2 Two key messages There is interest in the topic among CBD Parties, reflected in several work processes under the Convention Accordingly, there are several entry points for bringing new and innovative thinking on biodiversity finance into the CBD process

3 Background There has been interest in the topic among CBD Parties for quite a while In the context of Article 11 (incentive measures): COP-6 (2002) endorsed guidelines for selecting appropriate and complementary incentive measures, which included an illustrative list of instruments. The guidelines note that this list is not comprehensive because international incentives should be considered in a similar fashion (decision VI/15, Annex I, section E) COP-9 (2008) invited national, regional, and international organizations and initiatives, including OECD, and requested the Executive Secretary to encourage, further studies on payments for ecosystem services and other positive incentive measures including at international level (decision IX/6, paragraph 15).

4 Background There has been interest in the topic among CBD Parties for quite a while In the context of Articles 20 and 21 (financial resources and mechanism): COP-8 (2006) decided to conduct an in-depth review of the availability of financial resources at COP-9 and requested the Executive Secretary to explore all options for resource mobilization including innovative financial mechanisms and to develop a draft strategy for resource mobilization (decision VIII/13 paragraph 4) COP-8 also invited Parties to explore options for innovative international finance mechanisms to support the programme of work on protected areas (decision VIII/24, paragraph 18 f) Life Web Initiative

5 Strategy for Resource Mobilization COP-9 (2008) adopted the strategy for resource mobilization (decision IX/11 B) Goal 4 of the strategy foresees the exploration of new and innovative financial mechanisms at all levels with a view to increased funding to support of the Convention To promote, where applicable, schemes for payment for ecosystem services, consistent and in harmony with the Convention and other relevant international obligations To consider biodiversity offset mechanisms where relevant and appropriate while ensuring that they are not used to undermine unique components of biodiversity To explore opportunities presented by environmental fiscal reforms including innovative taxation models and fiscal incentives To explore opportunities presented by promising innovative financial mechanisms such as markets for green products, business-biodiversity partnerships and new forms of charity To integrate biological diversity and its associated ecosystem services in the development of new and innovative sources of international development finance, taking into account conservation costs To encourage the Parties to United Nations Framework Convention on Climate Change and its Kyoto Protocol to take into account biodiversity when developing any funding mechanisms for climate change

6 Strategy for Resource Mobilization Follow-up The Executive Secretary is to prepare a document on policy options for new and innovative financial mechanisms, in cooperation with (regional) centers of excellence (IX/11 B, paragraph 9) The report will be considered by the third meeting of the Working Group on Review of implementation of the Convention, on May 2010 (tentative) An international workshop on Innovative Financial Mechanisms, consisting of experts from regional centers of excellence, will be held in Bonn from 2-5 February 2010, with the support of the government of Germany The workshop will further explore opportunities along the list provided under goal 4 of the Strategy Entry point for bringing new and innovative thinking on biodiversity finance into the CBD process, including the conclusions of the Amsterdam and Paris workshops, as well as further work

7 Revision of the Strategy Plan Current CBD Strategic Plan, including the 2010 biodiversity target, adopted by COP-6 (decision VI/26) COP-9 decided to adopt a revised a Strategic Plan at COP-10 Draft Strategic Plan to be prepared by WG-RI 3, including: A revised biodiversity target A multi-year programme of work for The Secretariat was requested to prepare a synthesis/analysis of relevant issues, based on, inter alia, submissions from Parties and stakeholders A preliminary note is available with a view to stimulate further discussion and additional submissions: Submissions requested until 31 August 2009 An updated note including a draft strategic plan will be issued later in 2009

8 Revision of the Strategic Plan Linkage to innovative financial mechanisms The preliminary note provides a synthesis/analysis of input from COP-9, Parties and others on the revision and updating on the Strategic Plan The synthesis includes the recognition of the need to include means for implementation Under this item, it is recognized that the Plan must address the need for new and additional financial resources in accordance with Article 20 of the Convention, including through the Resource Mobilization Strategy see paragraph 59 Entry point for bringing new and innovative thinking on biodiversity finance into the work on the revision and updating of the Strategic Plan
