It has been a historic year for Cal South and we have done our best to highlight just a few of these accomplishments in the 2013 year in review on the following pages. Cal South is the top state soccer association in the country, and is recognized as such both on and off the field. This success is a direct result of thousands of individuals like you working together to provide safe, fun, successful, and innovative programs for our players at all levels of the game. Thank you very much for all of your time and efforts. It has been my pleasure to work with you, the Cal South Board of Directors and to serve as your President. 3 YEAR IN REVIEW 2013 Recap Highlights 2013 WAS A REMARKABLE YEAR FOR CAL SOUTH IN NUMEROUS WAYS: record-setting National Championship performances, broader coaching and referee education opportunities, new programs for soccer camps and clinics, sustained growth in membership numbers, highly successful events and tournaments, and the continued impact of our alumni at the college, national and international levels. We don't have room to mention everything great that happened in 2013, but this is a pretty good start... JANUARY 2013 Cal South Pro+/ODP teams captured nine out of ten US Youth Soccer ODP Region IV Championship titles in Las Vegas. The 35th annual edition of Cal South's oldest competition, the Sports Authority State Cup, got underway as the Youngers brackets hit the fields. A record total of 1,968 registered teams in 2013 made for a 13.4% growth over FEBRUARY 2013 Soccer Nation Expo 2013 was held at the Los Angeles Convention Center and drew over 12,000 fans. Tied to U.S. Soccer's Centennial, the Expo featured the Women's World Cup trophies won by the U.S. Women's National Team in 1991 and The Cal South Soccer Foundation and Toque hosted an Adult Futsal Tournament at Soccer Nation Expo MARCH 2013 Cal South became the first state association to have all four teams sweep the US Youth Soccer ODP Championships. Cal South Pro+/ODP teams have now won 24 out of 56 ODP National Championship trophies (42%) from More than 100 Cal South players celebrated a fundraising effort for TOPSoccer by spending a day with U.S. Women's National Team superstar Abby Wambach in Torrance. The Cal South Soccer Foundation closed its most recent grant cycle, which resulted in $74,000 in equipment, field development and matching grants being awarded to a dozen Southern California soccer programs. APRIL 2013 Cal South alumnus Joe-Max Moore, who played for three U.S. World Cup teams, was elected to the National Soccer Hall of Fame. PSA Elite defeated fellow Cal South side Doxa Italia FC to win the 2013 United States Adult Soccer Association (USASA) Region IV Open Cup in Ontario. Both teams were presented with berths in the Lamar Hunt U.S. Open Cup later that summer. Cal South TOPSoccer hosted the 2013 US Youth Soccer TOPSoccer Region IV Symposium in Fullerton. 4 MAY 2013 Cal South, Cal North and US Youth Soccer Region IV announced the formation of the California Regional League, a division of the revamped Far West Regional League. The Cal South College Showcase Weekend was held in Lancaster in conjunction with the Cal South National Cup U14-U17 Round of 16 and Quarterfinals and the U18 Finals. Over 100 college coaches from across the country attended. The 2013 Cal South Pro+ Invitational at Ventura College over Memorial Day weekend brought out elite teams from Cal North, Colorado and North Texas to take part in exciting competition and training. JUNE 2013 The Cal South Board of Directors announced the donation of $218,700 in subsidies to 54 Affiliate Member teams bound for regional championship competitions to help with traveling expenses. The total includes entry fees. Cal South sent 17 teams to the 2013 US Youth Soccer Region IV Presidents Cup in Boise, Idaho. Three Cal South teams emerged victorious as Region IV Presidents Cup champions. Cal South teams won a dozen titles at the 2013 US Youth Soccer Far West Regionals in Honolulu, Hawaii, setting a record for the event. Overall, 16 Cal South teams participated in 14 different age group finals. Cal South hosted the very successful 2013 USASA Veterans Cup at Frances Ryan Park in Escondido. The tournament featured 102 adult teams with over 2,200 players from 17 different states, Canada and Japan. JULY 2013 The Cal South Board of Directors announced the donation of $117,000 to 21 Cal South teams bound for national championship events. This brought the total subsidies, including entry fees, over the summer to $335,700. NADO captured the Boys U16 title at the 2013 US Youth Soccer National Presidents Cup finals in Florida. As a state association, Cal South has now collected eleven trophies overall through the first five years of the National Presidents Cup series. Scores of players, families and friends took part in the 11th Annual JUSA/Cal South TOPSoccer Fest in Placentia. Cal South teams captured seven US Youth Soccer National Championship titles, tying the all-time record for National Championships won by a single state association in a given year. They also set a record for the most teams attending a single National Championship event (17). Cal South has how won 42 National Championship trophies since 2001, twice more than the next closest state association (North Texas with 21). 5 AUGUST 2013 The popular Cal South Pro+ ODP Camps continued to be a big hit with youth players as over 1,000 attended residential and day camps throughout the summer. Cal South held its third "Teach the Teacher" certification event of the year in Santa Barbara. Including the other courses in San Diego and Murietta, 32 total attendees from 26 different Cal South programs were certified overall. From these 32 attendees, 870 Cal South coaches were certified with their YM1 license, up 330 coaches from The California Regional League held its first Play-In Qualification Round to determine the teams that would fill the final open spots for the league's inaugural season. Over 300 team applications were received in advance of the Play-In. LA Galaxy hosted the 2013 Cal South Presidents' Summit at the StubHub Center. SEPTEMBER 2013 The Cal South fall 2013 season opened for youth leagues and clubs across Southern California. The State Referee Committee conducted an entry level Assessor s Clinic and certified 24 new assessors. NOVEMBER 2013 The California Regional League held its inaugural November Showcase at the San Diego Polo Fields, bringing Cal South and Cal North together competitively for the first time in the newly formed league. Over 175 teams took part. The Cal South Soccer Foundation held its first So Cal Soccer Symposium at the Galen Center at USC. Cal South TOPSoccer and Santa Margarita Catholic High School hosted their 11th Annual TOPSoccer Holiday Fest. Both TOPSoccer and SMCHS received Honoree mentions at the National Philanthropy Day Awards Luncheon that same month. DECEMBER 2013 Separate Cal South Commissioner's Cup competitions were held by Districts 1 and 2 and District 5. 