Approval of the Minutes of the May 10, 2017, Public Safety Meetings MOTION BY SCHAEFER; SECOND BY IONG; TO APPROVE THE MINUTES OF THE MAY 10, 2017, PUBLIC SAFETY MEETING AS CORRECTED. MOTION CARRIED. Correction was to show that Supervisor Abitz was in attendance and Supervisor Kellbach was excused. 4. Educational Presentations/Outcome Monitoring Reports A. Start Right Joan Theurer, Health Officer, started off with background on Start Right and how this and other child related programs are in the United Way LIFE Report and Marathon County s Strategic Plan. A presentation was made by Eileen Eckardt and Erica Huffman. Give the right amount of service, at the right time. First Steps, Step by Step, Stepping Stones (through Children s Hospital), Stepping Out (through Family Resource Centers) can make a difference in a child and the family as a whole. The focus today was on First Steps and Step by Step. First Steps helps pregnant women get support and services for a healthy baby, find community resources, through an evidence based services parenting curriculum provides education and case management for the basic services needed and other identified service needs. First Steps focuses is on the woman but other care givers or support persons are also invited. An example was given of a person 10 weeks pregnant and has a toddler. During the home visit it was discovered that there were missed doctor appointments and immunizations. The Start Right nurse noticed the home was older and was concerned about lead paint. When the toddler went to the doctor it was discovered that the toddler had a high level of lead and was referred to a public health nurse who specializes on reducing lead in older homes. Because this person was receptive to Start Right and the services the family also learned about the WI program, dental provider for the family and nutrition. Without the health nurse visiting the home and working with the whole family environment the toddler would have continued having lead poisoning and caused further delays in development. In 2016, 15 pregnant women received assistance in the Marathon County jail. 1
3 After the Health Department completes First Steps and Step by Step the family is handed off to Children s Hospital. That case manager works with the family on child development and what s needed to grow through Stepping Stones and then Stepping Out. Healthy pregnancies usually equate to healthy babies, will be safe in their family homes, have good brain growth and development, experience nurturing relationships with their parents, are able to read, graduate high school and possibly college, all contribute to success. Investment in childhood reduces crime in the future. You can get more program data on the Health Department website: Looking at how to engage women that may need these services. Local agencies such as The Women s Community, medical facilities, hospitals and schools can all make referrals. Anyone can make a referral including a participant. The nurses meet women at WIC and by doing outreach at a variety of locations. It s difficult to get clients to follow-up. There is an increase of participants and services. Outreach has made the difference. B. Update on E-Filing of Court Documents 1. Recognition of Clerk of Courts E-Filing Implementation Team by Shirley Lang The Clerk of Courts office has transitioned from paper filing to e-filing court documents. Clerk of Court, Shirley Lang, shared how e-filing came about and what is happening in the Clerk of Courts office. Clerk Lang and Chair McEwen recognized and congratulated the team that make this electronic filing happen: Amy Rieck, Linda Maher, Amanda Nelson, Judith Becker Smith, Gina Raboin, Rachel McIntyre, Pam Dvorak and Kelly Schremp along with the Court Clerks: Kimberly Vande Voort, Becky Schneider, Marisa Wachtel, Cheree Coss, Kassidi Wood, and Charlie Boehm C. Courthouse Security Update 1. Draft of Courthouse Security Policy The Courthouse Security Policy in the packet is for information only. No action is needed. The Sheriff s Department will set the policy. The purpose of the screening is to prevent weapons from coming into the courthouse. There will be a cost to evening meetings at the Courthouse. Parking will be an issue. The mentally ill people who come into the courthouse will need to be screened like everyone else. Labor Day is the current active date. There will be graduated implementation prior to Labor Day. The draft is clearly written. It does not address everything and allows screening officers to use sound, discretionary judgment. Court Security is working with Risk Management to train and educate employees July on the new policy and other policies related to security. County Board will go into closed session at their July 13 th meeting to learn about courthouse safety and security procedures. Security at other buildings will be addressed after the Courthouse is done. A lot of costs and upgrades need to be done anyway. The handicap access on the west side of the Courthouse is half the cost to the remodel. The draft policy is a fluid document and will be updated in the future. Judges and DA s will not have to go through screening unless they use the main doors. No follow through needed. 5. Policy Issues Discussion and Committee Determination to the County Board for its 2
