Introduction Background Many people around the world have lost their lives, homes, unable to access to essential facilities, and extensive economic damage due to natural disasters such as earthquakes, droughts, tsunamis, flooding, and typhoons. Whereas in Southeast Asia, natural disasters are more frequent occurrence, killing an estimated 350,000 people in the last decade and causing tens of billions dollars worth of damage. The United Nation acknowledges that education, training, and information exchanges are effective ways to help people become better equipped in withstanding natural disasters. On December 22, 1989, the United Nation General Assembly designated the second Wednesday of October as the United Nations International Day for Disaster Reduction (IDDR). This event was to be observed annually during the International Decade for Natural Disaster Reduction. On December 20, 2001, the assembly decided to maintain the observance to promote a global culture of natural disaster reduction, including disaster prevention, mitigation and preparedness. In order to build resilience with such loss of life s and extensive economic damages, the increasing capacity of its member states which lead to vision of ASEAN by 2015 is a more disaster-resilient and safer community is a key priority for the Association of Southeast Asian Nations (ASEAN). To that end, on 24 December 2010, the anniversary of the devastating Indian Ocean tsunami, the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and its work programme came into force. In addition as adaption of IDDR the ASEAN Day for Disaster Management is one of the annual public outreach activities under the ASEAN Agreement on Disaster Management and Emergency Response Work Programme. ASEAN, led by the ASEAN Committee on Disaster Management (ACDM), has been organising this annual event since In 2005, ASEAN Member States observed ADDM rather independently by doing their own national activities. However since 2006, the ACDM initiated regional in observing ADDM through a partnership with the global campaign of IDDR organised by the United Nations International Strategy for Disaster Reduction (UNISDR). The partnership goes along in the following years in which the ADDM annually holds various activities including the ASEAN Regional Drawing Competition. As Innovating together towards a safe ASEAN community with special focus on the campaign in Cambodia, Communities Step Up for Resilience! has been arisen for this year ASEAN Day for Disaster Management in conjunction with the International Day for Disaster Reduction. The ADDM and IDDR both serve as a strategy to increase the level of public awareness for disaster risk reduction. In Cambodia the ADDM&IDDR has been leading in organising for the past few years by National Committee for Disaster Management with supporting from National and International Nongovernmental organizations. Whereas, this ADDM& IDDR 2014 is a special year for the event which intends to switch on an amplifying this more critical campaigning including the needs of vulnerable communities especially children, women, men, older persons and person with disability and for the post-2015 framework for disaster risk reduction. The lessons from these events will substantively inform a post 2015 framework for disaster risk reduction that will be amongst other things, actively seek to reflect and respond to the needs of vulnerable groups which include women, children, girls, young people, the elderly and people living with disabilities. 4 International Day for Disaster Reduction and ASEAN Day for Disaster Management in Cambodia: after missing the event celebration in last year 2013 caused by flood emergency response, in this year under strong leadership of National Committee for Disaster Management, with collaboration from Provincial Committee for Disaster Management, and I-NGOs and L-INGOs as supporters, Cambodia highly considers in organizing the ADDM in conjunction with IDDR in one coastal province where is prone to multi-hazards. In commitment ADDM&IDDR will be focused on ensuring that the communities especially the vulnerable, children, men and women, older persons and people living with disabilities step up for resiliencies and put all efforts for disaster risk reduction integration which prioritises in community-based development. In order to promote the awareness on community resilience to natural disasters, the theme is being focused on communities to step up for resilience to multi-hazards. The event will be involved in all sectors participation which aim at reduce risks of disasters for tomorrow safety and to enhance community Resilience s. Aside of paying-attention to promote the community awareness, the event is as well as to address the local authority s and community role and responsibilities in Disaster Risk Reduction. Not only