4 Leadership Message Advancing the Profession In 2012, ASCE marked its 160 th year a remarkable achievement for any organization. But rather than pausing to celebrate, we pushed forward to meet the demands of a world marked by rapidly accelerating social change and technological advancement. Whether advocating for the infrastructure investments needed to spur innovation and economic growth, leading the charge to Raise the Bar for engineering education and licensure, or establishing a new framework to guide the development of sustainable infrastructure, we focused our efforts squarely on ensuring that civil engineers will continue to make the world a better place for generations to come. Herrmann, SECB, F.SEI, F.ASCE 2012 President As a result of our continuing campaign to raise awareness of our nation s infrastructure, President Obama again referred to our Report Card for America s Infrastructure in his State of the Union address. Through Capitol Hill briefings coinciding with the release of three studies in our Failure to Act series, we provided an analysis of the economic benefits of improving our infrastructure and the consequences to businesses and consumers of not taking action. Our reports on Water and Wastewater, Electricity, and Airports, Marine Ports and Inland Waterways attracted extensive media coverage and sparked serious conversation in state houses and communities across the nation. And, after years of work by ASCE members and allies, the surface transportation bill, Moving Ahead for Progress in the 21st Century, was enacted into law. 4 ASCE Annual Report

5 Envision, the nation s first sustainable infrastructure rating system, debuted to the public this year as a product of the Institute for Sustainable Infrastructure (ISI), ASCE, a co-founder of ISI, contributed to both the development and testing of Envision. To successfully use this system, the first class of Envision sustainable rating system verifiers received training and graduated in August. The ASCE Foundation continued its journey to achieve LEED-EB Gold certification for our Northern Virginia headquarters building and chronicled its experiences through our LEEDing the Way blog. The Raise the Bar initiative is centered on ensuring adoption and implementation of enhanced post-graduate requirements either inside or outside the university setting for future licensed professional engineers. Taking a leadership role, ASCE launched a new Raise the Bar website this year that features videos of engineering leaders sharing their perspectives on how increased educational requirements for future entry into licensed practice will benefit both the profession and society. Society leaders shared the Raise the Bar initiative with audiences across the country and provided training for members to champion the cause in their states. Our efforts to bring wider attention to this issue were rewarded with a cover story in Engineering News Record. Patrick J. 8 Programs Online Member Community myasce Launches To foster member interaction, ASCE launched a new online community in March myasce. The new benefit allows members to connect easily and collaborate with groups and committees virtually. The rollout included an all-member , an elearning webinar to present the community, and instructional videos to walk members through the various ways of communicating and sharing data. Inspiring Entrepreneurship in Women Engineerings The Society joined in encouraging more women to explore a career in our profession by taking a lead role in this year s Global Marathon By, For and About Women in Engineering and Technology. We organized a panel on entrepreneurship that included 2004 ASCE President Patricia Galloway, Ph.D., P.E., F.ASCE. New Program Cultivating Associate Partners An Associate Partner program targeting smaller firms with a pre-set menu of partnership packages was launched, including outreach efforts to Sections and Branches to help promote the program. These tailored packages allow smaller organizations to offer their employees the full suite of ASCE products and services at affordable prices. ILC Continues Providing Inspirational Leadership Our Industry Leaders Council collaborated on key challenges facing the profession such as workforce development, sustainability, project delivery improvement and risk management. The ILC s long-running series of Insights podcasts continued in 2012 with 10 civil engineering leaders talking about and sharing the wisdom and experience they have acquired through their careers. First Engineering Response Task Force Responds to Utah Wildfires The Committee on Critical Infrastructure created a Disaster Response Program (Local Response Units) to provide members with training and credentialing so they are capable of assisting with post-disaster technical activities. After completing training, a pilot group of the Engineering Response Task Force was mobilized in late June to respond to local wildfires raging in Utah. 8 ASCE Annual Report

