Santa Barbara County is seeking proposals that enhance: environmentally sensitive coastal resources, coastal aesthetics (visual), coastal tourism, and coastal recreation. Successful proposals must demonstrate a coastal relationship. 2 Page BACKGROUND The Coastal Resource Enhancement Fund (CREF) helps to alleviate the effects of offshore oil and gas development s 1 adverse impacts to coastal resources by funding proposals to protect or enhance certain coastal resources. The County is legally obligated to use CREF solely for this purpose. CREF is funded by three offshore oil and gas developments: (1) Point Arguello, (2) Santa Ynez Unit, and (3) Point Pedernales. 2.0 CREF FUNDS AVAILABLE In the 2018 and 2019 CREF cycle, $293,212 is available for coastal land acquisitions and $254,337 is available for other types of coastal enhancements. Additional funds may be available from CREF projects that cannot commence within the one or two years allotted. 3.0 ELIGIBLE PROJECT APPLICANTS Santa Barbara County applicants eligible to compete for CREF awards include: public agencies, municipalities, special districts, and non-profit organizations. Eligibility does not extend to for-profit organizations. 4.0 PROPOSAL REVIEW PROCESS The Board of Supervisors awards grants from CREF through a competitive process. Energy & Minerals Division staff evaluates each proposal received and, with the County Executive s Office, will make funding recommendations to the Board of Supervisors. Staff evaluates each proposal with the following eight criteria: Criterion 1: Enhancement projects must be located in the coastal area or have a coastal relationship, and must be consistent with the County's Local Coastal Program and Comprehensive Plan and the other local jurisdictions' applicable coastal programs. Enhancement projects should be located within geographical proximity to oil and gas onshore/offshore development activities while still providing for the broadest public benefit. Criterion 2: Projects should compensate for coastal impacts due to oil and gas development, specifically for sensitive environmental resources, aesthetics, tourism, and negative effects on coastal recreation in the County. Criterion 3: Projects should provide a level of broad public benefit. Criterion 4: The intent of the CREF program is to fund coastal acquisition and capital improvement projects; therefore, projects which offer coastal acquisition and capital improvements will receive higher priority than whose projects which do not. 1 CREF is not provided to mitigate any impacts generated by inland oil/gas development whether or not it is associated with offshore resources.
3 Page 3 Criterion 5: Projects should utilize [additional] matching funds and/or in-kind services to the maximum extent possible. Criterion 6: Projects should be self-supporting or should require minimum on-going County operations/maintenance costs once the project is completed and implemented. Criterion 7: Projects to be funded should lack other viable funding mechanisms to complete the project. Criterion 8: The feasibility of implementing and completing the project shall be considered. Projects with a high probability of success should be given preference. Staff also considers other factors when evaluating the proposals: (a) (b) (c) (d) (e) (f) (g) the time-critical importance of the proposal compared to other competing proposals; the relative ranking which the applicant gives a particular proposal compared to others that applicant submitted for consideration this cycle; future investments, beyond on-going operations and maintenance, that may be required by the County if the proposal is implemented; performance on previous CREF grants; timing of the CREF request in relation to the anticipated commencement of the project (i.e., the CREF request may be premature); the clarity, detail, and accuracy of the proposal; the extent to which a proposal compliments or conflicts with other similar; and ongoing projects in the community (particularly projects funded with CREF grants). 5.0 INFORMATION YOU MUST PROVIDE Please help us review your proposal in a timely manner by providing all of the information requested in this section. In your application, please indicate which item number below you are responding. Contact/Administrative Information 1. List the name, mailing address, and telephone number of the organization submitting the proposal. (If two organizations are partnering, identify the key contact person from each organization submitting the proposal and indicate which organization would be responsible for administration of the project.) * Organizations supporting the idea of the proposal should not be listed here; supporting organizations letters can be attached to the end of the proposal. 2. Rank the priority of this proposal to all other proposals submitting (if the organization is submitting more than one proposal in this funding cycle).

