1 EUROPEAN PROJECT LEADERSHIP AND MANAGEMENT PROGRAMME Goal The mission of the EULPM programme is to provide immediate and effective support to organizations and project leaders at the forefront of reforms enabling maximal and most effective use of EU funding opportunities. This intensive 5 week program is designed for professionals seeking advanced understanding of the EU project development, funding, lobbying and leadership; What we offer The program develops competencies and skills for initiating and implementing projects satisfying the highest quality criteria and understanding stakeholder issues that enable high impact and sustainability. EULPM is building the capacity of reform leaders to put in practice the most advanced methodologies for EU project management and leadership from project idea to follow-up in their local communities. Focusing on new EU funding opportunities EULPM examines the project cycle management, identifying key variables for success at each stage, refining necessary crosscultural communication and fundraising skills, increasing leadership capacity and providing irreplaceable insights into best practices; As an added value EULPM is based upon practical work on participants' own concrete project proposals under supervision of leading EU experts, interconnecting initiatives that may reinforce each-other. 3 MAIN TRAINERS: Prof. Dr Steve Quarrie has been director for three years of the Consultative Bureau for International Projects of the former Ministry of Science and Technological Development (now Ministry of Education and Science), Republic of Serbia, to give help to Serbian scientists applying for European projects, mainly from FP7. He provided regular training courses to scientists on general skills needed to develop a successful career doing science and research, including how to write project proposals. These courses have also been given in Skopje, Macedonia and Krakow, Poland. He teaches general research skills to PhD students at the Faculty of Biology, Belgrade University, and is also a visiting Professor at the Business School, Newcastle University, UK. He has been a proposal evaluator for the European Commission in Brussels, and was a consultant for Serbia s first Accreditation Commission for Higher Education. He has taken part as an independent expert in several Tempus projects in Serbia and the Western Balkan region, providing expertise in quality control and improving lecturer teaching skills. He is a member of the Belgrade NGO Education Forum providing expertise in pedagogy and active teaching/learning methodology, as well as being a council member of the NGO Kreativa, which focuses on developing creative talents, involving schools in the broader community and improving teaching quality in schools. Professor Quarrie is also an active researcher, being a world-respected authority on drought resistance in cereal crops, carrying out research on the genetic control of yield in wheat under environmentally stressed conditions at Newcastle University, Krakow, and Viterbo, Italy. For much of his UK-based research career he managed multi-partner international consortia of researchers. He has been living in Belgrade since 2001, and has Serbian citizenship. Dr. Juergen Henke has been acting as an international management consultant for enterprises and advisor for German and European governments in smart innovation strategies promoting the collaboration between research organisations and economic entities. Actually he is advising German research organisations and enterprises in global networking for innovation and research collaboration. From 2010 till 2012 he was the team leader for the Commission of the European Union in Serbia advising the Ministry of Finance and Economy of the Republic of Serbia in improving competitiveness and innovation of Serbian enterprises; Serbian faculties, research institutes and enterprises were assisted to apply jointly for EU funded research and innovation programmes with international partners. He was the Director of the German Management Academy in Celle ( ) for international collaboration delivering management and innovation training and entrepreneurial internships for experienced and high-potential European entrepreneurs and managers. Mr. Henke is organising collaboration between industry academia in EU research framework programmes, CIP, smart regional innovation initiatives, TEMPUS and national programmes. These activities are supported by peer based learning workshops, coaching and mentoring for research project profiling, promoting national / international networking and partner search for research consortia. He has provided advice to Governments and organisations in Poland, Slovakia, Turkey, Indonesia and Lebanon for institutional development, designing strategic actions for technology-driven development; he undertook legislation gap analysis for technology centres and transfer organisations, and drafting of legal documents for innovation support institutions. Development of business plans for and management of technology centres and business service organisations is part of his engagements. As team leader for various projects of EuropeAid and The World Bank he is very familiar with international donor rules and regulations.