8 Cal South alumni were chosen out of 22 players for U.S. Soccer s Centennial Celebration All-Time Best XI rosters: Marcelo Balboa, Carlos Bocanegra, Steve Cherundolo, Landon Donovan, Eric Wynalda, Joy Fawcett, Julie Foudy and Alex Morgan. THROUGH THE YEAR Cal South now has over 149,000 youth players registered through 2013, an increase of 3.2%. There are now over 13,000 adult players in Cal South's membership, representing an increase of 2.9%. More Cal South Pro+/ODP players continue to be regularly selected for U.S. National Team pools and rosters than any other state association ODP program was the first year of implementation of the revamped US Soccer D License Course. Over 200 Cal South coaches went through the D License course throughout the year. The number of players invited into Cal South Pro+ State Pools hit an all-time high at over 800 players. Cal South Coaching Education held 45 E courses and educated over 1600 coaches. Over 1500 referee assessments were conducted by the State Referee Committee. Cal South National Cup saw 13.1% growth in 2013, and the year also saw the biggest success in Cal South history in terms of accomplishments by National Cup teams. 6 A STANDARD OF EXCELLENCE The significant contribution Cal South has made over the years has provided a positive impact to the growth of the game, not only in the state of California, but across the entire United States. Through the years, a large number of the best Men s and Women s National Team players have come from the area, demonstrating the impact Cal South has at the grassroots level all the way to the highest level of the game. The tireless work done by Cal South is directly linked to the overall success of the game in the United States, and on behalf of the U.S. Soccer Federation and all of our teams and athletes, we would like to salute your dedication to the beautiful game and look forward continuing our relationship. Sunil Gulati, U.S. Soccer Federation President Our friends at Cal South are a great example of a US Youth Soccer State Association that is committed to providing the best opportunity for players, families, volunteers and professionals to benefit from all of the good the game has to offer. Each year, Cal South is well represented on the field and those that are giving to the game are to be commended on a job well done. This past year, Cal South wrote another page in the history books with a complete sweep of the ODP National Championships, seven US Youth Soccer National Champions and one Presidents Cup National title. Their successes at the highest levels speak volumes of the focus, hard work and commitment to excellence that the Cal South administrators, coaches, referees, players and parents display. John Sutter, US Youth Soccer President The Cal South motto Excellence in Soccer perfectly identifies a soccer organization that provides the perfect environment for the development of elite youth and adult teams and players, and at the same time has a 40 year history of growing recreational fun soccer for all teams and players. Cal South is an important leader in the growth of adult soccer in the United States. Richard Groff, United States Adult Soccer Association (USASA) President Cal South and the Cal South Soccer Foundation are recognized leaders within the national soccer landscape. They both do a great job growing the game throughout all communities across Southern California and are important partners of the U.S. Soccer Foundation. 8 Board of Directors Reports John Mullen Cal South President It has been a historic year of success for our Affiliate Clubs, Leagues and Cal South as a whole. Congratulations to all of our players, coaches and administrators who have worked tirelessly to represent and carry forward this standard of excellence. I would also like to thank the Cal South Board of Directors, our Committee Chairs, Staff and the countless volunteers for their continued dedication and professionalism. Our leadership and influence at the regional and national levels has never been stronger. Our growth and commitment towards introducing more youth and adult players to the game also remains very strong. It has been my pleasure to work beside you and to serve as your President, and I am asking for your support for another term. Let s continue the good work collectively to advance and improve the game. The past year has seen tremendous progress in a number of areas. We have also identified areas for improvement. Our leadership is committed to working with our membership at all levels to move Cal South forward in a positive and responsible manner. Consistent Governance Our long history as a state association has resulted in a tremendous build up of rules and paperwork. We have started the process to simplify or eliminate rules and policies that may have had some use in the past, but are now outdated and a hindrance to our members. Our goal is to make life easier for our affiliates and sanctioned tournaments. We are optimizing technology where possible to automate these processes. We have already approved streamlined tournament sanctioning and reporting requirements which our tournament directors will love. Additionally, we are in the process of creating a new policy manual which will make for more consistent and streamlined governance going forward. Player Safety Providing a safe environment for our players and volunteers is always a top priority. We want the right people working with our kids. We also want to provide the safest playing environment possible at all levels whether it is goal safety, providing resources to