Submit a declaration of the organization s California State Tax Exemption status, a description of the group's voting membership including the number of voting members, and the group's statement of purpose, if the organization is a non-profit. 4. List the Supervisorial District that the project is located within. Project Information 5. Describe the proposed project with sufficient detail. 6. Describe the coastal-relationship associated with your project. 7. Describe the population this project will benefit. (e.g., number of people, age group, location, etc.). 8. Submit photographs or other visual aids which describe/explain the proposed project and its setting. 9. Submit maps of the proposed project area: (a) Regional map showing the project area; and (b) Local map showing the project area in detail. 10. Describe the permitting and environmental review process for the project, if required. 11. Describe how the project is addressed in various overall programs/plans (e.g., Capital Improvement Program, Comprehensive Planning Three-Year Work Program, Transportation Improvement Plans, etc.),if the organization submitting is a government agency or special district. 12. Provide a detailed schedule for completing the project. Financial Information 13. Indicate: (a) the amount of CREF funds requesting; and (b) the total estimated cost of the project. 14. Provide a detailed budget for the proposed project. 15. List other funding organizations/programs from which your organization is seeking additional funds for the project s budget. (a) List the amount that is being requested from each organization and the status of each funding request (i.e., secured, pending, etc). 16. Describe any in-kind services (volunteer hours or donated materials, etc.) and estimate the value.
5 Page Describe the method of funding the project s maintenance and operation for a minimum of five years. Acquisition Information 18. Submit the following if the proposal is a coastal easement or acquisition: a. Provide the names, addresses and telephone numbers of all affected landowners, and Assessor's Parcel Numbers of the properties affected. b. Describe the current status of any negotiations in progress. c. Provide a copy of the appraisal report, if the property been evaluated by a qualified appraiser. d. Describe how ownership of the easement or real property is to be acquired. e. Specify if the current owner is willing to sell. f. Specify precisely what the property will be used for and what development or activities you anticipate on the property. g. Specify precisely how you plan to finance the management of the property for the first five years. h. Provide a parcel map showing the parcels related to the project. Please note that the County requires recordation of a conservation easement on the property to be acquired as a means of ensuring protection of the habitats and open space on site. 6.0 PROPOSAL REQUIREMENTS AND DEADLINE 5:00 p.m. on Monday, December 3, a Word copy and a pdf copy of each proposal to kathypm@countyofsb.org. Betteravia Center, Board of Supervisors Hearing Room 511 East Lakeside Parkway 8.0 GRANT AWARDS The Board of Supervisors will consider awards in spring of ADMINISTRATIVE REQUIREMENTS Grantees must also meet the following administrative requirements: 1. Each grantee, except for an agency of Santa Barbara County, shall enter into a contractual agreement with Santa Barbara County. No grant shall be considered awarded until a contractual agreement has been executed. The contractual agreement shall contain provisions that require the timely and successful completion of the project as proposed. Any substantive modifications to the project shall require a modification to the contractual agreement. Failure of grantee to comply with all terms of the agreement may result in forfeiture of the grant. It typically takes 4 weeks to process a CREF agreement, provided that the grantee agrees to all contractual stipulations. Upon approval of the agreement by the Board of Supervisors, it typically takes another 2 weeks to process payment of the grant. 2. CREF grants are not disbursed until grantee can fully verify that all additional funds and in-kind services required to complete the proposed project have been secured. 3. All grantees shall commence projects within one year of the decision by the Board of Supervisors to award the CREF grant unless otherwise specified at the time the grant is awarded. If the project has not commenced within one year, the CREF grant shall become void and all associated money shall revert back to the CREF for new allocation. The Planning & Development Department may grant a maximum extension of one year if the grantee can demonstrate good cause for the delay. 4. All grantees shall conduct their projects in accordance with their proposed schedule, and such schedule shall be included in the contractual agreement. The County shall send written warning to any grantee that falls more than six months behind schedule, and the
7 Page 7 County shall send a second written warning to any grantee that falls more than nine months behind schedule. The County shall reclaim the unspent portions of all grants for projects, which fall behind schedule by more than twelve months, without further notice. 5. All grantees shall publicly identify that the project is financed by the County of Santa Barbara's Coastal Resource Enhancement Fund (CREF), a partial mitigation of impacts from the following offshore oil and gas projects: Point Arguello, Point Pedernales, Santa Ynez Unit, and Gaviota Terminal (and any other contributors). Grantee shall display this recognition in a manner mutually agreed upon by County and grantee (e.g., brochures, signs, plaque, etc.). 6. All grantees shall submit written reports on project status, including photographs to document the work completed to date. These projects shall include verification that the CREF grant is being used in accordance with the project description contained in the contract between the County and the grantee or, in the case of County agencies, in accordance with the project description as proposed. The contractual agreement shall specify when annual reports fall due. 7. Any County agency that is a CREF grantee shall be accountable to commence and complete the CREF project as proposed and consistent with other requirements listed herein. Any substantial changes in the project description must be approved by the Planning & Development Department as the administering agency and by the Board of Supervisors.
