4 State Program In 2014 the Minnesota legislature apportioned $1 million from the general fund to the Safe Routes to School Program (SRTS) established in Minnesota Statute The funds were intended to supplement or replace aid for infrastructure projects under the federal SRTS program. The Minnesota Department of Transportation (MnDOT) is responsible for the administration of the state SRTS program and makes the funds available to communities through a competitive process. MnDOT with guidance from the SRTS steering committee will strive to align the new solicitation for state funded SRTS projects with other MnDOT state and federal solicitation to improve planning, coordination, and selection of local transportation projects. The state SRTS program will follow similar guidance as the federal program in eligibility and process in selecting projects. Appropriated state infrastructure funds will provide aid for eligible infrastructure projects located within two miles of a school with students in grades K-12. This is a reimbursable program therefor funds are repaid to communities after the communities paid for the cost to implement their project. This state program is separate from the federal program. Federal funding for SRTS infrastructure projects is available through regional Transportation Alternatives Program solicitations. SRTS communities may apply for state funding through this program and/or federal funding through TAP. However, projects awarded federal funds will not be funded through the state program. For more information regarding the federal program visit the Transportation Alternatives Program website. Infrastructure Solicitation Requirements with state SRTS funds include submitting a complete application as described in the statutes and executing a grant agreement with MnDOT prior to implementation of the project. Successful applicants are required to provide evaluations after the project is implemented using Student Travel Tally and Parent Survey form from the National Center for Safe Routes to School. An overview of the process to deliver state funded infrastructure projects is provided on page 6 of this guide. Additional project guidance is available through the MnDOT State Aid District Offices. District State Aid Engineer contact information in each MnDOT district can be found in Appendix A. Applicants may apply for state funding by filling out the application available on the MnDOT SRTS website and submitting it with the required attachments to MnDOT. Additional information and instructions for the SRTS infrastructure application begins on page 7 of this guide. The application for SRTS infrastructure projects requires use of a free program called Formatta. Funding To enable MnDOT to support more communities with the $1 million available, no funds will be provided for right of way acquisition, engineering services, or as a match for federal projects. Funds may be requested for only construction costs and be identified in the total budget for the SRTS proposal. The total cost of the project, including eligible and non-eligible items, must be shown in the required detail cost breakdown. Applications may be submitted for projects that have a total cost as low as $50,000 for needed spot improvements but the recommend minimum project cost is $100,000 for more efficient use of the funds. 10/07/2014 4

5 Eligible Applicants The following entities may submit an application for infrastructure funding with a State Aid sponsor. Schools, both public and private Counties School Districts Federally Recognized Tribes Cities Townships A State Aid City (a city with 5,000 population or greater) or County sponsor is required for all infrastructure projects. See Appendix B and Appendix C for State Aid Cities and County sponsors. If the city in which the project is taking place is not listed as a State Aid City, the City could partner with the County as a sponsor. The sponsor s responsibilities could include but are not limited to: Being the fiscal agent on behalf of the community Ensuring the project meets milestones and dates Executing a grant agreement Developing and submitting plans Letting the project Submitting pay requests Communicating progress reports or updating project status to the DSAEs and State Aid Programs Engineer Assisting with project close out Eligible Projects Safe Route to School infrastructure projects must be capital improvements on publicly owned land that increase the ability of students to safely walk and bicycle to school. The infrastructure project must be within 2 miles of a school or multiple schools that are in close proximity to one another (schools on the same or adjacent campuses, neighborhood or block). The following are types of infrastructure projects that may be approved with SRTS funds. ADA compliant pedestrian or bicycle facilities: sidewalks, multi-use paths, trails, route lighting, and curb ramps. ADA compliant pedestrian and bicycle crossing improvements: median and crossing islands, curb extensions, raised crossings, traffic control devices (including timed on/off beacons, pedestrian countdown timers, actuated traffic control devices) Traffic calming: vehicle speed feedback signs, medians and crossing islands, speed humps, and raised intersections Note: 1. Electronic devices must be permanent - not mobile. 2. Project design plans and specification must be ADA compliant Projects that have been awarded federal funds or are identified in the State Transportation Improvement Program (STIP) are not eligible. Selection Process and Criteria Each project will be reviewed and selected based on criteria from the statute and recommendations from the SRTS steering committee. This process included initial scoring of projects to develop a list then a selection committee review and select from the list. A copy of the scoring form is available in Attachment E for your reference. 10/07/2014 5