9 Board of Directors Reports elevate field conditions or taking a leadership position on critical issues. We are working closely with our insurance carriers, our partners and the Cal South Foundation to provide these resources. Cal South has taken a leadership position in the formation of a pilot program around concussion coverage and baseline testing for our players. We successfully tested a program for our winter Pro+ teams. We have many affiliates that have expressed an interest in providing that program for their players. We look forward to sharing more information and opportunities for participation in the months ahead. Financial Responsibility Cal South is a well run and financially stable organization. We have kept all membership fees in check. Our operating and administrative ratios align with all non profit benchmark standards and will continue to do so going forward. Each year we receive a clean audit which is the highest opinion you can receive from an auditor. Our goal is to stay on the path of financial responsibility, transparency and do our part to minimize fees. Recreational Soccer This is the foundation of our game and the entry point for our players. It is also where many of us as volunteers started our journey, including myself. This is an area that needs more support and we are committed to providing more resources to this area. Our Teach the Teacher coach licensing program just finished its second year and continues to empower our recreational programs at the local level. We are also near completion of an age appropriate (U6, U8, U10 ) season practice guide which Cal South leagues and clubs can co brand and use as a great resource for all volunteer coaches. We are in the midst of hiring a Director of Recreational Soccer who will be focused on connecting our existing recreational programs, elevating resources and meeting the evolving needs of our recreational constituency.

10 Board of Directors Reports Member Benefits and Resources As a member based organization, this area is always a priority. We added several benefits this past year. The Camps and Clinics program (CCAP) which provides coverage Board for camps, of Directors clinics and skills Reports based programs without having to self insure these programs has met with tremendous success with over 70 programs covered thus far. This past year also saw the formation of the California Regional League. This accomplished two things. First, we were able to secure two automatic placements for our teams into the Regional Championships providing more opportunities for advancement of our teams. Second, it eliminated the cost and burden of teams having to travel across the entire region. Together we grew youth and adult player participation by over 3%. We are growing the game and introducing new players at all levels which is tremendous. Going forward, we have a duty to match this player growth with the development of soccer specific facilities and improved training. This is a strategic priority and we are excited to meet this challenge. Cal South provided over $300,000 of direct monetary support to our advancing teams, over $250,000 in grants and equipment through our Foundation and raised over $20,000 with a first year fundraising effort to support TOPSoccer. We are happy with these efforts, but will continue to raise the bar through corporate partner support to elevate our programs and resources. Once again, we are excited for what the future holds for Cal South and our member base. I look forward to working together and would appreciate your support for another term as your President. 11 Board of Directors Reports Derek Barraza Cal South Executive Vice President Dear Cal South Members: 2013 brought new challenges. Johnnie Garza accepted a new work assignment in our nation s capital and unfortunately had to leave the board. The board appointed a new president and we began to move in a different direction. The following are my viewpoints on some of the important issues facing Cal South: Cal South Committees Current leadership has stated that all committees chaired by staff should not have participation by board members. This was NOT in the 2012 Governance Committee recommendation accepted by the board. I believe that board members serving on committees are a part of good governance and good for leadership development. There clearly is a desire to eliminate some of the committees and replace the volunteers with staff members reporting to the office. I am not in favor of this and prefer keeping our volunteer committee members. This is key to member representation and participation in the committee work important to our membership. Release/Transfer During Roster Freeze We received numerous calls and messages from concerned members expressing dissatisfaction with the implementation of the revised policy. I believe we need to work together with member representatives to develop a policy that all can support. This will be an agenda item for the next term of the board. Support for Recreational Soccer I attended the District 3 Recreation President s meeting in October. There was excellent feedback from the league presidents. We need to implement the findings of the 2010 Recreation Task Force. This will be an agenda item for the next term of the board.

12 Board of Directors Reports Communications Improvement Committee This committee was established in response to a 40+ page letter from a member league with detail examples of communications anomalies. Our task was to develop a project plan to address the complaint and improve the processes utilized to communicate between the board, staff, and membership. Our approach: 1.0 Assess the current situation 1.1 Review current processes and procedures 1.2 Interview office staff 2.0 Create a list of findings and recommendations 3.0 Generate a project plan to remediate the findings Results at the time of this report: The project plan addresses over 100 findings. The plan is Board under review of Directors by the board Reports and has a timeline of about 7 months to complete. Work is expected to begin in March I would like to thank the committee members: Bob Turner, Doug Knarr, Lila Smith, Luca Pacelli, Sue Abadie, Rick Velasco, and staff liaison Bill Lewis. Strategic Planning The strategic planning sessions have continued. During 2013, we began quarterly strategic reviews. Although some progress was made, a number of our initiatives fell short of our goals. We are currently reviewing these initiatives for 2014 and will set new baselines and targets for success. Stay tuned for updates. Audit Committee Our audit provider, Singer Lewak Accountants and Consultants, just completed the 2013 audit. The annual audit report was presented to the board at the January board meeting and the audited financial report will be available to the members at this year s AGM. The report was very good as there were no control deficiencies or material weaknesses. The auditor did express the need for Cal South to implement a formal process for financial close. This includes closing the books on a more timely basis each month. We will closely monitor staff s efforts to complete and document the process. Thanks to the Audit Committee: Lila Smith, Rick Velasco, Sharon Kornfield, and staff liaison Adrian Marquez. Protest Appeals & Discipline (PAD) Committee The PAD Committee has worked hard all year. I am very proud of the work this committee does, week in, and week out. Thank You PAD Committee: Paul Doty (Chair), Sue Abadie, Sharon Kornfield, and staff liaison Alely Cruz.