9 The Tacoma Narrows Bridge in Washington, designated an ASCE National Historic Civil Engineering Landmark. 25 Years of Providing Peer Review of Public Agencies 2012 marked the 25th anniversary of ASCE s Peer Review for Public Agencies program, which has helped federal, state, and local government engineering agencies improve the management and quality of their services, and better protect the public safety with which they are entrusted. ASCE Helps Train the Next Generation of Engineering Leaders The Society hosted leadership training for engineers and scientists from sister societies as well as 11 ASCE members at the 2012 Emerging Leaders Alliance workshop. The ELA s training prepares individuals with the skills to take on and manage society s future engineering and scientific challenges. A total of 70 professionals attended. Updated Guide to Consulting Engineers Released A new edition of How to Select and Work Effectively with Consulting Engineers: Getting the Best Project (ASCE Manuals and Reports on Engineering Practice No. 45) was published in January. Last revised in 2003, the guide outlines how a consulting engineer effectively serves an owner/client. Two Bridges Designated ASCE Historic Landmarks The Society officially recognized two notable bridges as new National Historic Civil Engineering Landmarks. They are the Huey P. Long Bridge in Louisiana, and the Tacoma Narrows Bridges in Washington, both the 1940 original and its 1950 replacement. ASCE Annual Report

10 INFRASTRUCTURE Throughout 2012, ASCE hammered home the connection between the need for America to do more to maintain and upgrade its infrastructure, and the impact that a failure to do so would have on the economy. 10 ASCE Annual Report

11 ASCE Helps Enact Federal Surface Transportation Legislation The determined efforts of ASCE members and allies paid off with the passage of a new federal surface transportation act for the first time in seven years. Thanks to contacts with members of the U.S. House and Senate, Congress passed and President Obama signed the permanent successor to the 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act in July, thereby launching the Moving Ahead for Progress in the 21st Century Act. Through 2014, states and localities will have a stable source of funding to move forward with longer--term bridge, highway and transit projects. In recognition of the Society s support for the bill, ASCE President Andrew Herrmann was in attendance at the White House for President Obama s signing ceremony. ASCE Annual Report

The Society released three reports in our five-part Failure to Act series on electricity infrastructure, on water and wastewater, and on airports, inland waterways, and marine ports. Among the findings: If current trends continue, the nation will face a 107 billion electricity investment gap by An additional annual investment of 11 billion a year in electricity infrastructure between now and 2020 would protect 529,000 jobs, 656 billion in personal income, 496 billion in gross domestic product, and 10 billion in U.S. exports. The expanding maintenance demands of aging drinking-water and wastewater treatment infrastructure will result in a funding gap of 84 billion through The lack of investment will lead to increasingly unreliable water service and inadequate wastewater treatment, with costs estimated at 35,000 per household and 500,000 to 1 million per business over the next 20 years. In a worst case scenario, the U.S. will lose nearly 700,000 jobs by Keeping U.S. seaports, river ports, and waterways open by widening and deepening harbors and constructing wider, more efficient locks will cost about 15.8 billion more than the nation is projected to spend through The additional investment will save 738,000 jobs and save 770 a year per household in personal income. Commissioned and prepared for ASCE by the Boston firm Economic Development Research Group, Inc., each study produced striking findings about the consequences to businesses and consumers of not addressing the nation s infrastructure challenges. The Failure to Act studies were funded by the ASCE Foundation. Among the extensive media coverage, The Washington Post published a letter to the editor by President Andrew Herrmann addressing the economic impact of deficient bridges, and in an interview on National Public Radio, the Failure to Act studies author, Steve Landau, examined the need to upgrade the nation s electrical grid. 12 ASCE Annual Report

