, educational journals, reports, magazines, books, etc; 3. provision and improvement of equipment and facilities for research and development; 4. the holding of conference and seminars, exhibitions, etc; to support the advancement of medical knowledge and healthcare to improve patient care in the community; 5. provision of funded care to patients determined to be in need of financial assistance; 6. provision of step-down care for needy patients after hospitalization. The period of each stay will be restricted up to a maximum of 5 months or S$7, whichever is lower for each patient; 7. provision of transport costs to patients who are unable to seek treatment and care on their own at the hospital because of their condition/ limited physical capability; and 8. any other projects as approved by the Ministry of Health. (b) Activities of the Fund During the financial year, the Charity organized several activities through various channels to meet the objectives of the Fund. Some of which are as follows: 1. Medical research projects - Purchase of research equipment & supplies - Recruitment and sponsorship of research fellows - Sponsorship for researcher s and analyst fees 2. Medical training - Sponsoring doctors to attend The Heart Failure Congress th Asia Pacific Evidence-Based Medicine & Nursing Workshop & Conference - Series of critical care programmes 3. Financial assistance to needy patients, including medical treatment, medication and interim step-down care under various sub-programmes such as: - Children s Aid Programme - Cancer Fund - Zachary Liver Fund - General Needy Patients and Step-Down Care Programme 4. Held a series of I Can!" programmes which aims to motivate patients and create awareness workshops to assist diabetics to change and adapt to a new lifestyle, to better cope with their illness and educate the public on general healthcare, etc. 2 of 4
3 (II) Review of Activities During the Financial Year Activities organized by the Charity, such as the programmes listed in above paragraph (B)(I)(b) have met the objectives of the Fund during the financial year. (III) Review of Financial State of the Charity and Explanation of All Major Financial Transactions During the financial year, an amount of around S$1.1m was written-off by the Charity s trustee, NUH. The write-off has adjustments made to some sub-programmes resulting in an increase of funds available for the next financial year. Needy Patients S$579,000 (approx.) 2. Medical Training S$547,000 (approx.) 3. Patientcare S$600,000 (approx.) (IV) Explanation of the Purposes for which the Charity s Assets are Held and an Indication of the Charity s Future Plans and Commitments Fund balances are held to fulfill the long/ short-term objectives of the Fund as follows: 1. Medical Research Most medical research projects would usually require a pool of funds, especially projects that run over a long period of time, to provide funding such as medical equipments, supplies, recruitment of researchers, reference books, etc. Example of some on-going projects: Study on the prototype development and testing in ex vivo porcine stomach. 3 of 4
4 2. Financial Assistance to Needy Patients There have always been high demands to provide financial assistance to financially needy patients. This is especially so as NUH is a tertiary healthcare hospital which provides and specializes in chronic illnesses. Example of some on-going projects: Provide financial assistance to needy patients on new medical technology such as robotic assisted surgery with the aim of the benefits of less painful and faster recovery on the patient. 3. Medical Training and Education It is necessary to send doctors, nurses and paramedics to courses to keep abreast of the latest medical knowledge. It is also the Charity s objectives to educate the public and patients on the importance of healthy lifestyle. Example of some on-going projects: The Fund supports the Annual Operating Room Scientific Meeting for nurses as well as organise awareness workshops to the public and provides publicity materials on general healthcare information to caregivers and families of patients, etc. (C) AUDITED STATEMENT OF ACCOUNTS 1.