13 Board of Directors Reports Risk Management (RM) The RM Committee is working on an update to the RM Manual. The rewrite draft is complete and under review. Thank You RM Committee: Lila Smith (Chair), Roy Carlson, Luca Pacelli, Cindy Quan, and staffliaison Alely Cruz. I would like to thank the many club and league volunteers of our association. Cal South exists because of and for its member organizations. Service to our members is our most important purpose. I would like to thank our committee members for their hard work supporting our membership through the programs we provide. I also would like to thank our staff for supporting our members and continually working to improve the Cal South member experience. 14 Board of Directors Reports Roy Carlson Cal South Vice President of Youth Cal South is the top soccer organization in the country and is recognized as such at all levels on the field and off. We attribute this success to the thousands of individuals working tirelessly to provide safe, fun and innovative programs to our players. But we can t rest on any laurels, we owe it to each other to continue raising the bar to maintain our leadership position. We continue to grow with extremely high membership retention and relish working together with you to Advance and Improve Soccer. The past year has shown over three percent (3%) growth of both our youth and adult player base. Cal South remains financially sound while maintaining conservative reserves. Fee levels at all levels have been maintained which is a key goal for our members. Although insurance premiums rose we did not pass this through to our members. Responding to our membership, board oversight and governance, continually monitoring and implementing our strategic plan, effective communication, program evaluation and keeping a lid on costs are key elements of our governance plan every year. And we devoted significant attention to each of those areas. But we can always strive to do better. The Cal South Board and staff focused much of their work during the year on meeting the goals of our strategic plan and evaluating our programs and cost structure based on input we received throughout the year. The Board and staff concluded we were not going to retreat from our responsibility to be the leader of, and advocate for, youth and adult soccer in the state. However, we also recognize that we need to remain responsive to changing priorities and open to alternative approaches, especially in light of the constantly changing soccer landscape and continued malaise in economic conditions. The transition to a more strategic and governing board and away from a more operational board has been a difficult one. Change never comes easy. The goal of this transition is to not be mired in administrative functions, but rather to allow the Board to guide the vision of the organization and engage the needs of our Affiliates. We need all of our best efforts including yours to recognize and effectively respond to the most pressing threats and opportunities we each face. Transparent decision making, effective communication and open dialogue among the Board, our members and staff is a cornerstone to strengthening understanding, cooperation and trust that we all need to be most successful.

15 Board of Directors Reports My goals for 2013 to advance and improve soccer were to devote more attention to recreational programs and to draft a roster freeze rule that causes less consternation. I don t think I was successful in reaching those goals. We were hoping to offer more support for your recreational programs and that is not happening quickly enough for me. This was the second year of the Teach the Teacher recreational instructor certification which continues to grow and improve. Cal South hosts the National Youth License to add to the instructor base and hopes to host two National Youth License courses in We have also decided to hire a Manager of Recreational Soccer which should speed and increase support for the recreational programs. As for releases and transfers during the roster freeze period the Board and staff reviewed, revised and attempted to streamline our handling of releases and transfers. We didn t handle the transition to the new process as smoothly as we would have liked, but for the vast majority of releases and transfers the new process worked well and provided a consistency we haven t had in the past was a year of investment in the future and action on the ground. This was our first full year in measuring progress along our strategy map to facilitate the achievement of our strategic goals. Some goals have proven more difficult than we expected. The Board as a whole remains committed to aligning our objectives and initiatives with our long term strategy. When you don t reach every goal, when you don t win every national championship, it is easy to think it wasn t a successful year. But by any standard this was a successful year. We hosted a TOPSoccer Fund raiser with Abby Wambach that generated over $20,000 to support the growth of those programs. Cal South hosted the USASA Veterans Cup for the second year in a row with 102 teams from 17 states participating. Cal South was the first State Association to successfully implement the full USSF E and D curriculums on a year round basis. Our Cal South Pro + Program continued to set new records; winning four out of four National Championships in This was the second year of the Pro+ Elite Identification Camp with US Soccer Staff onsite and player costs removed or minimized. This program just keeps getting better and better, and should be a model for the country.