Unless we move aggressively to invest in our infrastructure, America s families, businesses and global competitiveness will suffer. WITHOUT ADEQUATE INVESTMENT IN INFRASTRUCTURE, by 2020 American families would earn on average 700 a year less and be forced to spend 360 more on transportation and repairs. Total impact on the family budget: 1,060 per year. BY 2020, WE LL SPEND TRIPLE the amount of time stuck in traffic. WE D HAVE 877,000 FEWER JOBS, and another 234,000 would exist only if many more people took pay cuts. Without infrastructure investment, we ll see a significant shift from high-skill jobs to low-skill jobs and lower wages. BUSINESSES WILL PAY A PRICE TOO. Between now and 2020, we ll spend 430 billion more for transportation. Productivity would go down, leading businesses to underperform by 240 billion. EXPORTS OF NEARLY EVERY KIND WILL DROP, costing us 28 billion. America s gross domestic product would be 897 billion less than expected. That s almost 2,600 in GDP for every man, woman and child in the country. THERE IS, HOWEVER, A DIFFERENT ROAD WE CAN TRAVEL. An investment in infrastructure will protect families, businesses, our competitiveness and create jobs. AN ADDITIONAL INVESTMENT OF 94 BILLION PER YEAR WILL CREATE millions of new jobs, protect over a million existing high-skill jobs and save Americans nearly 2 billion hours of travel time each year. MOST IMPORTANT, IT WILL IMPROVE EACH AMERICAN FAMILY S BUDGET by an average of 1,060 each year, make businesses more productive and add approximately 2,600 in GDP to our economy for every man, woman and child in the country. 14 President Cites ASCE Report Card in State of the Union During his 2012 State of the Union address, President Obama noted the poor state of our roads and bridges, power grid and high-speed broadband network, references to the findings in our ASCE Report Card for America s Infrastructure. The President proposed that the nation pursue a broader agenda to repair America s infrastructure, citing the need to fund these projects while calling for nation-building here at home. 14 ASCE Annual Report

Caldwell Talks About Failure to Act at White House Forum With Obama Past-president Kathy Caldwell briefed President Obama on the Failure to Act series during her return visit to the White House in April as part of a group of community leaders chosen as transportation Champions for Change. She described ASCE s decade-long campaign to build the case for increased investment in infrastructure and the in-person visits by ASCE members with their lawmakers during our Legislative Fly-in to push the case for infrastructure renewal. State Political Leaders Hear Civil Engineers Message President Andrew Herrmann discussed the state of our nation s infrastructure as a panelist at the National Conference of State Legislature s annual Legislative Summit, attended by thousands of state legislators and their staff. ASCE also sponsored the Council of State Governments Transportation Policy meeting in Washington, D.C., and participated in the U.S. Conference of Mayors Water Council, and the Waterways annual meeting. Sections, Branches Issuing More Report Cards Grading Local Infrastructure ASCE Sections and Branches across the country released several Report Cards that evaluated infrastructure conditions in their state or local communities. These detailed, localized assessments of infrastructure in many categories involved the volunteer efforts of members in Mississippi, Louisiana, Idaho, Vermont, California, San Diego, Calif., and Kern County (Bakersfield, Calif.). New Service Enables Easy Tracking of State Legislative Action To increase awareness and alert members to opportunities for advocacy at the state level, ASCE created a new online legislative tracking service that monitors civil engineering-related legislation in all 50 states. Members can easily learn about bills that are pending and their authors, and about legislation with the potential to really affect members in their backyards. ASCE Annual Report

17 The challenges of developing and applying new technologies, materials, and approaches to the world s infrastructure will require an expanded skill set for licensed engineers and that in the face of declining credit hours for the typical undergraduate degree. Meeting these demands means states must increase the academic requirements for professional licensure. With a decade and a half of work, ASCE remains at the forefront of the movement to raise the academic standards required for future entry into licensed engineering practice through our Raise the Bar initiative. Engineering Leaders Voice Their Support via New Website In 2012, ASCE contributed significant resources to enhance the Raise the Bar message to help engineering professionals and other stakeholders better understand the need for higher academic requirements for future licensure. The Society launched a new website with a stated goal of advancing technical excellence, professional leadership and protection of the public. The site features the persuasive views of many prominent engineers, including Christine Anderson, Director of Public Works in Santa Barbara, Calif. and Carl Mack, Executive Director of the National Society of Black Engineers. The site also features supporting views from allied organizations, including the National Council of Examiners for Engineering and Surveying. Visiting engineers are encouraged to share their stories about how advanced education has enhanced their careers. Advocates Fanning Out to Spread the Message Raise the Bar supporters have been spreading the word about the initiative at forums across the country. These ASCE members, who had expressed support, received advocacy training during the summer at ASCE headquarters. The workshop covered message delivery and presentation skills, plus ways to make the case to state legislators and licensing board officials. ASCE Annual Report