local focus but ASEAN Day for Disaster Management and International Day for Disaster Reduction commemoration is also a part of the global campaign on Aging people and Peoples of ASEAN, Step Up and Be Counted for Community Disaster Resilience! Resilience is for Life! 2. Objectives This year ADDM&IDDR brings disaster risk management intervention closer to the local authorities and community as the frontlines of both the immediate aftermath of a disaster as well as the longer term recovery and rehabilitation, with emphasis on the need for social inclusion. In view of this, the 2014 ADDM&IDDR is themed: Community Step Up for Resilience! which aims at commemoration the ASEAN Day for Disaster Management in conjunction with International Day for Disaster Risk Reduction: - To increase the level of awareness among people in community, especially women and children on disaster risk reduction integration; and - To promote a more disaster-resilient and safer community through awakening roles and responsibilities of community and all level of authorities in disaster risk reduction - To promote ASEAN efforts and to increase the visibility of ASEAN and promote peoplecentered on disaster risk reduction to the general public at all levels Theme This year theme for ADDM&IDDR is COMMUNITY STEP UP FOR RESILIENCE! 4. Date and Venue for national event Cambodia plans to commemorate the event on Monday 13th October The event will be held in Kampot Province under leadership of NCDM support by Plan International, World Vision, OXFAM, Caritas Cambodia, CAFOD, HEKS, Save the Children, and Consortium of DCA/CA, ActionAid as well as strongly commitment of technical working groups on Disaster Risk Reduction and Climate Change Adaptation. The Kampot provincial governor and provincial working group will take responsibility to coordinate and facilitate this event as a whole. The ASEAN Day for Disaster Management and International Day for Disaster Reduction is honourable presided by H.E. Dr. NHIM VANDA, Senior Minister, special mission in charge of 1 st Vice President of NCDM and he will be invited as the supreme chief of delegations in the event. Page 4

Organizers In order to meet the above objectives, the National Committee for Disaster Management is leading agency in organizing AADM&IDDR as a national event which following mentioned date, time and place. The above mentioned DRR actors and supporters will provide support in term of technical expertises as well as financial recourses to the event for commemoration. 6 ADDM&IDDR is planned for a full day on Monday 13th October 2014 which will be started from 6:30am by marching groups of students, teachers, local authorities, NGOs, line province departments, community people, private sectors, media and guests. The marching will read loudly the slogan. The match will across provincial town toward the venue before arriving of the supreme chief of delegations. At interval and after of the formal function the campaign will start with, songs, drama, quiz s, the public exhibitions with messages on ADDM&IDDR, conference of experiences from resilient communities (find a detail TOR) and press conferences (find a detail TOR). After the opening ceremony and quiz, the participants will be invited for a gallery walk at NGO booths to visit a display of DRR s IEC materials or Video clips on hazards, and experience from the field level. 7 8. Budget proposal NCDM takes a responsibility to estimate the cost for the 2014 ADDM&IDDR. All related expenses will be managed by NCDM and also prepared a financial report and submitted to all NGOs-supported-fund. The total estimated budget of 2014 ADDM&IDDR will be proposed in a mount at: 15,200 USD (thirteen thousand nine hundred and six US dollars only), detailed information please look at the annex of Budget Proposal. 9. Committed budget contributed by relevant INGOs Sponsor Materials Budget (US$) Plan International Cambodia 6, Oxfam 3, CAFOD 2, Caritas-Cambodia 1, ActionAid 1, World Vision 1, Save The Children HEKS , Financial Management Memorandum of Understanding (MOU) is prepared by NCDM and NGOs Partner to mobilize and fund and other resources to support the event. In responding to above budgeting and also enhance the accountability of financial management, it should be followed the below process: 1. MoU to be finalized and agreed by NCDM and NGO partners. 2. NCDM and NGO partners will sign on the MOU by specification of expenditure and clearance which been mentioned in the MOU articles (Further information please look at the MOU). 3. All payments have to be followed the agreed budget proposal between NCDM and NGOs partners. All formal and approved receipts/invoices are required and should be attached to the financial report. 4. Budget allocation will be done through NCDM official bank account which is also stated in MOU 11. Slogans Long Life!