16 Board of Directors Reports Cal South teams won both of the inaugural U13 Youth National Championships at Overland Park, Kansas in July. The Legends FC 99 girls won 1 0 and the Pateadores LA boys won 3 0 in the finals. In all national competitions Cal South teams won seven 2013 US Youth Soccer National Championships and one 2013 US Youth Soccer Presidents Cup championship. Three other teams from Cal South made it to the finals in these competitions and sometimes the difference between winning and not after a long year is the width of the crossbar like the U19 So Cal Blues Dido who came ever so close at the end of regulation to winning our eighth national championship in Kansas. It takes a complete team effort to make it to the finals and with these successes there should be no doubt that the soccer development programs that comprise our member clubs are doing things right. Once again Cal South referees led the way at the regional and national championships. This group of fine young men and women represent Cal South with pride at these events and it is a pleasure to speak with them also saw the start of the California Regional League in place of the Far West Regional League. The intent was to provide another path to the Far West Regional Championships for Cal South teams without all the travel around the Region. The California Regional League secured the chance at two Far West Regional placements without the need to travel to multiple states. Each of these accomplishments is a tribute to our membership. Thank you for your time, effort and leadership in developing players and building competitive teams. Nothing wilts faster than laurels that have been rested upon. Percy Bysshe Shelley. There's that talent thing where I can score goals, and there's also that want and ambition to keep doing it and doing it and doing it. I've seen a lot of players do it for a year and then they rest on their laurels, but I've been very driven throughout my career. Without being the most talented, I think I've tried to make the most of it. Frank Lampard I think if you do something and it turns out pretty good, then you should go do something else wonderful, not dwell on it for too long. Just figure out what s next. Steve Jobs. 17 Board of Directors Reports Brett Wood Cal South Vice President of Adults I am honored to have served as the Cal South Vice President of Adults for the last four years. It has been an exciting opportunity and also a learning experience for all of us as we continue to grow the Men s and Women s Adult game of soccer in Southern California. There have been many accomplishments since Cal South started working with the Adult leagues in 2010 including membership growth from approximately 8,000 players to over 13,000 players today. Cal South has also hosted National Cup tournaments and several men s and women s teams have enjoyed tremendous success on the national stage. We were also selected by USASA to host the National Veteran s Cup for two years in a row with a record number of teams from all over the country, Canada and even Japan. The Cal South Board also showed their willingness to listen to the needs of your leagues as we modified our policies around team roster size, summer season fees and age restrictions which resulted in some parents to have the opportunity to play on the same teams as their children truly sharing the joy of the game. Future initiatives include more tournaments for affiliated Adult teams, strategies to help serve the growing women s leagues, opportunities for players once they age out from their youth teams and initiatives around futsal, small sided games and the recreational leagues. Cal South s Strategic Vision Plan and newly developed Road Map displays the desire by this organization to continue to grow and excel as the nation s leading Youth and Adult state soccer association. The needs of the Adult leagues and teams were an integral part of developing this exciting strategic plan. Thank you for your input. 18 Board of Directors Reports Ken Goldman Cal South Treasurer TREASURER S REPORT 2012/2013 I appreciate this opportunity to report to our Cal South membership about the financial affairs of Cal South. This is the 11th report I have given as Cal South s Treasurer, having been elected to the position in 2003, and I am gratified by the membership s confidence in your financial leadership team. I d like to take a moment to recognize and thank various people involved in effecting and overseeing the financial aspects of our Association. Thanks go to the Board of Directors Finance Committee, comprised of: Ken Goldman, Chair (Treasurer) John Mullen (President) Mark Flahan (District 1 Commissioner) Rick Velasco (District 7 Commissioner) John Weinerth (CEO) Our appreciation is also extended to our dedicated and hard working accounting and bookkeeping staff. During this past 2012/2013 fiscal year, Cal South s accounting department has undergone various challenges, but has maintained adequate controls over the record keeping process and the protection of Cal South s assets. During the year, the five member Finance Committee has met to, among other things, formulate and present to the Board of Directors the Association s annual budget. Further, the Finance Committee has instituted a new procedure of reviewing and approving the Organization s monthly financial statements. This new monthly process has provided greater Finance Committee and Board of Directors oversight of our financial affairs. For the 2012/2013 fiscal year, Cal South s revenues and expenses hit new highs for our Association of approximately $7,900,000 and $7,700,000 respectively, yielding a positive balance of approximately $226,000. Therefore, Cal South operated in compliance with (exceeded) our 2012/2013 balanced budget. This result was achieved in spite of the current and on going challenging economic climate in Southern California for not for profit organizations. While operating within a balanced budget, Cal South was able to provide support to our teams, both youth and adult, attending Regional and National competitions in