4 Consideration A. Uniform Addressing A Request for Proposal (RFP) for implementation of the Uniform Addressing Plan was sent out this week and also the general submittal to the public. The RFP is due July 14 th. There may be more information to share with the committee on August 18 th. The Village of Kronenwetter has withdrawn from Uniform Addressing as of June 13 th. In early Fall each village or city that is committing will have to finalize that commitment and then will not be able to opt out. There are 40 towns and a couple of villages. It will be a safer county upon implementation. Each municipality will be notified when implementation begins. Action No action required No follow through needed. B. Request that the Wisconsin Counties Association (WCA) Focus on Lobbying for State Funded Assistant District Attorney (ADA) Positions to Meet Documented Need This issue came up at Human Resources, Finance and Property. Right now Marathon County pays for 2.5 assistant district attorneys and we are still short 3.6 attorneys. Should we draft a resolution to lobby for the state to pay their fair share? There is a new Bill in legislation for a request for 20 additional District Attorney (DA) positions. The Bill took the percentage of each County s needs; which includes the 2.5 positions we are paying for and now we do not fall into the top 20 and will not get additional funding. Keith Langenhahn, WCA Field Officer, explained that all resolutions to be considered by WCA have to be in by the end of June. Supporting the State to pay for all district attorney positions has been WCA s stance since Paid progression for state prosecutors (2015) may increase funding, but it would be to get a raise OR pay for new ADA s Action MOTION BY IONG; SECOND BY MASZK TO REQUEST THE COUNTY ADMINISTRATOR AND THE DISTRICT ATTORNEY TO DRAFT A RESOLUTION AND TO WORK WITH THE WISCONSIN COUNTIES ASSOCIATION TO FOCUS ON LOBBYING FOR STATE FUNDED ASSISTANT DISTRICT ATTORNEY POSITIONS TO MEET THE DOCUMENTED NEED. MOTION CARRIED. The County Administrator and District Attorney will work together to write a resolution to submit to the Wisconsin Counties Association prior to June 30 th to be part of the resolutions. C. New Position Request for District Attorney IT Analyst This position was requested and approved in 2017, but it was not filled due to lack of funding. It is being resubmitted for Currently the County pays for 2.5 Assistant District Attorneys. A recent case was adjourned because the defense attorney said the DA s office violated discovery because the defense did not receive a redacted copy of a recording. Now the person is in custody. Marcie s law increase victims right and the DA s office obligations are increased and this requires more redactions. Action MOTION BY SCHAEFER; SECOND BY IONG TO APPROVE THE REQUEST FOR THE DISTRICT ATTORNEY IT ANALYST POSITION EFFECTIVE JANUARY 1, MOTION CARRIED. No follow through recommended. 3
5 D. Medical Examiner Requests 1. Administrative Specialist Position Request for Emergency Position Request: Full-time Deputy Medical Examiner 2017 Caseloads have been increasing. The department has increased the number of on call deputy medical examiners from 6 to 8, has increased the Deputy Medical Examiners on call hours from 56 to and set up an on call bonus structure. No one wants to pick up the non 9 to 5 hours. It s becoming more unmanageable. 50% of staff is new this year with new structure. The department is behind 261 reports that need completion. Federal requirements have changed. These delays are also causing delays in getting out death certificates some dating back to Action: MOTION BY MASZK; SECOND BY KELLBACK TO APPROVE BOTH THE ADMINISTRATIVE SPECIALIST POSITION FOR 2018 AND THE FULL TIME DEPUTY MEDICAL EAMINER FOR 2017 WITH PRIORITY GOING TO THE DEPUTY MEDICAL EAMINER POSITION. MOTION CARRIED. No follow through recommended. E. Morgue Task Force Charter and Membership Craig McEwen has agreed to chair this task force. There will be a need to hire two physicians. Action MOTION BY IONG; SECOND BY HOOGENDYK TO APPROVE THE REGIONAL MORGUE TASK FORCE. MOTION CARRIED. No follow through needed. F. CIP Request for Robotic Total Station and Laser Scene Scanner Lt. Jeff Stefonek explained that the current equipment used for crime scene and crash scene reconstruction is outdated, time consuming to use and error prone.. The equipment is used when there is a fatality at crash/crime scenes. The Total Station System is the same system used by surveyors. The robotic station will eliminate ta second person with the scanner so personnel need will be cut in half, plus it will be a tremendous time saver and provide accuracy. Action MOTION BY KELLBACH; SECOND BY MASZK TO APPROVE THE SHERIFF S DEPARTMENT S CIP REQUEST FOR THE ROBOTIC TOTAL STATION AND LASER SCENE SCANNER. MOTION CARRIED. No follow through recommended. 6. Committee members suggested these ideas for future discussion Discussion on a State bill to send state prisoners back into the county jail system when they have less than a year on their sentence. B. 6 June 30, 2017 Mr. Brad Karger Marathon County Administrator Marathon County Courthouse 500 Forest Street Wausau, WI Subject: Requested annual financial support of Marathon County Crime Stoppers, Inc. Dear Mr. Karger: Marathon County Crime Stoppers (MCCS) is requesting annual financial support, in the amount of $5,000, beginning with the 2018 Marathon County Operating Budget, to assist Marathon County in meeting elements of its Vision Statement and Comprehensive Plan. The connection and shared goals of MCCS and Marathon County can be found in Marathon County s Vision statement, Collaborative relationships among diverse partners. It is proactive in enhancing health and safety, and the Comprehensive Plan