3 Objectives: What is the KEP? Support transfer of experience from the EU to the non-eu countries within the CEI region Strengthen economic and social advancement of the CEI non-eu Member States; Help the recent EU members in their transformation from recipients to donors (emerging donors) of development assistance; Promote principles of foreign development aid and support international collaboration among institutions in CEI member countries. 3

4 What is the KEP? Donors: Italy, through Italy-sponsored CEI Fund at the EBRD. The Fund has been financing KEP projects ever since the inception of the Programme and it has committed so far a contribution of more than 1.2 million EUR. Poland contributed with EUR 50,000 to projects cofinanced together by Italy. Austria, through an agreement with the Austrian Development Agency (ADA), has been financing KEP projects since 2008 and committed EUR

6 KEP Areas of intervention I. European integration, capacity building and market economy preparation for EU accession strengthening of the rule of law through the introduction of appropriate European standards strengthening of capacities of the central administration assistance in economic transformation support to second-generation reforms improvement of local labour market efficiency and development of the micro, small and medium-size enterprise sectors strengthening of the administrative structures at regional and local levels, strengthening of the social advancement of recipient countries II. Agriculture, energy and environment energy (know-how transfers in the areas of energy efficiency, renewable sources of energy, clean energy and climate change) environment (protection of the natural environment, waste management, water management and water resource development), development of agriculture and rural areas (including food safety and food quality applications and regulatory standards, farm development plans, development of infrastructure for wholesale trade of agricultural products, training of specialists in farming-related areas; and promotion of rural and environmentally sensitive tourism) III. Infrastructure planning and development technical assistance for infrastructure development, and development of Geographic Information Systems (GIS) 6

7 How to apply How to apply? The Programme is open to all public and private sector bodies, international and non-governmental organisations (NGOs) operating in the KEP areas of intervention. Both know-how donor and beneficiary institutions must be from CEI countries. According to the Rules, the applicant must be from an EU CEI member state, and the know-how beneficiary must be from an non EU CEI member state. The CEI offers grants covering up to 50 per cent of the total project cost, but no more than a total amount of 40,000 per project. Sufficient cofinancing must be ensured by applicants from their own or external sources. Grants are normally offered through Call for Proposals. 7

11 KEP AUSTRIA project example Development of a System of Wines with Geographical Indications Know-how provider: Agrarmarkt Austria and Austrian Ministry of Agriculture Know-how recipient: Ministry of Agriculture, Albania Scope of work: improve the knowledge of administrative capacities of the Ministry and other institutions dealing with the wine sector in Albania to better manage the wine sector, especially with reference to EU standards and regulations Activities: expert and consulting missions, training of the staff, two study visits Results: 1. Evaluation and analysis of current Albanian situation in the wine sector 2. Raising awareness about the relevant EU legislation in the wine sector 3. Improving capacities for the general management and control of the wine sector 4. Proposal for a system of designations for wine with geographical indications (pdo and pgi) in accordance with the EU regulations 11

16 Know-how donor: Port of Venice, Italy Example The PORTRAIN project Know-how recipient: Port of Durres, Albania Scope of the work: to help the Port of Durres to improve the working environment by introducing safety regulations Activities: a training courses in Italy and on-site assistance provided to the management of the Port of Durres Results: 1.A comprehensive training in the area of Human Resources management. 2.Creation of a professional catalogue to describe working activities being performed in the port and to identify training needs for the port s personnel; 3.Definition of management guidelines and needs to establish a training centre for safety regulations in the working environment 4.Signature of a Memorandum of Understanding by the project stakeholders to enhance their cooperation. 16

17 KEP Impact Assessment and Analysis Projects were successful in helping achieve CEI and KEP s objectives - promotion of social and economic development in the CEI region Experience of new EU members proved extremely relevant to non-eu countries Bilateral projects more sustainable impact than regional assignments Use of a combination of theoretical and practical know-how transfer tools increases the impact and its sustainability Need of improved screening, monitoring and evaluation processes currently underway 17