19 Board of Directors Reports amounts exceeding $320,000. Overall, Cal South was prepared for these expenditures, and continues to adequately provide for these subsidies in our budget. During the prior 2011/2012 fiscal year, the Board of Directors increased the maximum amount of reserves the Association may carry up to six months of budgeted expenditures in recognition of continuing economic challenges and future strategic plans. The Association s investment reserves were approximately $2,292,000 at December 31, 2013, which represents approximately 3½ months of budgeted expenditures. The Finance Committee has determined that the magnitude of these reserves is necessary, considering the growth in Cal South s membership, programs, anticipated operations and Cal South s short and long term strategic initiatives. Our budgeting protocol has been revised, such that budgeting is generally tied to our strategic plans and initiatives. Of course, adequate funds are allocated to all of Cal South s member benefits and services since we remain a membership oriented organization. The Board of Directors and senior management are able to appropriately assess financial accountability at all levels of operation, consistent with the services we intend to provide and the strategic initiatives we intend to pursue. At the Board of Directors meeting in October 2013, Cal South s budget for the 2013/2014 fiscal year was approved. This budget was balanced and was the largest budget in Cal South history, with revenues and expenses budgeted at $8,200,000. Thanks go to the CEO, his staff, and the Finance Committee for getting such an important and complex task done efficiently and timely. As a part of this Annual Report, we are pleased to include our audited financial statements as of and for the year ended August 31, This is our second year with our new auditors, SingerLewak, and the audit was performed smoothly, timely and efficiently. In summary, Cal South continues to maintain a strong financial condition, with transparency to its financial affairs and with adequate reserves to both operate its programs and fund its future plans. 20 Board of Directors Reports Lila Smith Cal South Secretary I would like to thank everyone that has worked diligently this year to help Cal South achieve another great and productive year. I recognize that success does not get achieved without feedback from our members on what can be streamlined or done better brought about a lot of challenges with Johnnie Garza moving out of Cal South. The Board continues to work toward accomplishing some of the strategic plans that were being put in place. I would like to thank John Weinerth and his staff for all the hours that are spent organizing the Soccer Nation Expo weekend. Thank you to Paul Doty and the PAD committee for all the long hours spent making sure that we act on any complaints, assaults, referee abuse and other items. Also, thank you to Lisa Wolfs and Alely Cruz for working to keep our Risk Management department to be one of the top in the United States. The Risk Management department has been busy making sure that all administrator and referees are approved in a timely basis. I appreciate all the registrars that update their teams to include the new administrators as soon as Livescan are done, as this saves the office staff a lot of time. 21 Board of Directors Reports Mark Flahan Cal South District 1 Commissioner It is my pleasure to serve as Cal South District 1 Commissioner and represent our members by bringing the needs, interests and concerns of the District s Member Leagues to the Cal South Board of Directors. District 1 continues to grow with 22,469 registered youth players spread across 34 active leagues and 2,937 registered adult players participating in our two adult leagues. I applaud our members for the continuing success of the district. It is through the efforts of the affiliate member s boards of directors, coaches, referees, volunteers, players and families that we continue to grow and provide the best possible opportunities and experiences for our players. The district is a hotbed of both recreational and competitive tournaments from college showcase to beach soccer. District 1 teams continue to excel in regional and national cup competitions. District 1 is proud to recognize the Mesa Soccer All Star Tournament as our District s Honoree for its 30 years of continuous service to our recreational players. Mark Flahan

22 Board of Directors Reports Luca Pacelli Cal South District 2 Commissioner I am pleased to report that Cal South District 2 had a successful year in 2013 and we look forward to building on that success in the coming year. We are pleased to recognize the following team for their phenomenal efforts as National Champions for: Tournament National Championship Series National Champion Del Mar Sharks GU16 As District 2 commissioner I attended: 1) 16 League s BOD meetings out of 19 Active Leagues in the district 2) All of the Presidio general meetings 3) All of the Cal South BOD meetings 4) All of the allowed Regional and National USYSA and USSF meetings 5) State Cup Presidents Regional and Nationals 6) National Finals and the USYSA National meeting Throughout these meetings I have performed as your representative and voice conveying your concerns and communicating to the District, the State, Regional and National issues. As your representative and as a messenger for the voice of the district the focus at these meetings has been to continue to grow Cal South as a member based organization and focus on member representation, increased member values, and increase the quality of the member services. The message was to reconnect with our members with less emphasis on for profit corporation and more emphasis on returning member values and services. While on the Board as your representative I have participated in the: 1) Policy and Rules committee 2) Risk Management Committee 3) Communication Committee 4) State Cup Committee

23 Board of Directors Reports While on the committees I attended all of the meetings and contributed in assisting with the new documentation of the Rules and Regulations for the Release and Transfer, State Cup Tournaments, Risk Management. Additionally we documented the Communication Committee findings and recommendations. The District this year was also able to have the District 1 and 2 Commissioner s Cup at Ryan Park in December, which last year was cancelled due to the weather. This time it provided a great experience and fun to all of the Recreational Teams attending the event at Ryan Park. This year we will focus on increasing the attendance adding District 3 and making the event a fun recreational festival for everyone to remember. In the District I have been working with the Adult leagues to promote the Adult organizations. We would like to grow the programs in the Adult leagues so that the players after they age out of the Youth Clubs will have a place to play with the appropriate age groups. Our biggest push right now is to consolidate some of the fragmented Leagues into one stronger League offering division for all adult ages and play levels. The effort will also be to have each one of the District 2 Youth leagues participate in these programs