1 DUWAMISH RIVER OPPORTUNITY FUND (DROF): APPLICATION WORKSHEET Statement of Purpose: The City of Seattle invites proposals for projects that improve the quality of life in the Duwamish River communities as the Superfund cleanup gets underway. The City has allocated $250,000 to address community concerns that include affordable housing, displacement, jobs, economic development, enhancing the huma and natural habitat in local neighborhoods and healthy food. The goal of the fund is to benefit the people and businesse along the Duwamish River and improve the quality of life of the neighboring communities. Successful projects will: Be developed through a process of community engagement and participation. Have a clear statement of the way the project addresses community priorities, the anticipated results, and the metrics used to measure success. Build linkages among communities and involve a diversity of people and organizations;; have engaged project partners. Address an issue identified in key documents as important to the success of the Duwamish River communities. Be connected to the long range future of the Duwamish River Communities. Have a clear budget and demonstrated capacity to manage funds effectively. Project proposers are encouraged to secure the support and investment of King County, the Port of Seattle, and other entities. Such support and investment will be given significant weight in evaluating proposals. Instructions for Submitting a DROF Application: Note: although not a requirement, applicants are STRONGLY ENCOURAGED to contact the consultant to discuss the proposed project for the following reasons: 1) inform him of your intent to apply, 2) get advice about developing th project idea, especially if it may require the involvement of other public or private agencies, and 3) get answers to questions about the application process. Please describe the problem you are seeking to address: The proposed project seeks to address the lack of access to fresh, healthy food in the Duwamish Valley. The area has been identified as a food desert low incomes, poor public transportation, and other barriers make it difficult f people living in the area to obtain adequate access to affordable, healthy food. Georgetown, in particular, does no have sufficient urban agriculture infrastructure or opportunities for residents to grow their own vegetables and fr despite high demand. The one P-Patch in the neighborhood is oversubscribed and has a wait list and little to no spac for expansion of vegetable beds or fruit trees. 2. Describe your proposed project: The project will scope, site and establish at least one new community garden in Georgetown. Priority will be given sites that can also accommodate fruit trees or inclusion of a mini-"food forest." - Identify potential sites for one (or more) community garden/food forest - Research, contact, negotiate terms with potential site property ownersto secure donation, lease, purchase, or combination - Design and establish one new organic, community garden/food forest - Engage community groups and volunteers (residents, faith-based groups, schools, etc.) - in upkeep, maintenance, harvest and distribution of excess produce to local food banks 3. What outcomes will be achieved as a result of this project? How will you measure success? Why are these outcomes important for the Duwamish community? These outcomes are important to the Duwamish Valley communities because they will help address a lack o neighborhood capacity to grow and access affordable healthy food in the neighborhood, an issue identified as a to community priority by a diverse and representative Community Action Team convened in May - Access to fresh, healthy food. The Duwamish Valley has been identified as a food desert due to a shortage o adequate access to fresh, healthy foods. Even though some of the local food banks offer some fresh foods, some of these are not the crops local immigrant families use in their traditional cuisines. Having a place wh people can grow and harvest the foods they want and are accustomed to using will help address healthy food access and improve nutrition. Low-income families in particular will benefit from increased availability of/acc to a community garden/food forest. - Crime prevention. The community garden/food forest will attract community members to currently desolat areas, which will help deter crime. - Community cohesiveness/building. The community garden/food forest will be an area where people will be ab to gather, meet their neighbors, and share knowledge and food. - Blighted land restoration. The proposed project will help restore areas within the Georgetown neighborhoo that have been identified by community members as blighted land (with overgrown grass, illegal dumping si illegal trailer/trucks parking areas, etc.). - Youth/kids education. The proposed community garden/food forest will provide opportunities for loca youth/school groups to get education and hands-on experience in growing and preparing healthy food. 5. Where will the project be located? Please give specific sites or general information as appropriate. Page 3 of 9
