1 DGIS - Akvo PPP ( ) Report April - 31 December 2014 Programme summary Contacts: Account holder DGIS: Dick van Ginhoven Account holder Akvo: Jeroen van der Sommen Total budget: 2,820,000 Phase 3 of the DGIS and Akvo partnership builds on the momentum that Akvo has achieved in reporting and monitoring progress directly from the field using the internet and mobile phones. This new phase will demonstrate paperless reporting and monitoring at scale in target countries, delivering systems that will be less burdensome, less costly, more transparent, more open and more efficient. Executive summary Highlights Global MOU s with SNV and ICCO were signed and work began on setting up an MOU with Welthungerhilfe. In Africa, we are implementing nation-wide WASH mapping exercises in Benin and Nigeria, and in Ethiopia, the entire National WASH Inventory was transferred using Akvo FLOW. We have started working with several other governments, with good opportunities to scale operations (Guinée, Mauritanie, Ivory Coast and Mali). In Kenya, the Dutch Embassy published all its (37) projects online in Akvo RSR. In Asia, we have seen a growth in monitoring of WASH services. In Indonesia, Cardno mapped over 200,000 households with Akvo FLOW, the largest FLOW excercise so far. We also expanded our operations to the Pacific region. We worked with DGIS on the Opencasting tool and a first format paperless reporting. 900k Variations from plan Due to Ebola, we postponed activities in Liberia. Instead, efforts have been focused on a nationwide mapping of water points with the Federal Ministry of Water Resources in Nigeria. In 2014, we built on some good opportunities in the Pacific. This is an entirely new region for Akvo and mobile monitoring had not been practiced there before. Some of our 2014 activities reflect our efforts to explore the wider context of water and sanitation. We expanded our activities into sectors related to water such as food security and health. Financial overview Akvo worked extensively on partnership development. As Akvo is fairly new in this region, a lot of time was spent on building new partnerships, which resulted in exceeding the regional budget. We are still within budget in East and West Africa. These regions also focussed on new partnerships resulting in signed contracts for nationwide mapping exercises using Akvo FLOW. We were still investigating opportunities for end-user feedback systems during 2014, therefore only a small part of this budget has so far been used.

3 Explanation of progress measurement The progress circle percentage is based on the actual delivered value for 2014 compared to the programme target for The programme lenght for PPP is three years. End 2014 we are nearly at one third of the programme. Therefore, when we reach 30% or more progress end 2014, we mark this with a green light as being fully on track. End 2015 we are nearly at two third of the programme. Therefore, when we reach 60% or more progress end 2015, we mark this as being fully on track. For this needs to be 90% or over to be marked green as being on track. 4 Product development: Akvopedia The open access online knowledge platform Akvopedia will be further developed and extended. Akvopedia is filled with information on smart and affordable water and sanitation technology for use in rural or urban settings. Akvo will actively seek new partners who will share their knowledge on Akvopedia in order to extend existing knowledge portals and create new ones. Netherlands, USA Akvopedia software is continuously improved, source code is shared online and documented with an open license. Number of software releases Two Akvopedia software releases were done. The source code of Akvopedia is shared openly. Number of new features New Akvopedia features developed in 2014 include: a login procedure for partners to add information to Akvopedia, a cookie policy plugin, an Akvopedia visitors survey, an easy-to-use Editor was added, and a new partner work space for publishing new content. 6 Product development: Akvo RSR Akvo RSR (Really Simple Reporting) is a web-based content management system that makes it easy for teams working in development aid to bring projects and programmes online and share progress with everyone involved and interested. We will further develop and enhance RSR and integrate it with other Akvo products in order to create an online reporting tool that will eventually replace paper-based reporting. Netherlands Akvo RSR software is continuously improved, source code is shared online and documented on Github with an open license. 9 Product development: Product integration PPP Phase 3 aims to enhance and refine the Akvo core products during Akvopedia, Akvo RSR, Akvo FLOW and Akvo Openaid will be further developed, extended with new features and adapted to become fully IATI compliant. They will be integrated so data can interchange openly between them, providing a framework for paperless reporting. Netherlands Integration between Akvo products. This means proposed technical solutions for WASH (as described in Akvopedia articles), are linked to actual projects (on the RSR platform) where these techniques are brought into practice. 10 End-user feedback systems Maintaining pump functionality is key to the success of water supply projects. User feedback is a collaborative effort involving all stakeholders. PPP Phase 3 will focus on integrating SMS services with the Akvo FLOW database on pump and well characteristics to enable user feedback to be collected via text. This will be piloted within existing programmes. Uganda Organisations can use Akvo FLOW to enable feedback loops. Number of end-user feedback pilots 33 % In 2014 we were still investigating opportunities for end-user feedback systems. A pilot in Uganda for the Cida Grand Challenge was done, where local beneficiaries use mobal technologies to provide real-time feedback via SMS and Akvo FLOW. Integration of such systems is further investigated.
11 Opencasting Akvo is working with DGIS and long-time collaborators Zimmerman & Zimmerman to develop Akvo Opencast. This is a web-based tool that allows organisations to combine and curate open data collections published in Akvo RSR and the IATI (International Aid Transparency Initiative) standard, to make powerful, visual stories and share them via public display screens in order to engage with specific audiences. In South East Asia / Pacific (1): contracts were signed with the Government of Vanuatu, and the Government of Fiji on mapping water services monitoring. 15 Dutch embassy portfolio In order to make its work more transparent and visible, and to share knowledge, DGIS is publishing water, sanitation and hygiene (WASH) information online and to the IATI (International Aid Transparency Initiative) registry. In a pilot, five Dutch embassies (in Kenya, Benin, Mali, Bangladesh and Indonesia) will use Akvo Really Simple Reporting (RSR) to publish and share progress on their WASH activities online and in the IATI registry. 18 West Africa Akvo s reporting and monitoring tools will be deployed across the entire IGG water portfolio, with enhancements to enable DGIS to meet International Aid Transparency Initiative (IATI) standard. The goal is to increase transparency and efficiency in the development sector. Mali, Liberia, Benin, Nigeria, Burkina Faso, Niger, Mauritania, Ivory Coast, Ghana Roll out of mobile based monitoring in West Africa.