and have an Adult men s and woman s program for their players. This year we will also be hosting a TopSoccer Festival with the help of Sandy Castillo making it into an annual San Diego based event. The District registration number trended upwards for Competitive and downward for the Recreational side which Recreational side will be an area of focus throughout the coming year. With your support and insight, we can continue to be the best of the best. I would like to welcome the leagues that joined District 5 this year; Foundacion Deportivo Universal, L.A. Misioneros FC, Little Wolves Soccer Club, Olimpus FC, Sport Club Corinthians USA, Coachella Valley Youth Soccer Association, Desert Hot Springs Youth Soccer League, Fontana Football Club, Desert Elite Football Club, Newcastle United Futbol Club, Hemet Juventus FC and Palm Desert Youth Soccer Adult League. Thank you to the following leagues who hosted the recreational tournaments in District 5 this season: Rialto Youth Soccer League Open Cup at Jerry Eaves Park Temecula Valley Soccer Association Commissioner s Cup over two week ends at Temeku Hills Park, Ronald Reagan Sports Park, and Patricia H. Birdsall Sports Park High Desert Youth Soccer League President s Cup over two week ends at Brewster Park Palm Desert Youth Soccer League Tournament of Champions at Palm Desert Soccer Park Adrian Grajeda, the young man from Palm Desert Youth Soccer League whose leg was amputated just below the knee after an accident, and is doing very well. I had the pleasure of meeting Adrian and his family and they are very appreciative of all the support they have received from their soccer family. Thank you for being so supportive and caring. Adrian has received his prosthetic leg and looks forward to playing soccer very soon. Congratulations to the District 5 Honorees. Your service above self is inspiring. 25 Board of Directors Reports Rick Velasco Cal South District 7 Commissioner To All District 7 and Cal South Board of Directors: 2013 was another successful year for District 7 in many areas. Our success from 2012 continued on 2013, with growth in player numbers, increase in youth and adult leagues, tournaments, and high performance in the Governors and President Cup tournaments, US Youth Regional and National Cup competition. Congratulations to all champions and finalists in those tournaments. District 7 was well represented on and off field during the 2013 spring and fall league competition. I want to give thanks to all the recreational volunteers who year after year, provide thousands of volunteer hours for services as coaches, assistant coaches, administrators and referees. Also, I would like to give an extra special thanks to those leagues that provide a TOPSoccer program for those amazing athletes. Congratulations to all the adult leagues in District 7 for allowing us, Cal South, to provide you with the necessary services to be able to compete. District 7 Awards for : Recreational League of Excellence: South Bay Soccer Association Competitive League of Excellence: Central Coast Condors Soccer Club We have continued to sustain, grow and provide our members with the necessary customer support. We have seen significant changes in the youth and adult leagues. All these have been positive changes that will affect our environment and development for the years to come. Cal South District 7 Banners/Flags were delivered to some leagues. I will continue to distribute those throughout the year to those of you that have not received them. My thanks go out to all the District 7 VIPs for their continuous commitment and dedication to their individual leagues. I, as your District Commissioner will continue to insure that District 7 is well represented and that all your concerns and problems are resolved in a timely manner. Challenging scenarios require challenging decisions, so your patience and support is truly appreciated. Once again, please consider developing a Top Soccer program in your organization. TOPSoccer will be one of the most rewarding programs instituted within your clubs and leagues. I commend all the new leagues and clubs for establishing a program that benefits our children with special needs. TOPSoccer is a community based soccer program for young athletes with

27 Board of Directors Reports John Weinerth Cal South Chief Executive Officer Happy belated New Year and welcome to the 2014 Cal South Soccer Nation Expo and Annual General Meeting. We have a great weekend in store featuring top national and international clinicians, relevant topical classroom and panel discussions, recreational coaching clinics, an adult Futsal tournament, the vendor expo and our annual awards banquet recognizing just a few of this past year s tremendous contributions throughout Cal South. Together we represent the top soccer organization under US Soccer both on and off the field of play. The innovative programs and successes of our members is recognized throughout the country and is a direct result of the tireless work put in by the players, coaches, administrators and volunteers. Congratulations and thank you for your unwavering commitment to advance and improve the game throughout Cal South. As captured in the 2013 Year in Review highlights recap at the front of this program; it was a historic year for Cal South on many fronts. Each year we challenge ourselves to grow participation, operate with efficiency and transparency, provide quality customer service throughout all programs and meet the evolving needs of our membership. This past year by all measures was extremely successful. Our collective membership growth and retention rates were outstanding as we grew youth and adult player participation by over three percent representing the highest registration numbers in our history. Participation throughout all programs in what remains a challenging economy was very high with double digit growth in team participation in State and National Cup. We launched new programs where it provided strategic relevance for our members such as the formation of the California Regional League which secured automatic placements to the regional championships while reducing travel across the region. We also bolstered our commitment to programs that will serve the long term interests of developing the game such as the growth of the Teach the Teacher recreational licensing program. Our coaching, referee and player identification programs remain at the forefront of US Soccer and we continually look to elevate and improve this standard of excellence across all of our programs. We are also focused on streamlining our administrative requirements and optimizing technology in everything we do.