6 The criteria that selection committee members will consider to select projects include (but are not limited to): 1. Support to Local SRTS Program 2. SRTS planning/public involvement 3. Demonstration of need and benefit 4. Potential to improve pedestrian and/or bicyclist safety. 5. Potential to encourage non-motorized transportation to and from school. 6. Project support a. Supported by school board resolution b. Supported by State Aid city council resolution or county board resolution 7. Project readiness 8. Geographical distribution Solicitation Schedule The solicitation schedule for funding is provided below. Solicitation notice: October 8, 2014 Application deadline: January 9, 2015 Selection Committee convenes: February 2015 Award announcement*: March 2015 *Subject to change depending on the number of applications received and review time needed Project Development and Delivery Projects are handled through the DSAEs and the normal State Aid plan review and approval process. Additional information on the State Aid project development process can be found in the State Aid Manual available on the State Aid website. State Aid Project Requirements Plans must be prepared under the supervision of the local public agency engineer, or under agreement with a consultant, or by another public agency Railroad grade crossing information within project limits or close to its termini must be provided. Projects must meet minimum State Aid standards and use the latest approved MnDOT Standard Specifications for Construction and any supplemental specifications. Project Milestones 1. Local agencies receives grant award. 2. Local agency prepares and submits construction plans. Construction plans must be submitted to the DSAE with the following documents, as applicable. i. Engineer s Estimate. See Chapter 5.4, VIII. B. Engineer s Estimate. ii. iii. State Aid Plan Review Checklist Additional documents applicable to the project. For a detailed list see Chapter 5.4 Plans and Proposals in the State Aid Manual. 3. District State Aid Engineer reviews and approves constructions plans 4. State Aid sends out funding letter of approval The State Aid Programs Engineer sends a letter with approval to move forward to the local 10/07/2014 6

7 agency. The letter will also include the estimate of state funds provided a grant agreement number. 5. Local agency prepares special provisions for the project. The Project Engineer prepares special provisions for the project. For more information on special provisions see Chapter 5.4, VIII. K. Special Provisions in the State Aid Manual. 6. Local agency prepares proposals The Project Engineer prepares a proposal for the project. For more information on project proposals see Chapter 5.4, VIII. H. Proposals in the State Aid Manual. 7. Local agency bids the project. The Project Engineer prepares advertisement and schedules bid opening date with consultation with State Aid staff. Plans and proposal should be made available at the Local Agency office and the Project Engineer is responsible for publishing the advertising and sending out addenda if necessary. The local agency and Project Engineer is responsible for receiving and opening bids 8. Local agency awards the construction project contract. The Project Engineer submits the low bid is to the State Aid Programs Engineer and an executed proposal is submitted to State Aid as requested by DSAE 9. Local agency executes grant agreement with MnDOT. The Local agency submits the executed agreement with required resolution and attachments. A template of the grant agreement will be available on the SRTS website for awarded applicants. 10. Local agency proceeds with construction Local agency and Project Engineer administers and supervises work on the construction project. See Chapter 5.6 Construction in the State Aid Manual for construction procedures and requirements. 11. Local Agency submits pay request See State Aid Finance website for the Payment Request form. 12. Local Agency and MnDOT finals the project 13. Local Agency completes and submits after-implementation surveys. Local agency and school selects a date during the school year after the project is complete and conducts student travel tallies and parent surveys. Survey data should be entered into the National Center for Safe Routes to School or be mailed in. SRTS Infrastructure Application The SRTS Infrastructure Grant Application is a Formatta based form and is designed to be completed on your local workstation. The procedure is to download the form and instructions from the MnDOT Safe Routes to School website, and save it to your local system. You will also need a small, free application called Filler that allows you to open and complete the form. Additional instructions to install the Filler software and open the SRTS application are provided on the website. You will only need to download Filler once for each workstation to open the application. The SRTS application form can be saved on your work station and you may take as much time and sessions that you need. Make sure to periodically save your work on the form and save it each time you close the form out. A copy of the application is attached in Appendix D for your reference only. Use the guidance in the following section to assist in filling out the application. Please keep the description concise and clear. 10/07/2014 7

