2 Page 2 of 5 ATTACHMENT A TECH PARK MAP Putnam Selectman Pempek brought up that Putnam Selectman Tarr should be part of the Tech Park Advisory Board. All members agreed. Putnam Town Administrator Calorio offered the following update: The front lots have been grubbed and stumped Site is ready for gravel removal which could be complete in six months; have a proposal on gravel removal, we are checking to make sure the price quoted is a fair price; site will be shovel ready after gravel is removed Back lot has not had any site development; high power lines run through that lot and we need to look at what makes sense as you can t remove gravel for a certain perimeter around the power lines; potential to negotiate with Eversource to move the poles to the back of the lot, maintaining the buffer required for the Air Line Trail 4 conduit for fiber is laid and investigation into non-carrier specific dark fiber has begun with the help of non-profit CTC; there should be enough funds to install the fiber; focus on bandwidth and high-quality fiber Zoning Regulation text change specific to the Over-Lay District to eliminate residential and agricultural types of development; redefining minimum lot size; we are working with a consultant and should have that proposal to the Zoning Board for approval in two months Putnam Town Administrator Calorio to make sure Putnam Selectman Tarr is included in all future correspondence etc.
3 Page 3 of 5 Creating an RFP for a Commercial Broker to sell lots and make recommendations on how best to proceed Lot # 4 has been subdivided; there is potential to subdivide other lots based on the recommendations of the Commercial Broker we choose Putnam Economic Development Commission has been working with CERC on developing a brochure, logo, and tag line Questions Raised What is the intention for the proceeds from gravel sales on the front lots? Wheelabrator donated the land for the Tech Park and part of that deal was they would be entitled to 50% of the gravel proceeds. The other 50% would be put into a Special Fund to help with site development, marketing etc. Is the YMCA a draw for potential buyers? Yes, advanced and green technology companies usually have wellness programs, this gives a rounded benefit for their employees regarding community. We are pitching the trails system, the canoe launch, and 2.4-mile river trail, that is what people are looking for quality of life for their employees. Mayor Falzarano also added that when his daughter hires a new doctor, they are always interested in the private schools in the area. We have many good private school which may also act as a draw for business Has there been any interest in the Tech Park?
4 Page 4 of 5 Economic Development Director Very has been fielding calls, some businesses don t meet the requirements of a Technology Park; there is an out of state manufacturer who is looking for a lot to build a 65,000- square foot building with substantial parking. Lot 4 is too small, and having something flat and shovel ready is of significant importance Any thought on waiting until the first lot is sold to put the cable in the ground? No, we are going to proceed so we are not tied into what the first company wants, we are aiming for broad compatibility for future business Where are you hooking up the fiber? That has yet to be determined What do you need from us? Putnam ECD Director Very is the go to marketing person, even when we hire a Commercial Relator, there will be a caveat that if we bring in potential buyers, the commission structure would be different. If you have Economic Development people and they get inquires, have them call ECD Director Very to cover all angles Putnam Selectman Pempek advised the Board of a proposed Phase Two to the Technology Park, ensuring all present that the focus is on Phase One. The Town of Putnam does not own the proposed property for Phase Two so it is not something that Putnam could partner with the Brooklyn, Pomfret or Scotland on. He reiterated that Phase One is the priority, even above the vacant lots in the Putnam Industrial

Selectman Pempek feels that once the first lot is sold, there will be a domino effect and rest will follow Brooklyn First Selectman Ives indicated that he had thought there would be a sale within the first four years and expressed his agreement with once we have one business, the rest will come 7. All Other Business to Lawfully Come Before this Meeting: Future Meetings were discussed and it was decided that the meetings would be quarterly and rotate.