28 Board of Directors Reports For the 2012/2013 fiscal year, we maintained all fees at consistent levels. We operated in compliance with the annual budget and exceeded all financial goals for the year. We were efficient throughout all operations with strong financial support to all advancing youth and adult teams. We also continued a solid financial commitment to the Cal South Soccer Foundation and our mutual dedication towards facility development and outreach programs. Our operating expense ratios continue to align with all non profit benchmark standards and once again we received a clean opinion from our annual audit. Cal South continues to be very financially responsible and maintains adequate investment reserves for the long term health of the organization. As we evolve our business, we challenge ourselves to identify areas for improvement and look to provide new benefits and services across a diverse and growing membership. 29 Committee Reports TOPSOCCER COMMITTEE Sandy Castillo Cal South TOPSoccer Chair TOPSoccer Buddy of the Year This year s Buddies of the Year are: Ryan Nourse Ryan is a TOPSoccer player and is now active as a buddy. He played for 8 years and has been a buddy for 3 years. Ryan volunteers with the La Mirada TOPSoccer program. Eric Rhee Eric has been involved with TOPSoccer for 4 years as a buddy. He was very timid when he began but is now a leader. Eric started a club in his high school to find buddies to come out and volunteer, which has been very successful. Eric volunteers with the La Mirada TOPSoccer program. CONGRATULATIONS to these two young men who volunteer their time to our program. New Program Vista Youth Soccer started a new program this year. A video of their activities for this year has been posted on the Cal South Website. To have more participation between programs in every district, including weekly games and/or specific TOPSoccer Tournaments. Thank you to all the leagues that believe in the possibility and make it a reality for my kids to play soccer. STATE REFEREE COMMITTEE George Noujaim Cal South State Referee Administrator 1. Cal South referees supported the USYS Region IV Championships in Honolulu with 20 referees and 4 administrators. We also supported the USYS Region IV Presidents Cup in Boise, Idaho, with 10 referees and 1 administrator. In addition we sent 4 referees to the Region IV National Cup in Seattle, Washington. 2. Zakkariah Abad and Katie Gendron were named Youth Referees of the Year. Youth Mentoring Program 1. Continued to support the State Cup as a Youth Referee development advisor. Supported various Referee Associations as an instructor and guest lecturer with an aim to support their youth development programs.

31 Committee Reports State Director of Assignors 1. Supported local assignors on the State Cup and National Cup matches. 2. Hosted an annual Assignors meeting on January 19th. 34 assignors attended the meeting. Indoor, Beach and Futsal Soccer Program 1. Hosted a Futsal Referee Clinic in February in Irvine. 2. Supported the US Soccer Youth Futsal event sponsored by Nike in April. State Director of Instruction 1. Continued the Referee Professional Development (RPD) and hosted a referee training session at Soccer Nation that included Paul Rejer (USSF PRO Training and Development Manager), Herb Silva (USSF Director Referee Identification and Training), Bob Amman (Coach Cal State Fullerton) and Dr. Richard Cheung (Sports Injury Specialist). 2. Directed the in Service Monthly Training program and certification/re certification clinics. Published the 2014 Monthly Training Program topics to Referee Association Presidents in November. 3. Arturo Angeles and Randall Reyes attended a FIFA sponsored instruction class in Jamaica. State Director of Assessment 1. Conducted over 1500 referee assessments. 2. Conducted an entry level Assessor s Clinic in September and certified 24 new Assessors. 3. Gabriel Goldsmith, Szilard Gyalay, Tom Litchfield, Donald Ramsay, Jeremy Swan and Jim Zerkle were certified in November as State Assessors. Other News 1. Leo Umana was named a 2014 Region IV Assignor. Leo will assign referees to the ODP Championships and Far West Regionals. George Noujaim State Referee Administrator

32 Committee Reports PROTEST, APPEALS AND DISCIPLINARY COMMITTEE Paul Doty, Chair The PAD Committee for Cal South is a standing committee organized to meet the requirements of USSF Bylaw 701. It serves the association as the body to investigate, review and hear disciplinary issues, administrative actions, appeals and grievances by sanctioned members. It has the authority of the Board of Directors to adjudicate, negotiate and/or hold hearings to determine if violations of rules or bylaws have occurred. It may assess penalties and appropriate sanctions as required to influence positive change in the behavior of players, coaches, administrators and the sanctioned members of this association. The Cal South Board of Directors has oversight of the PAD Committee through Derek Barraza, Sue Abadie and Sharon Kornfield. The Committee Chair is Paul J. Doty supported by the following members: Christie Paulson, Michelle Richter, Johnny Quan and Alely Cruz as Staff Liaison. Rules, regulations and procedures are evolving as Cal South grows. We work closely with the Bylaws, Policy and Rules Committee utilizing the Board Governance Policy Manual as a guideline to maintain consistency throughout the association. The PAD Committee has established a specific e mail address and archive that streamlines the reporting and investigation process. PAD@Calsouth.com is accessible by all of our members. It is regularly monitored by staff and the Committee. We make every effort to treat our members with respect and dignity when dealing with adverse situations and the challenges of dispute resolution.