18 In France, Pat Natale, Andy Herrmann and their counterpart Julien Rotman sign an Agreement of Cooperation President s Europe Trip Finds We Must Raise the Bar to Keep Up Parts of Europe are already ahead of the United States in raising the bar for licensed engineers. This insight from Andrew Herrmann s midyear presidential trip abroad provided ASCE with another persuasive point for our initiative. As Herrmann wrote in his President s Blog, The level of education required of young engineers entering private practice is outstripping that required of their young U.S. counterparts. To remain competitive, we as engineers need a future educational standard that is at least on par with our global peers. Point-Counterpoint ASCE Takes Case to Sister Societies As the advocate in a point-counterpoint debate, Raise the Bar Committee Chair Blaine Leonard argued for additional advanced credit hours for future licensure during a webinar hosted by the American Council of Engineering Companies. Leonard and others also spoke of the need to Raise the Bar in an address before the American Society for Engineering Education s annual conference, followed by an address to the National Consortium for Graduate Degrees for Minorities in Engineering and Science annual conference. Herrmann Responds to Magazine s Look Into Initiative To meet the challenges of the future, we need the four components critical to licensed engineering practice to be absolutely solid: education, examination, experience, and lifelong learning, asserted President Andrew Herrmann last fall. His statement to PRISM, the magazine of the American Society for Engineering Education, came in response to its summer 2012 article, Steeper Ascent: Should a master s be the minimum for engineers? 18 ASCE Annual Report

19 Prominent Feature in Engineering News Record Explores Merits of Raise the Bar ASCE was a major source for a cover story about Raise the Bar in one of the industry s leading trade publications, Engineering News Record. Professional Engineers License Debate Grows in Intensity, published in the Oct. 22 issue, examined the arguments of advocates, including ASCE, and opponents. In the article, 2010 ASCE President Blaine Leonard made the case: If we want to meet challenges and be prepared to protect the public, engineers need more depth of knowledge. ASCE Annual Report

20 SUSTAINABILITY By virtue of our role in civil engineering, and our Code of Ethics Canon No. 1, ASCE feels a responsibility to help the profession strive to comply with the principles of sustainable development in the performance of [its] professional duties. Courtesy Institute for Sustainable Infrastructure Sustainable Infrastructure Rating System Debuts Before For the first time in 2012, civil engineers, contractors, building owners, officials and the public had a way to gauge and rate the sustainability of infrastructure projects. In April, Envision, the nation s first infrastructure sustainability rating program, was released by the Institute for Sustainable Infrastructure, and the Zofnass Program for Sustainable Infrastructure at Harvard University. In September, ISI began an independent, third party review process to confirm that a project meets the Envision evaluation criteria and is eligible for project awards. Envision provides a framework for assessing the sustainability of civil infrastructure, covering all project types, scales, contexts, and phases. Owners, engineers, contractors and regulators can address all major project stages: planning and design, construction, operations and maintenance, and decommissioning. Envision creator and administrator, ISI, was formed in 2011 by ASCE, the American Public Works Association, and the American Council of Engineering Companies. ISI also began offering training and testing in the application of Envision, including a new Envision Sustainability Professional credential, ENV SP. ENV SP s work with the design team to achieve the highest level of sustainability for an infrastructure project, and to guide a project through the ISI verification process. ASCE Annual Report