This person should be the project manager for the project. Last Name: The last name of the person at the agency applying for the funds. Address: The address of the agency City: The city where the agency is located. Phone Number: The work phone number of the person at the agency applying for the funds. The work address of the person at the agency applying for the funds. County Sponsor (if applicable): Provide the county sponsor if the project is for a township or a city with5,000 population or less Local SRTS Program Status of local SRTS program: select the description that best applies to the SRTS program at the schools this project will be benefiting. If 5E activities have been completed or implemented, list them in the comment space provided. School(s) Benefitting: In the spaces provided, list the name of the school(s) benefitting from the proposed project. In the same row, please also provide the student population, percentage or number of students eligible for free or reduced lunch and the city that the school is in. Are there plans to move the school(s) within the next 10 years: Select no or yes on whether the city or school district have plans to move the school(s). If yes, please provide a short explanation on how this project will still benefit the school and students. Projects funded with state funds are expected to have a useful life of 10 years. Project Information Project Location: Fill in the project location for the city, county and MnDOT District. Use the map link to assist in determining MnDOT District. Identify the road authority on the project: Provide the route(s) and corresponding agency with jurisdiction of the route(s) that the project will be along or impact. Applicants are encouraged to partner with the road authority on the project. Work will not be funded if the city or county with jurisdiction and authority on the specified roadway right-of-way does not approve of the project. Describe the planning/public involvement process for the project or attach relevant pages from the SRTS plan. Is this project in a SRTS plan: Indicate, by selecting no or yes, if the project stems from a SRTS plan. Describe your public involvement and planning process. If the project is identified in a SRTS plan, applicants may include the pages from the plan on your planning process and public involvement. If there is no SRTS plan developed, describe your planning process and public involvement process in the space provided. Discuss who is included on the SRTS team, and what activities have been done so far to garner support and awareness for walking and bicycling. 10/07/2014 8

9 Discuss the public involvement process up to this point for the project and activities to support your SRTS program. Activities could include open houses, city council meetings, neighborhood flyers, newspaper articles, etc. Identifying the safety problem(s). Include data and supporting evidence to demonstrate need: Explain the infrastructure safety problems that are obstacles to students walking and bicycling safely to and from school. Please be very clear in the description as to where the problem(s) is located and what causes the problem(s). Provide supporting data (crash data, parent surveys, pedestrian counts, etc.) or evidence of the existing problem(s). The description and data should demonstrate need, identify the type of problem(s) and provide directions to the infrastructure improvements that could potentially address the problem(s). Provide a short explanation if there is no supporting data. Identify the strategy or strategies identified for pedestrian/bicycle Safety. For reference use the Minnesota Best Practices for Pedestrian/Bicycle Safety guide: Applicants are encouraged to consider low cost, effective strategies first to improve pedestrian and bicycle safety for students. Some resources to help identify these strategies are listed below. AASHTO - Guide for the Planning, Design, and Operation of Pedestrian Facilities AASHTO - Guide for the Development of Bicycle Facilities NACTO - Urban Bikeway Design Guide Institute of Transportation Engineers - Designing Walkable Urban Thoroughfares: A Context Sensitive Approach. MnDOT - Minnesota s Best Practices for Pedestrian/Bicycle Safety How does your project encourage more students to safely walk and bicycle to and from school: Explain how the proposed will benefit the schools and encourage more students to walk and/or bicycle to school. Include other types of benefits as applicable. Construction Year: Select the year the project will be constructed. Project Readiness What is the project development status: Select the description that applies to the project development status of the project. If some design work has started or is being done, identify them in the comment box. Some design work could include site evaluations, utility review, r/w review, surveys, etc. What is the status of the Right-of-way on the project: Select the description that best describe the R/W status on the project. If R/W was needed but already acquired, use the R/W is not needed to show that no additional work in R/W is needed. This should match information on the cost breakdown. Cost Cost Estimate: Provide the cost of project and identify the source of the funding. The information should match the attach detail itemized cost estimate with the application. All costs, whether eligible or not eligible, must be included in the cost breakdown. This includes predesign, design, preliminary engineering, construction engineering, right-of-way, construction items, etc. Attachments Verify that the application is complete with each of the required attachments. 10/07/2014 9

10 Map(s) of the project location(s). The map should include school location, road labels and marked locations of the proposed improvements. There should be enough information provided on the map so a reviewer may be able to find the location on any mapping tool. Student Travel Tallies and Parent Survey results. For schools that already collected and submitted data to the National Center for Safe Routes to School, reports may be generated off the National Center Data Central website. Another source might be the local SHIP coordinators if the school has worked with SHIP initiatives. Resolution adopted by the governing body of the schools Sponsor resolution (if applicable) Timeline with milestones and anticipated completion dates. For assistance refer to the State Aid Manual or contact the DSAE on the State Aid project delivery process. Engineer s estimate with itemized breakdown of the project cost Optional Letters of support from partners Photo(s) of the project location with labels and descriptions Application Submittal When the electronic application is completed, ensure that you have saved it to your local drive or server. The completed application needs to be submitted by the following two methods by the deadline date. 1.
