1 2018 FEDERAL PRIORITIES COMMUNITY PRIORITIES INFRASTRUCTURE OTHER BUILD Grants Department of Energy Education Arts Airport Inland Waterways Highways Railroads Small Business Opportunity Zones Health Care International Trade The Paducah Area Chamber of Commerce is the region s largest business advocacy organization representing approximately 1,000 businesses and an estimated 30,000 employees. As an investor-driven organization, the Chamber serves as the VOICE of the business community and presents a united effort on our community s behalf. 2 KEY LOCAL PRIORITIES Department of Transportation The Paducah Chamber supports the following grant applications through the Department of Transportation BUILD grants for the program titled Riverfront to Riverport: Investing in Paducah s Maritime Hub. We urge the Department of Transportation to give full consideration and a favorable awarding of these grants. The Paducah area, with support from federal, state and private investments, has put a tremendous amount of resources into the growth and development of river-related activities from the riverfront to the riverport. Riverfront to Riverport: Investing in Paducah s Maritime Hub Paducah-McCracken County Riverport The BUILD Grant funds will be used to build a Container Transfer Yard on nine acres of brownfield, Riverport-owned property. The project consists of approximately 27,150 square yards of 12 concrete paving, security fencing and lighting, a three-truck lane interchange - expandable for future volume growth and container yard equipment. The Container Transfer Yard has the potential to generate economic growth and attract industries. By initializing a Container On Barge (COB) service, rural Western Kentucky would have an equal opportunity with metropolitan areas. The COB service would facilitate foreign and domestic containerized trade for current and future clients. The Paducah McCracken County Riverport Authority operates and manages Foreign Trade Zone #294 in our region. City of Paducah Riverfront The City has created a Riverfront Redevelopment Plan that will provide for a long-term physical renovation of the riverfront and will activate a vacant site. Improvements include a new public Steamboat Landing/Excursion Dock facility, a Performance Plaza, Overlook/Observation Deck, Public Recreation Areas (known as the Paducah Commons), connections to the Greenway Trail system and Shultz Park. The development is essential to attracting increased transient boat and steamboat traffic resulting in additional private investment. An excursion dock and associated landing will address the transportation challenges from inadequate maritime infrastructure to enhance downtown/riverfront connections and economic development opportunities. The proposed project is building on significant investments, both public and private, made in the riverfront/ downtown. If the U.S. Inland waterways system has a hub, Paducah KY is it. 3 Department of Transportation Education Designation for West Kentucky Community and Technical College Supports a Center of Excellence designation at West Kentucky Community and Technical College (WKCTC) through the NDAA Section This authorization allows the Secretary of Transportation to designate as a Center of Excellence for domestic maritime workforce training and education, a covered training entity located in a state that borders the Mississippi River System. WKCTC meets all eligibility requirements under the statute and offers academic degrees and training in Marine Technology through its Inland Logistics and Marine Institute and Workforce Solutions. To have this important designation is a vital addition to Paducah s long history as a leader in the marine industry and will have significant impact on our community. Barkley Regional Airport New Airline Terminal Complex: We are supportive of new construction under evaluation to replace the airport s 64-year-old airline terminal, equipment storage building and fire station. These structures are near or have exceeded their economic and operational life span. The goal is to fund this through a series of sequential FAA grants spread over several years. Essential Air Service (EAS) Funding: Supports continued EAS Funding that is vital to the future of Barkley Regional Airport. Airport Improvement Program (AIP) Grants: Supports the continuation of funding for these grants. Paducah has utilized about $35 million in Entitlement and Discretionary AIP. The vast majority of these improvements would not have occurred without the AIP program. Easing of FAA s Made-In-America Requirements: Urges consideration of the percentage of domesticsourced content required by FAA be lowered. Contract Control Towers: Supports continued funding. Local Issues Industrial Hemp Farming Act of 2018: Supports this bi-partisan legislation that legalizes hemp as an agricultural commodity by removing it from the list of controlled substances, gives states the opportunity to become the primary regulators of hemp production, allows hemp researchers to apply for competitive federal grants from the U.S. Department of Agriculture, and makes hemp farmers eligible to apply for crop insurance. Asian Carp Funding: Supports funding to combat the serious threat of Asian Carp in Kentucky Lake, Lake Barkley and the Ohio and Mississippi River basins. This provision also provides $11 million for the Fish and Wildlife Service to control Asian Carp in both lakes and the larger river basins this is a $600,000 increase from last year s enacted level. Fishing is a multi-billion dollar industry in Kentucky providing an estimated $1.2 billion in revenues to the western Kentucky economy. Arts Funding Supports the continuation of grants funding that provide assistance to local cultural organizations. Recent grants in our community from the National Endowment for the Arts have been awarded to West Kentucky Community & Technical College School of Art and Design, the City of Paducah for wayfinding signage and the Market House Theatre. These grants also help our community to increase local support for community projects. As a UNESCO Creative City, Paducah recognizes the value of arts and culture as an economic driver and leverages creativity for a sustainable future in the arts, business and education.