22 First Carbon Management Technology Conference Co-Hosted by ASCE ASCE was one of eight engineering societies to sponsor the inaugural Carbon Management Technology Conference in February. Engineers from across disciplines shared expertise on technologies, strategies, policies, and management systems to reduce greenhouse gas emissions and adapt to climate change. ASCE Signs International Sustainability Pact at Triennial Conference A new international protocol, Civil Engineering for a Sustainable Future, was approved and signed by leaders of conference co-hosts ASCE, the Institution of Civil Engineers (UK) and the Canadian Society for Civil Engineering at the eighth Triennial Conference in March. Building upon agreements reached at the Triennials of 2006 and 2009, the protocol calls for collaboration on national sustainable infrastructure action plans, efforts to encourage engineers to help build sustainable engineering capacity in developing countries, and coordination with the World Federation of Engineering Organizations to give WFEO more clout in discussions with international bodies on sustainable infrastructure programs. Development of sustainable practices that help eradicate global poverty and adapt to the potential impacts of climate change are also priorities in the ASCE, ICE and CSCE document. The Triennial protocol was incorporated into a declaration presented under the auspices of WFEO, in partnership with the World Bank and UNESCO, at the United Nations Rio +20 meeting in Brazil. Ontario Project Wins ASCE s Second Innovation in Sustainable Civil Engineering Award GreenLink Windsor, Ontario, Canada earned ASCE s 2012 Innovation in Sustainable Civil Engineering Award. The parkland design includes a nearly 12½ mile-long bike and pedestrian path free of grade crossings situated above a partially tunneled roadway with 90-degree retaining walls its entire length. Workshops Educate Members on Integrated Approach to Sustainability Nearly 100 ASCE members and students heard noted professionals give their perspectives on creating a holistic approach to sustainability. The workshops, held in Portland, OR, Kansas City, MO and Nashville had a regional focus, reflected in the choice of speakers. 22 ASCE Annual Report

23 Gonzaga University students team, winner of ASCE s Sustainable Development Award. ASCE Headquarters Facility on Way to LEED-EB Gold Status Energy-saving enhancements to light bulbs, toilets, air conditioners and more were installed at ASCE s three-decades-old Northern Virginia headquarters in 2012, all part of the ASCE Foundation s effort to achieve LEED-EB Gold certification for the facility from the U.S. Green Building Council. As part of the initiative, the staffs of ASCE and the building s other occupant, the American Institute of Aeronautics and Astronautics, improved recycling habits and were surveyed about their energy usage, including commuting routines. The Foundation has been detailing these and other changes in a blog called LEEDing the Way, which serves as an inside look at the process for anyone interested in pursuing LEED status for their existing office building. Certification by the USGBC is expected in Gonzaga University Students Win ASCE Sustainable Development Award For designs that improve kitchen water and air quality in rural African homes, a Gonzaga University student team was presented with ASCE s Sustainable Development Award, given in April during the EPA s People, Planet and Prosperity (P3) competition and celebration in Washington, D.C. Gonzaga not only won the ASCE award, it also was among the 15 winners of the EPA s P3 grand prize, a grant of 90,000 for taking the project to the next phase. ASCE again co-sponsored the EPA s P3 program, which included hosting a reception for the student teams. A premiere screening of the new IMAX movie To the Arctic, was held for the students at the National Museum of Natural History. ASCE partnered with the Smithsonian and the film producers Mac Gillivray Freeman Films to present this event. Website Showcases Wider Array of Sustainability Resources The sustainability section of ASCE.org extended its usefulness to those seeking to apply sustainability principles and practices to their projects. The profile library added more examples of infrastructure works in transportation, transit, water and wastewater, and other sectors that have successfully integrated sustainability methods. The selection of related articles from Civil Engineering magazine was expanded. ASCE Annual Report

24 Financial Statement A Strong Financial Foundation The Society continued to maintain its strong financial position at the end of fiscal 2012 with 69.8 million in assets, 19.2 million in liabilities and net assets of 50.6 million, of which 27.1 million was unrestricted reserves. For the fiscal year, the Society and its affiliates had consolidated operating expenses of 52.9 million and a consolidated net from operations of 43,000. Revenues continued to be below pre-recession levels. To compensate, the Society is holding down expenses and using a measured amount of its investment income and reserves each year to support operations.