to be the safest county achievable. MCCS, a non-profit 501(c)(3) organization, has served the community for 25 years providing crime tip information and service to every law enforcement agency within Marathon County, enhancing the quality of life and public safety of our students and citizens. Since 1992 Crime Stoppers is estimated to have paid $62,000 in rewards and cleared cases resulting in approximately $725,000 in recovered property or restitution. Crime Stoppers goal is to Stop, Solve and Prevent Crime, and is recognized as a Crime Prevention Organization as referenced in Wisconsin State Statute 59.54(28)(d). During these times of shrinking operating budgets we understand the demand for our request to reflect a positive fiscal and social impact for Marathon County. We offer the following support information that bears the positive impacts MCCS has on Marathon County s bottom line: Fiscal Impact The relative benefits of a (Crime Stoppers) crime prevention program will vary by program and community, however, there have been cost/benefit studies conducted which show a high benefit-to-cost ratio. Study results reviewed found that for every dollar spent on crime prevention, the community could save $3 to $13 on future government, criminal justice, offender rehabilitation and/or crime victim costs. In Marathon County the Crime Stoppers organization has used operating dollars to provide services to law enforcement agencies at no cost to the agency or tax payer. MCCS provides print, radio, television and electronic media exposure for the weekly crime alerts, in order to help generate tips on unsolved crimes. MCCS provides mechanisms for collecting tip information via App, Web, or Phone at a cost to the organization of approximately $2500 annually. In September of 2017, the MCCS tip hotline will no longer be answered by Marathon County Sheriff s Dispatch, allowing personnel complete focus on primary communication duties, which is both a financial and service benefit. MCCS pays out an average of approximately $3000 in rewards annually and anticipates an increased annual expenditure of $3000 for
7 the Campus Crime Stoppers Program in the schools. These dollars benefit the community as a whole and to-date, have not impacted the county budget. Crime Stoppers tips can often provide a significant shortcut to law enforcement agencies in getting to the investigative stage with the name of a suspect, a license plate from a car or some other significant information which cuts down the manpower hours required in resolving an outstanding crime. For example, if a tip saved 3 hours of field work on a mere 20 cases per year, the investigative hours saved would equal 60 hours. Per the Bureau of Labor Statistics, the average hourly wage for a police officer (including overhead costs) is approximately $73.75, resulting in a potential savings of $4,425. Social Impact MCCS has a strong presence throughout Marathon County to include our Campus Crime Stoppers school safety program, outreach and education of the public by our volunteer Board of Directors and media partners and fund-raising events like our upcoming summer concert. The focus of the MCCS crime prevention program is to teach and empower students and adults to do the right thing. We also look to keep our schools and community safe and foster a positive relationship between the public and our Police Officers. We provide a route of anonymous communication to report crimes and wrong doing, discouraging future crime and assist in holding offenders accountable bringing justice to our crime victims. Example of Success In 2016 our community witnessed the arson of a local asset, the Downtown Grocery in the City of Wausau. A MCCS tip, which named the suspect, aided in the investigation which resulted in a conviction and court ordered restitution. The same suspect was linked to another arson and burglaries in the Village of Rothschild, which are currently pending in court. Other crime tips from citizens and diligent investigative work by law enforcement, helped to clear other recent cases in Rothschild, which include Defrauding an Innkeeper, church burglaries and criminal damage to Rothschild Elementary. Since the inception of the MCCS school program in 2000, tips have resulted in the removal of a variety of contraband including knives, brass knuckles, firearms, alcohol, drugs and drug paraphernalia. Tips from students have solved crimes, prevented the sale of drugs, prevented suicides and, according to school authorities, thwarted a possible mass school incident where lives were threatened. Although MCCS is proud to have a school safety program in the Wausau, DC Everest, Mosinee, Marathon, Edgar and Athens districts, we wish to meet our goal to reach other campuses which has been out of reach. With a reliable and dedicated annual funding source of $5000, we believe we can attain the goal of offering Campus Crime Stoppers at Stratford, Spencer, Northland Lutheran, Newman Catholic, Northcentral Technical College and UW-Marathon County, by County Partnership Crime touches all lives directly or indirectly each day. MCCS will tirelessly continue our effort to reduce the negative impact that crime has in our community. Marathon County s positive support of MCCS in 2018 and annually thereafter, will support our goal as we continue to face increasing operating costs. To reflect on Marathon County s Vision Statement, through collaborative relationships among diverse partners we can continue to make Marathon County a great place to live, work, and play.