4 Mr. Haris Piknjac had been working on EU funded projects, EU institutions and private firms for the past 16 years. First four and a half years of his carrier were well spent at one of the largest ever TA projects in Bosnia and Herzegovina, in terms of funding and staff employed. At that time Practical Guide for EC External Aid Contract Procedures (PRAG) did not exist, so all procurement was done according to FIDIC books, where Mr. Piknjac was quality controller of all outgoing documents, namely tenders, contracts and reports. Later on he was employed by the EUD to BiH as a Procurement Officer, where he had been part of three-person team commenting the first version of PRAG and putting it to test before it became obligatory for all worldwide EUDs.Afterwards, he had been part of implementation teams on numerous projects in the Middle East, North Africa, South West Asia and Far East, where his responsibilities were mostly dealing with EU procurement procedures, contract and financial management, financial reporting and monitoring. Last eight years of his professional experience were focused a lot also on various grants schemes, such as direct small grants by different projects and EUDs, larger Cross Border Cooperation grants (IPA CBC, ENPI, IPA Adriatic, South East Europe, etc.), as well as large projects financed under FP7 and CIP Programmes. His involvement was on many aspects, establishing legal bases (Programming Documents/OPs), capacity building of management structures (including training of assessors, monitors and evaluators), drafting CfPs and observing evaluations, but also identifying projects and drafting applications. Mr. Piknjac is also author of numerous unique and tailor-made training and other capacity building activities where all have always been receiving highest scores from the participants, which were coming from private sector, NGOs, public institutions, European Commission staff, etc. Currently Mr. Piknjac is deputy head of an EU funded project in Vietnam, focused on capacity building of health sector, with the value of the project being 18 MEURO. Additionally, he is supporting the Ministry of Health of Croatia through a World Bank funded project, helping create project pipeline and prepare the processes and institutions for the upcoming Structural Funds.Finally, Mr. Piknjac is Economist, holding Executive Master of Business Administration from IEDC Business School of Bled in Slovenia. Dr Dejan Ninković, AQUIT Cerified Expert for RBI/RCM, had actively cooperation in more than 40 projects. Presently, active researcher within Innovation Centre of Faculty of Mechanical Engineering, University of Belgrade, with working experience of 15 years. Working engagement was strongly marked with direct ties with companies, dominantly SMEs, either through direct employment, acting as engineer and technical director, or through provision of support/consulting services, during the engagement on the Faculty of Mechanical Engineering, University of Belgrade. Extensive experience in project proposals (pre-) evaluation, either through engagement on EU/internationally funded projects, or directly for national institutions (such as Ministry for Education, Science and Technological Development). Due to the knowledge on IPR and engagement in the field of technology transfer, engaged in the process of creation of the draft of Regulations for the Administration of the University of Belgrade Intellectual Property Policy done in cooperation with advisors from Isis Oxford. As an expert, asked to evaluate and comment on the: Law on Energetic of the Republic of Serbia, and the Law on the Efficient Utilization of Energy, and to participate in international benchmarks, devoted to ageing control for industrial facilities and EUREKA programme. Part of the activities consisted of lecturing, mainly on the topics of successful project proposals creation and requirements of good performance in the EU/international funding arenas..

5 Dr. Thies Wittig, managing director of IT Consult GmbH, Germany, has been involved in about 25 EU-funded projects, as coordinator, partner or key expert. The main focus of his activities is on ICT research, IT policy development in emerging economies, and innovation support for SMEs. In the past he had been involved for over 10 years as a researcher in the area of Signal Processing and Artificial Intelligence in Process Control in the private industry. He built up extensive experience not only in the development of advanced IT systems but also in applying them to real-life processes. During this time he created and managed numerous European research projects in the IT domain from the very first Framework Programmes. In 1995 he founded his own company, IT Consult GmbH, managing and co-ordinating collaborative projects in the areas of ICT and IT application in water management. Amongst his activities are the training and coaching researchers for collaborative research within the EC Framework Programmes, creating research networks between Europe and Third Countries, or training and capacity building for SMEs in innovation and competitiveness, both within the FP and the CIP programmes of the EC. During the past 2 years he was working in Serbia in the context of the ICIP Project, where his focus was on awareness and training for the FP7 and CIP Eco-Innovation programmes. Since the 90ies he has been a regular evaluator of proposals in the Framework Programmes, mainly in the ICT area. During the same period he acted as an independent reviewer of 17 RTD projects from the Information Technology area. Dr. Wittig will lead follow up trining focused on FP7 proposal writing on 8-9.