4 Several sites have been identified as potential locations for a new community garden/food forest. More research scoping, and site selection are a part of the proposed project. Possible locations for consideration include: - Property on 13 th Ave S and S Albro St. - Property east of Ruby Chow Park - Property south of the Shell gas station (between Carleton Ave. S and Corson Ave. S) - Other possible locations to be identified 6. How does your project promote community linkages or address common concerns? In addition to the common concerns described above (access to fresh, healthy food, crime prevention, communit cohesiveness/building, blighted land restoration, and youth/kids education), other community concerns addressed b the project include: - Jobs: The proposed project will create at least two new jobs for local community members. - Volunteer opportunities: The proposed project will create local volunteer opportunities for community membe (retirees, youth/kids, residents, etc.) - Environment: The proposed project is likely to reduce the amount of stormwater that reaches the sewer system and Duwamish River and will also provide food and habitat for flora and fauna (e.g., bees). The communi garden will be 100% organic and pesticide free, which will contribute to users' health. 7. If you are proposing a physical improvement project, who will be responsible for future maintenance of th project? (Identify specific organizations/agencies;; include documentation from the organization/agency t maintenance will be provided.) The majority of the maintenance work will be done by local community members growing food ( local farmers ) at community garden/food forest, as is the case for the existing P-Patch and local volunteers will help with maintenance well. The proposed project will hire a community resident who will be responsible for managing the operation a maintenance of the community garden/food forest,as well as establishing partnerships with organizations -experienced managing community gardens/food forests, such as the Seattle Urban Farm Cooperative, Seattle Tilth, Marra Farm, an others. Long Range Results: 8. How will your project be a building block for future efforts to promote the health and vitality of the Duwami communities? How does your project realize the vision of the people and businesses that are affected by th Duwamish Superfund cleanup and promote the long range sustainability of the Duwamish communities? In order to mitigate the community s exposure to pollutants (the Duwamish River, widespread soil pollution, air pollu from rail lines, highways, industry, etc.), and many other factors, the Georgetown community has identified a need access to fresh, healthy food. The proposed project can additionally spur more individual property owners to grow food in their yards and homes. Excess food from the community garden/food forest will be donated to local food bank Community Involvement: Page 4 of 9
5 9. What organizations have been involved in identifying and selecting this project for funding? What organizati will be involved in implementing/carrying out this project? (Note: letters confirming involvement and suppor organizations are highly encouraged.) Organizations involved in identifying and selecting the project: - Georgetown Community Council (GCC) - Georgetown Merchants Association (GMA) - Friends of Georgetown History (FoGHi) - Georgetown Arts and Cultural Center (GACC) The organizations that will be involved in implementing/carrying out the project are: - Georgetown Community Council (GCC) - Georgetown Arts and Cultural Center (GACC) 10. How will you get more people involved in this project? What is your outreach strategy? We will work with the Georgetown Community Council to engage residents in the neighborhood and to organi community volunteer events (snacks, tools, instructions will be provided). We will use the community listserv, lo printed publications such as the Georgetown Gazette, partner organizations' outreach avenues (e.g. E-Newsletters) social media (Facebook and Twitter), and one-on-one outreach to engage community members in the project. We wil also host an open house to inform, engage, and spark interest in community members to get involved in the project. 11. Does your project involve or lay the groundwork for involvement of the Port, King County, or other potentia partners? Briefly explain. Yes. If any property identified as a possible location are owned by the City, County, and/or Port, we will work wit them to make this proposed project a reality. Also, we hope to engage other well-experienced organizations in project such as the one we are proposing: Seattle Urban Farm Cooperative, Seattle Tilth, Marra Farm, and others. 12. Does it engage or address the interests of Native American populations? Briefly explain. We hope to engage the Tribes in developing a Native Plants Healing Garden and/or native crops section of th community garden/food forest, in partnership with a traditional foods project being developed by the Duwamish Tribe Alignment with Duwamish River Opportunity Fund Priorities: 13. Does your project address affordable housing, job training and/or economic development, enhancing the huma and natural habitat in local neighborhoods, or access to healthy food and/or fish consumption? 6 The proposed project primarily addresses access to healthy food, and also includes elements to provide local jobs reduce crime (good for local economic development), and enhance human and natural habitat. 14. Does it address other community priorities noted in the Health Impact Assessment or Duwamish Vision Plan Please document. The project supports the following recommendations in the Duwamish Health Impact Assessment: Foster local economic strength and sustainable access to basic needs. Offset increasing costs of living in Georgetown and South Park by securing local access to quality foods;; promo participation in urban agriculture...;; ensure availability of nutritious foods from local food banks and schools. Enhance human and natural habitat in local neighborhoods. Increase community engagement by supporting and funding grassroots initiatives that build social cohesion. The Duwamish Valley Vision identifies the need for access to affordable and healthy food, and to community garde and farms, such as Marra Farm, in particular. "Duwamish Valley visioning participants envision similar, if sma community gardens serving... other valley neighborhoods, as a means to provide access to low-cost and healthy food that satisfy the cultural needs of the valley's diverse residents and to support the distribution of healthy food to the are food banks and homeless shelters." In addition, the vision calls for more community gathering places to build soc cohesion and help reduce or deter crime. Management and Fiscal Responsibility: 15.