4 Department of Energy Significant work has been completed since the deactivation began in 2014 of the Department of Energy site in Paducah, Kentucky. The local community has worked closely with our Congressional delegation and DOE to ensure stable funding and secure longer term contracts. Our points of interest: Thank you to Energy Secretary Rick Perry for visiting the Paducah, KY DOE site to see the impact that DOE has on our community. We look forward to working with him in the near future and with recently appointed Anne White, Assistant Secretary for the Office of Environmental Management. The community will continue to work with our Congressional delegation to encourage the funding levels for the Paducah site to stay consistent and increase as possible. The community would like to see the employment level closer to the 1,500 employee amount (where it was during operation and the first three years of deactivation work) and to allow for more work to be completed at the site on a safe and timely basis. The community encourages DOE to look for ways to increase the employment level moving forward. Supports pro-nuclear policies which will complement our state lift of the ban on nuclear power. Our community has a highly skilled workforce, available property and community acceptance of nuclearrelated projects. Request assistance in keeping the level of funding from the Uranium Decontamination and Decommissioning fund at the FY 2014 D&D funding level of $265 million ($320 million site wide). DOE Small Business Contract Terms: Supports consideration by the DOE of a 10-year contract term for small businesses that includes a 5-year base period and one or two multi-year options, consistent with unrestricted prime contracts. Longer contracts enable small businesses to bid competitive pricing through forward-pricing models. In addition, it encourages a long-term Government / Contractor partnership where efficiencies in execution are gained and progress is made. It also eliminates frequent competitive bids that are costly and time-consuming for both the Government and the Contractor. North American Industry Classification (NAICS) Code: Requests the current small business size standard methodology be reviewed in determining how to classify what is a small business, the process simplified and an annual increase in the revenue threshold be included to allow small business growth for DOE Small Business prime contractors and other small businesses. Education STEM/STEAM Funding: Supports preparing the next generation to enter a globalized workforce that has an increased focus on science, technology, engineering, and math, together with art, that are critical to connecting businesses with qualified workers. Education and workforce programs are vital to filling open positions. Funding for Workforce Education: Supports program funding focused on integrating work-based learning, such as apprenticeships, to keep Paducah and the region s workforce competitive on the international stage. Resources are needed to prepare our region s youth and adults for career paths more aligned with the needs of our economy.

5 Infrastructure Investments TRANSPORTATION Interstate Highway I-69: Encourages continued expansion of the interstate highway system to meet the transportation needs of this century, including I-69, to provide safe, affordable and reliable highway transportation which is critical to economic growth. We respectively request the full inclusion of I-69 in the National Highway Freight Network. Supports: Modernizing the Federal Fuels User Fee that has not been updated since the 1990s and has failed to keep up with inflation. Secure passage of major infrastructure legislation to ensure long-term economic growth. Securing full funding for transportation programs in appropriations bills. RAILROAD Supports increased federal funding for maintaining and improving the safety of railroad infrastructure. Dedicated resources for short line tracks and regional railroads are critical for the sustainability and improvement of multi-modal freight transportation in the greater Paducah area. Supports short line railroads by making the 45G short line tax credit permanent. The credit incentivizes railroads to increase their investments, rehabilitate their tracks, and expand capacity, which ultimately allows short lines to safely and efficiently serve their customers. PADUCAH MCCRACKEN COUNTY RIVERPORT American Marine Highway Projects Grants: Requests that the matching fund requirement for American Marine Highway Projects grants be adjusted for small communities (same as the BUILD grant) to even the playing field between small communities and metropolitan communities. The current matching fund requirement is unfair to small communities. Grant Funding for Bulk Cargoes: Requests that the Maritime Administration consider expanding grant funding for bulk cargoes, such as conveyor belts, dry storage buildings, and material handlers, for inland ports, possibly mirroring the small shipyard grants. INLAND WATERWAYS Supports full use of the Inland Waterways Trust Fund (IWTF): For FY 19, full capability funding of at least $30 million for Olmsted Lock and Dam. Supports Kentucky Lock: For FY 19, designate $50.8 million for Kentucky Lock and Dam with enactment of the 75%/25% cost-sharing for IWTF projects. Coast Guard Authorization Act / Commercial Vessel Incidental Discharge Act: Supports a single, uniform, cost-effective regulatory standard for American mariners and vessel operators while still protecting our environment. Water Resources Development Act: Supports authorization with opposition to additional taxation, tolling, lockage fees or adverse changes in cost-sharing for the Inland Waterways Transportation System. Supports the Operations and Maintenance of the Inland Waterways Transportation System remaining a full Federal responsibility. PUBLIC TRANSPORTATION Supports the awarding of a 5339(b) Competitive Capital Grant by the Federal Transit Administration, Department of Transportation, to the Paducah Area Transit System (PATS) to assist in the purchase of three Gillig buses for fixed routes. These buses would increase passenger capacity from 18 passengers to 28 passengers. Every wheel chair passenger that is transported reduces the capacity by two passengers. With Gillig heavy duty buses, passenger capacity would be 26 plus two wheel chair positions.

6 Opportunity Zones Enacted into law in late 2017, the City of Paducah has two areas designated as Opportunity Zones that would provide incentives to encourage private investment in distressed neighborhoods. The Internal Revenue Service is currently crafting tax regulatory guidelines for this program. We urge for clear directives from the IRS guidance documents and support Congress expeditiously addressing implementation of this incentive program. Small Business Increase Access to Capital and Technical Assistance and Capacity Building: Supports easing access to capital and increased funding for technical assistance and capacity building through Small Business Development Centers. Revise Affordable Care Act Guidelines to Assist Small Business: Supports changing guidelines in the Affordable Care Act for personnel-heavy small businesses, such as restaurants, that will enable owners to offer and / or provide medical insurance to their employees. Reduce Barriers to Utilization of SBA 7 (a) Loan Program: Supports reviewing changes made to the SBA 7 (a) loan program that made it more difficult for small businesses to utilize this loan program; eliminating the standardization of criteria the one size fits all policy; and allowing local-decision making by the financial institution. Executive Order Supports this Executive Order that reduces regulations and controls regulatory costs impacting small businesses. Health Care Supports the Comprehensive Opioid Recovery Centers Act of 2018 that amends the Public Health Service Act to require the Department of Health and Human Services to award grants to establish or operate comprehensive opioid recovery centers. Supports the CAREER Act, state-based pilot program, to encourage local businesses and treatment groups to form partnerships to assist those recovering from substance abuse to identify and maintain employment. Supports Medical and Mental Health Clinics in Schools through continued federal assistance through Medicaid and grants to maintain medical and mental health clinics in schools. International Trade Supports fair and free trade policies that open markets abroad to Kentucky businesses and remove barriers that shut U.S. exports out of foreign markets.
